1 Summary
1.1 Introduction to the Project and Overview of the RP
1.1.1 Introduction to the Project
According to the development plan of Hubei Province, Yichang City is a sub-provincial central
city, a central city in the middle and upper Yangtze River region, and an important electricity and
tourism city in the world. In order to relieve traffic pressure, the Yichang Municipal Government has
conducted a survey on land utilization for traffic and the city’s traffic system, and developed a
comprehensive municipal traffic development plan, which has been included in the Master
Development Plan of Yichang City (2005-2020). In light of this plan, the Yichang Municipal
Government has identified bus rapid transit (BRT) as the alternative to the light rail system to meet
public transit demand.
The Yichang Sustainable Urban Transport Project (hereinafter, the “Project”) consists of the
BRT and Dongshan Fourth Road component.
1) BRT Component
The BRT corridor begins with the Yiling Coach Station on the north, runs through Yixing Avenue,
Xiazhou Road, Sanxia Road, Ganghong Road, Yemingzhu Road, Dongshan Avenue and Jucheng
Road, and ends at the Yichang East Railway Station on the south, with a full length of 23.60km, and
boundary line widths of 36-50m. It runs through Yiling, Xiling and Wujiagang District, and is one of
the busiest trunk passenger transport corridors in Yichang City.
2) Dongshan Fourth Road
Dongshan Fourth Road is a proposed all-purpose urban trunk road to overcome the immediate
freight transport problems. Dongshan Fourth Road is an urban trunk road designed to expressway
standards, joining Fazhan Avenue and Xianfeng Road. The urban trunk road can be defined in two
segments – eastern and western segments. The western segment commences at the junction of
Mingzhu Road with Fazhan Avenue to the junction with Bolinhe Road. This segment has been
defined as urban expressway. The eastern segment runs from Bolinhe Road to Xianfeng Road and
it has been defined as Class 1 highway. Both segments are designed to a speed of 80 kph. The
auxiliary lanes are designed to 40 kph. Both segments are new roads and are included in the urban
transport master plan of Yichang City. The proposed road works include tunnels, bridges, drainage
system, landscaping, traffic engineering facilities, and street lighting.
The gross investment in the Project is USD347 million, including an ADB loan of USD150
million, accounting for 43%; and a government investment of USD197 million, accounting for 57%.

1.1.2 Overview of the RP
In the Project, resettlement is caused by the BRT and Dongshan Fourth Road Components,
and the main types of resettlement impacts are the permanent acquisition of collective land,
temporary land occupation, the demolition of rural and urban residential houses, and impacts on
some small stores, including quarries, sandpits, concrete mixing stations, stockyards, living and

production areas, and access roads during construction.
According to the Resettlement Plan of the Project approved by the Bank in March 2014, the
Project affects 10 villages in 5 townships (sub-districts), in Xiling, Yiling, Xiaoting and Wujiagang
Districs, where Yemingzhu Sub-district, Xiling District is affected by HD only, while the other 9
villages are affected by both LA and HD.
2,128.40 mu of land will be occupied for the Project, including 1,599.81 mu of permanently
acquired land and 528.59 mu of temporarily occupied land, where the permanently acquired land
includes 118.09 mu of housing land, 528.9115 mu of cultivated land and 948.15 mu of other land,
affecting 274 households with 1,046 persons.
Residential houses of 48,765.46 m2 will be demolished for the Project, including rural
residential houses of 44,267.66 m2, affecting 208 households with 768 persons; urban residential
houses of 4,497.86 m2, affecting 82 households with 246 persons; and 73 small stores, affecting
171 persons.
In Sum, LA and HD for the Project affect 356 households and 73 small stores with 1,463
persons in total. In addition, the Yemingzhu Road segment of the BRT Component does not involve
the demolition of large stores, enterprises and schools, but involves the demolition of 73 small
stores, affecting 171 persons. See Table 1-2.

1.2.2 Scope
This report is the No.6 external M&E report of the Project, and aims to sum up the resettlement
work of the Project by the end of December 2017, find out issues in resettlement and propose
solutions accordingly. This report covers the institutional arrangements, progress of resettlement
implementation, public participation, grievance redress, etc.

1.2.4 Methods
Literature study: Documents, agreements, statistical reports, etc. on LA, HD and resettlement
were referred to and verified including LA & HD policy and Compensation Resettlement of Yaowan
town, Xilingqu district, Yichang city, HD Compensation and Resettlement Program for Dongshan
Avenue and BRT Construction (Yemingzhu Road segment), Rural socio-economic statistics bulletin
and so on.
Key informant and in-depth interview: 12 key informant interviews were conducted with 6
heads of LA and HD IAs, and 6 village heads; 15 in-depth interviews were conducted, including 6
women. 12 in-depth interviews were conducted with APs, including 4 women, accounting for 33%.
These interviews aimed to learn the progress of the Project and the investment plan, public
participation, potential issues and possible solutions, suggestions, etc.
Follow-up survey: A follow-up survey was conducted on 23 sample households covered by
the baseline survey using the same questionnaire as that used for the baseline survey.
1.2.5 Scope of this Report
1) Scope of M&E
LA and HD for the Project are caused by the BRT and Dongshan Fourth Road Components,
where the BRT Component involves the demolition of urban residential houses and stores mainly,
and the Dongshan Fourth Road Component involves the permanent acquisition of collective land,
temporary land occupation and the demolition of rural residential houses mainly.
This M&E covered the resettlement implementation of the Project in Heihushan, Shiban,
Chezhan, Tumen, Meihua and Lijiatai Villages, and the BRT Yemingzhu Road segment. In addition,
a baseline survey was conducted on the affected villages, households (living, production and
income levels), and stores, and a baseline database was established as a basis for subsequent
resettlement M&E.
2) Period of M&E
The period of this round of M&E was from January 1, 2017 to December 31, 2017.

2 Organizational Structure
2.1 Agencies
In order to plan, coordinate and monitor LA, HD and resettlement properly, a topside-down
organizational structure must be established during project implementation.
The executing agency of the Project is Yichang Municipal Government, which has established
the Project Leading Group and the Yichang PMO to be responsible for routine project management
and coordination, and communication with ADB.
The owner of the Project is YUCID, which is responsible for all aspects of the Project, and has
established project, preparation, HD and finance departments to perform specific tasks.
In order to strengthen the leadership of the resettlement work of Dongshan Fourth Road
(Fazhan Avenue-Bolinhe Road) and the BRT Component, the Yichang Municipal Government
established the Project Leading Group on July 25, 2011, headed by the secretary-general of the
Yichang Municipal Government.
In October 2013, YUCID appointed the Xiling District Government, Yiling District Government,
Wujiagang District Government and Yichang Economic Development Zone Management
Committee to be responsible for LA and HD within their respective jurisdictions.

