SOLANO COUNTY BOARD OF EDUCATION MINUTES Regular Meeting June 26, 2013 The Solano County Board of Education met in regular session on Wednesday, June 26, 2013, at the Solano County Office of Education (SCOE), 5100 Business Center Drive in Fairfield, California. I. CALL TO ORDER IN OPEN SESSION AND PLEDGE OF ALLEGIANCE TO THE FLAG Board President Doug Ford called the meeting to order at 6:00 PM. MINUTES Regular Meeting

June 26, 2013

The Solano County Board of Education met in regular session on Wednesday, June 26, 2013, at the Solano County Office of Education (SCOE), 5100 Business Center Drive in Fairfield, California.

I. CALL TO ORDER IN OPEN SESSION AND PLEDGE OF ALLEGIANCE TO THE FLAG

Board President Doug Ford called the meeting to order at 6:00 PM. Trustee Larry Asera led those present in the Pledge of Allegiance to the flag.

II. ROLL CALL

III. APPROVAL AND ADOPTION OF AGENDA

Motion was made by Mr. Silva, seconded by Mr. Asera, and unanimously carried by a vote of those present to approve and adopt the agenda as presented. (Ms. Dean was absent.) IV. READING OF CLOSED SESSION AGENDA ITEMS

(a) Conference with Real Property Negotiators (Government Code section 54956.8)

Mr. Ford stated that the Board would be meeting with agency negotiators Mr. Speck, Associate Superintendent of Administrative Services and Operations Tommy Welch, and SCOE Consultant Leticia Allen, to discuss terms and price negotiations for SCOE property located at 4522 Abernathy Road in Fairfield, California.

VI. RECESS AND RECONVENE IN CLOSED SESSION

The Board took a recess from the meeting at 6:03 PM to gather in closed session. VII. RECONVENE IN OPEN SESSION

(a) Call to Order

Mr. Ford called the meeting to order in open session at 6:43 PM.

(b) Report of Action Taken in Closed Session (if applicable)

Mr. Ford stated that no formal action was taken by the Board during closed session. VIII. CORRESPONDENCE

There was no correspondence to consider. IX. NEW BUSINESS

(a) Korean War Armistice Day Resolution (item moved to later on the agenda, see page 3)

It was announced that the Consul General was delayed by traffic in San Francisco, and it was requested that this item be moved to later on the agenda. The Board concurred.

X. APPEAL HEARING REGARDING INTERDISTRICT ATTENDANCE REQUEST

Mr. Speck stated that the Board had been scheduled to hear an interdistrict attendance appeal, but the district of residence reconsidered the matter, and the appeal was withdrawn. XI. SUPERINTENDENT’S REPORT

(a) Meetings/Special Dates

Mr. Speck reviewed the following upcoming events and encouraged the Board members to participate.

July 4, 2013 – Independence Day Holiday – SCOE Offices Closed

July 31 – August 4, 2013 – Solano County Fair & Student Art Faire, Vallejo

August 14, 2013 – Regular Board Meeting

August 28, 2013 – Annual Board Study Session (more information as time gets closer) XII. UNFINISHED BUSINESS

(a) Adoption of 2013-14 Budget

A public hearing was held on June 12, 2013, to review the proposed 2013-14 County School Service Fund (CSSF) budget and receive input from the community. The Board must adopt a budget by July 1, 2013. Mr. Speck stated that the Governor had yet to sign the State budget. There are still many unknown details, but staff plans to present more information at the Study Session.

Mr. Ford asked if there was any further public comment. Joe Mickelson, veteran, said that, as a taxpayer, he appreciates when public agencies have their budgets in place on time because he knows it is not an easy task. There being no further public comment, the budget previously reviewed by the Board was presented for approval.

Motion was made by Mr. Asera, seconded by Dr. Verder-Aliga, and unanimously carried by a vote of those present to Adopt the 2013-14 CSSF budget as presented during the Board’s regular meeting on June 12, 2013.

