Introduction
There are two kinds of DTM narratives available to the CCCM Cluster and interested partners: one summary issue covering all the displacement sites of the Haiyan Emergency Response and individual hub DTM issues that will present the details of the situation of the displacement sites for each hub. Data for these issues were collected from May 12-21, 2014 and covers the period May 5-May 11, 2014. The data provided in the DTM issues focus on demographic data and three key indicators for each of seven sectors namely CCCM, Shelter, Food, WASH, Health, Education, and Protection. These issues are all available in the CCCM Philippines Website and can be downloaded by cluster partners.
Trends in the Period
The Guiuan Hub increased by three displacement sites with the opening one site Balangiga Municipality, one site in Lawaan Municipality and one site in the Salcedo Municipality bringing the total number of sites to 40 from 37 in the April 28, 2014 issue of the DTM. The Roxas Hub deceased by one displacement site with the closing of the tent city in the NIPSC in Estancia in Iloilo making the two bunkhouses sites in Concepcion and Estancia as the only existing displacement sites. The Tacloban Hub has the same number of displacement sites which remained at 23 sites since the last issue of the DTM with at least 13 of those sites being tent cities.
Distribution of Displacement Sites in Municipalities/Hubs
Typhoon Haiyan hit the Philippines on the 8th
of November 2013. It was one of the most powerful typhoons to
ever make landfall. Government estimates state that over 14 million people were affected by the typhoon
across 9 regions, 44 provinces and 574 municipalities. 1.1 million houses were damaged at the cost of 27
billion pesos and over 5,000 evacuation centers were activated in preparation for the typhoon. Bac

There are a total of 68 displacement sites covered by this report which is an increase of 3% from the
previous report which was 66 sites. This is due to 3 transitional sites that opened in Guiuan Hub
area of responsibility.
Tacloban hub has 57.2% of the population or 3,420 families in 23 sites, with 13 sites of which are
tent cities. Guiuan hub has the most number of sites composed of 39 transitory sites and 1 tent city,
holding 26.4% of the total population or 1,581 families.
Transitional sites composed 74% of all displacement sites and have 69% of the population. This is up
from being 69 % of all displacement in the April 28 DTM and having 64 % of the population.

There are 5,981 families in the 68 displacement sites with a total of 27,210 individuals. There are a
total of 292 women who are pregnant and 760 who are breastfeeding. Also out of this population,
there are 188 persons with disabilities, and 166 identified with chronic illnesses. Out of 5,981
families, 595 are single-headed families.

Only 18 sites or 26% were reported to have supplementary feeding for children. 58 sites or 85%
reported no supplementary feeding for breastfeeding mothers. Only 17 sites or 25% said that
malnutrition screening was done in their site.
52 sites or 76% had On-Site water sources. Off all sites, 52 or 76% have a latrine to person ratio of
1:20 or less. There are 48 sites or 71% that said they do not have drainage problems in their area.

There are 25 sites or 37% who say health services are available on site while 19 sites or 28% say that
psychosocial services were provided at their sites. There are 29 sites or 43% who say that health
referral systems are in place in their site.
Only 10 sites or 15% say that informal education activities are being conducted at their sites. Only 16
sites or 24% of all sites have temporary learning spaces. The question “Are children able to school?”
has been omitted from this round since it is summer break based on the Philippine’s elementary and
secondary education system.

Conclusions
The information for this DTM issue comes from Week 25 after the disaster event and the priority of the CCCM Cluster are now focused on the closure of evacuation centers and tent cities and moving them the IDPs to transitional sites. This is made urgent by the coming of the new typhoon season which will find a lot of families still living in tents found in hazardous areas.
The DSWD has announced funding available for the building of additional bunkhouse buildings or single detached transitional houses but this will be delayed unless the city government and its partners will be able to find land where these units can be built.
Tapping the DTM to Push the CCCM Cluster Forward
The DTM hopes to become a complete information source and effective monitoring tool for the members of the CCCM Clusters who are in the frontlines and working to serve all the displacement sites. It wants to support the following key objectives of CCCM which include: providing trained and effective camp managers; conducting vulnerability assessment among IDPs to seek out the most in need of assistance particularly the landless; providing responsive Camp Care and Maintenance; uplifting the outlooks of the IDPS with settlement planning and involving them in the search for durable solutions; and providing them with skills in disaster preparedness.
