C H A P T E R I
E XECUTIVE SUMMARY
1.1 P R O J E C T A N D P U B L I C P U R P O S E
The proposed project ―Land Acquisition for Government
Medical College Sayli village is in Silvassa block of Dadra &
Nagar Haveli. Development of proposed Government Medical
College project involves acquisition of land in Sayli village. The
project description is based on the executive report provided by
Medical & Health Services Dadra & Nagar Haveli. The project will
entail a multitude of benefits for the people of Dadra & Nagar
Haveli and people living in surrounding states of Maharashtra and
Gujarat.
The Medical College will benefit the students, especially those of
tribal and rural areas of the two UTs, which will promote social
equity. The proposed project of Government Medical College will
have following benefits.
It will be helpful for both UTs and surrounding states of
Maharashtra and Gujarat.
It is a noble means to bridge the gap between the increasing
number
of students opting for higher education and the number of medical seats
available.
To make available the Super Specialty Medical Services
at reasonable charges to the public who are deprived of
the basic medical services.
Also the establishment of the Medical College would
make the community of qualified and trained doctors
available which to some extent may help to bridge the
gap of available doctors in the area.
The migration of students for medical education to other
states and abroad would be addressed.
The burden of I.P.D. of the Govt. Hospital would be
shared and common mass that are deprived of basic
medical services would be benefited by availability of the
Super Specialty Medical Services at nominal charges.
The policy of the state - This Policy shall be called "Medical
Education Implementation Policy ".The promotion of Medical
Education is all the more important since the doctor population
ratio in the UT’s being far below the national ratio of 1:1700 &

international ratio of 1.5:1000. The Doctor population ratio in
Dadra & Nagar Haveli is 1:3362 & of Daman is 1:5924
Hence it is imperative that new medical colleges should be established by the government so that the physical shortage of the doctors and trained medical man power shall be substantially reduced and also to strengthen the health care delivery system.

The UT Administration of Dadra & Nagar Haveli
intends to acquire the proposed land with total area
of 1.232 acres in consultation with the Sayli
Panchayat and the entire project affected families
in the area of operation. Land acquisition for Govt.
Medical College project is being carried out as per
provisions of The Right to Fair Compensation and
Transparency in Land Acquisition and Resettlement
and Rehabilitation (Compensation, Rehabilitation &
Resettlement, Development Plan) rules 2015
(RFCTLARR Act 2015).
As per section 4 of the RFCTLARR Act 2013, a Social Impact Assessment is required to carry out before
initiating land acquisition notifications under chapter-2 of the act. One of the objectives of Draft Social
Impact Assessment Report for proposed Govt. Medical College the Social Impact Assessment is to
examine whether the proposed project is for the public purpose. As per the assessment, proposed Govt.

1.2 S I A P R O C E S S
Social impact assessment (SIA) is a process for the identification, analysis, and assessment of land to be
acquired for Government Medical College road in Sayli village. It also involves identification and
management of the potential social impacts of a project, both positive and negative.
The process of social impact assessment begins with identification of proposed land and its assessment
as per the RFCTLARR Act 2015.
Steps followed in the process of social impact assessment are given below.

Economic Survey:
Based on final alignments and
detailed measurement survey of
land and structure, a socio-
economic survey was carried out
during the month of July 2019. The
socio- economic survey has
delineated impacts as minor
impacts and major impacts.
The social assessment of the
project has been carried out as
per requirement of RFCTLARR
Rule, 2015. The details of
methodologies include:

Stakeholder’s Consultation:
Consultations were carried out at individual and panchayat level. Important issues were discussed at village level
include (but not limited to) impact of land acquisition on the livelihood of the people. As per RFCTLARR Rule 2015,
Findings, suggestions and opinion of people have been taken into account while preparing social impact management
plan.
Public Hearing:
As per the RFTLARR act public hearing follows integral part of the Social Impact Assessment (SIA). Public hearing
aims to provide information about the process of land acquisition. The objective of the public hearing meeting is to
provide detailed information of the process of land acquisition and to provide an opportunity to the project affected
community to discuss their problems and issues with regard to land acquisition. Notifications and circulars will be
published by the district administration Dadra & Nagar Haveli to conduct public hearing.
1.3 A L T E R N A T I V E S C O N S I D E R E D
The proposed land acquisition is for the Government Medical College. The extent of land proposed for the
acquisition is the absolute bare minimum extent needed for the project and there is no unutilized land which has
been previously acquired in the area. Hence, there is no alternative land found feasible for the project.
The proposed Govt. Medical College project is cost effective. Govt. Medical College for Sayli village will require more
land as compared the proposed land acquisition
1.4 Social Impact and Mitigation measures
This road widening project has both positive and negative impacts on local community of Sayli
village. The social impact of land acquisition for proposed road widening project is classified as

