PROJECT EXAMPLE
FEASIBILITY STUDY | National Retail Company | Nationwide | UK
In 2013, Black & Veatch was commissioned
to carry out a full feasibility study for a retail
company with stores across the UK.
We helped to identify which technologies
offered an opportunity for them to own
renewable generating assets that would
offset their carbon emissions.
Solar PV sites of various scales and
deployment rates were considered and their
performance and costs modelled. These were
compared against the forecast energy, carbon
and financial savings to determine the optimal
business case.
SOLAR PHOTOVOLTAICS
For several decades, Black & Veatch has been actively engaged in the
international solar industry, including applications of over 1,200MW
in the United Kingdom and involvement in nearly half of the utility-
scale photovoltaic (PV) plants currently operating in North America.
OVERVIEWOUR PROVEN TRACK RECORD OF PROJECT DELIVERY, HAS BEEN THE RESULT OF USING THE BEST PEOPLE ON THE GROUND WITH THE RIGHT TOOLS TO PROVIDE HIGH-QUALITY DELIVERABLES This includes services spanning;
n Technical Services/Engineering
n Construction Monitoring
n Accreditation
n Operations and maintenance.
SUPPORTING YOUR VISION
Black & Veatch is committed to finding
clean, sustainable power alternatives
that maximise the role of renewables
in your energy portfolio. For more
than 40 years, we have planned and
executed renewable energy and
other power generation infrastructure
worldwide.
Our team of industry experts is on top
of the latest trends in renewables,
energy efficiency and energy storage
technologies and engages in projects
from early concept definition and
research through to turnkey project
execution.
ACCREDITATION SUPPORT
We support you through the key
project milestones of attaining grid
connection, planning permissions
and accreditation with Ofgem.
Our talented professionals have expert knowledge and understanding of the technical and
commercial drivers, risks and challenges related to solar PV energy. Whether it is assessing site
resource, selecting the optimal solution for a site or determining the financial viability of the
entire project development, we produce value-add developments and quality results that
bring satisfied clients back to us time and again.

ACCREDITATION DUE DILIGENCE | Island GP UK Ltd | Other Anonymous | Nationwide | UKBlack & Veatch provided due diligence and
strategy advice with respect to multiple
solar assets in close proximity to ensure the
development of the assets would remain
within Ofgem regulations. This due
diligence considered electrical and
mechanical layout, grid connection,
ownership structure, metering
arrangement, planning and exit strategy.
DESKTOP COMMISSIONING AUDITING | Confidential Investor | London | UKBlack & Veatch was contracted to advise
on the compliance with Ofgem legislation,
including Renewables Obligation (RO)
and Feed-in-Tariff (FIT) schemes, of nine
solar PV projects recently commissioned.
A desktop review of the commissioning
documentation was conducted to ensure
best practice and conformity with Ofgem
accreditation process, and to highlight any
shortcoming and issues of non-compliance.
COMMISSIONING AUDITING | Bluefield Partners LLP | Foresight Group LLP | Nationwide | UKBlack & Veatch was appointed by various
clients to undertake commissioning audits
of over 40 ground-mounted solar PV
arrays with combined capacity in excess
of 500MW. Our engineers visit the sites
either pre- or post- construction to advise
EPC contractors on ‘best practice’ evidence
gathering to demonstrate a commissioned
and commercially operational site. Our
engineers witness the connection of the
generation to the National Grid and provide
the Client with a report documenting their
findings and opinion on whether the site has
been commissioned in line with relevant
legislation; including the Renewables
Obligation Order.
We have also been appointed by EPC
developers to advise on best practice
testing during the commissioning phases
of a project.
OFGEM ROO-FIT AUDITS | Regulator | Nationwide | UKBlack & Veatch was appointed by Ofgem
to conduct audits of renewable energy
installations claiming either Renewable
Obligation Certificates or Feed-in Tariffs;
including solar PV.
Our engineers conducted site inspections
and audit reports across the UK for a total
of 700MW+ of installed PV capacity
comprising arrays ranging from 4kW to
70MW+. Our engineers have real insight
and input to industry best practice, common
pitfalls to be avoided and how to ensure
successful accreditation with Ofgem.
PROJECT DUE DILIGENCE | Institutional Investor | London | UKBlack & Veatch was contracted to assess
the technical inputs of two solar PV project
financial models and advise on the accuracy
of the proposals.
An examination of the models was
conducted and the project developers
interviewed to understand the status and
viability of the projects. Following Black &
Veatch’s report the client was readily able
to compare the two projects on equal
basis and make a better informed
investment decision.
STATISTICAL RESOURCE ANALYSIS | Fund Management Company | London | UK
Black & Veatch was tasked with sourcing
solar irradiance data and assessing
combined systematic and random
uncertainties to find the total.
This ultimately enabled the client to
assess likely debt ratios that could be
used for projects decisions.
PORTFOLIO WIDE FEASIBILITY STUDY | Environment Agency | Wales | UKAs part of their Carbon Savings and
Implementation Plan, the Environment
Agency Wales (EAW) requested an
appraisal of renewable energy generation
opportunities, including solar PV, across 70
sites in Wales.
The studies evaluated the technical,
financial, environmental and carbon case of
each technology and derived a risk based
traffic light system for technology
deployment across the sites.
The concluding analysis highlighted several
sites for RE development that have since
been taken forward by EAW as a means of
reducing their consumption of grid
electricity and their CO2 reduction target.
