1.0 Executive Summary The S.N.R Sons Charitable Trust (SNRSCT) was established in the Year 1970 at Coimbatore to give relief to the poor, advancement of education, providing medical relief, advancement of other objects of public utility, etc. The crown of the SNRSCT, Sri Ramakrishna Hospital (SRH) was established in the year 1975 is now 1,009 bedded hospital. The SNRSCT Trust owned about 13.53 Ha (33.44 Acres) land in the Years 1973 (24.25 Acres) & 1982 (9.19 Acres) vide Sale Deeds 1973 of 1982 and 1973 of 1982. The Trust had gifted about 0.482716 Ha (1.19 Acres) to the Coimbatore Corporation for the Nava India Salai (Road) vide a Gift Deed of 2118/99 (Sale Deed 2011/2010). Thus, a total extent of 13.047284 Ha (32.25 Acres) was in its possession. The land extent falls in T.S Nos. 3, 4 & 6 part of Block-1 and T.S No. 110 of Block-2 in Ward AA(27), Sowripalayam Village, Coimbatore South Taluk, and T.S No. 10/12 of Block-1 in Ward AA(27), Krishnarayapuram Village, Coimbatore North Taluk within Coimbatore Municipal Corporation Limit. The Trust had established in the site of 13.047284 Ha its SNR Sons College (Autonomous) in the Year 1987 and Sri Ramakrishna Dental College & Hospital (SRDCH) in the Year 2000. The SRDCH Campus is located in an extent of 2.060594 Ha T.S No. 110 (Old SF No. 399) of Block-2 in Ward AA(27), Sowripalayam Village, Coimbatore South Taluk, Coimbatore District, Tamil Nadu State within Coimbatore Municipal Corporation Limit. The self financed dental college has been affiliated to Tamil Nadu Dr. M.G.R. Medical University. The college is a part of S.N.R. Sons Charitable Trust along with Sri Ramakrishna Hospital. SRDCH offers 5 years Bachelor of Dental Surgery (BDS) and 3 years Master of Dental Surgery (MDS)-total 540 students- as approved by the Dental Council of India. SRDCH is also has the Girls & Boys Hostel and a Staff Quarters within the Campus. The Facilities in the Complex are : v Dental Hospital for Outpatients with 250 Dental Chairs (for day time Operations only during 08:00-

16:00 hrs.; No Inpatients) with Outpatient Block, X-Ray and Lab Testing Facilities-other major cases will be referred to SRH.

v Classrooms. v Library. v Seminar Hall. v Girls Hostel (260 Students) v Boys Hostels (52 Students). v Dining Block. v Staff Quarters (12 Nos.). v Playgrounds. v Admin Office. The Trust has developed various Buildings for the Dental College & Hospital in the Site since Year 2000. The Building Licenses (BLs) / Building Approvals (BAs) / Orders for these Developments were obtained from Coimbatore Local Planning Authority (CLPA) and Directorate of Town and Country Planning (DTCP). While CLPA Approval 3672/99 dated 14.01.2000 was obtained in 2000, constructions were carried out in 2000 (Main Building with 11 Blocks & Girls Hostel), 2002 (Staff Quarters) and 2004 (Boys Hostel). Vertical expansion was done in the main buildings during 2005 and are regularised by DTCP. All existing Buildings/Constructions were made prior to EIA Notification 2006 dated 14.09.2006 notified by the Ministry of Environment, Forests and Climate Change (MoEF&CC) and thus, no Environmental Clearance (EC) was warranted. The Consents to Operate from TNPCB are obtained vide Orders 160524879153 (Air Act) and 160514879153 (Water Act) dated 17.05.2016.

