Manjit qualified as a Solicitor in 2003. Since qualification Manjit has worked in local government with experience in all types of development – residential, retail and leisure. She has advised on developer led compulsory purchase regeneration development projects. Whilst at Birmingham City Council Manjit assisted on large mixed use regeneration projects in the City. On joining Sandwell Council in 2005 she advised on planning, housing and highway regeneration schemes as well as dealing with complex planning and infrastructure agreements involving Sandwell College and Grove Lane Hospital. Most recently, before joining South Staffs, Manjit worked as a Legal Advisor to the Local Government Ombudsman advising on jurisdictional, corporate and complex local government areas of law. Support Team The solicitors are supported by Elaine Green, Sue Meredith and Becky Hill. Having a wide range of skills and experience, the support team are able to deal with many enquiries and matters . Whilst each team member has their specialisms, they work together to provide a seamless service. Becky is the Trainee Legal Executive within the team and undertakes debt recovery and general litigation work; she is working towards full qualification. Manjit Dhillon David Pattison David qualified as a solicitor in 1997. David started as a solicitor in private practice with Bond Dickinson in Exeter and then moved to work for DAC Beachcroft in London. He joined the Office of Fair Trading in 2001 working in consumer law as a member of the Government Legal Service and then moved to work for the Department of Communities and Local Government in 2005. Whilst at DCLG David advised Government on a number of areas of local government law including trading, charging and best value. David also drafted a number of statutory instruments and was involved in a number of bills that became law including the Local Government and Public Involvement in Health Act 2007 and the Sustainable Communities Act 2007. David joined South Staffs as Head of Legal and Licensing in 2008 and since 2010 has been the Director of Legal and Public Health Protection. David is the Council’s Monitoring Officer and has specialism in planning law and general local government law. Lorraine qualified as a Solicitor in 2002. Sincequalification, Lorraine has worked exclusively in localgovernment, covering a range of areas of law in this time.From 2002 to 2013 she was at Telford & Wrekin Councilspecialising in the prosecution of environmental health,licensing, benefit fraud and environmental offences, aswell as trading standards and education offences.

Lorraine was also the lead advisor in respect of freedomof information and data protection and advised ongovernance and electoral matters. During this time, shealso provided advice to Shropshire Fire and RescueService.

In November 2013 Lorraine joined South Staffs as Legaland Democratic Services Manager where she heads thelegal team under the strategic lead of David Pattison.

Lorraine Fowkes

David qualified as a Solicitor in 1999. He started his careerat a firm of Solicitors in the Midlands as a family lawyerbefore working in legal child protection work forSandwell MBC from 2001 onwards. Whilst at Sandwell healso specialised in housing law (particularly anti- socialbehaviour) and the prosecution of regulatory crime(trading standards; noise nuisance; benefit fraud; fly-tipping; health and safety etc.) and alcohol andentertainment licensing. He left Sandwell in 2007 to workfor a firm of Solicitors in Wolverhampton where hespecialised in the defence of regulatory crime, licensing,landlord and tenant work and general civil litigation.Whilst there he provided training to organisations onlicensing, bribery and data protection.

He joined South Staffs as a Solicitor in September 2014.He prosecutes in the Courts on behalf of the Council andoffers advice to the licensing team as well as to Membersof the Licensing Committee. He also advises in relation tocontracts and commercial leases.
