For the second time in less than two years, state water quality experts say the ban on shellfish har-vesting in Holmes Harbor may be lifted within a few months.

According to Jule Schultz, a pub-lic health advisor with the state Department of Health’s Office of Shellfish and Water Protection, the results of a recently-completed study will pave the way for reopening of the area, at least partially.

“From this study we’re confident there will be harvesting opportuni-ties a portion of the year,” Schultz said. “What portion that will be is still undecided.”

An Oak Harbor man attempted to prove during a sentencing hearing on a meth conviction Monday that he was not too late for love, what-ever Def Leppard might have to say on the subject.

Jacob Jungwirth, 27, pro-posed to his girlfriend just before being sent away to prison for 18 months.

“Crystal,” who was in the audience, immediately agreed.

The stunt didn’t sit well with Island County Superior Court Judge Vickie Churchill, and Jungwirth nearly earned himself more time in the slammer.

Students in Langley Middle School’s sixth grade class braved the bitter cold Monday, Dec. 9, all in the name of sci-ence.

The students traveled to South Whidbey Harbor for a project on water

quality for their class. The assignment required the students to observe pH levels, dissolved oxygen, turbidity, nitrates and temperature.

Students learned about plankton in class before going to the harbor and will document the health of plankton in the upcoming months, said Sandy Gilbert, a science teacher at the middle school.

These are all lessons

children need to hear, Gilbert said.

Sixth-grade student Aiden Coleman said the trip was a valuable experience, if only for his palette.

“I’ve learned a lot about the sea today,” he said. “And I’ve never been a big fan of seafood.”

Six people from Whidbey Watershed Stewards also volun-teered to instruct the stu-dents on water quality.

The class hypothesized on the relationship between sunshine and aquatic plant growth in the harbor. The students used homemade nets from nylons to catch plankton, which got a little messy at times.

“It’s science, sometimes we get a little wet,” said Rick Baker, executive director of Whidbey Watershed Stewards, who volunteered for the day.

The class will come back to the harbor in a few months for more data and to see if their hypothesis was correct.

Mark MacNaughton saw the highs and the lows of Island County’s addiction recovery efforts.

MacNaughton, formerly the county’s program man-ager, sat next to Island County Human Services Director Jackie Henderson as county leadership out-lined Recovery Service’s mistakes and missteps, and ordered the pair to relin-quish management to a pri-vate organization.

“It was grueling,” MacNaughton said.

The contract for Recovery Services was taken over by Sea Mar last week after errors and non-compliant practices became a public discussion earlier this year.

Island County Superior Court judges Alan Hancock and Vickie Churchill, Prosecutor Greg Banks and Court Administrator Brooke Powell each said that the problems with Recovery Services were pervasive and that their confidence in the county-run program was “broken.”

A moratorium was placed on the acceptance of any new Drug Court clients until “a reliable and effec-tive treatment provider” was found.

Banks said the morato-rium was lifted Oct. 11 once the contract was awarded to Sea Mar.

“I’m hopeful and opti-mistic that the treatment will meet the needs of the county,” Banks said.

Among errors discov-ered at Island County Recovery Services, state regulators discovered that MacNaughton allowed his counseling credential to expire for a few weeks, and a public records request revealed Recovery Services was under the close eye of

state regulators for at least a year.

Henderson initially refused to begin the pro-cess of replac-ing the troubled Island County R e c o v e r y Services with a private chemi-cal dependency agency, but later reversed her position.

MacNaughton conceded that Island County, which took over the program two and a half years ago, “stum-bled from the beginning,” and that the “trial-and-error” approach resulted in unfortunate consequences.

MacNaughton, one of only three Island County employees hired by Sea Mar, will function as a coun-selor only, not in his former role as program manager.

MacNaughton said he’s hoping Sea Mar’s struc-ture will allow addiction

recovery efforts to thrive in Island County.

“I’m very excited for the

change,” MacNaughton said. “Sea Mar is a big com-pany, well established and well structured.”