An effective Green Belt over an extent of 0.35 Ha (16.99% coverage of total area) has been developed and maintained. During 2015-16, a total of 76,502 patients were visited and treated in the Dental College & Hospital @ 210 patients/day. The Dental College & Hospital Complex has a total population of 1,120 persons/day (maximum) in various categories. For the population, the maximum water demand is 92.22 cu.m/day out of which the fresh water demand is 65.62 cu.m/day and Treated Sewage is 26.60 cu.m/day. The Trust has the Water Supply Service Connections (unlimited) from the Coimbatore Corporation under Siruvani Scheme. The required water demand of SRDCH is being met from the Corporation Supply and the payments are made on the actual water consumption by the meter readings. SRH has 10 cu.m/day Reverse Osmosis (RO) Plant for its potable water, Dental Chairs and Lab requirements. The Complex generates 69.8 cu.m/day domestic sewage and 15.5 cu.m/day Effluents from Dental Chairs & Lab. The effluents are collected in a 20 KLD Neutralisation Pit, disinfected with 10% Sodium hypochlorite solution and pumped along with the Sewage to the Common STP of 1.5 MLD capacity in the SNR Sons College Campus. After losses, the treated sewage, in compliance with TNPCB Norms, is recycled/reused for Toilet Flushings (26.6 cu.m/day) and utilised onland for Gardening (42 cu.m/day) in the adjacent sister concern unit at SNR Sons College premises. Dedicated pipelines from STP are made to utilise the treated sewage with a dedicated power supply to STP. SRDCH generates about 62.5 kg/day Bio Medical Wastes (maximum for 250 Chairs @ 250 g/Chair). SRDCH has signed a Memorandum of Understanding (MOU) in Feb. 2013 to collect, transport and treat the Biomedical Wastes with M/s. Tekno Therm Industries, Coimbatore who operate the Common Biomedical Waste Treatment Facility at Orattukuppai Village, Chettipalayam, Coimbatore with a validity for 10 years. The segregated Bio-medical Wastes from the Complex are being collected by them (Records being maintained) for further treatment and disposal in compliance with the provisions of Bio-Medical Waste (Management and Handling) Rules 2016. As per CPHEEO Manual, the quantity of solid waste generation from the Complex (@ 0.2-0.6 kg/capita/day) is 0.360 Tons/day. The non-biodegradable & biodegradable wastes are being handed over to the Corporation. The solid waste generation from STP @ 5% of sewage generation is 4.3 kg/day. The STP sludge will be composted and used as manure for Green Belt. Spent oil from DG sets (@ 0.5 Tons/annum) is being disposed off through registered recyclers by TNPCB. Now, SRDCH has to provide 7 staircases (one staircase @ 18 m distance) in the Dental College & Hospital as per Building/DTCP Norms. Accordingly, it is proposed to construct the 7 Nos. staircases with a Builtup Area of 491.44 sq.m in compliance with DTCP Norms. With this addition of 491.44 sq. m to the existing 24,260.20 sq.m, the total Builtup Area, on Expansion, will be 24,751.64 sq.m over an extent of 2.06 Ha. Other than these 7 Nos. Staircases, there is no additional Buildings/Construction proposed.

The FSI achieved is 1.17 against FSI allowed 1.80 by DTCP and the Plot Coverage is 32.24% against the 60.00% allowed by DTCP. The constructions would be in compliance with the DTCP/CLPA Norms. The proposed Land Use pattern of the Complex will be as follows :

