Dear colleagues and friends,As President of SOI and on behalf of the Steering Board it is my great pleasure to welcome you to our 16th International Congress.We look forward to an exciting and stimulating four-days scientifi c event. A vast range of topics will be covered in our top quality continuing professional development and education program.The Congress will take place from Wednesday 16th May at 9:00 a.m. to Saturday 19th May 01.00 p.m. a four-days program including parallel sessions on refractive surgery, glaucoma, neuro-ophthalmology, optics and refraction, medical contactology, low vision, cornea, ocular surface, medical retina, surgical retina, children ophthalmology, strabismus, cataract, uveitis, orbit, plastic surgery, adnexal diseases, dry-eye, eye tumors, instrumental diagnostics and professional liability. Once again SOI presents Italian ophthalmologists with the highest quality lifelong learning program thanks to the presence of outstanding International Opinion Leaders. Five SOI-certifi ed Master classes organized by Together for Sight Foundation NPO will be run in parallel on Wednesday and Thursday.Wednesday 16th May: Master #1 – Refraction – from 2:30 to 06:30 p.m. in parallel with Master #2 – Professional liability: pros and cons of Gelli Law.Thursday 17th May: Master #4 – Knowledge and skills for practicing ophthalmology today - in parallel with Master #5 – Uveitis - from 8:30 to 01:00 p.m. and Master #3 in collaboration with ASMOOI – Knowledge and skills to practice orthoptics – from 02:30 to 06:30 p.m.Master classes will take place in parallel in the Plenary Room. The videos of both programs will be projected on a huge screen. Attendees will wear headsets and have the opportunity to select the channel they are interested in. All the attendees will enjoy both programs switching from one to the other to choose the most relevant topics. Benedetto Strampelli SOI Medal Lecture In memory of Professor Benedetto Strampelli, world-renowned ophthalmologist, since 2005 it has been awarded to ophthalmologists for their outstanding contributions to scientifi c research in various fi elds.

SOI Honorary Award in OphthalmologySince 2008 its has been awarded to professionals for their organizational or scientifi c contribution to the progress of ophthalmology.

A Life spent serving OphthalmologySince 2006 it has been awarded to professionals who devote their skills to improve ophthalmologists’ practice and scientifi c research.

Mario Gelsomino SOI AwardSince 2006 Alfa Intes have been granting a € 6,000 scholarship in memory of Professor Mario Gelsomino, the company founder, who devoted his life to vision and ophthalmology. The scholarship supports professional development of young SOI members. The winners choose the course they want to attend.

Benedetto Strampelli SOI Medal Lecture 20182018

Steve Schallhorn is board certifi ed and licensed ophthalmologist in private practice in San Diego, CA, Clinical Professor of Ophthalmology at the University of California, San Francisco, Chief Medical Offi cer for Zeiss and Chairman of the Optical Express Medical Advisor Board. After graduating from Colorado State University, Captain Schallhorn entered the US Navy in 1977 and was trained as an F-14 naval aviator. Following several deployments on USS Ranger, he was selected and served as a Navy Fighter Weapons School instructor (TOPGUN) teaching air combat to fl eet fi ghter pilots. He then completed a medical degree at the Uniformed Services University of the Health Sciences, ophthalmology residency at the Naval Medical Center San Diego in 1993, and cornea fellowship at the Doheny Eye Institute, University of Southern California. He retired from the Navy in February 2007 as the US Navy’s Refractive Surgery Program Manager where he managed a multi-million dollar budget and directed the center at the Naval Medical Center San Diego. He was the founder of the Department of Defense refractive surgery program which now consists of over 20 centers providing mission-enhancing surgery to active duty personnel. Doctor Schallhorn has led many studies on the safety and effectiveness of eye surgery with a special emphasis on evaluating the physiologic impact of environmental extremes, such as hypoxia, hypobaria, as well as the quality of vision. He has presented to the FDA numerous times and was instrumental in the approval of many ophthalmic devices. He routinely receives consultation requests from governmental and civilian organizations around the world.