Proposed mitigation Measures
The main aim of the Social Impact Management Plan is to ensure that
the various adverse impacts are mitigated and the positive impacts are
enhanced. The social impact management measures shall be
implemented during the various stages of the project viz. Pre-
construction stage, Construction Stage and Operational Stage.
Compensation for the loss of residential and agricultural land, loss of
built in property will be made as per the RTFCTLARR Act 2013.
During construction phase employment opportunity for local people
should be provided and alternative employment opportunities are to be
provided for PAPs
Plantation will be done during the second phase of the project for
mitigating environmental impact and for beautification purpose. Local
trees should be preferred for plantation instead of decorative trees.
1.5 Assessment of Social Cost & Benefits
This section provides social costs by comparing positive and negative
benefits of the project. However, this cost will resolve by providing and
other civic facilities proposed in this project. This project will improve the
transportation and connectivity for commuters of Dadra & Nagar Haveli
and surrounding states of Gujarat and Maharashtra.
It appears from the analysis and overview of the act that the provisions
made for compensating for land acquisition under RFCTLARR act 2013
will be sufficient to manage the above mentioned social impacts.
As mentioned above, the proposed road widening will have more positive
impacts than negative impacts; this is concluded that the potential
benefits of the project outweigh overall cost ( which include social
wellbeing and less stress on the commuters due to the road widening and
facility) of the project.

C H A P T E R I I
PROJECT DESCRIPTION
2.1 A B O U T T H E P R O J E C T
The proposed land acquisition project is for Govt. Medical College at
Sayli village. This project aims to acquire total area of 1.232 acres in
Sayli village. The purpose of the acquisition of land is for Government
Medical College Sayli village College will benefit the students,
especially those of tribal and rural areas of the two UTs, which will
promote social equity.
2.2 P R O J E C T B A C K G R O U N D
At present, there are 476 Medical Colleges in the country out of which 190 are in Government and 286 in
private sector with annual admission capacity of about 54,348 MBBS and 25,346 Postgraduate students per
year. 24 new Medical Colleges were granted permission during the academic year 2017-18. A total of 2750
MBBS and 1150 PG seats were increased.
Similarly there are 304 Dental Colleges in the country out of which 43 are in Government and 261 in
private sector with annual admission capacity of about 26,190 BDS and 5,020 Postgraduate Students per
year. 4 new Dental Colleges were granted permission during the academic year 2014-15. BDS seats were
increased by 250.
With a view to upgrading and strengthening medical education institutions in the country, the M i n i s t r y
d u r i n g 2 0 1 4 p u t t o g e t h e r t h e following scheme
Schemes for Strengthening and Up-gradation of State Government Medical Colleges for increase of PG
Seats.
Scheme for Establishment of New Medical Colleges attached with existing District/Referral H o s p i t a l s .
Strengthening and Up-gradation of State Government Medical Colleges for increase in intake capacity of
MBBS Seats.
The Country now has nearly 25 lakh registered nursing and mid-wives personnel. There is an annual
capacity of around 2.79 lakh nursing personnel. The sector is growing at around 11% to 12% in numbers.
The Department while continuing to focus on setting up of Nursing Schools in Government Sector
through the GN M/AN M scheme, is also supporting a major push in quality of nursing education and nursing
services. The NHM as well Centrally Sponsored Scheme of setting up Colleges of Excellence in Nursing are
being harnessed to this end.
Department of Health has also put in place a number of schemes for strengthening of Allied Health Education in
the Country. Proposed setting up of National/Regional/ and State Level Allied Health Institutions is a part of
these schemes.
The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) has been launched with the objectives of
correcting regional imbalances in the availability of affordable/reliable tertiary healthcare services and to
also augment facilities for quality medical education in the country. PMSSY has two components-setting up
of AIIMS like institutions and up gradation of State Government Medical Colleges

2.3 PURPOSE OF THE PROJECT
The matter regarding establishment of Govt. Medical College in Sayli village for higher courses of study and
increase of admission capacity. Better understanding of Health and its impact on learning. To provide better
medical facilities of both UTs and two states of Maharashtra and Gujarat.
2.4 Objectives and Scope of the Study
Social Impact Assessment has been carried out in accordance with the provision of Chapter-III of the RFCTLARR
Act 2015. The SIA has assessed socio- economic impacts of the proposed acquisition based on information
collected from secondary and primary sources. The SIA team has focused upon following aspects while
conducting the study.
To assess whether the proposed acquisition serves
public purpose.
Has estimated number of affected families and
number of families among them likely to be displaced.
To understand extent of land acquired is bare
minimum needed for the project.
Has studied the Social impacts, nature and cost of
addressing them and impact of these costs on the
overall cost of the project vis-à-vis the benefit of the
project.
To understand extent of land public and private,
houses, settlement and other common properties
likely to be affected by the proposed acquisition.
To examine potential positive and negative impacts
on the socio-economic condition of people in the
project area,
To develop appropriate measures to minimize the
negative socio-economic impacts,
To prepare Resettlement Action Plan (RAP) based on
the existing policies, laws and guidelines of the
government for the loss caused to the project affected
people
The scope of socio-economic study is to include the impacts due to the proposed Govt. Medical College. Based on
the site survey, it will generate socio-economic data about project affected families and prepare an inventory of
property. Based on the data, the project proponent shall develop measures to safeguard the PAFs from the loss
occurred due to the proposed project with an objective of sustainable development.