The SRDCH site falls in between 11o01’16”- 11o01’24” North Latitude and 76o59’16”- 76o59’20” East Longitude (Survey of India Topo Sheet No. 58 A/16) and lies 410-411 m above mean sea level (aMSL). There are no eco sensitive areas like National Parks, Wildlife Sanctuaries, Biosphere Reserves, Reserved Forests, Elephant Corridors, Mangroves, Archaeological/Historical Monuments, Heritage sites, etc. within 10 km radius area. Western Ghats is located at 12 km distance in northwest. Seasonal Noyyal River flows at a distance of 4.9 km in south and the seasonal Sanganur Pallam/Stream/Nalla flows at a distance of 0.1 km west to the Complex which confluences into Noyyal River. NH-47 Salem-Avinashi-Coimbatore Section runs at a distance of 0.4 km in the east. As per the Audited Balance Sheet for the Financial Year 2014-15, the Fixed Asset is Rs.18.91 crores. An EMP Budget of Rs.1.50 crores has been spent as Capital Expenses for the EMP measures and Rs.25.00 lakhs/annum is being spent as Operating Cost. The Project Cost for additional construction of 7 Nos. Staircases is about Rs.1.20 crores and the construction will be completed within 3 months Other than adding 491.44 sq.m builtup area for the Staircases, there is no change in the Dental College & Hospital activities; water demand; wastewaters generation, treatment & its disposal; solid wastes generation, treatment & disposal, etc. viz. no change to the existing status due to the Proposal. The proposed Additional Staircases in the Dental College & Hospital Buildings of 491.44 sq. m to the existing 24,260.20 sq.m (total Builtup Area, on Expansion, 24,751.64 sq.m) in the Medical Institution, >20,000 sq. m and <1,50,000 sq.m Builtup Area, is falling in Sl. No. 8(a) as Category B activity as per EIA Notification 2006 (as amended) without the applicability of General Conditions and Public Hearing and requires the Environmental Clearance from the State EIA Authority-Tamil Nadu (SEIAA-TN). Accordingly, the Application/Form 1, Form 1A, Conceptual Plan along with EIA/EMP Report and the Scrutiny Fee are submitted to the Authority for the prior EC for proposed Activity.

2.0 Introduction of the Project 2.1 Project Proponent The S.N.R Sons Charitable Trust (SNRSCT) was established, by the sons of Late Sri S.N. Rangasamy Naidu, in the Year 1970 at Coimbatore to give relief to the poor, advancement of education, providing medical relief, advancement of other objects of public utility, etc., with competitive spirit and competence to serve the society and the country. The Authors of the Trust had executed a Trust Deed on 09.02.1970

and registered it as Document No. 45 of 1970 in the Joint Sub-Registrar-I, Coimbatore with an Endowment. Subsequently, the Trust had also executed Rectification Deeds and a Supplemental Deed as required and registered them. Late Sri S.N. Rangasamy Naidu, being an ardent devotee or Sri Ramakrishna Paramahamsa whose philosophy of “Change the life of those, who have no Hope”, instilled a strong conviction and interest to serve people with a mindful care and all the institutions established by the Trust bears the name of the holy sage ‘Sri Ramakrishna’.

The crown of the SNRSCT, Sri Ramakrishna Hospital (SRH) was established in the year 1975 as a 100 bed facility and continues to remain relevant as an affordable health care institution for the last 40 years. It has a state-of-the-art facility with a 1009 bed hospital today, managed by highly qualified and experienced doctors. The Hospital has ‘Sri Ramakrishna Institute of Paramedical Sciences (SRIPMS)’ in its Campus with College of Nursing, College of Pharmacy and College of Physiotherapy. The old age home ‘Sri Ramakrishna Vridhashramam’ allows free boarding with affordable food costs for the alienated elders to lead a life of dignity. The home provides all facilities like Audio-Visual equipment, Library and other Recreational Facilities to make life pleasant for the aged. The inmates are provided nutritionally rich diet and relevant medical care. The Trust’s second CSR initiative, Sri Ramakrishna Advanced Training Institute (SRATI) in association with the Builders’ Association of India (BAI), provides a skill-enabled livelihood for the youth of the region. Students of the school ingrain skills in welding and plumbing, helping them launch their careers at prestigious companies that include LMW, L&T, BHEL, etc. The institute also recently trained 120 students from Nigeria at the behest of the Nigerian Government. The Trust marches towards Golden Jubilee and celebrates its values in ethics and traditions, preserving its heritage empowering through education and empathizing the suffering fellow being. In addition to the patient treatment in the Hospitals, SNRSCT is involved in many Charitable activities to help the cancer patients. A Screening Programme DEEPAM (Detect Early, Ensure Prevention and Management) is being conducted especially targeted towards women to detect Non Communicable diseases viz. breast and cervix cancers at the earliest stage so that these can be completely cured. About 2.5 lakhs women were screened under this Scheme so far. Oncology Department runs a Tobacco Cessation Clinic and Cancer Awareness Exhibitions to educate the public about the ill effects of cancer and prevention. Free counseling and free Nicotine Replacement Therapy are given in tobacco cessation clinic. Glivac, a drug for the treatment of Chronic Myeloid Leukemia (CML) is given free of cost for CML patients under the patient support programme with Novartis pharmaceuticals and so far 400 patients are benefited. The drug Soragenib is given freely for liver and kidney cancer patients from 2013 World Cancer Day and so far it is given to 100 patients free of cost. The Trust also runs two Rural Health Centres, one at Vattamalaipalayam which caters the health needs of about 300 patients every day and the other at Pachapalayam near Perur which caters to 400 patients every day. Both the centers are reasonably equipped with basic infrastructure and with standby ambulances stationed for critical emergencies. These Centres serve to the families with a monthly household income of less than Rs.7,000/- and the healthcare is delivered at very negligible costs with no compromises in quality and delivery. The Trust also runs a Palliative Care Home (cancer care home for terminally ill patients) at Pachapalayam to take care of the needy patient's treatment and their care till they become free from cancer. Patients in this home are given psychological counselling with best nursing support and medical support, thus becoming the first centre with all facilities under one roof.