2.2 Staffing and Equipment
In order to facilitate resettlement, the resettlement agencies at different levels have been
sufficiently staffed and created unobstructed information flows. These agencies are composed of
administrative staff and technicians, with workforces of 3-8. All staff members have certain
professional and administrative competencies, and experience in resettlement. See Table 2-1.

In addition, the resettlement agencies at different levels have fixed offices, office equipment,
sufficient funds, necessary vehicles, etc. The powerful organizational structure ensures the
successful implementation of LA and HD. In order to strengthen the understanding of ADB’s
resettlement policy among the staff of the resettlement agencies, the owner has organized relevant
training. The training included resettlement policies, resettlement planning and implementation and
also. a total of 20 staff participated in. In addition, the resettlement consultant will hold the special
training regarding LAR in March 2015.
2.3 Evaluation of the Institutional Capacity:
The external M&E team investigated the operation of the resettlement agencies. The
investigation shows that the organizational structure for resettlement is sound, the resettlement
agencies are well staffed and equipped, and the relevant staff has been trained. These agencies
have rich experience in local urban village reconstruction, new countryside building, and other
urban construction projects, and are familiar with the applicable domestic regulations.
During project implementation, the resettlement staff has got a certain understanding of ADB’s
safeguard policies and the RP. Dedicated staff is available to compile and file project and
resettlement information, and institutional capacity has been further improved. In addition, the
resettlement agencies have kept their staff stable and improved internal management systems,
including file, information and fund management.

3 M&E of Resettlement Implementation 3.1 Progress of Construction
The landscaping and traffic works of the western segment of Dongshan Fourth Road (Fazhan Avenue-Bolinhe Road) have been completed, and this segment was open to traffic in June 2017. The BRT Component (except the 4 stops in the Yemingzhu Road segment) had been completed. Phase 1 (Gezhouba Station-Yichang East Station) was put into operation in July 2015, and Phase 2 (Yiling Coach Station-Pinghu Peninsula Station) put into trial operation in November 2015, and is now put into formal operation.
The construction of the 4 stops in the BRT Yemingzhu Road segment (Zhenjingshan, Wangzhougang, Huanghe Road and Yemingzhu) began in July 2016 and was scheduled to be completed in June 2017, and was actually completed at the end of October 2017. Power and other supporting facilities are being provided, and construction will be completed and trial operation will begin by the end of January 2018.
The construction of the eastern segment of Dongshan Fourth Road (Bolinhe Road-Xianfeng Road) began in December 2016, and is expected to be completed in 2018. LA and HD have been largely completed, and resettlement is underway. See Appendix 6 for details.
3.2 Land Approval The Hubei Provincial Government approved the construction land for Dongshan Fourth Road
(Fazhan Avenue-Bolinhe Road) on October 17, 2013 (HPGLA [2013] No.1518). The Hubei Provincial Government approved the construction land for the eastern segment of
Dongshan Fourth Road (Bolinhe Road-Xianfeng Road) (HPGLA [2017] No.324).
3.3 Resettlement Implementation of the Western Segment of Dongshan Fourth Road 3.3.1 Acquisition of Collective Land
According to the RP, 929.667 mu of collective land in Xiling and Yiling Districts is to be acquired permanently for the western segment of Dongshan Fourth Road (Fazhan Avenue-Bolinhe Road), affecting 182 households in 6 villages.
According to the final range of the Project, 929.667 mu of collective land is to be acquired, which is the same as that specified in the RP.
As described in the previous report, LA had been completed in 6 villages (Heihushan, Shiban, Meihua, Lijiatai, Chezhan and Tumen) affected by the western segment of Dongshan Fourth Road, and 929.667 mu of collective land had been acquired in total, accounting for 100% of planned LA area, and affecting182 households (100% of all planned AHs). See Table 3-1.

Rural residential houses of 75,133.63 m2 would be actually demolished, affecting 126
households, where HD area is 46079.97 m2 more than planned and the number of affected
households is 4 less than planned. According to the survey and interviews, still some villagers in the
project area built houses after the issue of the order to stop construction dated on November 4,
2013, so that actual HD area is much more than planned. For houses built after the issue of the
order to stop construction, the compensation rates for other houses specified in the RP apply.
During the period of this report, additional HD area was 487.48 m2, and one more household
was affected by HD.
As described in the previous report, HD in Heihushan, Shiban, Meihua, Lijiatai, Chezhan and
Tumen Villages has been completed. Rural residential houses of 75,621.11 m2 had been
demolished, affecting 126 households. See Table 3-2.
3.3.3 Construction Progress of Resettlement Housing
There are 6 resettlement communities for Dongshan Fourth Road (Fazhan Avenue-Bolinhe
Road). Their sites have been fixed, and their construction progress is behind schedule.
The sites of the resettlement communities of Heihushan and Shiban Villages, Yaowan
Xiang, Xiling District have been fixed, where the Heihushan Village resettlement
community is used to resettle the APs from Heihushan Village, located beside Zhongnan
Road, Heihushan Village, and the Shanshuiyuan resettlement community is used to
resettle the APs from Shiban Village, located at the junction of Fazhan Avenue and Wanshi
Road in Shiban Village.
The sites of the resettlement communities of Chezhan, Tumen, Meihua and Lijiatai Villages,
Longquan Town, Yiling District have been fixed, where the Chezhan Village resettlement
community is located in Chezhan Village and used to resettle the APs from the same
village; the Tumen Village resettlement community is located west of Tumen Village and
used to resettle the APs from the same village; Meihua Village resettlement community is
located in the southwest of Meihua Village and used to resettle the APs from the same
village; Lijiatai Village resettlement community is located Lijiatai Village Dongshan Fourth
Road and used to resettle the APs from the same village.
Due to varying construction progress, the transition periods of the affected villages range from 1
year to 4 years. Some AHs choose to rent houses nearby, some choose to rent or borrow empty
houses of their friends or relatives, some live in transitional housing built with the help of village
collectives, and few stay in their former villages.
As described in the previous report, since some APs have lived outside for a long time, their
living expenses are rising, and the transition subsidy already not enough to pay rental, so they
expect a higher subsidy. It was found in this round of M&E that transition subsidies had risen in all
villages, and the APs enjoyed effective living security during the transition period. For example, HD
in Heihushan Village occurred in 2014, and the transition subsidy in Year 1 was 8 yuan/month/m2,
that in Year 2 10 yuan/month/m2, and that in Year 3 and beyond 12 yuan/month/m2. HD in Meihua
Village occurred in 2013, and the transition subsidy during 2013-2015 was 800 yuan/month per
household, that in 2016 6 yuan/month/m2 and that in 2017 7 yuan/month/m2.
According to the survey, the resettlement housing in Shiban, Chezhan and Tumen Villages has
been completed, and all APs have been resettled. The resettlement housing in Heihushan, Meihua
and Lijiatai Villages is still under construction. The construction of the resettlement housing in these
3 villages is behind schedule. See Table 3-3.