2.5 Land acquisition and Resettlement
The proposed project requires both residential and agricultural land from Sayli village and a part of government
plot. There will be loss of residential buildings, and thus will have long term impact on livelihood and residence.
All the PAF's are losing their partial land or structure hence for the proposed project, resettlement is not
envisaged. Mitigation measures are to be taken by the land acquisition department and local government to
reduce the impact of the land acquisition. Compensation should be given as per the RFCTLARR Act 2013
2.6 Objective Resettlement Action Plan
The Resettlement Action Plan is based on the principle that the population affected by the project will be assisted
to improve their former living standards. Further, it also takes into account ways of avoiding or minimizing the
impacts wherever possible by exploring other alternative project designs. Where displacement is unavoidable,
people losing assets, livelihood or other resources, assistance is proposed for improving their former living
standards.
2.7. Key Benefits of the Project
The project will entail a multitude of benefits for
the people of Sayli village and the local people of
the surrounding areas. The project will have
following benefits:

3.3 Approach and Methodology for Socio-Economic Studies
The research methodology shall be a descriptive one. The method describes
the facts concerning various socioeconomic attributes of affected people. For
this, Statistical Data Analysis tools shall be used.
Monitoring & Quality Assurance:
The project shall be monitored by the Project
Team Leader. Roles and responsibilities of
different members of the project team shall be
defined by the project leader before the start
of the project.
In order to finish the project in time, the work
break-down structure shall be prepared
identifying various activities and milestones.
A chart shall be prepared to show start and
end date of each activity, and the milestones.
This shall be reviewed at regular intervals to
check its status against the planned target
date.
Any delay or miss in target shall be
immediately addressed by the leader and
corrective actions shall be taken to bring the
project within specified target date.
Quality shall be built into every aspect of the
project. For every milestone there are some
quality requirements in terms of correctness or
accuracy, completeness, representation,
techniques employed etc.

Survey Questionnaire-
To understand the demographic, socio-economic and to understand the village profile and to collect the data,
opinion survey Questionnaires were structured. Surveys used carefully structured questions, often ranking or
scoring options or using closed-ended questions. A closed-ended question limits respondents to a specified
number of answers. For example, this is the case in multiple-choice questions. In the survey questionnaire socio
economic condition and extent of effect of the PAFs were covered. Through this survey no. of families and total
people affected with the project, extent of public and private land to be acquired, houses and other properties
affected by land acquisition were also looked upon.
Interview Schedule
The open ended interviews of the project affected family members were conducted in the first phase of the field
work and after those interviews of the local administrative officials and interviews of Sayli gram panchayat
member were scheduled as per their convenience. For the interview schedule stratified sampling method was

3.4 Stakeholders Consultation
Consultative procedure has been a critical but important phase in the entire Social Impact
Assessment process. The consultation process will be continued till the preparation of Social
Impact Management Plan (SIMP). While social impact assessment ensured involvement of local
communities through participatory planning, structured consultations and public hearing have to be
conducted at village level to endorse important planning approaches and policies. It is hoped that
linkages developed during this phase will ensure the involvement of stakeholders in the
implementation of the project. Following section highlights type of consultations.

Site Visits and Information Dissemination
The dissemination process and the type of information shared with the stakeholders during
consultation are described below:- While undertaking inventory of this project utilities and
structures, and sample survey of PAFs, information dissemination focused on the proposed
project characteristics, land required 1.232 acres for the construction of Govt. Medical College.
During these consultations, Google maps, maps given by district collectorate were used to
explain about the location of proposed land, distance of their properties with proposed project.
This activity helped people to understand the impact on their assets and properties.
Consultation during Sample Survey Stage:
SIA at this stage included consultations at individual PAP level, groups of local people and
focused group discussions at strategic locations to understand acceptability of the project and
issues related to land acquisition. The overall objective of these consultations was to ensure that
the local people can participate in the project specific studies and they were encouraged to
express their concerns and opinions. Their suggestions/preferences which were shared by the
stakeholders, local people and bodies are included in preparation of SIA report.

4.3 Type of Land
Following section presents type of land required for
proposed Government Medical college project. Types
of land being affected by this project are taken from
the records of Revenue Department. The proposed
project stretch will involve acquisition of about 1.232
acres of land in which majority of the land is being
owned by private owners.

Research team has done in-depth analysis of the official land records and land owners. As per the
land classification proposed land to be acquired is residential and agriculture land. Land use type of
some of the plots is agriculture but no farming activity found. As indicated earlier, a significant portion
of the land area is private.. The proposed land to be acquired do not have forest cover hence impact
on environment is minimal. The topography of land to be acquired is undulating and rolling.

4.4 Land Use Pattern
According to the report published by Ministry of Water resource out of
total land of Dadra and Nagar Haveli 203.00 Sq km area is under forest
cover and 210 Sq km is being used for agriculture purpose.
As per the land details provided by the Department of Land Acquisition
and local community, it was noted that land is being used for residential,
commercial purpose and some of the plots are open. Agricultural land
was not found. The land which is going to be acquired is being used for
different purposes. Most of the land plots are being used for residential
and some of plots are being used for commercial purpose. During field
visit it is observed that 54% plots are used exclusively for residential
purpose. There are 32 % plots which are being used for both residential
and commercial purpose. Some of the plots proposed to be acquire
consist of commericial complex and semi-pakka structures.