Katherine Scott, Sea Mar north regional behav-ior health director, said the company put a lot of thought into its decision to hire MacNaughton and two other staffers.

“We felt that we were comfortable with the hires and where there were issues (it) had more to do with structure and sys-tems,” Scott said.

Sea Mar, which also oper-ates medical and dental clin-

ics throughout Northwest Washington, has a long his-tory working with county

drug courts and operating 16 behavior health clinics, Scott said.

“We want a fresh start (to) establish our name and services and not be affili-

ated to what happened in the past,” Scott said.

Sea Mar hired Emmanuel Montenegro, a recently-retired Navy master chief, to run the Recovery Services pro-gram.

Montenegro has 30 years of experience

working with the Navy in community health administration.

While Sea Mar techni-cally opened its doors Dec. 2, it cannot provide services

until the state re-certifies the location.

Meanwhile, Montenegro said they are staying in contact with approximately 150 patients to offer sup-port and refer them to local resources as needed.

“I’m looking forward to serving the community,” Montenegro said.

“My vision is to grow in volume and also in scope of services.”

Flights resume at OLF

Flight operations will resume at Outlying Landing Field Coupeville next month.

In a news release from Naval Air Station Whidbey Island, the Navy warned residents in Coupeville

and near the flight field to anticipate more jet noise. Pilots will conduct field carrier landing practice to prepare for upcoming deployments of aircraft carriers.

“EA-6B and EA-18G flight operations for both Ault Field and OLF Coupeville are planned to be consistent with the 2005 Environmental Assessment for the EA-18G, with annual operations projected at 6,120 flight operations at OLF Coupeville,” the news

release stated. Flight schedules will be

Board inducts two members

The South Whidbey School District Board of Directors will meet at

6:30 p.m. Wednesday, Dec. 18 in the community room at South Whidbey Elementary School, 5380 S. Maxwelton Road, Langley.

The board will meet in an executive session at 5:45 p.m. in the same loca-tion to discuss legal issues.

During the meeting, board members Rocco Gianni and Fred O’Neal will take their oath of office to begin or resume their positions.

Two presentations will be given including a senior off-campus proposal and highlights from the Washington State School Director’s Association con-ference.

The board will discuss a policy on special transpor-tation, which is on its third reading. Dan Poolman, assistant superintendent for business, will recom-mend purchasing a new

school bus for $132,489.07. The district has $246,174 in the transportation vehicle fund, according to a memo from Poolman.

First fire truck likely mothballed

EMS’s first fire truck may see a bit of restoration in the future, just not in the near future.

Commissioners of South Whidbey Fire/EMS tabled discussion of selling a red 1953 Ford truck, a relic of the district founded in 1950.

Chief Rusty Palmer pro-posed putting the truck on the district’s surplus vehicle list and trying to sell it. The commissioners instead asked for other options, such as a possible restoration and reloca-tion. Having it as a parade vehicle and a centerpiece at one of the district’s sta-tions were ideas floated by the commissioners.

“It makes sense. It was the organization’s first vehicle; it has some emotional attachment,” Palmer said.

missed, a year-round study was commissioned — the initial testing was season-al — and the new results showed that only the sum-mer months saw unaccept-able levels of bacteria. It’s enough to warrant sea-

sonal harvesting but the state process is slow and it will be several months yet, Schultz said.

“I hope to have this issue resolved as soon as April ... it’s certainly on my plate right now,” he said.

Schultz said he was sorry for the delay but that he feels it was necessary.

“I just wanted to cover my bases,” he said.

It’s unclear at this time what a partial reopening would look like, but it’s unlikely it would include select summer months — June, July and August — as that’s when the high-est levels of fecal coliform were found.

“I would call it a par-tial summertime closure,” Schultz said. “I’d say that’s what we’re considering.”

Also unclear is what

effect it would have on the protection district. It can only be dissolved by vote of the commissioners, and Schultz said he didn’t know whether a partial lift-ing would warrant such an action.

