With.housing. prices. skyrock-eting,. real. estate. had. be-come.a.better.investment.than. the. stock. market..But. signs. of. structural.damage. to. the. housing.boom.began.to.appear.in.2007.. Home. buyers. who.had. taken. out. sub-prime.loans.began.to.default.on.
their.payments,.and.their.homes. were. going. into.foreclosure.. The. hous-ing.bubble.burst.as.banks.began. selling. foreclosed.property. at. rock. bottom.prices. to. recoup. at. least.part. of. the. sub-prime.loans. they. had. issued..As. the. number. of. vacant.and. foreclosed.properties.increased,. construction.ground.to.a.halt,.and.un-employment. started. to.climb.
Since. the. construction.business. is. so. tightly. en-twined.with.other. indus-tries,. when. it. stalls. or.declines.so.do.other.busi-ness. sectors.. It’s. like. a.domino.effect..Businesses.
that.produce.products.for.homes,. such. as. carpet-ing,. kitchen. cupboards,.door.knobs,.washing.ma-chines,. nails,. sheet. rock;.the. list. goes. on,. experi-ence. slowdowns. when.
housing. developers. stop.coming. to. them. for. sup-plies..In.turn,.slowdowns.lead. to. lower. produc-tion. levels.. This. affects.the. amount. of. expend-able. income. entering. the.
community.. That’s. when.restaurants,. dry. cleaners.and.clothing.stores.begin.to. feel. the. impact. of. a.construction. slow. down..It’s.all.encompassing..
Now.four.years.later,.it.
seems. the. economy. has.somewhat. righted. itself..Unemployment. figures.in. South. St.. Paul. have.stabilized.. As. of. March,.

residents.staking.claim.to.a.prime.viewing.spot.for.the.Kaposia.Days.parade,.leaving.their.belongings.unattended..Where.else.in.America.would.people.do.that?.It’s.quite.a.sight,.and.says.a.lot.about.the.South.St..Paul.community..
Now.in.its.35th.year,.Kaposia.Days.is.South.St..Paul’s.summer.celebration..The.festivities.begin.Fri.,.
June.24,.and.run.through.Sun.,.June.26..The.Grande.Parade.and.Queen.Coronation.are.the.centerpieces.but.South.St..Paul.rolls.out.the.red.carpet.with.activ-ities.for.everyone,.including.huge.softball.and.tennis.tournaments,.pool.parties,.a.craft.fair,.disco.bingo,.a.classic.car.show,.kids’.carnival,.a.diaper.derby,.an.outdoor.dance,.pro.wrestling,.a.pancake.breakfast.and.the.grand.finale.fireworks.display...
The.committee.that.founded.the.festival.years.ago.wanted.a.name.that.was.unique.to.the.city..Reach-ing.back.into.their.history,.they.chose.Kaposia.Days.in.honor.of.the.first.settlers.in.the.area,.the.Kaposia.
band.of.the.Dakotah.Indians..Their.peaceful.nature.when.welcoming.white.people.to.their.river.bank.village.was.what.the.originators.envisioned.for.their.celebration..They.wanted.to.create.an.event.that.would.bring.everyone.together.in.a.collegial,.spirited.manner.
This.year’s.parade.Grand.Marshal.is.Walter.Books,.one.of.the.city’s.more.colorful.characters,.and.one.of.the.most.ardent.city.boosters..He.was.the.driving.force.behind.South.St..Paul’s.On.the.Road.Again.fall.

Not. factored.into. these. figures. are. the.number. of. people. who.are. underemployed. or.working. part. time. but.need.a.full.time.job..Un-fortunately,.the.construc-tion. industry. is. still. lan-guishing,. with. everyone.wondering. when. it. will.revive.
At. its. peak. in. early.2006,. nearly. 132,000.construction. workers.were.employed.in.Minne-sota..Since. then. that.nu-ber. has. dropped. 41. per-cent. to. 78,300. workers..Minnesota.has.the.largest.construction.industry.job.loss.in.the.nation..

guishing.construction.in-dustry.can.be.seen.in.the.number. of. single. family.
new. house. construction.permits.issued.by.the.city.since.2007..They.were.in.the. double. digits. from.1998.to.2007..Since.then.just.nine.permits.were.is-sued. in. 2008,. and. only.five.in.2009.and.2010.
According. to. Dakota.County.Sheriff.figures,.in.2007. South. St.. Paul. had.124. foreclosed.homes.on.the.auction.block.at.sher-iff ’s. sales.. In. 2008. the.numbers. had. climbed. to.179.. By. 2009. the. num-bers. fell. to. 135,. and. it.looked. as. though. the.worst.was.over,.but.2010.numbers.were.back.up.to.167.. It. appears. that. this.year’s. numbers. will. sur-pass.last.year’s..
Dakota. County. Sher-iff.Dave.Bellows. said. the.department.looks.at.each.Sheriff ’s. Sale. as. another.family.being.displaced..
“No. one. is. immune,”.said. Bellows.. “Even.members. of. the. Sheriff ’s.Department. have. had. to.go. into. foreclosure.. We.are. hoping. to. see. a. light.at. the. end. of. the. tunnel.