4.5 Land Assessment Details
The land that is proposed to be acquired in the present case for
Government Medical College is located on the new Police line Silvassa ,
and is part of the Revenue Estate of Sayli village in Dadra and Nagar
Haveli district. A small part of the PAF's private agricultural land was
acquired by the public work department in Feb 2019 for the purpose of
constructing Govt. Medical College It is said that Landowners were not
compensated for their loss of private property. It is important to
understand the pattern of land ownership and the existing issues around
land acquisition in the village, in order to comprehend the challenges
associated with acquisition that is proposed for Govt. Medical College of
Sayli village. This chapter will proceed from an overview of the ecology,
land use. It is observed during site visit and public consultation that Teak,
Sandra, Khair, Mahara and Sisam are the major tree species in the
region

4.6 Bare Minimum Land Assessment
In accordance with subsection (4) of section 4 of the RFCTLARR Act, 2013,
the SIA Unit is responsible for assessing whether the extent of land proposed
for acquisition is the absolute bare minimum extent needed for the project.
According to the report submitted by the Public Work Department, the bare
minimum area of required for completing the project is 1.232 acres land. This
is exactly equal to the land that is to be acquired for the project, as notified by
the Land acquisition department, Dadra and Nagar Haveli. Therefore, it is
established that the land required for the project is the absolute bare
minimum extent needed for the project, as per sub-section 4(d) of Section 4
of the RFCTLARR Act, 2013.

4.7 Relief and Slope of D&NH
The Union Territory of D&NH is mainly drained by
Damanganga River and its tributaries (382.32
kms). The northern part (69.32 km) is drained by
Kolak River and its tributaries. A small portion
(37.26 km) of the Territory in the west is drained
by the Kalunadi and its tributaries. The soils
occurring on the Deccan plateau are generally
black cotton soils. Within this broad categorisation,
there are significant variations depending upon
topography.
4.8Type of Soil in Dadra and Nagar Haveli
Three major type of soil occurs in the UT i.e.,
lateritic soils, shallow black cotton soils deep
black soils and their description is as follows:
1) Lateritic Soil, these soils are well
stabilised and have good porosity leading to good
permeability and aeration and are non-calcareous
soils and have low pH.
2) Shallow Black Cotton Soil, are medium
textured soils with 8 gravels and pebbles and hard
rock is met early below the soil restricting free
movement of water and air. Though the soils are
permeable enough, but have low moisture holding
capacity and thus call for specific moisture
management for sustainable land use under
cultivation.
3) Deep Black Soil, are very deep soils
having very high fertility and are capable of
supporting a variable number of crops.

5.1 INTRODUCTION
This chapter describes in detail about directly affected landowners,
loss of any traditional assets, common property resource and any
loss of livelihood. It also deals with indirectly affected persons due to
this project.
5.2 Estimation of affected families & land
Totally there are 5 numbers of Jamabandi families involved, whose
land is acquired for the project and as per the khatyani, there are 16
names found as affected families.
5.3 Project Affected Land owners Details
Detailed socio-economic profile of the project affected land owners
is given in the next chapter. This section provides area of individual
landholder to be acquired with its name. This information is
collected from the land acquisition department, Dadra & Nagar
Haveli.

5.4 Estimation of affected assets
There are both private and public assets, which will be affected by this land acquisition. These
are an agricultural land, residential buildings and open land. Natural resources like trees and
tube- wells are also going to be affected in Sayli Panchyat. This project is subject to huge
impact on livelihood. It will be having short term negative impact on local community.

6.2 OVERVIEW OF THE SOCIO CULTURAL ASPECT-DADRA
AND NAGAR HAVELI
a) General Overview
The U.T. of Dadra & Nagar Haveli is located on the western side of the foot hills of western Ghat and
has undulating terrain 40 % of the total geographical area is covered with forests and thus offers it a
look of woodland. The major river Damanganga and its tributaries criss-cross the U.T. and drain into
Arabian sea at Daman. The U.T. has population of 2.20 lakhs as per the 2001 census which has
predominance of tribals forming a major chunk of 62% of the total population.
6.1 Introduction
This chapter describes about the socio-Economic profile of the project area and the project affected persons. This chapter specifically analyzes the impacts on land and other immovable assets based on detailed Survey done. Based on the impact on land and structures, a Survey was carried out; and the results of the Survey established socio-economic status of PAFs. The survey has indicated the nature and characteristics of R & interventions required to mitigate negative impacts of the proposed project.