Schultz said he believed the county did a good job cleaning up Holmes Harbor and that the state “appreciates their efforts to control pollution in the area.”

As for Higman, he’s anxiously waiting the day when the state gives the all clear because he’s eager to communicate the success story to the public.

“I’d love to tell that story,” he said. “But, it’s hard to tell that story with a sign on the beach that says, ‘Closed to shellfish harvesting.’ ”

Beach accessQuiet lessons work best for visitorsEditor,

There is a rather pecu-liar sign on the beach just as you head south from the parking area at the west end of Hastie Lake road. It mentions all the sins you are not to commit on the community’s beaches, like lots of other signs on the Island explaining that it is our beach, not yours.

Then it says, “trespassers welcome.”

It makes me want to go to each residence and thank the owner. Perhaps this let-ter will accomplish that.

Of course there are the many other signs telling us that we are treading on pri-vate property, risking pros-ecution to the fullest extent of the law.

Our beaches are a delight-ful resource, but with the vari-ety of ownership schemes most of the beaches are not really “ours,” as they are in Oregon. Fortunately those of us who visit the beaches and treat them with respect are usually tolerated and often welcomed. An interest-ing example is the Rocky Point area, on the naval res-ervation, with miles to walk and just a few minor restric-tions.

On our beaches, the vis-ible evidence of events of the deep past is waiting to be seen and imagined. There are even things that hap-pened before the glaciers shaped the island and Puget Sound — it was not dug out by Paul Bunyan and Babe the big blue ox.

Given that the beaches are so important to both on- and off-islanders, it seems to me that The Record could find value in putting forward

stories about the beaches, the people who find peace there and the people whose homes are there.

There are stories in the peculiar sights to be seen across the water, in the cliffs and atop the bluffs. At the same time some quiet lessons in the care of the beaches would be calming to residents who are ner-vous at the idea of strangers wandering past their homes.

Friends of mine are spend-ing hours trying to sort out which health care insurance plan to choose, and which one they can afford.

Folks are frustrated and angry at the complexity and cost of health care. Some have given up trying to unravel an impossible sys-tem and are in the ranks of the 47 million uninsured in this country.

Some of this frustration and anger is directed at

The Affordable Care Act — “Obama Care” — as being too complex, too expensive and unworkable. These are all justifiable accusations. Unfortunately, any health care “reform” legislation superimposed on the hodge-podge system in place in the U.S. today will not result in a more efficient, effective health care delivery system. The likely result will be greater confusion, inefficien-cy, complexity and expense. The plus is that with Obama Care, more uninsured folks will be covered.

Decades ago, during the time of anti-communist paranoia in this country, the American Medical Association seized the opportunity to terrorize the U.S. population on the dan-gers of “socialized” medicine and the benefits of private medical care. Since then, all attempts to create a univer-sal, non-profit health care system have been doomed to failure because they have been driven by profit motive and private enterprise, as well as a continuing fear of government involvement in health care resulting from years of brainwashing.

As a country, we have abdicated our moral respon-sibility to provide health care for everyone. If your house is on fire, the 911 telephone operator doesn’t ask you whether you have home-owner’s insurance. Our fire departments are non-profit, operated by governments and committed to serving everyone. It’s the same with police departments. Some things are best left in the public, non-profit arena. Health care is one of those.

Per capita, the U.S. spends more on health care than any other country in the devel-oped world. However, World Health Organization sta-tistics consistently indicate that our overall health and well-being compare unfavor-ably to other countries, even much poorer countries. With our current system, we have little control over cost, effi-ciency or quality.

We might be better served to actively lobby for the expansion of Medicare to the entire population, rather than to criticize the current attempt to cover more unin-sured people in this country.

With the announcement last week that Boeing will move up to 1,200 jobs out of Washington, state politi-cal leaders, including Clinton’s state Rep. Norma Smith, are saying enough’s enough.

They say Boeing’s announcement is part of a much bigger problem for Washington’s economic climate as a whole.