1) Heihushan Village resettlement community
The Heihushan Village resettlement community is located beside Zhongnan Road, Heihushan
Village, with a land area of 88,987.63 m2 and a design total building area of 231,368 m2. This
resettlement community is planned and constructed in a unified manner, and consists of 13
buildings, including 10 resettlement buildings with 1,568 apartments. There are 5 house sizes,
namely 137.60 m2, 105.80 m2, 120.20 m2, 74.8 m2 and 85.70 m2.
To date, the access road, earth leveling and foundation construction have been completed. The
construction of the main structure is expected to be completed by February 2018, full construction in
December 2018, and handover will occur by June 2019, about 15 months behind schedule.

2) Shiban Village resettlement community

Shiban Village resettlement community is located the junction of Fazhan Avenue and Wanshi
Road in Shiban Village, with a planned land area of 20,514 m2 and a total building area of 70,082 m2,
provided with stores, a cultural activity center, a health center, a community training center, etc. This
resettlement community is planned and constructed in a unified manner, and consists of 5
30-storied buildings with 556 apartments, including 168 ones of 89-90 m2, 204 ones of 110-130 m2
and 84 ones of 150-160 m2. Construction and handover were completed in December 2015.

3) Chezhan Village resettlement community
The Chezhan Village resettlement community is located in Chezhan Village, and is divided into
two plots, where Plot A has a planned land area of 65,999 m2, a total building area of 15,853 m2, in
which a building area of 31,400 m2 has been completed, and 1,052 apartments; Plot B has a
planned land area of 29,793 m2, a total building area of 107,626 m2, and 708 apartments. In the
resettlement community, public facilities, such as schools, clinics, stores and activity centers will be
built. Affected vulnerable population will enjoy priority and convenience in receiving resettlement
housing and running stores. Construction had been completed by the end of December 2015, and
handover has been completed.

4) Tumen Village resettlement community
The Tumen Village resettlement community is located west of Tumen Village, with a floor area
of 119,393 m2, a total building area of 89,783.7 m2, 24 buildings (all in masonry concrete structure, 7
floors, 20.35m high), and a total construction cost of 100,554,690.98 yuan. This resettlement
community is planned and constructed in a unified manner, and offers 4 house sizes: A= 93.297 m2
(3 bedrooms + 2 living rooms + 1 bathroom), B= 140.18 m2 (4 bedrooms + 2 living rooms + 2
bathrooms), C= 180.56 m2 (6 bedrooms + 4 living rooms + 2 bathrooms), and D= 275.35 m2 (8
bedrooms + 4 living rooms + 4 bathrooms). The construction of this resettlement community was
completed in June 2017, and house allocation completed by the end of August 2017.

5) Meihua Village resettlement community
The Meihua Village resettlement community is located southeast of Meihua Village, and offers
houses of various sizes at the option of the AHs, including 50 m2, 60 m2, 70 m2, 80 m2, 90 m2 and
100 m2. The main structure was completed in November 2017, infrastructure construction is
expected to completed by the end of June 2018, and handover will occur in September 2018, 9
months behind schedule.

6) Lijiatai Village resettlement community
Lijiatai Village resettlement community is located at the junction of Groups 1 and 3 of Lijiatai
Village, with a planned land area of 60,533 m2 and a total building area of 193,189 m2. This
resettlement community is planned and constructed in a unified manner, with 1,280 apartments,
including 256 ones of 138.2 m2, 384 ones of 120.6 m2, 256 ones of 98.1 m2, and 384 ones of 80.8
m2. Bidding was completed in December 2014. The main structure had been completed by the end
of April 2017, and infrastructure construction is underway. It is expected to be fully completed in May
2018, and handover will occur in June 2018, 6 months behind schedule.

3.3.4 Temporary Land Occupation
According to the RP, quarries, sandpits, concrete mixing stations, stockyards, living and
production areas, and access roads will occupy 528.59 mu of land temporarily during construction,
including 62.11 mu in Heihushan Village, 45.02 mu in Shiban Village, 67.53 mu in Chezhan Village,
17.52 mu in Tumen Village, 49.12 mu in Meihua Village and 74.1 mu in Lijiatai Village, where the
temporarily occupied land in Tumen and Lijiatai Villages (totaling 91.62 mu) has been transferred to
another project, while all the other temporarily occupied land has been reclaimed.
The amount of actually temporarily occupied land was 489.9 mu by the end of December 2017,
with no addition during the period of this report.
3.3.5 Other
1) Hui people’s cemetery
According to the Reply of the Hubei Provincial Development and Reform Commission on the

Feasibility Study Report of the Project (HPDRC Approval [2013] No.208), a Hui people’s cemetery
in Dongyuan Administrative Zone will be relocated during the construction of Dongshan Fourth
Road (Fazhan Avenue-Bolinhe Road). The cemetery is close to Zhoujiachong Village in Dongyuan
Administrative Zone, and is a collective Hui people’s cemetery with 213 tombs, a floor area of 8 mu
(collective land), and a building area of 160 m2 (administrative office). The affected Hui people most
live in the urban area of Yichang City in a scattered manner. There are 3,000-4,000 scattered Hui
households in the urban area, and they show no significant difference from Han people. Whether
living centrally or together with Han people, Hui people have their own tomb sites that are closed to
people of other ethnic groups.
On June 4, 2014, the Yichang Municipal Government held a special meeting to study the
relocation of the Hui people’s cemetery. The meeting was chaired by the deputy secretary-general
of the municipal government, and involved representatives from the municipal planning bureau,
ethnic and religious affairs bureau, and Hui people administration committee. The site of the new
Hui people’s cemetery was fixed.
According to the site selection opinion (YSGXZ [2014] No.083), a new Hui people’s cemetery
will be built in Qiaohe Village, Aijia Town, Dianjun District, with a floor area of 50 mu, including 20
mu in Phase 1, and 30 mu reserved for Phases 2 and 3.
To promote the smooth relocation Hui Muslim cemetery and slaughterhouse relocation, from
October 2014 to March 2015, Yichang Municipal Government, Yichang Ethnic Minority Bureau and
YUCID and other agencies organized a series of public participation meetings, covering cemetery
location, and relocation scheme as well. Each meeting invited representatives of Hui people to
participate in order to guarantee their right to know and participation right.
According to the survey, the relocation of the Hui people’s cemetery began in September 2015
and was completed by the end of October 2015.
No grievance or appeal occurred during the period of this report.
2) Design change of BRT Yemingzhu Road and RP update
According to the former design of BRT Yemingzhu Road, only the BRT station segments of
Yemingzhu Road will be broadened to 6 lanes and the remainder will still have 4 lanes. There will be
two stations (Wangzhougang and Changliu Road) on Yemingzhu Road, and their construction will
involve the demolition of urban residential houses and small stores.
Yemingzhu Road will be reconstructed comprehensively according to the master traffic plan of
Yichang City, beginning with the junction of Ganghong Road and Yixing Avenue, and ending at
Dongshan Avenue, with a planned boundary line width of 36m and a full length of 4.35km. The
Jiangjunyan Road segment (Ganghong Road-Yizi Road) will have 6 lanes, and the Yemingzhu
Road extension (Yizi Road-Dongshan Avenue) 10 lanes (4 lanes on the flyover bridge and 6 lanes
on the ground road, including two BRT lanes).
As described in the previous report, HD for the BRT Yemingzhu Road segment had been
completed. Since the resettlement communities are still under construction, some AHs are still at
the transition period. HD involves 3 resettlement communities, in which Beichen Pearl Garden and
Jingchen Pearl Garden had been completed, and all APs resettled; the construction of Sanxia
Garden is 12 months behind schedule, and handover is expected to occur in January 2018.
3) Update of the RP for Dongshan Fourth Road East
By the end of December 2017, LA and HD for the eastern segment of Dongshan Fourth Road
(Bolinhe Road-Xianfeng Road) had been completed. Construction began in December 2016, and is
expected to be completed in 2018 according to the current progress. LA and HD have been largely
completed, and resettlement is underway. See Appendix 6 for details.