C) Socio-economic & demographic
Characteristic of Dadra & Nagar Haveli
In 2011, Dadra and Nagar Haveli had population of
343,709 of which male and female were 193,760 and
149,949 respectively. The initial provisional data released
by census India 2011, shows that density of Dadra and
Nagar Haveli district for 2011 is 700 people per sq. km. In
2001, Dadra and Nagar Haveli district density was at 313
people per sq. km. Dadra and Nagar Haveli district
administers 491 square kilometers of areas. Average
literacy rate of Dadra and Nagar Haveli in 2011 were 76.24
compared to 57.63 of 2001.
With regards to Sex Ratio in Dadra and Nagar Haveli, it
stood at 774 per 1000 male compared to 2001 census figure
of 812. The average national sex ratio in India is 940 as per
latest reports of Census 2011 Directorate. In 2011 census,
child sex ratio is 926 girls per 1000 boys

6.3 PROJECT AFFECTED VILLAGE PROFILE- SAYLI
According to Census 2011 information the location code or village code of saily village is 524949. Saily
village is located in Dadra & Nagar Haveli Tehsil of Dadra & Nagar Haveli district in Dadra & Nagar Haveli,
India. It is situated 6 km away from Silvassa, which is both district & sub-district headquarter of Saily
village. As per 2009 stats, Sayli is the gram panchayat of Saily village. The total geographical area of
village is 1449.98 hectares. Saily has total population of 15,655 peoples. There are about 3,801 houses in
Saily village.
Sayli is very close to Silvassa, so it is ideal location for the setup of Government Medical College. Sayli is
well connected road and Vapi station is the nearest main and big railway station of Indian railways
network. Surat airport is the nearest airport which is 137km away from Sayli.
In Sayli village majority of people are engaged in business activity followed by agriculture.
6.4 Key Highlights of Social and Culture profile of the Sayli village:
Living conditions
Living conditions of local people is good. Basic civic facilities are available in Sayli village. But out of household
40% families come below poverty line. The main food of the project affected villages is rice, roti & dal. Sayli
village of Dadra and Nagar Haveli has substantial population of Schedule Tribe (ST). Schedule Tribe (ST)
constitutes 41.62 % while Schedule Caste (SC) was .64 % of total population in Sayli (CT).
Unemployment rate is low in this area due to higher education level and economic growth and
development. This village is situated in the vicinity of Industrial area

Education and Health
Sayli village has four primary schools and a secondary school. It also has five Aanganwadi schools.
Due to very close to Silvassa people get benefit of better Health and Education.
Drinking water facility and water bodies:
Sayli Gram Panchayat has provided safe drinking water facility for all the households through tap water.
Other than this few families use borewell water and some of the households use water from open well.
Ground water level in Sayli village is much higher compared to national avairage.
Language and Festivals:
Gujarati is the major language spoken by local community. People aslo know hindi language. The
festivals they celebrate are Holi, Diwali as well as Sankranti.
Occupation and work profile
Out of total population, 9,206 were engaged in work or business activity. Of this 8,504 were males while
702 were females. In census survey, worker is defined as person who does business, job, service, and
cultivator and labour activity. Of total 9.206 working population, 87.85 % were engaged in Main Work
while 12.15 % of total workers were engaged in Marginal Work
Agriculture
As agriculture is the main occupation, the Administration payed utmost attention towards development
of farmers. The Administration has continued the scheme of loan and subsidy for seeds, fertilizers &
pesticides, Plant protection equipments, agriculture implements etc. The main crop in the Sayli is paddy
followed by sugarcane and pulses. Irrigation facility is available for Sayli village and source of irrigation
include canal, tubewell wells and river.
6.5 Social Profile of PAP's

community living in the village. It is
necessary to take in to consider for
social impact assessment of this project.

Age of the project affected people is important parameter for impact analysis. It gives an idea about the
vulnerable group (child, old age people) community. If the number of older people is high in specific area
then there can be different problems and attitudes of that respective area. If the number of younger
people is high then social problems, attitudes can be different like unemployment and drug addiction.
Following bar diagram shows that 31.64% of project affected people are above 40 years of age. There are
24.05% people in the age group of 20-30 years.

As per the above survey 60 % of the project affected families of Sayli village were having at least
eight family members. There are 40% project affected families with family size from five to seven. The
PAP’s family size is described in the pie chat on the basis of field visit and socioeconomic survey.

The educational status of the PAPs is enumerated. As per the survey 53.84% of the PAPs are illiterate. Out of total
PAPs enumerated 41.02% PAPs have completed secondary education and 7.69 % have completed their graduation.
Only 7.69 % PAPs have taken technical education or vocational training.

As per the survey most of the PAPs are working in Agriculture sector . It is shown in the following pie
chart that 16.66% of the PAPs are engaged in business and trade and 54.16% PAPs are engaged in
Agriculture sector. Hence the income level of community is comparatively low. Only 8.33% of the PAPs are
working in Government sector.

reveals very unequal distribution of households among
the forward castes, backward castes. From the socio-
economic survey it is found that maximum number of
PAPs belongs to category followed by Scheduled tribes.
In the area of operation of the project none of the
family belongs to Scheduled caste and Other
Background classes.

It was observed that PAFs/PDFs are belong to only Hindu
religion. The religious division of the PAFs is presented in the
Figure

h) Work status of PAP's
As per the survey 36.51 % of the project affected families of Sayli
village were having working condition and 63.49% were not working
condition.
i) Family Pattern of PAFs
In the present context of land acquisition project
it is also important to understand the living
conditions of the PAFs. In the project affected
area there are 5% joint families and 15%
Individual families. There are 80% nuclear
families.

j) Income of the PAPs
There are very much opportunities of employment
in the area of operation of this project. Most of
the people are working in the agriculture sector .
Hence their income level is unsatisfactory. Almost
53.48% people are working in agriculture sector
and 8.33% working in government sector &
business and trade. Agricultural production is
totally dependent on rain; hence, climate has a
great role to play. The monthly income of the
project affected people varies as shown in the
chart.