They’re calling for action.“It is absolutely essential that we recognize the

serious nature, and wider implications, of Boeing’s decision — this goes across all sectors of our econo-my,” Smith said.

“It is incumbent on us as state policymakers to send a strong message that we are aware of Washington’s competitive disadvantages and will enact policies to improve our business climate. And likewise, that we will protect our state’s competitive advantages.”

“We need to fight for every job.”Examples of disadvantages include Gov. Jay

Inslee’s current consideration of imposing a carbon tax, which would increase the cost of gas $1 per gal-lon.

While Boeing’s announcement is part of a larger, state-wide issue, it will have direct ramifications for residents in Island County, with one of the plane manufacturer’s plants being just a ferry ride away in Everett.

Boeing employees live on the island. They contrib-ute to our local economy.

Move their jobs away and that directly impacts our local economy.

It’s a good thing we have Whidbey Island resi-dents representing us at a state level.

Now that the words have been spoken, we need action.

We need these representatives to identify the problems, seek the solutions and start acting.

We can’t afford to lose any more jobs on Whidbey Island.

Cedarcrest, Overlake sink South Whidbey

Six games into the season, the South Whidbey boys bas-ketball team was still looking for

a win. The Falcons lost to Cedarcrest

80-42 on Friday and 60-50 to Overlake on Saturday.

South Whidbey’s offense stalled early in the game, scor-ing only four points in the first

quarter. By then, Cedarcrest had a 17-point lead it would extend the rest of the game.

Falcon junior Parker Collins led South Whidbey with 14 points. Senior Brandon Asay chipped in 13. Cedarcrest senior

Jordan Corpus scored a game-high 21 points.

At Overlake High School on Saturday, the Falcons and Owls battled through the first half, with Overlake leading 35-29. But the Falcons rallied in the

third quarter to trail only 43-41. Overlake pulled away in the fourth quarter with 17 points to win 60-50.

Collins scored a game-high 21 points in the loss, and Asay added 14.

Six South Whidbey wrestlers made the cham-pionship match in their weight divisions at the Iron Sharpens Iron Tournament on Saturday, allowing the Falcons to run home with the team title.

In addition to two first-place finishes by seniors Andy Madsen and Calvin Shimada, nine other Falcons finished in the top three.

“The kids were wrestling really well, racking up a lot of points from falls,” said Falcon head coach Jim Thompson. “These guys are going out there a little chippy.”

South Whidbey, a school with about 420 students, has had a difficult time for years filling the lower weights. At the tournament at Bellevue Christian High School, the Falcons didn’t field a wrestler in the 106 and 126-pound weight divisions.

Nonetheless, the Falcons won the tournament hand-ily with 223 total points. Darrington, the second-place team out of nine, scored 172 points.

Leading the way were first-place wrestlers Madsen and Shimada. Madsen is undefeated thus far with six pins in six matches in the

152-pound class. Shimada was in a similar situation at the Bellevue tournament with pins in his three 170-pound matches.

Falcon seniors Tyler Russell, Kyrell Broyles, Jose Chavez and Beck Davis placed second in the 138, 160, 170 and 182 weight divi-sions, respectively. Broyles was close to winning the championship bout in over-time, but couldn’t capitalize on a few good moves.

“He wrestled a real tough kid from Concrete who was a state qualifier from last year,” Thompson said. “He had him on his back but blew it.”

Where South Whidbey distinguished itself was in the wrestlers’ ability to bounce back from a defeat and fight for the third-place match. Six Falcons battled in the third/fourth-place match, and five won for a third-place finish: Seth Schille in the 120, Hunter Newman in the 132, Donnie Sutton in the 145, Trevor Miller in the 220 and Pierce Jackson in the heavyweight. Josh McElhinny placed fourth in the 138, but his overall place did not count toward the team’s score because teams could only enter one wrestler per weight.

South Whidbey claimed its first victo-ry of the season, on the heels of blowout losses, in a 41-13 win against Overlake on Saturday.