XIII. PUBLIC NOTICE

(a) Declaration of Need for Fully Qualified Educators

Mr. Speck said that Janet Harden, Assistant Superintendent of Human Resources and Career Technical Education, could not attend the meeting, but he reported in her absence that a declaration of need is routine for this time of year. When an employing district, county office of education (COE), or nonpublic school (NPS) anticipates requesting Emergency or Limited Assignment Permits at the beginning of a school year on behalf of any of these teachers, the organization must first submit to the Commission on Teacher Credentialing a Declaration of Need (DON). Some of these teachers have been paraeducators at SCOE but have not yet passed the California Basic Educational Skills Test (CBEST) or are not fully credentialed, so SCOE must request a waiver of the teaching requirements for a short period of time. (Attachment B)

IX. NEW BUSINESS (item moved from earlier on the agenda, see page 2)

(b) Korean War Armistice Day Resolution

Dr. Verder-Aliga and Mr. Asera read proposed Resolution No. B12-13-36 recognizing July 27, 2013, as the 60th Anniversary of the cease-fire (armistice) that ended hostilities and stopped the Korean War in 1953 and honoring those veterans for their military service. (Attachment A)

The Honorable Lee Kwang Ho, the Republic of Korea Consul General of San Francisco thanked the Board for delaying this item until his arrival. He stated that a friend, in need, is a friend indeed, and the United States truly is a friend to South Korea for coming to its aid in a desperate time of need. July 27th marks the anniversary of a strong alliance between the Republic of Korea (ROK) and the U.S. It is a blood alliance, fought together, and it is important to commemorate it. Korea has changed in the last few decades, but one thing remains unchanged – the Korean War was a victory for the ROK. The sacrifices of the war’s veterans should be recorded forever in history for future generations, educating them on its importance. He promotes a continued alliance and hopes for continued support from the U.S. Peace, freedom, and prosperity are definitely not free, but he is deeply grateful to the veterans who made it possible for the people of the ROK to now enjoy democracy. He also hopes that many will follow in the Board’s path and have the courage to recognize the historic significance of the Korean War and those who fought as allies.

Nestor Aliga, veteran, member of the American Legion, and husband of Trustee Verder-Aliga, agreed that the Korean War and its participants should be remembered, and he has worked to have resolutions passed throughout Solano County between now and July. He introduced several honored guests in attendance, and the Board offered them an opportunity to make comments: Paul Del Rosario, retired from the U.S. Army and a member of the Vallejo Veterans Council; and veterans of the Korean War George McKinney, Joe Mickelson, and Frank Castillo. Also introduced were members of the Vallejo Sister City Commission William Kim, Dinah Villanueva, and Pelton Stewart.

Mr. Mickelson served in the 45th Infantry Division as a Corporal, a rifleman, and a medic. He faced extreme weather conditions, lack of sleep, difficulty eating, and real life or death trauma on a daily basis, but he felt lucky to survive the war and was proud to help protect the people of South Korea. He brought pictures taken during the war for the Board and audience members to see. He felt the U.S. military was well organized, and he was, and is, proud to be an American. He knows there were a lot of children orphaned during the war and speculates that they are probably the leaders and backbone of South Korea today. He feels that the Koreans are some of the greatest people in the world.

Frank Castillo said he was born in Suisun and raised in Benicia. In 1953, he had just turned 19 years old when he was sent to Korea, and it was awful, but he felt indestructible at that age. He was an Air Force paratrooper with the 82nd Airborne Division and spent about eight months in Korea. His worst memories are of the children, many of whom had leprosy. He later became a member of the Vallejo City Council where he served with Mr. Asera.

George McKinney served in the Navy from 1953-1954 on two different aircraft carriers repairing diesel engines in very hot engine rooms. He recalled the rough storms at sea and the many pilots and aircraft

that were lost. He is very proud of the U.S. and his military service, and he thanked the Consul General for his kind words of gratitude.

Mr. Asera heard the President of South Korea give a speech last month when he was in Washington D.C., and she also talked about how freedom is not free.

Ann Williams, School Nurse and President of the Solano County Education Association CTA/NEA, said her dad served in the Korean War, and hearing the veterans speak about their experiences had brought back a lot of meaningful memories for her. She hopes people all over the U.S. will remember this anniversary and that organizations will also commemorate the event with resolutions.