CHAPTER VII
SOCIAL IMPACT
7.1 Project impacts The proposed acquisition of 1.232 acres of land will primarily have impacts on the income and livelihoods of those
who are dependent on it. The social impacts of a project are direct and indirect that affects people and
communities during all stages of the project lifecycle. The major findings and magnitude of impacts of the
proposed land acquisition project are discussed in the following sections. The project impacts have been
classified into different categories such as Impacts on land, Impacts on the affected families and their livelihood
sources, Impacts on structures and Impacts on the common property.
There is wider impact on economy and opportunity cost of the funding towards housing. As the proposed land to
be acquired is a residential land, rate of land surrounding the project site will increase and it will have a negative
impact for poor people who need affordable housing, impoverished families who need affordable hospitals,
schools, employment opportunities and infrastructure. All positive & negative impacts of the project is given in the
table 7.1.

7.2 Impacts Summary
This project will be having a huge impact on the lives of project affected families. Physical assets will be
affected. There are different dimensions of impact assessment and the same are given below as per the
findings of the field visit & consultation with stakeholders.
There is no loss of agricultural land but some of the residential buildings will be impacted due this project
There is know major loss of livelihood activities. Only one of the newly built showroom (commercial complex
will be affected due to this land acquisition. Livelihood affected by land acquisition in this project is only in
terms of minor loss of structure and trees.
7.3 Anticipated impacts
During the construction phase Construction activities are likely to generate a range of impacts that may be
adverse to the living and health conditions of affected communities. These could include: An increase in dust
levels, air pollution due to construction and excavation, preparation of construction 47 materials, and
stockpiling of materials. There will be safety risks to communities proximate to the people living in the
affected areas due to increase of machining activities. It will also provide employment to some people
temporarily.
The parameter that should be considered in the evaluation of wellbeing in a society is the quality of the
habitat which can be called as social amenity. Different aspects of social amenity are physical characteristics
of environment, recreational facilities, aesthetic and social infrastructures etc. The impact of project
construction and operation has potential to affect vulnerable groups. Such groups are affected not only during
the construction phase, but also after the operation because of permanent loss of structures, facilities and
public spaces. It will also create an impact on distance of other communication facilities like railway stations
by providing comfortable and shorter trips.
7.4 Mitigation Measures
All the mitigation measures including social, economic and environmental measures should be taken by the
concerned department to minimize the negative effects of this project. All the utilities and common property
resources being impacted due to the project will be reestablished by the project authority in consultation with
the local community. As per the socio-economic survey and data analysis all the project affected families are
partially affected due to this project.

CHAPTER VIII
COST AND BENEFIT ANALYSIS
8.1 Introduction One of the objectives of SIA is to study the social impact of the project and environmental impact. It also
aims to estimate cost of addressing them in accordance with the R&R policy of the government. It results in
overall assessment of additional required for Rehabilitation and resettlement if any. This section provides
an overview of budget required vis-à-vis the benefits of the project. It discusses about assessment of public
purpose, social impacts and social costs of this project.
8.2 Assessment of Public Purpose
The proposed land acquisition project is for Govt. Medical College at Sayli village. This project aims to
acquire total area of 1.232 acres in Sayli village. The purpose of the acquisition of land is for
Government Medical College Sayli village College will benefit the students, especially those of tribal
and rural areas of the two UTs, which will promote social equity.
8.3 Benefits from the Project
Though, it is very difficult to quantify actual cost of social impact based on severity of land acquisition,
however, efforts shall be made to minimize negative impacts through intervention of R&R measures.
However, the project will entail a multitude of benefits both UTs and local people. The project will have
following benefits for the people:
8.4 Benefits to Local Economy
In the present context, the project will streamline and facilitate local transport and will promote infrastructure
development. The project may yield tangible and intangible savings due to creation of employment
opportunities during and after the project completion. It will also bring certain socio- economic benefits. This
project will result in the increase in number of students taking admission into higher studies as this project will
facilitate infrastructural development.
8.5 Impacts on Structures and Its magnitude
Impact of the proposed project on the different types of structures and acquisition of the private land may
cause social disruption and economic loss for the project affected families/ people. While implementing the
project, there is a need to take into account these disturbances and losses due to the project, their impact on
socio-economic conditions of the people. Possible alternatives for the proposed land acquisition should be

