Current scenario

“Re-establishing a good artisan training

system is an urgent priority; the current

{NDP} target is for the country to produce

30 000 artisans a year by 2030.” {MTSF

now requires 30 000 by 2025} White Paper for Post-school Education and Training: Building an Expanded, Effective

and Integrated Post-school System.

Access

• By 2030 sector should move from 300 000 to 1250 000

• Produce 20 000 artisans per annum

• Strengthen and expand the number of FET Colleges so that the participation rate can grow to 25%

• Increase enrolments from just over 345 000 in 2010 to 2,5 million in 2030

• Produce 30 000 artisans by 2030

• Establish a new institutional type – Community Education and Training Colleges to 1 million learners

• Distance Education

• Framework for learners with disability

Throughput

• Continues quality improvement is required as the system expands

• Develop a strong set of national qualifications and support the development of non formal programmes

• we need to strengthen our institutions as the building blocks of that system

• Improving teaching and learning – need well educated, capable and professional teaching staff

• Establish the South African Institute for Vocational and Continuing education and training which will be responsible for research and an inspectorate

• Seta's must play a more effective role in producing skills which will support employers

• A stronger and more cooperative relationship between education and training institutions and the workplace

• A post-school education and training system that is responsive to the needs of individual citizens and of employers in both public and private sectors, as well as broader societal and developmental objectives

• Quality and relevance of courses need to be addressed.

National Situational Analysis

1. Detailed, accurate, current data for artisan trade prioritization, workplaces,

& placement, scientific target setting & monitoring & evaluation.

2. Single guaranteed funding model for all artisan trades applicable to all

sectors including single, simple artisan learner administration and grant

disbursement system.

3. Artisan Recognition of Prior Learning (RPL) system that is focused on

supporting persons who are working as support workers in the

engineering field to become certificated artisans.

4. Labour legislation that controls employer and artisan learner

employment relationships and conditions of service that inhibit an

increase in the number of approved artisan learner workplaces.

The need and how our target relates to this

Targets

The Western Cape economy is about 10% of the

national economy so estimated shortfall of 10 000

over the next five years. This translates into a

demand for 2 000 artisans p.a. Currently we are

producing about 1 000 artisans p.a. 50% of them

linked to priority trades.