The Trust has developed various Buildings for the Dental College & Hospital in the Site since Year 2000. The Building Licenses (BLs) / Building Approvals (BAs) / Orders for these Developments were obtained from Coimbatore Local Planning Authority (CLPA) and Directorate of Town and Country Planning (DTCP). While CLPA Approval 3672/99 dated 14.01.2000 was obtained in 2000, constructions were carried out in 2000 (Main Building with 11 Blocks & Girls Hostel), 2002 (Staff Quarters) and 2004 (Boys Hostel). Vertical expansion was done in the main buildings during 2005 and are regularised by DTCP. All existing Buildings/Constructions were made prior to EIA Notification 2006 dated 14.09.2006 notified by the Ministry of Environment, Forests and Climate Change (MoEF&CC) and thus, no Environmental Clearance

(EC) was warranted. The Consents to Operate from TNPCB are obtained vide Orders 160524879153 (Air Act) and 160514879153 (Water Act) dated 17.05.2016. Existing building details are :

The No. of Car Parkings provided is 72 against the required car parking of 65 Nos. Thus, the constructions are in compliance with the DTCP/CLPA Norms. An effective Green Belt over an extent of 0.35 Ha (16.99% coverage of total area) has been developed and maintained. The total connected load is 1250 kW and the demand load is 750 kW. TNEB Grid is the source. There are 2 Nos. standby DG Sets viz. 1x82.5 KVA & 1x180 KVA with acoustic enclosures and stack height as per TNPCB Norms. In an average 50-75 lits./day HSD is being used for the operation of standby DGs. Low Sulphur Diesel (<1% sulphur) is only used. HSD storage in a barrel of 200 lits. capacity is being maintained. During 2015-16, a total of 76,502 patients were visited and treated in the Dental College & Hospital @ 210 patients/day. The Dental College & Hospital Complex has a total population of 1,120 persons/day

(maximum) in various categories as detailed below :

The required water demand of SRDCH is being met from the Corporation Supply and the payments are made on the actual water consumption by the meter readings. SRH has 10 cu.m/day Reverse Osmosis

(RO) Plant for its potable water, Dental Chairs and Lab requirements. The Complex generates 69.8 cu.m/day domestic sewage and 15.5 cu.m/day Effluents from Dental Chairs & Lab. The effluents are collected in a 20 KLD Neutralisation Pit, disinfected with 10% Sodium hypochlorite solution and pumped along with the Sewage to the Common STP of 1.5 MLD capacity in the SNR Sons College Campus. After losses, the treated sewage, in compliance with TNPCB Norms, is recycled/reused for Toilet Flushings (26.6 cu.m/day) and utilised onland for Gardening (42 cu.m/day) in the adjacent sister concern unit at SNR Sons College premises. Dedicated pipelines from STP are made to utilise the treated sewage with a dedicated power supply to STP. SRDCH generates about 62.5 kg/day Bio Medical Wastes (maximum for 250 Chairs @ 250 g/Chair). SRDCH has signed a Memorandum of Understanding (MOU) in Feb. 2013 to collect, transport and treat the Biomedical Wastes with M/s. Tekno Therm Industries, Coimbatore who operate the Common Biomedical Waste Treatment Facility at Orattukuppai Village, Chettipalayam, Coimbatore with a validity for 10 years. The segregated Bio-medical Wastes from the Complex are being collected by them (Records being maintained) for further treatment and disposal in compliance with the provisions of Bio-Medical

