Background:• Lack of services or activities which are specifically directed to young people, who

have committed offences or prevention of repeating offences.

• Lack of knowledge how to work with children and youth who are at risk among youth work agencies and specialists.

• In the context of the call for proposals, the “children and youth at risk” shall mainly refer to children and youth from age 7- 17 years who have committed offences and are assigned to juvenile committees.

• increasing the competence of youth work agencies and special schools personnel, NGOs, state and local government authorities, members of juvenile committees in work with children and youth at risk and prevention of re-offending behaviour (incl. support of establishing co-ordinated training system, co- and supervision etc.)

• improving the capability of the youth work agencies in work with children and youth who have been assigned to juvenile committees and prevention of repeating offences (incl. capability of planning, development and provision of higher quality, less implemented or new services as case management, mediation, compensation and reparation, mentoring, service of support person, advocacy, interventions to help achieve personal self-sufficiency etc.);

• improving the involvement of youth work agencies in influencing and rehabilitating juvenile who have committed offences;• establishing and developing efficient networking or disseminating good practices of such networking to other areas for

supporting inclusion of excluded youth and prevention of repeating offences, including cooperation with local governments and specialists in associated areas (child welfare, social work, education, juvenile committees, children mental health centres);

• Personnel of youth work agencies , NGOs, state institutions and local governments.

• Members of juvenile committees, special schools personnel and personnel of other involved agencies.

• Children and youth from age 7- 17 who have committed offences.

• Public institutions and authorities (including ministries, county governments, local governments), foundations, universities and NGO´s of the Republic of Estonia.

• Eligible applicant has previously operated in the sphere of youth work or organised youth work activities for at least 2 years (controlled by practical experience of organisation and statute) or provides evidence that the members of the project team have at least 2 years of experience of the youth work field and project management;

• Organisations from the Beneficiary States , Donor states and Russia can be involved in a project as partners.

• Commercial enterprise cannot submit a proposal, but may be included as partner.

• qualify as joint projects (submitted by several partners). • involve local governments of lower administrative capacity , local governments of preferred counties, and/or specialists

working in these regions, or feature a large number of the children and youth at risk.• favour cooperation of youth work institutions with the juvenile committees, support units of children and families,

educational establishments applying the inclusive educational model, and the local governments applying the community-based prevention model.

• clearly indicate the ways to evaluate the effectiveness and impact of project activities and to ensure the economic and social sustainability of measures after the project has been implemented;

• in case of trainings or other competence development measures also describe the forms or methods of training, and the instruments to assess the effectiveness and quality of planned measures;

• in case of complex training and development activities where several partners are involved indicate the ways to ensure coherent cooperation of specialists from different spheres;

• The total amount for this open call is 340 000 euros.• The minimum amount applied for is 170,000 euros and the maximum amount is 340 000 euros. • The minimum duration of the project is 12 months; the final date of the eligibility of costs is 30.04.2016.The project grant rate is:• 90% for NGO s under the definition provided by the Regulation, and the minimum statutory co-financing shall comprise 10% of the

eligible costs of a project. For NGOs, voluntary work shall be deemed co-financing if it forms up to 50% of the total amount of co-financing .

• 85% for other eligible applicants and the minimum statutory co-financing shall comprise 15% of the eligible costs of a project.

• NB! The proposal shall involve at least 18 youth work institutions.

• the proposal shall consist of a detailed budget and cost distribution, all costs have to be financed in proportion 85/15 or 90/10 from programme grant and co-financing depending on the applicant;

• support shall not be allocated for projects financed by other funds.

•Time planning in preparation of proposals, technical concerns that may arise in submitting proposals are not taken into concideration. •Application forms are not filled correctly (lackings in budget, time frame etc).•The additional documents required are not added to proposals. •Problems with calculating and understanding the concept of indirect costs, whis may be up to 15% of the eligible direct personnel costs of the project. •Partners in Project (included parties vs partners with partnership agreement).