3.4 Resettlement Policies and Compensation Rates
During project implementation, LA resettlement is based on the Land Administration Law of the
PRC, Notice on Adjusting Policies on the Compensated Use of Additional Construction Land (CZ
[2006] No.48), the Measures of Hubei Province for the Implementation of the Land Administration
Law of the PRC (2005 Amendment), the Notice of the Yichang Municipal Government on Uniform
AAOV Rates for Land Acquisition of Yichang City (YMG [2009] No.29), and the Compensation
Rates for Demolished Attachments on Acquired Land in the Urban Area of Yichang City (2012).
3.4.1 LA Policy
LA for the Project is compensated for based on uniform AAOV. In case of different rates of
different areas, the higher rate shall apply. LA compensation includes land compensation,
resettlement subsidy and young crop compensation, and is disbursed based on local policies.
3.4.2 Compensation Rates for LA
According to the Notice of the Yichang Municipal Government on Uniform AAOV Rates for
Land Acquisition of Yichang City (YMG [2009] No.29), resettlement subsidy in Xiling, Yiling and
Wujiagang Districts, and Yichang Economic Development Zone is 11 times of AAOV, being 25,927
yuan/mu, 22,000 yuan/mu, 25,927 yuan/mu and 25,927 yuan/mu respectively, that in Xiaoting
District is 10 times, being 18,190 yuan/mu; land compensation in Xiling and Wujiagang Districts,
and Yichang Economic Development Zone is 11 times of AAOV, being 23,570 yuan/mu, that in
Yiling and Xiaoting Districts is 9 times, being 18,000 yuan/mu and 16,371 yuan/mu respectively.
Since most of the cultivated land occupied for the Project is used to grow orange, young crop
compensation is based the highest compensation rate for orange land, being 12,650 yuan/mu.
Based on the local practice, all LA compensation for contracted land will be paid to the APs, and all
LA compensation for collective land will be paid to the collective and used as resolved at a village
meeting. See Table 3-4.

3.4.3 Compensation Rates for HD
HD for the Project will affect some residents in Yemingzhu Sub-district and Yaowan Xiang,
Xiling District, Longquan Town, Yiling District, Wujia Xiang, Wujiagang District, and Huya
Sub-district Xiaoting . To date, the demolition of rural residential houses has begun in Xiling and
Yiling s only.
1) Compensation rates for rural residential houses
a) Compensation rates for lawful houses
The compensation rate for lawful houses in masonry concrete structure (Class A) is 700
yuan/m2, that for lawful houses in masonry timber structure (Class A) 630 yuan/m2, that for
decoration in masonry concrete structure 390 yuan/m2, and that for decoration in masonry timber
structure 315 yuan/m2.

Compensation for losses due to relocation is 40 yuan/m2, transition subsidy is 8 yuan/m2 for the
first 18 months or 10 yuan/m2 beyond the first 18 months, and attachment compensation is 15,000
yuan per household.
b) Compensation rates for unlawful houses
The compensation rate for lawful houses in masonry concrete structure (Class C) is 500
yuan/m2, that for lawful houses in masonry timber structure (Class C) 400 yuan/m2, that for
decoration in masonry concrete structure 390 yuan/m2, and that for decoration in masonry timber
structure 315 yuan/m2.
Compensation for losses due to relocation is 40 yuan/m2, and attachment compensation is
15,000 yuan per household.
2) Resettlement modes for rural residential houses
Lawful rural residential houses have the property rights, and these houses demolished for the
Project may be subject to property swap or cash compensation, and unlawful houses will be subject
to cash compensation only.
The compensation policy and rates for lawful houses are as follows:
a) In case of property swap, resettlement housing will be offered at a size ratio of 1:1, but not
more than 360 m2 in size.
If the per capita size of a demolished lawful house is less than 40 m2, resettlement housing of
not more than 40 m2 per capita will be offered at 700 yuan/m2, which is much lower than local
housing selling prices (3,000-4,000 yuan/m2). If resettlement housing offered is greater than the
size of the demolished lawful house:
i) Any excess size of not more than 10 m2 will be purchased at cost price (2,200 yuan/m2);
ii) Any excess size of 10-20 m2 will be purchased at 1.2 times cost price (2,200 yuan/m2);
iii) Any excess size of 20-30 m2 will be purchased at 1.5 times cost price (2,200 yuan/m2);
iv) Excess size should not exceed 30 m2 in principle; any excess size of over 30 m2 in special
cases will be purchased at twice cost price (2,200 yuan/m2);
If the size of the demolished lawful house is greater than the size of resettlement housing
offered, such excess size will be subject to cash compensation calculated by multiplying the
difference between the cost and purchase prices of resettlement housing (700 yuan/m2 for the
Project) by the applicable compensation rate.
b) In case of cash compensation, the amount of compensation is calculated by multiplying the
difference between the cost and purchase prices of resettlement housing by the applicable
compensation rate.
During the resettlement implementation, incentive subsidies include: a) AHs will be paid 500
yuan per mu if they take the initiative to clear the young crops and ground attachments within
prescribed time limit of land acquisition notification. b) AHs will be paid 5000 yuan if they sign
agreement and hand over houses within the prescribed period of notification requirements.
3.5 Funds and Disbursement
3.5.1 Progress of Fund Disbursement
Consistent with the previous report, the compensation for Dongshan Fourth Road (Fazhan
Avenue-Bolinhe Road) has not varied. Xiling and Yiling Districts had paid 158,675,298.6 yuan in
compensation for Dongshan Fourth Road in total, including 61,420,755.03 yuan for collective land
and temporary land occupation, and 97,254,543.55 yuan for residential house demolition. It is
learned that the AHs have received cash compensation timely and fully. See Table 3-5.

