Position before Study

• ‘Forgan site’ mentioned in most documents as a possible site

• No detailed studies had been undertaken to justify a P&R facility or location of facility

• Forgan site generally regarded as an indicative site and an option

• SEStran together with Tactran agreed to undertake a ”Cross Tay Strategic Transport Study” – including a P&R facility

The Study

• Study Aim .. Reduce traffic on the Tay Road Bridge (and Dundee City Centre)

• Study Managed and funded by SEStran but with 20% financial contribution by Tactran

• Study Steering Group consisted of

– SEStran Tactran

– Fife Council Dundee City Council

• Study undertaken by JMP Consultants Ltd

• Followed Government’s STAG procedures

• The best performing measures from STAG 1 taken forward to a more detailed STAG 2 study

• STAG 2; Four potential Park & Ride sites looked at in detail

Some Bus Park & Ride ‘Principles’

• High Frequency Bus Services directly into City• Bus Priority Measures ; ideally bus faster than car• Linked to City Centre Parking Policy• Each corridor preferably served by one ‘large’ P&R

site (500 spaces +) rather than several smaller ones• Good facilities (e.g. waiting room and ‘kiosk’) • Long opening hours• Secure car park (e.g. CCTV)• If spare capacity, ‘Park and Choose’ to serve car

sharers

• Forgan; West of Forgan R’about, 2 km from Bridge

• Primary School site; on B985 north of Forgan

• Tay Bridge R’about site; West of R’about

• Landfall site on B 946; Bridge Board land

hour• Catchment area would not include Tayport,

Newport and Wormit• Estimated Cost approx £1.8 mill (275 spaces)• Estimated Net Present Value of £2.8 mill• Estimated Benefit/Cost Ratio (BCR) of 1.49)

R’about & Landfall sites

• Currently served by approximately 13 buses/hour• Tayport, Newport and Wormit would be within

catchment area• R’about site can at most accommodate 130 spaces

so Landfall site only realistic options of the two• Estimated Cost approx £2.8 mill (411 new spaces)• Estimated Net Present Value of £5.4 mill• Estimated Benefit/Cost Ratio (BCR) of 1.77• Considerably better ‘performer’ than Forgan site• This was the position around autumn 2009

Transport Scotland involvement

• Park & Ride South of Tay at Forgan Part of Project 8 in the Strategic Transport Projects Review (STPR) – Forgan site

• Transport Scotland agreed to part fund a Technical Feasibility Study and the preparation of an Outline Business case in line with Government’s criteria

• SEStran, Tactran, Fife and Dundee City Councils also part funders

Technical Feasibility Report (Winter/Spring 2010)

• Initial design for around 458 spaces

• Cost around £4.05 mill (2009 prices)

• Includes optimism bias and contingencies

• Later reduced to around 350+ spaces to improve business case and allow for more landscaping

• Cost reduced to around £3.67 mill 13

•Strictly in accordance with Government Guidelines

•Revised Benefit/Cost ratio of 1.69 and

•Net Present Value of £4.21 million

•Meets all relevant Government’s objectives

•Landfall site now the Government’s preferred site for a P&R South of the Tay