The. depressed. price. of.foreclosed. homes. brings.housing. values. down. for.homes. across. the. com-munity.. According. to.the. latest. information.from. the. Minnesota. As-sociation. of. Realtors,.houses. listed. for. sale. in.the.Twin.Cities.are.down.25. percent. compared. to.last. April.. On. the. bright.side.this.will.allow.homes.currently. for. sale. to. be.absorbed. and. help. de-clining. housing. prices. to.
stabilize..In. South. St.. Paul,. the.
low.point. for. home. sales.was. the. fourth. quarter.of. 2010,. when. just. over.40.homes.were.sold..The.high. point. was. third.quarter. of. 2008,. when.140.homes.were.sold..
The. Minnesota. Asso-ciation. of. Realtors. fig-ures.show.that.across. the.Twin. Cities. the. median.home. value. is. $152,000,.down. 13. percent. when.compared. to. last. April..In. South. St.. Paul,. the...median. price. of. a. tradi-tional.home. in.2007.was.$210,000..In.2011.it.was.$140,000.. Price. declines.like.these.have.resulted.in.over.40.percent.of.metro.
area. homeowners. pay-ing. more. on. their. mort-gage. than. their. home. is.worth.. It’s. called. being.under. water.. Some. hom-eowners.are.walking.away.from.these.homes,.which.results. in. banks. selling.them. at. what. becomes. a.short.sale..

Liz.Miller,.owner.of.the.Cov-ington.Inn.Bed.&.Break-fast,.one.of.America’s.few.floating. bed. and. break-fast. establishments.. Her.B&B,.which.is.docked.at.Harriet. Island,.has. fallen.on. hard. times,. caused.mostly. by. Mother. Na-ture.
This.winter.wasn’t.kind.to. Miller,. who. also. lives.aboard. the. Covington..Twice. she. awoke. to. fro-zen.pipes. and.was. forced.to. cancel. reservations,.resulting. in. a. loss. of. in-come. during. her. slowest.time. of. the. year.. When.the. flood. predictions. be-gan.to.fly,.Miller.held.her.breath.and.hoped.for.the.best.. But. the. waters. rose.and. her. landlord. told.her. that.her.vessel.wasn’t.moored. securely. enough.at.Harriet.Island.and.that.she. would. have. to. relo-cate. it. during. the. flood..She. and. the. other. com-mercial. entities. moored.at.Harriet.Island,.includ-ing. the. Padleford. River-boats. and. the. University.of. Minnesota. Centen-nial.Showboat,.rent.dock.space.from.the.city.of.St..Paul..She.contracted.with.
Upper. River. Services. to.park. her. boat. near. Pigs.Eye. Lake. for. over. three.weeks. in. ever.look.forward.to.watching.people.jump.out.of.an.airplane. I. would. have. asked. them. if. they. had. eaten.something.that.didn’t.agree.with.them..To.me,.jump-ing.from.an.airplane.was.something.one.did.only.if.he.or.she.was.in.imminent.danger.of.crashing.
So. imagine. my. rather. incredulous. response. when.staff. member. Gail. Wildenauer. came. to. me. last. fall.and. said. she.wanted. to. start. a.new. event. for.Neigh-bors.to.support.our.capital.campaign..She.thought.it.would.be.fun.to.organize.a.bunch.of.people.to.skydive.together,. and. to. use. the. event. as. an. opportunity. to.raise.money.for.Neighbors.
At. first. I. thought. she. was. joking,. but. she. quickly.convinced.me.that.she.was.quite.serious.and.that.she.thought. others. would. participate.. She. told. me. that.her.husband.Jerry,.a.volunteer.in.our.food.shelf,.had.been. a. pilot. for. many. years. and. that. she. had. flown.all.over.the.country.with.him..She.said.she.had.often.told.Jerry.that.someday.she.would.like.to.jump.from.