3.5.2 Fund Disbursement Process
All LA and resettlement funds are raised by the Yichang Municipal Government, and managed
by the PMO and YUCID. As resettlement agencies, the district governments ensure that all required
resettlement funds are available timely and fully. See Figure 3-12.

3.6 Evaluation
Through field investigation, interviews, FGDs and literature review, the external M&E agency
thinks that:
1) By the end of December 2017, the LA and resettlement progress of the western segment of
Dongshan Fourth Road (Fazhan Avenue-Bolinhe Road) was sufficient for construction; LA and HD
for the eastern segment of Dongshan Fourth Road (Bolinhe Road-Xianfeng Road) had been

completed. Construction began in December 2016, and is expected to be completed in 2018.

completed. Among the 3 resettlement communities, Beichen Pearl Garden and Jingchen Pearl
Garden had been fully completed, and all APs resettled; the construction of Sanxia Garden is 12

appeal occurred during the period of this report.
3) The resettlement compensation policies complied with the principles and requirements
specified in the RP, the disbursement procedure of resettlement funds was transparent,
compensation could be paid to the AHs timely, and resettlement was implemented successfully and
sufficient to realize the objectives of resettlement;
4) The fund disbursement procedure was transparent and efficient, and LA and HD
compensation fees had been paid to the AHs timely and fully.
5) Dongshan Fourth Road (Fazhan Avenue-Bolinhe Road) has 6 resettlement sites in total, in
which 3 (Shiban, Chezhan and Tumen Villages) have been handed over, and the construction
progress of the other 3 (Meihua, Lijiatai and Heihushan Villages) is behind schedule.

4 Livelihood Restoration and HD Resettlement
4.1 Livelihood Restoration Measures
It is learned that the AHs will not only receive cash compensation timely and fully, but also enjoy
such resettlement measures as employment and skills training.
1) Cash compensation
The compensation rates for acquired rural collective land are based on the Notice of the
Yichang Municipal Government on Uniform AAOV Rates for Land Acquisition of Yichang City (YMG
[2009] No.29), and those for HD based on the Compensation Rates for Demolished Attachments on
Acquired Land in the Urban Area of Yichang City.
At the implementation stage, LA and HD quantities and compensation rates will be determined
in strict conformity with the applicable state, provincial and municipal policies, and compensation
fees paid timely and fully to the AHs for use on education, livelihood improvement, skills training,
etc.
2) Employment
During construction, the Project will generate a large number of jobs to local residents directly,
such as raw material supply and catering services. Such jobs will increase local residents’ income.
In the field survey, the PMO and IAs will inform the leaders of the village committee of the
employment needs. The committee leaders will let the households known immediately through the
village broadcast. The construction unit will give the priority to the affected households and
vulnerable group including women and low income families that they can be the supplement of the
unskilled jobs.
By the end of December 2017, some APs were doing transportation, construction, landscaping
and other relevant unskilled jobs, in which jobs suitable for men included bar setting, formwork,
concrete work, etc., while those suitable for women included landscaping, road cleaning, etc. It is
counted that a total of 152 persons have been engaged by the Project, of which 52 are women,
accounting for 34.21%. See details in Table 4-1. Meihua, Tumen and Chezhan Villages are close to
Sanxia Logistics Park, where many jobs are available to APs.

3) Skills training
In the project area, nonagricultural income accounts for a high proportion to local residents’
gross income, so it is especially important to offer nonagricultural skills training to land-expropriated
farmers to improve their employment skills. All persons affected by LA in the project area may attend
free skills and employment training offered by agencies concerned, covering agricultural and
nonagricultural skills.

Since the beginning of 2016, the Yichang PMO has offered training to APs together with the
district labor and social security bureaus twice per annum. By the end of December 2017, one
training session had been offered, involving 806 men-times, including 262 men-times of women
(32.51%). Details are shown in Table 4-2.

Meihua, Tumen and Chezhan Villages are governed by Yichang Economic Development Zone,
with many surrounding enterprises, which send employment information to the village committees
by mail and telephone for notification to villagers to choose suitable jobs. The village committees
then send recruitment information to enterprises for feedback.
4.2 HD Resettlement
The households affected by HD for the Project may choose cash compensation or property
swap. Among the 126 households already affected by HD, 29 have chosen cash compensation and
97 have chosen property swap. All the households have signed the agreements, and 29
households who choose cash compensation have received cash compensation timely and fully.

5 Follow-up Survey
In this round of M&E, a follow-up survey was conducted on 23 AHs in Heihushan, Shiban,
Chezhan, Tumen, Meihua and Lijiatai Villages, and the survey data was compared with that of the
baseline survey.
5.1 Demographics
1) Population and gender
The 23 sample households have 98 persons in total, including an agricultural population of 82,
accounting for 83.67%, and 51 males and 47 females, accounting for 52.04% and 47.96%
respectively.

The 23 sample households formerly had 205.8 mu of land, including 175.5 mu of non-irrigated
land, accounting for 85.27%; 28 mu of irrigated land, accounting for 13.61%; and 2.3 mu of fishpond,
accounting for 1.12%. Total LA area is 161.8 mu, including 132.5 mu non-irrigated land, accounting
for 81.89%; 27 mu of irrigated land, accounting for 16.69%; and 2.3 mu of fishpond, accounting for
1.42%.

1) Housing conditions
The 23 sample households formerly had a total house size of 10,045m2, averaging 436.74 m2
per household or 102.5m2 per capita, mostly in masonry concrete structure, and have a total house
size of 4,815m2 after relocation, averaging 209.34m2 per household or 49.13m2 per capita, all in
reinforced concrete structure, 5,230m2, 227.4m2 and 53.37m2 less respectively. House size is
smaller mainly because many households formerly lived in large workshops.

2) Traffic
The average distance from workplace is 6.04km, that from school 5.35km and that from
hospital 5.39km. Dongshan Fourth Road has improved traffic conditions, and shortened distances
from workplaces, schools and hospitals.

