8

SSRRB ReviewEthical Considerations

Tri-Council Policy Statement establishes the principles to guide the design, ethical conduct and ethics review process for research involving humans

Technical ConsiderationsTo ensure only high quality research is conducted with DND employees, CAF members and their families as well as CAF applicants and Cadets, which will result in reliable, accurate and valid findings Must adhere to accepted professional practices in the development of a scientifically robust research project All instruments / instructions must be clear and concise in order to provide usable and reliable data

9

Additional Requirements - POR and DHRIM

Consideration of Public Opinion ResearchSignificant

Large NSensitive Issues or Target Population

ContractedRequires MND approval

Access to DHRIM InformationApplication of the Access to Information Act and Privacy ActsCurrently have blanket approval for POR research only

10

TOR and SSRRB Composition

11

Sponsorship and Access to ParticipantsLevel 1 Sponsorship

Provides Functional authority with oversight of activities for which he/she is responsibleAlready in place for DGMPRA research

Approval to Access Participants Typically granted by CPSOsAccess to participants for timings Must be in place prior to scheduling for review SSRRB Coordinator will assist with this

12

SSRRB Response

Approval - If no concerns with the research, or only minor concerns, an approval will be provided within three working days

SSRRB Observations - If the Board has concerns you will receive a response within three working days outlining their observations

Two types of observations:

“directions” are mandatory changes

“recommendations” provided to assist the researcher in improving the overall quality of the research proposal or research instruments

13

SSRRB Exemptions

Exemptions from full SSRRB Review:Re-administration of previously approved research, where there are no changes to the questions Your-Say Surveys Unit Morale/Climate ProfilesHuman Dimensions of OperationsMFRC CNAs

However…. research deemed exempt from full SSRRB review still needs to be CoordinatedThis requirement is in place for awareness and tracking purposes which are aimed at reducing survey fatigue.

14

Preparing for SSRRB Review – Normal ProceduresContact SSRRB Scy (SSRRB positional mailbox) for applicable forms, templates, information regarding the process

Read the SSRRB SOP and Guidelines

Understand the application of policies

Understand who else is working with the same participants

Enlist the support of team members who have experience preparing SSRRB submissions

Prepare forms and finalise any supporting documents relevant to the research (surveys, consent forms etc) and submit to SSRRB Coord.

18

Plan ahead to avoid disappointment…

Advance planning and flexibility are key

Plan for a two to four week turnaround for SSRRB reviews

Proposed administration timelines should be far enough out to allow ample time for SSRRB review

SSRRB meets weekly throughout the year, with the exception of the months of July, August and December
