1. Project Background:

Provision of safe drinking water and basic sanitation are essential and fundamental to health.

However, a significant proportion of the world population suffer without sustainable access to safe

drinking water and basic sanitation facilities. Today Sri Lanka is heading towards achieving the

target in providing safe drinking water for all, bearing a share to contribute to the

National and Global objectives, such as Millennium Development Goal and International decade

for action ,water for life 2005-2015.

The Strategic Cities Development Program (SCDP) has identified the proposed project for

provision of safe drinking water in the area of Greater Kandy City in collaboration with

the Kandy Municipal Council (KMC).

The SCDP has given priority in three water supply schemes in the KMC, expanding and

increasing the existing capacities of the schemes operated and maintained by the KMC at

present. The details of the schemes are shown below.

2. Project Objectives:

The general objective of the project is to provide uninterrupted safe drinking water for

the people of the key areas in the Kandy City. The other objectives are to increase the

storage and carrying capacities of the existing water schemes enabling to expand the

coverage where the present storage capacity is badly insufficient. Introduce systematic and

efficient operation and maintenance system which is badly affected by the existing old

structures leading to continuous maintenance issues. Increase and improve the level of

service standard by providing technical and machinery support to the KMC in future.

3.Methodology:

The primary and secondary data have been collected for assessing the level of positive

and negative social impacts to be generated through the project. Primary data has been

obtained through individual and focus group discussions with people bordering the

reservoir tanks and pumping mains. Also made a series of discussions with the technical

staff of the National Water Supply & Drainage Board (NWS&DB) who is responsible for

overall design and contract supervision. Parallel discussions were held with the land officers

of the NWS&DB and the KMC. Secondary data has been collected from NWS&DB and

the Water Works Department of the KMC. In addition, field visits were undertaken to each

and every site and the distribution area to verify land ownership patterns. All data and

information gathered has been properly documented

4. Sub project description:

The proposed development project includes construction of two new water (reservoirs/

Storage tanks) in Heerassagala Middle and Heerassagala Lower and the expansion of the capacity

of the exisiting Dangolla storage tank. Land identified for the construction of the reservoirs in

Heerassagala Middle and Lower divisions belongs to the NWS&DB they already has given

their consent,(Annex-3), while the land earmarked for the expansion work of the Dangolla

reservoir is a property of the KMC. there is existing reservoir belong to KMC and new reservoir

tank is construction under the same location, therefore land ownership will assure, as all the land

required for the construction of the three reservoirs (storage tanks) are the property of the

government, there is no acquisition of private land. The design and estimates have been

prepared by the NWS&DB and the operation and maintenance will be carried out by the

KMC once the project is commission.

5. Project location

1.Heeressagala Lower:

The proposed Heerassagala lower reservoir will be located 200

m away from the second lane of the Heerassagala road and

at an elevation is 450msl. It will be built on a land belongs to

NWS&DB. The total extent of the land needed for the project

is 284.66 square meters. The capacity of the tank is 250 cubic

meters .

2.HeeressagalaMiddle:

The proposed Heerassagala middle reservoir(storage tank) will

be situated 150 m away from the third lane of the Heerassagala

road. The land belongs to NWS&DB . The total land extent

needed for the project is 163.4 square meters. The capacity of

the tank will be 250 cubic meters and elevation of the site is

450msl. Heerassagala Lower and Middle areas have been covered

in lush green common grass with few mango and jack trees. The

proposed project site is having medium slope terrain. The vesting of

the two lands to the KMC is in progress. The two lands are

to be vested to KMC at the end of February,2015.

3. Dangolla:

Dangolla reservoir(storage tank) is situated 4 km away from

the right hand side of the Gatmbe NWS&DB junction and

along Dangolla Road to Dangolla junction and from

Dangolla Junction 100m left hand side along Thakshila

Mawatha, at an elevation of 532 msl. The land stretch

belongs to KMC and the extent of land needed for the

construction is 237 square meters. The existing 100 cubic

meter reservoir(storage tank) belongs to the KMC is also

situated on the same stretch of land. There is no vegetation

on the land at present. Since it has an existing reservoir

(storage tank) already cleared and landscaped.

6. Project Justification:

The existing water supply schemes of Heerassagala and Dangolla sub units of the KMC

Water Works Department were constructed 50 years ago targeting the population at that

time. With population increase in manifolds, Heerassagala and Dangolla have become

congested residential areas. As a result, the original capacity of the Dangolla reservoir and

Heerassagala transmission were severely insufficient to meet the demand of the people of

the area at present. Therefore, customers of the proposed project area have to satisfy the

intermittent water supply delivered by the KMC. Due to absence of reservoir tanks at

Heerassagala lower and middle areas of the Heerassagala Grama Niladari Division, the

existing distribution line was not capable of providing continuous supply of water for the

people of the area.

Therefore, these water schemes are being operated at present through distribution of water

directly from the intake where water pressure in the distribution system is very high. This

situation is being subjected to frequent damages and interruptions of water where women

and school children of the project area mainly get suffered. And also, the existing water

schemes of the Kandy Municipal Council including Heerassagala and Dangolla are being

operated as one project. Hence, it has been revealed that it is very difficult to detect any

water leaks which result in 40% of the non-revenue water (Losses), the highest compared to

the NWS&DB. The proposed project planned to introduce area based monitoring system

called zones for these three sub water units where each zone could be operated and

maintained separately. At present, water supply to the Heerassagala area is provided by direct

pumping from the Gatambe Water Treatment Plant (WTP) of KMC. As a result, the KMC incurs

high electricity cost. This project would enable to enhance service delivery for the people

with reduced operation and maintenance cost and minimal water losses and reduce the cost

of electricty.

The present operation and maintenance system of the KMC specifically with regard to the

three water schemes is not up to the standard as they lack advance equipment, computerized

accounting package, a monitoring system of monthly assessment of the business either profit

or loss and capacity building of the human resource involved with the water sector. The

proposed project is needed to address the above issues to ensure the sustainability of the

KMC water division. End result and outcome would aim at improved standard of living

for the people in the Heerassagala and Dangolla areas of Kandy Municipal Council.

Also it has been identified that there are no other water supply options in Heerassagala

and Dangolla areas that could provide clean drinking water for households in those areas.

Therefore sustainable improvement of the Heerasagala and Dangolla water schemes would

benefit the people of the area immensely.

8. Positive social impacts:

A total of 11,819 beneficiaries would receive uninterrupted safe drinking water ensuring

improved standard of living.

Beneficiaries will be able to get timely operation and maintenance support from the

KMC through strengthened operation and maintenance assistance and capacity building.

Minimized maintenance costs and water losses in return would bring advantages to the

beneficiaries and the people of the area as a whole.

9. Grievance Redress Mechanism

As Sub-project located three different locations specific GRC establishment are not practicable

Hence received any grievances during the construction period KMC site Engineer, Project

Manager of the Contractor, GS in respective division and APD social will attend to resolve in the

grievances. Each construction site complained book maintained by the safeguard officer of the

contractor. However, the public has been informed about the project level GRM (local PMU in

Kandy)

12. Conclusion:

The overall assessment of the social screening is that it is ensured that there is no violation of

the World Bank Safeguard policies OP 4.10 and OP 4.12 and Government policies in the

implementation of the proposed water supply schemes.