Waste (Management and Handling) Rules 2016. The BMW Authorisation of TNPCB, for collection, storage and disposal of Bio Medical Wastes for the Dental College & Hospital for 62.5 kg/day, has been issued. As per CPHEEO Manual, the quantity of solid waste generation from the Complex (@ 0.2-0.6 kg/capita/day) is 0.360 Tons/day. The non-biodegradable & biodegradable wastes are being handed over to the Corporation. The solid waste generation from STP @ 5% of sewage generation is 4.3 kg/day. The STP sludge will be composted and used as manure for Green Belt. Spent oil from DG sets (@ 0.5 Tons/annum) is being disposed off through registered recyclers by TNPCB. The meager quantity of E-wastes generated from the Hospital is being collected and stored for disposal to a nearby authorized E-waste center as per e-waste (Management & Handling) Rules 2016. Thus, SRDCH operations are in compliance with TNPCB Consents conditions.

2.2.3 Need for the Project SRDCH has to provide 7 staircases (one staircase @ 18 m distance) in the Dental College & Hospital as per LPA/DTCP Norms. Accordingly, it is proposing the additional staircases in the Campus.

2.2.4 The Proposal With this addition of 491.44 sq. m to the existing 24,260.20 sq.m, the total Builtup Area, on Expansion, will be 24,751.64 sq.m over an extent of 2.06 Ha. Other than these 7 Nos. Staircases, there is no additional Buildings/Construction proposed.

3.0 Project Description 3.1 Type of Project The proposed Additional Staircases in the Dental College & Hospital Buildings of 491.44 sq. m to the existing 24,260.20 sq.m (total Builtup Area, on Expansion, 24,751.64 sq.m) in the Medical Institution, >20,000 sq. m and <1,50,000 sq.m Builtup Area, is falling in Sl. No. 8(a) as Category B activity as per EIA Notification 2006 (as amended) without the applicability of General Conditions and Public Hearing and requires the Environmental Clearance from the State EIA Authority-Tamil Nadu (SEIAA-TN).

3.2 Location Sri Ramakrishna Dental College & Hospital is located over an extent of 2.0605 Ha at T.S No. 110 (Old SF No. 399) of Block-2, Ward AA(27), Sowripalayam Village, Coimbatore South Taluk, Coimbatore District, Tamil Nadu within the Corporation Limit. The SRDCH site falls in between 11o01’16”- 11o01’24” North Latitude and 76o59’16”- 76o59’20” East Longitude (Survey of India Topo Sheet No. 58 A/16) and lies 410-411 m above mean sea level (aMSL). There are no eco sensitive areas like National Parks, Wildlife Sanctuaries, Biosphere Reserves, Reserved Forests, Elephant Corridors, Mangroves, Archaeological/Historical Monuments, Heritage sites, etc. within 10 km radius area. Western Ghats is located at 12 km distance in northwest. Seasonal Noyyal River flows at a distance of 4.9 km in south and the seasonal Sanganur

Pallam/Stream/Nalla flows at a distance of 0.1 km west to the Complex which confluences into Noyyal River. NH-47 Salem-Avinashi-Coimbatore Section runs at a distance of 0.4 km in the east. Western Ghats is located at 12.5 km distance in northwest. The Inter-State Boundary with Kerala is at a distance of 22.0 km in the west.