10 durable consumer products or means of production are selected to reflect the economic
level of the sample households. An average household has 1.69 color TVs and fans, 1.43
refrigerators, 1.13 washing machines, 2.0 air-conditioners, 0.22 telephone, 3.78 mobile phones,
0.87 motorcycle, 0.91 car and 0.04 tractor. Compared to the baseline survey, the sample
households have many more properties, especially air-conditioners and mobile phones.

In 2017, the 23 sample households had total annual income of 737,000 yuan, 7,520.4 yuan per
capita, including agricultural income of 1,928.6 yuan, accounting for 25.6%; sideline income of
867.3 yuan, accounting for 11.5%; wage income of 1,479.6 yuan, accounting for 19.7%;
employment income of 22,95.9 yuan, accounting for 30.5%; and other income of 948.9 yuan,
accounting for 12.6%. It can be seen that the income of the sample households has grown from the
baseline level in 2014.

accounting for 9.7%; non-staple food expenses of 2,846.9 yuan, accounting for 42.7%; educational

14.9%; and fuel expenses of 186.6 yuan, accounting for 2.8%.

5.7 Resettlement Satisfaction Survey
During the sampling survey, the task force also conducted a satisfaction survey to learn the
social and economic effects of resettlement and compensation from the APs’ satisfaction with
compensation and resettlement. 17.39% of the respondents first knew about the Project from a
government leaflet, 60.87% from a village meeting, and 17.39% from neighborhood discussion,
indicating that project publicity and information disclosure is effective.
65.21% of the respondents are satisfied or very satisfied with the DMS results; 43.47% are
satisfied or very satisfied with the LA and HD policies – this figure is relatively low mainly because
the compensation rates are lower than those expected by the APs; 65.21% are satisfied or very
satisfied with their current lives.
It can be seen that the APs are highly satisfied with resettlement.
See Appendix 5.

6 Implementation of the Social Development Action Plan
By the end of December 2017, the western segment of Dongshan Fourth Road was still under
construction, and the landscaping and traffic works were expected to be completed by June 2017.
The BRT Component had been completed except the Yemingzhu Road segment, and was put into
trial operation in July 2015. Phase 1 (Gezhouba Station-Yichang East Station) has been put into
operation, the Pinghu Peninsula Station-Yiling Coach Station segment was put into trial operation in
October 2015. 4 stops will be constructed in the BRT Yemingzhu Road segment, where
construction began in July 2016 and was scheduled to be completed in June 2017. However,
construction in this segment is 6 months behind schedule, and construction will be completed and
trial operation begin by the end of December 2017.
By the end of December 2017, the design of the eastern segment of Dongshan Fourth Road
(Bolinhe Road-Xianfeng Road) had not been finalized. The eastern segment of Dongshan Fourth
Road (Bolinhe Road-Xianfeng Road) had not broken ground, and the DMS and resettlement had not
begun.
By the end of December 2017, social development activities for Dongshan Fourth Road
included: 1) holding a public consulting meeting with local residents to disclose project information,
and explain the grievance redress mechanism; 2) making unskilled jobs available to local residents,
especially women, where 260 local residents had been employed, including 60 women, accounting
for 23.08%, and jobs included retail, cleaning, cooking, etc.; 3) training employees on job skills and
knowledge; 4) offering construction safety training to construction; and 5) giving publicity on AIDS
prevention to staff and nearby residents.
By the end of December 2017, activities had been conducted for the BRT Component under the
Social Development Action Plan, mainly including: 1) holding a public hearing on fares to fares; 2)
holding a public consulting meeting with local residents to disclose project and BRT information, and
explain the grievance redress mechanism; 3) making jobs first available to local residents, especially
women, where 882 local residents had been employed, including 246 women, accounting for
27.89%, and jobs included driver, official, manager, dispatcher, monitor, station attendant, cleaner,
etc.; 4) training employees on job skills and knowledge; 5) offering construction safety training to
construction staff and nearby residents; and 6) giving publicity on AIDS prevention to staff and
nearby residents.
The PMO and the IAs will continue to collect and monitor relevant information according to the
monitoring indicators in the Social Development Action Plan. See Appendix 1.

7 Public Participation and Grievance Redress
7.1 Public Participation
At all stages of the Project, the Yichang PMO and IAs attach great importance to public
participation and consultation, collect comments from government agencies, NGOs, communities
and APs extensively, and encourage all stakeholders to take an active part in the Project.
7.1.1 Preparation Stage
At the preparation stage, the Yichang PMO, YUCID, IAs, township governments, and RP
preparation agency carried out various public participation activities, such as community
mobilization and publicity, social survey, planning, which promoted local residents’ awareness of the
Project, compensation rates and resettlement policies.
7.1.2 Implementation Stage
At the implementation stage, the Yichang Municipal Government, YUCID, resettlement
agencies, etc. conducted extensive public participation and consultation, including project
information disclosure, FGD with APs, public hearing on compensation rates, RIB distribution, etc.
1. Project information disclosure
At the beginning of construction of the BRT Component, the Xiling District Government
disclosed information on HD compensation through an announcement, so that the affected
households and store lessees could make preparations accordingly. A construction announcement
was also posted on the construction site during the construction of the BRT Yemingzhu Road
segment.

2. Project publicity
Media coverage is an important means of project publicity. The BRT Component has been put
into trial operation except the Yemingzhu Road segment. For the issues that emerged at this stage,
such as inadequate sign setup and irrational bus routing, the BRT construction headquarters has
asked the construction agency to take corrective measures as soon as possible. In addition, the
government and the design agency have set up various channels to receive comments and
suggestions from the public for further improvement.

The above mechanism has been notified by the Yichang PMO to the APs via public
participation and RIB distribution.
7.3 Evaluation
It is learned that project information is well disclosed, and the level of public participation is high.
Some concerns the APs have been addressed properly by village collectives, such as construction
noise and access roads. The PMO and the owner have not received any grievance.
The external M&E consultant confirmed that the adequate public participation and grievance
redress mechanisms of the Project played a great role during resettlement. The PMO and IA were
suggested to continue to record the appeal and complaint information, put the file in order
immediately, and to solve the problems properly.

