Dear Residents,Whether you are new to the South Orangetown Central School District or a returning member of our community of learners, we welcome you to the 2016-2017 school year! This year, approximately 3,400 students will be engaged by many exciting opportunities to learn in safe and productive schools. We will continue to develop instructional strategies that are aligned with the unique learning characteristics of each of our students while
stressing skills, concepts, and information that each will need to thrive in today’s world. As we have learned, when students take ownership of their own learning, they achieve at high levels. To this end, we will continue to leverage technology while introducing the global community to our students. Many of the jobs of tomorrow do not even exist today. It is therefore critical that we shift away from learning by rote memorization and continue to promote Learner-Active, Technology Infused Classrooms (LATIC). Through a partnership with Innovative Designs for Education (IDE) our teachers are exploring instructional strategies that stress problem-based learning and group inquiry.
Perhaps the greatest contributor to the success of our students and our District is our ability to work collaboratively with our parents and community. In June 2016, the SOCSD Board of Education made a commitment to developing a districtwide strategic plan that stresses a well-designed, rigorous, and relevant curriculum; instructional strategies that emphasize a deep understanding of meaningful content along with plenty of opportunities for students to read, write, and think purposefully; and a climate wherein all members of our community feel safe, welcome and ready-to-learn. This fall, the Board of Education, myself, and members of the strategic planning team (in partnership with K12 Insight)
will be working closely with the community in order to develop goals that are consistent with our shared vision for our children.
This year, as every year, we commit ourselves to providing the very best academic experience to our students. As we work together to ensure that each child enrolled in the South Orangetown Central School District receives the best education possible, we need your cooperation and support. One of the most important tasks that our community must face is the building of partnerships that are responsive to the needs of our children and their families. As such, I look forward to serving the South Orangetown Central School District and am excited at the prospects that the new school year brings!

THE ROLE OF YOUR SCHOOL BOARD
H Guides the accomplishments of the school district’s purpose, focusing particularly on the education of the district’s children. It guides the fundamental change in goals, program and structure
H Screens and supports key projects identified to improve existing programs and operations and monitors progress to these ends
H Directs and evaluates the Superintendent
H Oversees the planning and deployment of material and human resources
H Serves as a bridge between the district and the community in reflecting community desires as well as promoting understanding and support. The Board leads the coalescing of disparate community views while building and maintaining partnerships and collaborative relationships with other organizations
H Ensures fiscal, legal and programmatic accountability
TERMS OF OFFICE
Board members are elected to office for a term of three years. Each Board trustee represents ALL of the children of South Orangetown.
DUTIES OF THE BOARD
H Establish, review, revise and update policies
H Voice concerns, suggestions and opinions of constituents
H Report to constituents on important issues and decisions
H Monitor finances and put forth the best possible budget each year
H Maintain and update long-range plans
H Plan for future needs concerning growth, facilities and funds for mandated programs
H Ensure children receive a quality education
H Ask questions, review best practices, disseminate data to the community
H Hire and evaluate the Superintendent

SOCSD COMMUNITY STRATEGIC PLANNING SURVEYOur school district is in the process of developing a strategic plan and we need your input. Your feedback will help us identify what our community believes to be the highest priorities for our students and staff, as part of our strategic planning process. The SOCSD Community Strategic Planning Survey will be administered in the Fall 2016 (exact dates to be determined). The results of this survey will be used to identify those educational priorities that are important to our community. The analysis of these results will be used to develop a long-range, strategic plan.
Please know that our survey does not match the respondent with individual answers — your responses are confidential. This survey will be administered by an outside national research firm, K12 Insight, to maintain the integrity of the process and data collected. It should take no more than 5-10 minutes to complete. VOTER REGISTRATIONA voter registration card may be picked up from the U.S. Post Office and mailed directly to the Rockland County Board of Elections OR you may register through the District Clerk’s Office, Administration Building, Blauvelt NY from 8am - 4pm on school days from September through June and from 9am - 3pm Monday - Thursday during July and August.
To be eligible to vote, you must be:• A District resident for 30 days• A U.S. Citizen• 18 years of age or older• Registered to vote in either a general or school election
If you have NOT voted in a school election in the past 4 years, or if you are not registered to vote in general elections, you must register to vote.
ABSENTEE VOTINGIf a resident is unable to vote in person on May 16, 2017, and wishes to vote, they may do so by absentee ballot. This is a two-step process.
To vote by absentee ballot, the resident must first request an application form for an absentee ballot. Once the application form is filed with the District Clerk, the resident will receive the absentee ballot.
To file for an application: Contact the District Clerk at 680-1012. A resident may apply in person or receive the application by mail.
Submit application form: The District Clerk must receive the application form at least 7 days before the election (May 9) if the absentee ballot is to be mailed to the resident, or the day before the election (May 16) if the absentee ballot is to be picked up by the resident.
Submit absentee ballot: Absentee ballots must be received by the District Clerk no later than 5:00 p.m. on election day, May 16, 2017.

Parent’s Right to Certain InformationAs the parent of a student attending our School District, you have the right to receive, upon request to the District, certain information as authorized by Federal law regarding the profes-sional qualifications of your child’s classroom teachers. Upon the District’s receipt of your request, we will provide you, in a timely manner, the information listed below.
You have the right to request the following information about each of your child’s classroom teachers:
1. Whether the teacher has met New York State Education Department qualifications and licensing criteria for the grade levels and subject areas he/she teaches.
2. Whether the teacher is teaching under emergency or other provisional status through which New York State Education Department qualifications or licensing criteria have been waived due to special circumstances. 3. The teacher’s college major (undergraduate level); whether the teacher has any graduate certifications or degrees and, if so, the field of discipline of the certification or degree. 4. Whether your child is provided services by any Teaching Assistants and, if so, their qualifications. If you wish to receive this information, please contact Dr. Brian Culot, Assistant Superintendent for Curriculum and Instruction, at (845) 680-1017.
Student Privacy Rights PolicyNotification to Parents
In accordance with the Protection of Pupil Rights Amendment (PPRA) of the No Child Left Behind Act, the School District is com-mitted to protecting the rights and privacy interests of parents/ guardians and students with regard to the following:
1. Student Surveys
2. Instructional Materials
3. Physical Examinations or Screenings
4. Collection, Disclosure or Use of Personal Information
The School District shall provide parents/guardians with notification, at least annu-ally, at the beginning of school year, of the specific or approximate dates during the school year when the above activities are scheduled or expected to be scheduled.
The School District shall provide notifica-tion to parents/guardian and offer them the opportunity to opt their child out of participation in the following activities:
1. Activities involving the collection, dis- closure or use of personal information collected from students for the purpose of marketing or selling that information;
2. The administration of any survey containing one or more of the items listed above.
3. Any non-emergency, invasive physical examination or screening that is required as a condition of attendance, administered by the School and scheduled by the School in advance, and not necessary to protect the immediate health and safety of the student and/or other students.