looked, if any. Plan of action may be prepared for executing mitigation measures in order to reduce intensity
of negative impacts. The overall socio-economic survey reflects that the Project affected families are willing to
give up their land for the project only when they are paid proper compensation as per RFCTLARR Act 2013
or RFCTLARR (Rehabilitation and Resettlement, Development Plan) Rules 2015 of Administration of Dadra
and Nagar Haveli.
8.6 Determination of Compensation
As per section 26 and 27 of LARR 2015 the collector shall adopt following criteria to assess and determine
the market value of land and amount of compensation. Market value specified in the Indian Stamp Act, 1899,
for the registration of sale deeds or agreement to sell where land is situated,
The average sale price of similar type of land situated in the nearest village or nearest vicinity,
Consented amount of compensation as agreed upon under sub-section (2) of section 2 in case of
acquisition
of lands for private companies,
R& R package as per LARR Act, 2015.
8.7 Total Cost estimation of proposed land acquisition Project
This section presents a consolidated overview of budget and the cost estimate. This estimated cost may subject to
change as project continues. However the final compensation amount for the land acquisition and structures will be
determined by the competent authority. As per PAPs, the market rate of the land ranges from Rs15 lakh per kuntha
and they should be compensated minimum four times the market rate of the land.. However, when Land and revenue
department was approached they have shared that the rate of lands are fixed as per the classification of the land /soil.
As per the revenue and Land department the rate of agricultural land is Rs. 2900 per sq mt .

Compensation may be given as per RFCTLARR Act 2015 or as per populated demand of minimum four times of the circle rate. Hence, total estimated cost of the proposed land Rs 57826000 ( Five crore Seventy eight lakh Twenty six thousand).
As per the cost benefit analysis of the proposed Govt. Medical College it is observed that this project will have more positive impacts than negative impacts; this is concluded that the potential benefits of the project outweigh overall cost (money, human resource etc.). The proposed project will bring tremendous change of the entire area and will have a great and
long-lasting results in coming years.

8.8 The Entitlement Matrix
An Entitlement Matrix has been developed with in compliance with RTDCTLARR Act 2013 and other
National laws and Right to Fair Compensation, Transparency in Land Acquisition, Resettlement and
Rehabilitation (Compensation, Rehabilitation & Resettlement, Development plan) Rules 2015. The
entitlement matrix summarizes the type of losses and corresponding nature and scope of entitlement.
PAPs who are squatters and not legal titleholders of land and buildings shall also be eligible for R&R if
enumerated during the census survey. PAP's who settled in affected areas after the completion of
census survey will not be eligible for compensation and other assistance. They however will be given
sufficient advance notice, requested to vacate premises and dismantle affected structures prior to
project implementation. Their dismantle structures will not be confiscated and they will not pay any fine
or suffer any sanction. The entitlement matrix presents the entitlements of the affected and displaced
people in the following order.

Comparing the impact of the social costs of the project vis-a-vis the benefits that will accrue to the society and
residents of Sayli village once the project is completed, As per the SIA team,
1. The project fulfills the criteria set by sub-section (4) of section 4 of RFCTLARR Act, 2013, which requires that the
project serves the public purpose and the bare minimum amount of land is being acquired for it.
2. The costs that will be incurred by the potential PAFs and environment can be mitigated and are not completely
irreplaceable.
3. Therefore, land can be acquired as requested by the Requiring Body so that the project can be completed.
However, the acquisition of land should be subject to the conditions and recommendations laid down below, which in
turn are based on the above cost-benefit analysis.

SOCIAL IMPACT MANAGEMENT PLAN
9.1 Approaches to Mitigation
This Social Impact Management Plan (SIMP) has been prepared to mitigate negative social impacts of this project
according to LARR Act, 2013. The social Impact Management Plan (SIMP) consists of a set of mitigation, monitoring
and institutional measures to be taken during the design, construction and operational phases of the project to
eliminate adverse social impacts or to reduce them to acceptable levels. The main aim of the SIMP is to ensure that
the various adverse impacts are mitigated and the positive impacts are enhanced. The SIMP shall be implemented
during the various stages of the project viz. pre-construction stage, construction stage and operational stage. A
description of the various management measures suggested during different stages of the project is provided in the
following section.

This Social Impact Management Plan (SIMP) of the proposed project is prepared to mitigate negative social impacts of
the acquisition of 1.232 acres of land in Sayli village of Dadra and Nagar Haveli. The SIMP has followed The Right to
Fair Compensation and Transparency in Land Acquisition and Rehabilitation and Resettlement (Resettlement,
Rehabilitation, Development plan) Rules 2015 (RFCTLARR 2015)
It appears from the analyses and overview of the Act that provisions of compensation for LA under LARR Act, 2013 will
be sufficient to manage social issues. Moreover to provide clarity in the provisions of the Act following broad principles
will be adopted under the project: Continued consultations with representatives of Panchayat will be the main feature of
the R&R planning and implementation of the project Administrator and Commissioner for Resettlement and
Rehabilitation will be appointed as per provisions of LARR, 2015 by the Appropriate Government.

The Administrator of the project will ensure preparation of R&R plan and disclosure as per provisions of LARR, 2015.
The SIA report shall be disclosed as per Section 7 (5) of the LARR 2015 and R&R benefits will be as per provisions of
second schedule of LARR 2015.