8. Findings and Suggestions
8.1 Key Findings
1) Resettlement progress
By the end of December 2017, the LA and HD work in the 6 villages affected by Dongshan
Fourth Road West had been completed, compensation 100% paid, and resettlement underway. The
resettlement housing in Shiban, Tumen and Chezhan Villages had been handed over, while that in
Heihushan, Meihua and Lijiatai Villages was still under construction, all behind schedule.
The BRT Component (except the Yemingzhu Road segment) under construction involves
neither LA nor resettlement. By the end of December 2017, the demolition of urban residential
houses and small stores involved in the Yemingzhu Road segment, and compensation therefor had
been completed. HD involves 3 resettlement communities, in which Beichen Pearl Garden and
Jingchen Pearl Garden had been completed, and all APs resettled; the construction of Sanxia
Garden is 12 months behind schedule, and handover is expected to occur in January 2018.
The construction of the eastern segment of Dongshan Fourth Road (Bolinhe Road-Xianfeng
Road) began in December 2016, and is expected to be completed in 2018. LA and HD have been
largely completed, and resettlement is underway. See Appendix 6 for details.
2) Resettlement organization
As the owner of the Project, YUCID is responsible for all aspects of the Project and has the
overall responsibility to ensure the RP is being implemented effectively. The district governments
are responsible for LA, HD, resettlement housing construction, resettlement, etc. within their
respective jurisdictions.
The organizational structure for resettlement is sound. The resettlement agencies are well
staffed and equipped, and have played a good organizing and coordinating role in resettlement
implementation. However, training, file management and internal supervision should be
strengthened.
3) File management
By the end of December 2017, the PMO, owner and IAs had prepared resettlement statistics
timely, including LA and HD quantities, AHs, affected population, compensation and payment, etc.
File management has been improving, and sound file management systems have been established.
In addition, the task force has learned that all documents related to LA, HD and resettlement,
including agreements, have been sorted out, indexed and kept properly.
4) Information disclosure and public participation
According to the survey, most of the respondents are aware of the Project, and 100% of them
support the Project and expect the Project to be implemented as soon as possible. The IAs have
disclosed project information timely and fully to the public by means of announcement, Internet,
newspaper, FGD and village meeting. The public participation mechanism is sound and the RIB has
been distributed.
5) Grievance redress
A transparent and effective grievance redress mechanism has been established during
resettlement implementation. The APs may file appeals with YUCID, the district or township
government, and village committee, or bring a suit in the people’s court. By the end of December
2017, no grievance or appeal occurred had occurred.
According to the follow-up survey, the AHs are highly satisfied with compensation and
resettlement for LA and HD.

8.2 Suggestions
1) Accelerate resettlement communities' construction
By the end of December 2017, the resettlement communities of 3 villages (Heihushan, Meihua
and Lijiatai) had not been completed, and the relevant APs were still during the transition period.
The IAs should accelerate construction progress in coordination with the agencies concerned to
ensure that these communities are completed and the APs are resettled on schedule.
The PMO should pay close attention to the construction progress of Sanxia Garden, which is 12
months behind schedule. Its construction should be accelerated to ensure that the AHs are
resettled successfully.
2) Continuing to pay attention to the production and livelihood restoration of the APs
The APs may become distressed due to the improper use of compensation fees and long
transition periods. The resettlement agencies are advised to pay attention to their needs, solve
issues timely, establish a database of the APs (including contact information), and track their
production and livelihood restoration regularly to ensure that the objectives of resettlement are
realized.

Power and other supporting facilities are

Appendix 6 Due Diligence Report on the Eastern Segment of Dongshan Fourth Road (Xiazhou Avenue)
1. Background Dongshan Fourth Road in Yichang City is a multifunctional urban trunk road designed to the
standard for expressways, which connects Fazhan Avenue and Xianfeng Road, and is divided into two segments. The western segment is financed by ADB, and was put into operation in June 2017. The eastern segment begins with Bolinhe Road and ends at Xianfeng Road, with a length of 10.939km and a width of 50m, with 6 lanes in two directions, across Wujiagang, Yiling and Xiaoting Districts, and is under construction.
2. LA, HD and resettlement 2.1 Construction progress Construction began in December 2016, and is expected to be completed in December 2018,
with a construction period of two years, including civil works, drainage, landscaping, lighting, etc. 2.2 Land approval The Hubei Provincial Government approved the construction land for the eastern segment of
Dongshan Fourth Road (Bolinhe Road-Xianfeng Road) (HPGLA [2017] No.324). See Appendix 6-1.
2.3 Resettlement 2.3.1 LA LA for the eastern segment of Dongshan Fourth Road has been completed. 1,300.46 mu of
collective land has been acquired, affecting 350 households in 4 villages. See Table 2-1.

2.3.3 Resettlement housing 1) Resettlement site of Gaohu Village, Huya Sub-district, Xiaoting District The AHs in Gaohu Village will be resettled in Jishan New Village, about 6km away from the
village committee. 4 AHs have been resettled in Phase 2 of Jishan New Village, while Phase 3 is under construction and is expected to be completed in December 2019.

2) Resettlement site of Gaojiadian Village, Huya Sub-district, Xiaoting District 51 households in Gaojiadian Village are affected, and 72 resettlement houses will be needed.
There are two resettlement sites – Phase 3 of Liuquanhu Community (20 AHs have been resettled) and Liaojia Dawan Community. In the later site, land leveling has just begun, and construction is expected to be completed in December 2019 (32 AHs will be resettled here). The other 20 AHs choose cash compensation.

3) Resettlement site of Xinchang Village, Yaqueling Town, Yiling District The AHs in Xinchang Village are allocated 180m2 of housing land for self-construction based
on a unified exterior design. The main structure had been largely completed by the end of December 2017, and the site is expected to be handed over in June 2018.

4) Resettlement site of Lingbao Village, Wujia Xiang, Wujiagang District This resettlement site is 1km away from the village committee, with a floor area of 87 mu.
Construction has not begun, and the time of handover is uncertain.

2.4 Resettlement policies and rates HD compensation is based on actually measured land area. All-in compensation consists of LA compensation (including land compensation, resettlement
subsidy, young crop or commercial tree compensation, ground building / structure compensation, etc.), HD compensation (including resettlement housing cost, attachment compensation, decoration compensation, transition subsidy, moving reward, labor costs, etc.), overhead expenses, contingencies, etc., and should be used for LA, the demolition of ground buildings / structures and attachments, resettlement, resettlement housing construction, violation prevention and control, etc. only (excluding the demolition of special facilities, such as cables and power facilities).
All-in compensation is raised by Yichang Urban Construction Investment Holding Group (YUCIH), and the district governments are responsible for fund management. See Table 2-3.

2.4.1 LA compensation rates Based on the rates of resettlement subsidy, land compensation and young crop compensation
specified in the Notice of the Yichang Municipal Government on Issuing Uniform AAOV Rates for Land Acquisition of Yichang City (YMG [2014] No.23), the resettlement subsidy of Xinchang Village in Yiling District is 9 times the AAOV, being 18,720 yuan/mu, that of Gaojiadian and Gaohu Villages in Xiaoting District 10 times the AAOV, being 21,500 yuan/mu, and that of Lingbao Village in Wujiagang District 11 times the AAOV, being 30,580 yuan/mu; the land compensation rate of Xinchang Village in Yiling District is 8 times the AAOV, being 16,640 yuan/mu, that of Gaojiadian and Gaohu Villages in Xiaoting District 9 times the AAOV, being 19,350 yuan/mu, and that of Wujiagang District 10 times the AAOV, being 27,800 yuan/mu. For all the 3 districts, the LA compensation correction factor is 1.1 for vegetable land, orchard, tea garden and intensive fishpond, 0.8 for woodland, and 0.5 for unused land.