Ioannis Pallikaris received his medical degree at the University of Thessaloniki, Greece (1972) and completed his residency and PhD thesis at the University of Zurich, Switzerland (1981). During these years, he also completed graduate studies at the University of Munich (Institute of Physiological Optic, 1978), at the University of Vienna (Ultrasound in Ophthalmology, 1979), and at the University of Zurich (Department of microvascular surgery, 1980). Subsequently, he received an honorary consultant position at the Hippocration Hospital of Thessaloniki, Greece (1981-1986), and became Director of the Ophthalmology Clinic Hospital of Chania, Greece (1986-1988). He has been a Professor of Ophthalmology at the University of Crete since 1996. Over the course of the years at the University of Crete, he became the founder and director of the Vardinoyannion Eye Institute of Crete (VEIC, 1989) and Institute of Vision and Optics (IVO, 2005), chairman of the Department of Ophthalmology at the University of Crete, and the director of the Eye Clinic of the University Hospital of Heraklion, Greece (1996-2004). Ioannis Pallikaris was the rector of the University of Crete from 2004 to 2011, he was President of the European Society of Cataract and Refractive Surgery (ESCRS) from 2006 to 2008 and while he is also a Board member of ESCRS from 2011. His research interests expand in all fi elds of ophthalmology, including refractive surgery, visual optics, medical lasers, biopolymers, retinal surgery and image analysis, and the design and development of microsurgical instrumentation. While today he has a broad fi eld of interests, his most signifi cant impact is in refractive surgery, in which he is considered internationally as one of the most opinionated leaders. At his early years, he published three breakthrough articles related to the development and investigation of laser in situ keratomileusis (LASIK). Since then, he had a great impact in the fi eld of ophthalmology while today he is considered “the father of LASIK”, the most world wide acknowledged and used technique in refractive surgery today. In many countries LASIK is the most frequent surgical operation on the human body (followed by cataract surgery). Prof. Pallikaris has published approximately 198 articles in international peer-reviewed scientifi c journals and 27 articles in national peer-reviewed scientifi c journals. He is the editor of 5 books in ophthalmology, the most notable one being the book LASIK, a reference point for refractive surgeons worldwide. Moreover, he is the author or co-author of 17 invited chapters in International scientifi c books, while he is a reviewer in 5 international peer-reviewed journals. He has more than 2264 citations, while he holds more than 20 patents. In addition, he has been an invited speaker in more than 250 international conferences from 1998-2017, has over 270 and 190 presentations in international and Greek conferences, respectively. Finally, he has been awarded 25 international awards, most notably the “Barraquer award” from the American Academy of Ophthalmology (1997) for his groundbreaking contribution to refractive surgery. Recently, he published a book on prebyopia (Presbyopia: Origins, Effects, and Treatment. Authors: Ioannis Pallikaris, W. Neil Charman, Sotiris Plainis - ISBN-10: 1617110264).

The application form must be handed to the organizing secretariat and an entry fee must be paid, in compliance with the table below. The congress is reserved to: ophthalmologists, postgraduate students in ophthalmology, medical specialists that are not ophthalmologists, biologists, orthoptists/assistants of ophthalmology and nurses, students in medicine and orthoptists.Registered participants will be provided with a badge with their personal name and photo. With no photo on the badge, participants will not be allowed to enter the exhibition and the congress area.

In order to regulate requests from Professional Congress Organizers, it is established an entrance fee of Euro 1.000,00 local VAT included. The registered person will be allowed to enter the congress and the exhibition area but it will not be allowed to have a permanent desk or position, nor to distribute promotional material without permission of SOI Board of Directors. PCOs will have to hand over a formal written request to the Organizing Secretariat to attend the congress and to register at the Reception Desk upon arrival; a personal badge will be provided. Health and Safety Rules and Congress Regulation will be applied.

Master In the 16th SOI International Congress, SOI Certifi cate Master Class “Professional liability: pros and cons of Gelli Law” and “Refraction” will be held simultaneously on Wednesday, May 16 – afternoon; SOI Certifi cate Master Class “Uveitis” and “Knowledge to practice the profession of ophthalmologist” will be held simultaneously on Thursday, May 17 – morning; SOI Certifi cate Master Class “Knowledge and skills to practice orthoptocs” will be held on Thursady – afternoon.