9.3 Measures to avoid negative impacts
As per the study it was found that most of the Project Affected Families are economically well of. Most of PAPs are
businessman and government employees. The negative impacts of this project should be mitigated and compensation
should be made for all the beneficiaries. Some measures which can be taken to compensate local community are as
follows.
Social Measures
If there is any dispute between the stakeholders, then this dispute should be resolved first and make sure that the
compensation is given to the legal owner. Panchayat should be helped to make programs for the meaningful and
productive participation of the elderly into the village life, so that they don’t feel left out and unwanted during the whole
process. Project affected persons have requested for 4 times of compensation over the market rate and job for their family
members.
Economic Measures
Compensation should be given in fixed time frame to Project Affected People. The compensation for the damage of the
commercial structures and educational buildings during the project should be properly paid. The acquiring body should
make arrangements to remove the construction materials, which will spill over into the surrounding fields/houses during
the construction phase of project. All the above mentioned measures should be taken in order to reduce the negative
impacts of the project
Environmental Measures
The policy related to the compensation of trees should be explained clearly and maximum compensation should be paid.
More and more trees should be planted. Local trees should be preferred for plantation instead of alien decorative trees.

CHAPTER X
STAKEHOLDERS CONSULTATION
10.1 Stakeholders Engagement and Consultation Public consultation was carried out. Important issues were discussed at community level. Stakeholder
engagement played a vital role in understanding the positive and negative aspects of this project. This
engagement provided valuable insights about the project. Few PAPs were not happy with this land acquisition as
it will result in dismantle of existing residential and commercial structures
10.2 Public Consultation Public consultation was done to get public opinion and feedbacks about this project. Research team has consulted
local community during socio-economic survey. Team has contacted local representatives and had a discussion
with them where detailed information about the project was given and town profile of Sayli Gram panchayat
including demographic details were collected at Panchayat Bhawan.
PAPs of the project expressed their opinion with regard to the proposed project. Majority of people were happy
with the project as they feel that it will bring huge transformation in transport facility. It is important for the
integrated development of area for generating employment opportunities during the project and in future. In this
way this plays a great role for the socioeconomic development of the society. Some of project affected people
were having opinion that only agricultural land should be acquired and not the residential one.
Public consultation conducted during socio-economic survey lead to identification of issues which were
related to loss of livelihood, compensation for acquired land and properties, provision of job in the project.
10.3 OPINIONS OF PAP'S
During field visit, research team has conducted interviews of the local people to collect opinions and suggestions
with regard to the proposed land acquisition project. Most of the people were happy with this land acquisition and
have given consent as some of PAP's have alternative land for residential and business purpose but some of the
families are not having alternative land for business. PAPs are willing to give their land if compensation is given four
times of the circle rate of the land to be acquired During public consultation it is found that 53% respondents see the
proposed land acquisition is good for development of the area.

10.4 OPINIONS OF PAP’S
During field visit, research team has conducted interviews of the local people to collect opinions and suggestions with
regard to the proposed land acquisition project. Most of the people were happy with this project. PAPs are willing to give

PUBLIC HEARING
11.1 Introduction
As per the RFTLARR act public hearing follows integral part of the Social Impact Assessment (SIA).
Public hearing aims to provide information about the process of land acquisition and making them
aware about findings of Socio-economic survey and consultation (Draft SIA Report). The objective of
the public hearing meeting is to provide an opportunity to the project affected community to discuss
their problems and issues with regard to land acquisition
The Department of Land Acquisition, Silvassa published notification in this regard mentioning the
date, time and venue of the public meeting. Most of the project affected families and villagers

were present at Public hearings. SIA team facilitated the meeting. SIA team put forward all the
findings of Socio-economic survey and draft report at large. Project affected people shared their

project were discussed during public hearing. SIA team noted all the points and included it in this
final report.

CHAPTER XII
12.1 RECOMMENDATION
All the socio economic data and town profile have been studied by the research team. Based on this assessment it has
recommended following points that may be considered for fair compensation of PAPs and to address their issues and
concerns. Comparing the impact of the social costs of the project vis-a-vis the benefits that will accrue to the society and
residents of Sayli village, the research team is of the view that,

affected people are agreed for this project accept Shri Dharma Somji. .
2 .It is found that people are not aware about the process of land acquisition. Hence Government should clarify the details
of land acquisition and procedure to be followed for the resettlement of the affected community.
3.Compensation should be given to all PAPs before acquiring the land as per the 'Right to Fair Compensation
Transparency in Land Acquisition Rehabilitation and Resettlement Act 2013'.
4 .If anybody is losing only some part of his/her house then he/she should be compensated accordingly. Compensation
should be given on time without any complicated process.
5.Government should also provide jobs in the same area for at least one member of the project affected family according
to the educational qualifications.
6.There is loss of livelihood and employment due to this land acquisition hence, In the SIA team recommends that the
alternative employment opportunities may be provided to PAPs during the project implementation phase and after the
project completion.
7 .It is observed that people are not clear with the new boundary of their plot as the concerned department has not
demarcated it. Hence it is recommended that a fresh demarcation exercise with the aid of Total Station Method may be
carried out in the presence of villagers and other stakeholders to solve PAPs confusion in this regard.
9 .Any unforeseen impact would be mitigated/enhanced as per the RTFCTLARR Act 2013 and concerned requiring body
should give sufficient advance notice, requesting to vacate premises and dismantle affected structures prior to project
implementation