Other compensation in addition to house compensation includes: ①Compensation for the heat insulating layer, whose size is equal to the lawful floor area of the
main structure, being 180 yuan/m2 for a height of 1.7m or less, 300 yuan/m2 for a height of 1.7-2.2m, or 480 yuan/m2 for a height of 2.2m or above
②Moving subsidy: 20 yuan/m2 of the lawful size of the demolished house ③Residual value subsidy: 15 yuan/m2 of lawful size for masonry concrete structure, and 10
yuan/m2 of lawful size for masonry timber structure After this subsidy is paid, the residual value will belong to the displacer, and the AH should
keep the demolished house in the original condition. ④Transition subsidy: to be paid from the date of handover of the demolished house until 3
months after handover of the resettlement house, being 8 yuan/month/m2 of lawful size for Year 1, and 10 yuan/month/m2 of lawful size for Year 2 and beyond
2.4.3 HD resettlement Demolished rural residential houses will be subject to property swap or cash compensation, as
detailed below: 1) In case of property swap, the AH will receive a resettlement house at a size ratio of 1:1 for
not more than 360 m2 in total or 40 m2 per capita; the purchase price of resettlement houses is 700 yuan/m2, much lower than local housing selling prices (3,000-4,000 yuan/m2).
If the resettlement house is larger than the demolished house, any excess size of not more than 10 m2 will be purchased at the cost price (2,200 yuan/m2), any excess size of 10-20 m2 at 1.2 times the cost price (2,200 yuan/m2), and any excess size of 20-30 m2 at 1.5 times the cost price (2,200 yuan/m2).
If the resettlement house is smaller than the demolished house, the excess size will be compensated for in cash based on the difference between the cost and purchase prices (700 yuan/m2 here).
2) In case of cash compensation, the amount of compensation will be based on the difference between the cost and purchase prices.
3) In Yiling District, each AH will secure housing land itself, and granted all-in compensation of 2,000 yuan per household by the land user, including young crop compensation, land compensation, land leveling, infrastructure, taxes and fees. The size of housing land should not exceed the value specified by laws and regulations.
2.5 Fund disbursement 2.5.1 Disbursement progress The total amount of LA and HD compensation for the eastern segment of Dongshan Fourth
Road is 273,832,803 yuan, including LA compensation of 134,501,315.1 yuan and HD compensation of 139,331,487.9 yuan. The AHs have received compensation timely and fully. See Table 2-8.

2.5.2 Fund disbursement All LA and resettlement funds are raised by YUCIH, and managed by the district governments.
As resettlement agencies, the district governments ensure that all required resettlement funds are available timely and fully. See Figure 2-5.

3. Livelihood restoration In this round of M&E, a follow-up survey was conducted on 38 AHs in Lingbao, Gaohu,
Gaojiadian and Xinchang Villages, covering demographics, land, living conditions, income and expenditure, satisfaction, etc.
3.1 Demographics 3.1.1 Population and gender The 38 sample households have 127 persons in total, including an agricultural population of
101, accounting for 79.53%, and 69 males and 58 females, accounting for 54.33% and 45.67% respectively.

3.2 Land The 38 sample households formerly had 253.22 mu, including 219.03 mu of non-irrigated land,
accounting for 86.50%; 32.18 mu of irrigated land, accounting for 12.71%; and 2.01 mu of fishpond, accounting for 0.79%. Total LA area is 125.9 mu, including 92.71 mu of non-irrigated land, accounting for 73.64%; 31.18 mu of irrigated land, accounting for 24.76%; and 2.01 mu of fishpond, accounting for 1.59%.

per household or 69.55m2 per capita, mostly in masonry concrete structure, and have a total house size of 7,350m2 after relocation, averaging 193.42m2 per household or 57.87m2 per capita, all in

reinforced concrete structure, 1,482.72m2, 39.02m2 and 11.69m2 less respectively. House size is smaller mainly because many households formerly lived in large workshops.

3.4 Properties 10 durable consumer products or means of production are selected to reflect the economic
level of the sample households. An average household has 1.39 color TVs, 0.58 fan, 1.31 refrigerators, 1.34 washing machines, 1.45 air-conditioners, 0.5 telephone, 2.21 mobile phones, 1.11 motorcycles, 1.00 car and 0.03 tractor.

3.6 Annual expenditure In 2017, the 38 sample households had a total annual expenditure of 821,050 yuan, 6,464.0
yuan per capita, including agricultural expenses of 427.6 yuan, accounting for 6.6%; water and electricity expenses of 389.8 yuan, accounting for 6.0%; communication expenses of 520.5 yuan, accounting for 8.1%; non-staple food expenses of 3,580.3 yuan, accounting for 55.4%; educational expenses of 917.3 yuan, accounting for 14.2%; medical expenses of 487.4 yuan, accounting for 7.5%; and fuel expenses of 142.1 yuan, accounting for 2.2%.

3.7 Resettlement Satisfaction Survey During the sampling survey, the task force also conducted a satisfaction survey to learn the
social and economic effects of resettlement and compensation from the APs’ satisfaction with

compensation and resettlement. 10.53% of the respondents first knew about the Project from a government leaflet, 52.63% from a village meeting, and 34.21% from neighborhood discussion, indicating that project publicity and information disclosure is effective.
84.21% of the respondents are satisfied or very satisfied with the DMS results; 76.31% are satisfied or very satisfied with the LA and HD policies; 76.31% are satisfied or very satisfied with their current lives.
It can be seen that the APs are highly satisfied with resettlement. See Appendix 6-4. 4. Public participation and grievance redress During implementation, YUCIH, the IA, township governments and village committees
conducted extensive public participation activities, such as community mobilization and publicity, social survey, promoting policy awareness. During construction, extensive public participation and consultation was conducted, and construction bulletins posted at the construction site.

By the end of December 2017, no grievance related to the eastern segment of Dongshan
Fourth Road had been received. 5. Conclusion and suggestions 1) The compensation policy and rates for the eastern segment of Dongshan Fourth Road
comply with the applicable laws and regulations of China, and have been implemented satisfactorily.
2) Compensation has been paid fully and timely through an open and transparent process. 3) The construction of the resettlement housing is in steady progress, and the APs enjoy
adequate living security during the transition period. 4) No grievance about resettlement has been received. 5) Close attention should be paid to the construction progress of the resettlement housing,
and the transition period shortened to ensure that the AHs are resettled timely.