Live Surgery On Friday May 18 and Saturday May 19 will be held the usual appointment with Live Surgery from Ophthalmic Department of Humanitas Hospital – Bergamo and CDI – Italian Diagnostics Center SOI Life Surgery Programme is the event of the greatest impact on an international level, based on the demonstration of the most advanced surgical techniques in Ophthalmology for the update of Italian and foreign ophtalmo.

ExhibitionThe technical-scientifi c exhibition will be set up in the congress area and all participants with a regular badge will be allowed to access it.

SOI Lounge and Internet pointFree Wi-Fi connection is available in the SOI Lounge. An Internet Point with 5 PCs and internet connection will be available for all participants.

Catering The catering service is located at Level 1 of the Congress Center with the following opening times: Wednesday 16, Thursday 17, Friday 18 from 12:30pm to 2:30pm. All participants who have chosen the “Buffet Lunch Package” will receive lunch coupons when they will collect the personal badge. CloakroomThe Cloakroom is located at the Entrance of the Congress Area. Costs are as follows: 2 Euros/day per clothing and 3 Euros/day per luggage.

Hotel Reservation and Shuttle Service Kuoni Destination Management SpA, in charge of managing the accommodation for SOI Congress participants, is available at the Registration Area with a dedicated desk.The hotels reserved through Kuoni Destination Management SpA will have a shuttle service to and from the congress venue, in the morning and at the end of congress sessions. This service will be available for all participants if requested at the time of the hotel booking and for a minimum guarantee number of guests.

ParkingThe MiCo parking lot reserved 200 parking spaces for SOI Congress participants. The entrance is located in Via Gattamelata - Gate 13.Daily parking cost is Euro 15,00. A ticket must be collected at the entrance. The payment can be made at the cash machine.

• The projecton scrren will be divided into two parts to let it possible the projection of the two activities simultaneously. A table divided into two parts and two podium for two sessions will be provided. Speakers’ Ready RoomThe Speakers' Ready Room will have one room dedicated to the Plenary Hall Red 1 and 2 and one room dedicated to others rooms.

• Speakers are kindly requested to go to the Speaker Ready Room at least 3 hours before their presentation; otherwise, it will not be possible to include their work in the system.

• It is necessary to hand over to the technicians a copy of the presentation on CD, DVD or on USB memory stick and verify the compatibility of the used tool. Presentations can also be downloaded directly from personal PCs.

• Speakers are advised to make a copy on CD, DVD and on a USB memory stick of their presentation and to make sure with the technicians of the Speaker Ready Room that their tools are compatible with the equipment of the Congress. Speakers are also requested to be in the session room at least 30 minutes before their presentation

• All papers must be prepared with the MS Power Point 20106 (alternatively 2007, 2010, 2013) programme and “*.pdf” (Adobe Acrobat) fi les, suitable to a visualization with a 1920x1080 maximum resolution.

• All PCs will be equipped with the updated version of OFFICE 2016 and the most used video codec: Windows Media Video (WMV), MPEG-2, DivX, H.264. Speakers using videos with a codec that is different from the ones specifi ed in this form are requested to supply, together with their presentation, the installation fi les of the used codecs to enable technicians to install them. This is the only procedure which guarantees the view of the videos with Power Point.

• In case of MAC users: whoever wishes to show a presentation elaborated on MAC will have to go to the Speaker Ready Room for the necessary conversion. In case of videos or other conversion impediments, MAC will be connected to the projector in the conference room: the HDMI/DVI adaptor is necessary.

• It is not possible to project a fi lm and a PC presentation at the same time, in as much as every Congress room will be equipped with only one projector, alternatively used to project a fi lm or a PC presentation.

• In Rooms equipped with a double podium, speakers shall get ready at the second one a few minutes before the end of the ongoing speech; no presentation can start before the end of the previous one.