Ms. Dean thanked all of the respected guests for attending and found their words inspiring. She also introduced Linda Seifert, Chair of the Solano County Board of Supervisors, who represents District 2.

Dr. Verder-Aliga invited everyone to a commemorative event being held on Saturday, July 27th, at the Veterans Hall in Vallejo at 1:00 PM. Mr. Mickelson distributed cards containing the address and gave special thanks to Supervisor Seifert for her help in the veterans’ acquisition of such a nice facility.

Motion was made by Ms. Dean, seconded by Dr. Verder-Aliga, and unanimously carried by a roll call vote of those present to Adopt Resolution No. B12-13-36 in recognition of the Korean War Armistice Day.

Mr. Speck presented a ceremonial copy of the Board Resolution to the Consul General, and photos were taken with the Board and veterans.

Dr. Verder-Aliga announced that the Consul General wished to invite those present to dinner at Sticky Rice following the conclusion of the Board meeting. XIV. COMMENTS FROM THE COMMUNITY

There were no further comments from the community. XV. BOARD DISCUSSION

(a) Board Member Reports

The Board members decided to save their reports until the next meeting.

Ms. Dean wished a happy July birthday to Mr. Ford, Dr. Verder-Aliga, and Mr. Asera. Mr. Asera wished his fellow members a nice summer.

(b) Board Member Requests

There were no requests to represent the Board at any activities.

(c) Suggestions on future Board agenda items

There were no suggestions for future agenda items. XVI. ADJOURNMENT

There being no further business, the meeting was adjourned at 7:30 PM.

RESOLUTION NO. B12-13-36 KOREAN WAR ARMISTICE DAY

WHEREAS, on June 25, 1950, the Republic of Korea (ROK, South Korea) was attacked by the

armed forces of the Democratic People’s Republic of Korea (DPRK, North Korea), which started one of the defining moments of the Cold War; and

WHEREAS, thousands of Solano County residents answered our country’s call to military service by joining the Armed Forces or by working at the Benicia Arsenal, Mare Island Naval Shipyard, Travis Air Force Base, and other smaller bases; and

WHEREAS, through three years of intense combat, American and allied forces overcame some of the most unforgiving conditions in modern warfare as they weathered bitter winters, punishing heat, and mountainous terrain, and were often outgunned and outmanned; and

WHEREAS, the conflict contributed some of the most noted battles in United States military history, including the breakout from the Pusan Perimeter, the Inchon invasion, and the battles of Imjin River, Kapyong, Bloody Ridge, Heartbreak Ridge, Old Baldy, White Horse, Triangle Hill, Hill Eerie, Outpost Harry, Pork Chop Hill, Punchbowl, and the Chosin Reservoir; and

WHEREAS, of the 33,686 battle deaths, 2,830 non-battle deaths, and 8,176 troops missing in action, over 100 were from Solano County, with nearly a third of those from the City of Vallejo; and

WHEREAS, the schools in Solano County were, and still are, immensely instrumental in preparing our residents to meet the educational requirements of the U.S. Armed Forces; and

WHEREAS, on July 27, 2013, on the 60th anniversary of the Military Armistice Agreement signed at Panmunjom, the Vallejo Veterans Council and the Republic of Korea Consul General of San Francisco will honor all who served in the Korean War, and will also pay lasting tribute to the brave men and women who gave the ultimate sacrifice for our Nation.

NOW, THEREFORE, BE IT RESOLVED, that the Solano County Board of Education supports the California Senate and Assembly in recognizing July 27, 2013, as the 60th Anniversary of the Korean War Armistice Day and encourages educators, students, and residents to observe the event with appropriate ceremonies and activities that honor and thank our distinguished Korean War veterans and those who lost their lives for freedom’s sake.

PASSED AND ADOPTED this 26th day of June 2013, by the Solano County Board of Education, Solano County, California, by the following vote:

AYES: Mr. Asera, Mrs. Bates, Ms. Dean, Mr. Silva, Dr. Verder-Aliga, Mr. Ford