Taoyat-eduta,. commonly. known.as.Little.Crow..The. loca-tion.most.identified.with.him. was. the. village. of.the. Kaposia. band. of. the.Mdewakanton. Dakota,.in.what. is.now.South.St..Paul.. In. preparation. for.the. stories. of. the. U.S..Dakota. War. that. will. be.prevalent. during. 2012,.it. is. appropriate. to. learn.something. about. this.complex.Dakota.leader.
Little. Crow. was. the.fifth. in. a. hereditary. line.of.chiefs.of.this.band..His.
date. of. birth,. according.to.his.gravestone.in.Flan-dreau,.South.Dakota,.was.1818.. Other. biographers.suggest.a.birth.date.closer.to.1810.or.1812..His. fa-ther. Wakinyantanka,. or.Big.Thunder,.was.head.of.the. Kaposia. band. whose.village. was. then. located.on. the. east. side. of. the.Mississippi. River,. north.of.the.South.St..Paul.site..When. he. was. a. young.boy,.Little.Crow’s.mother.Miniokadawin,. or. Wom-an.Planting.in.Water,.left.the. Kaposia. band. and.took. Little. Crow. to. her.people.at.what.is.now.Lac.Qui.Parle,.Minn..
It. was. at. Lac. Qui. Par-le. that. Little. Crow. met.Dr.. Thomas. Williamson.and. his. wife. Margaret..The. couple. founded. a.mission. there. in. 1835.and. remained. there. for.11. years.. Little. Crow.learned.to.read.and.write.in.Dakota. at. the.mission.school.and.reportedly.was.a.quick.study.in.arithme-
tic,.a.skill.he.knew.would.be.helpful.in.dealing.with.fur. traders.. It. is. also. re-ported.that.he.was.a.great.card.player.and.avid.gam-bler..
By. the. time. he. was. 20.years. old,. Little. Crow.left. his. mother’s. village.and. relocated. to. join. a.band. of. Wahpekute. Da-kota. people. on. the. Des.Moines. and. Cannon.Rivers.. He. married. two.daughters. of. Tasagye,. an.important. tribal. leader,.and. had. three. children.with. them.. Within. two.years. Little. Crow. aban-doned. the. sisters. to. re-turn. to. the. Upper. Min-nesota. River. bands. near.Lac. Qui. Parle.. In. 1838.Little. Crow. brought. his.new. wife,. Mazaiyagewin,.or. Iron. Cluster. Woman,.to. visit. his. father. and.family. at. Kaposia,. which.was. by. them. located. on.the.South.St..Paul.site..In.subsequent. years,. Little.Crow. married. three. of.Iron.Cluster.Woman’s.sis-
ters.. At. least. 19. children.were. born. to. the. four.sisters. during. these. mar-riages,.but.by.1862.it.ap-pears. that.only.six.of. the.children.were.still.living.
Little.Crow.visited.Ka-posia.often.and.built.alli-ances.with.his.cousins.and.other. family. members..In. October,. 1845,. Little.Crow’s. father,.Big.Thun-der,. was. walking. behind.his.wagon.up.what.is.now.the. Bryant. Avenue. hill.in. South. St.. Paul. when.his.rifle,.which.was. lying.in. his. wagon. bed,. went.off. accidentally,. wound-ing. him. severely.. On. his.death. bed. he. named. his.son. Little. Crow. as. his.successor..
For.some.unknown.rea-son,. Little. Crow. did. not.show.up.to.claim.his.new.role. until. early. in. 1846..Upon. his. arrival,. some.of. Little. Crow’s. broth-ers. confronted. him. and.told. him. they. would. kill.him. if. he. attempted. to.approach.. One. of. them.had. already. taken. over.as. chief. and. had. no. in-tention. of. letting. Little.Crow. assume. his. role..Little. Crow. was. shot.through.his.wrists,.which.he.had. lifted. to.his.chest.to. protect. himself.. De-spite. his. severe. wounds,.Little.Crow’s.allies.staved.off. the. attack. and. got.
him. to. safety..Doctors. at.Fort. Snelling. wanted. to.amputate. his. hands. but.Little. Crow. refused. per-mission. and. the. Indians.wrapped. his. wounds. and.took. him. home.. His. de-formed.wrists.would.ulti-mately.be.one.of.the.ways.in. which. his. body. was.identified. at. the. time. of.his.own.death.
Many. stories. exist. in.the. historical. record.about. the. aftermath. of.
this. attempted. coup. but.ultimately.the.two.broth-ers. who. initiated. the. at-tack. were. killed. and. Lit-tle.Crow.became.head.of.the. Kaposia. band.. The.next. 16. years. leading. to.the. War. of. 1862. were.tumultuous. ones. for. the.new.chief.who.would.ul-timately. go. down. in. his-tory. as. the. instigator. of.the.greatest.tragedy.Min-nesota.would.ever.experi-ence..
Learning about Little Crow – Part I
Photographer J.H. Gravenslund took this photograph of Taoyateduta, Chief Little Crow, at Joel E. Whitney’s St. Paul studio in 1861. Governor Alexander Ramsey had urged Little Crow to have the portrait made and lent him his own dress suit for the occasion. Little Crow reportedly insisted on adding his own blanket to ensure that his Dakota identity was also reflected in the image.