3.3 Alternative Sites This is an existing Dental College & Hospital since 2000 and the Additional Staircases as per LPA/DTCP Norms is proposed within the Campus.

3.4 Size/Magnitude of Operation With this addition of 491.44 sq. m to the existing 24,260.20 sq.m, the total Builtup Area, on Expansion, will be 24,751.64 sq.m over an extent of 2.0605 Ha. Other than these 7 Nos. Staircases, there is no additional Buildings/Construction proposed.

4.0 Site Setting & Analysis 4.1 Connectivity National Highway (NH) 209 (connecting Pollachi-Coimbatore-Sathyamanglam) passes at a distance of 0.75 km in the west while NH-47 (connecting Salem-Coimbatore-Kochi) passes at a distance of 0.4 km in the east and NH-67 (Nagapattinam-Trichy-Coimbatore-Mettupalayam) passes at a distance of 3.0 km in the west. Erode-Coimbatore-Mettupalayam Section of Southern Railway BG Line runs at a distance of 0.75 km in the north. Coimbatore Railway Junction is at a distance of 3.7 km in southwest. Coimbatore Airport is at a distance of 4.5 km in the east while Sulur Defence Airstrip is at 18.7 km in ESE direction. Nearest Port is at Kochi. The site falls within the Coimbatore Corporation limit and the Coimbatore City and its suburbs are the main settlements near the site.

The Fallow land occupies the majority of the study area viz. 31.62% followed by Agricultural land 25.30%. Urban Builtup land occupies 17.59% and Rural Builtup land occupies 6.55%. Water body occupies about 1.65%.

4.3 Soil Classification Soils with medium compaction and Silty loam texture are dominant in the study area. Soil pH values were found to be in alkaline range and Electrical Conductivity values were in the range 1.06-1.37 mmhos/cm. There was significant moisture content at all the monitoring locations (10.6%-14.1%). Low levels of Nitrogen, Phosphorous and Potassium (NPK) values were monitored at all locations. Sodium Absorption Ratio was in the range 1.84-2.55 (desirable value being <5).

4.4 Climatic Data from Secondary Source The nearest IMD station is Coimbatore Airport. The district enjoys a tropical climate. The weather is pleasant during the period from November to January. Mornings in general are more humid than the afternoons, with the humidity exceeding 78% on an average. In the period June to November, the afternoon humidity exceeds 66% on an average. In the rest of the year the afternoons are drier, the summer afternoons being the driest. The period from April to June is generally hot and dry. The temperature recorded varies from 11.7 °C to 42.6 °C. The district receives the rain under the influence of both southwest and northeast monsoons. The northeast monsoon chiefly contributes to the rainfall in the district and summer rains are negligible. The normal annual rainfall over the district varies from about 550 mm to 900 mm. It is the minimum, 550 mm, around Sulur and New Siddhapur (Site) Area in the eastern part of the district. It gradually increases towards south and attains a maximum around Anamalai hills. The region fall under Seismic Zone III. There was no major earthquake or cyclone/storm crossing reported for the region.

4.5 Social Infrastructure Available The area is thickly populated and basic amenities are available in the Corporation.

5.0 Planning Brief 5.1 Planning Concept & Amenities/Facilities The construction will be completed within 3 months by pooling 20-25 local labourers.

6.0 Proposed Infrastructure 6.1 Industrial & Residential Area The Dental College & Hospital is located within the Coimbatore Corporation Limit.

7.0 Rehabilitation & Resettlement (R&R) Plan The Project does not involve any R&R and thus no R&R Plan is envisaged.

8.0 Project Schedule & EMP Budget 8.1 Project Schedule The construction will be completed within 3 months.

8.2 Project Cost As per the Audited Balance Sheet for the Financial Year 2014-15, the Fixed Asset is Rs.18.91 crores. An EMP Budget of Rs.1.50 crores has been spent as Capital Expenses for the EMP measures and Rs.25.00 lakhs/annum is being spent as Operating Cost. The Project Cost for additional construction of 7 Nos. Staircases is about Rs.1.20 crores.