The Falcon girls basketball team rebounded quickly from losses last week to King’s and Cedarcrest, during which the offense and defense struggled. Getting the first win of the season pro-vided some relief for the Falcons’ lone senior.

“It felt great,” said Falcon senior Madi Boyd in a text message. Boyd missed practice due to an illness Monday.

Against Overlake, South Whidbey’s defense controlled the game. None of the Owl players scored more than four points as the Falcons’ zone defense forced Overlake to take shots away from the basket.

While South Whidbey’s defense held, the Falcons scored in droves.

Early in the game, both teams struggled. Through the first quarter, the Falcons narrowly led 7-4. But they exploded in the second quarter, pouring in 14 points while holding the Owls to only two.

Out of halftime, South Whidbey picked up where it left off. The Falcons scored 13 points in the third quarter and kept the Owls to four.

“On offense, attacking the key worked the best because they had a weak-man defense,”Boyd said.

Overlake stalled to only three points in the final period, while South Whidbey added another seven for the runaway victory.

Getting the first win of the year came at the right time. South Whidbey faced Coupeville, its island and Cascade

Conference rival school, on Tuesday after The Record went to press. The game affected both teams’ positions for the District 1 playoffs. Only two of the conference’s three 1A teams — the other is King’s — qualify for the postseason.

For how well the Falcons played Saturday, they struggled mightily the night before against the Cedarcrest Red Wolves.

Cedarcrest tore apart South Whidbey’s defense with outside shots and cuts to the basket, winning 80-37. Previously, South Whidbey had held teams to under 55 points.

From the start, the Red Wolves looked to shoot early in their possessions and get the ball up quickly. The pace caught the Falcons on their heels as the Red Wolves surged to a 38-18 lead by half-time.

“It kind of caught us by surprise, espe-cially right at the beginning,” said Falcon freshman Megan Drake. “We coped well but got tired and thought, ‘Oh well, the game’s over.’ ”

Cedarcrest stuck with its uptempo offense and harassing the defense in the second half. The Red Wolves nipped at the Falcons wherever the ball went, cre-ating turnovers and easy layups. Three Red Wolves led the way, including Susan Kenney’s game-high 22 points, Kalee Folwer’s 20 and Megan Ditore’s 18.

Only Drake scored in double figures for the Falcons with 11 points. Freshman Kacie Hanson chipped in six, as did junior Abby Hodson. Senior captain Madi Boyd scored five points. Sophomore Morgan Davis and freshman Emily Turpin each scored two points, and junior Kristen Schuster scored one.

On a trip to the beach at South Whidbey State Park Wednesday, the students of Calyx School found a gum-boot chiton, a large marine mollusk.

Discoveries like this are what the park-based, progres-sive school is all about.

“We’re not actually teach-ing,” said Caylx teacher Sarah Gillett. “We’re mak-ing an edu-c a t i o n a l setting that is the best educational experience. Children learn best in environments where they can play and ask ques-tions.”

Now in its third year, Caylx school moved into the South Whidbey State Park ranger house in September. The home-turned-school, vacated last year due to budget cuts, is shared by Calyx as well the organizations SEA (Service, Education, Adventure) and the Friends of South Whidbey State Park.

With a focus on the envi-ronment and using the state park as its “classroom,” Caylx School is the newest partner of the larger Whidbey ECO Network, which aims to col-laborate with other environ-mental groups and organiza-tions around the region.

The network’s motto: “Whidbey waters are in your hands.”

Stewardship of the park and its shoreline is part of what’s taught to Caylx stu-dents, a message that it is also trying to get to the public.

Whidbey ECO Network, an umbrella organization of indi-viduals and organizations on Whidbey Island, is working to save Puget Sound and edu-cate on sustainability issues. They are one of a dozen ECO Networks throughout the region that collaborate on a comprehensive vision to recover the vitality of Puget Sound through pub-lic education. Together they

comprise the Puget Sound Partnership.

W h i d b e y ECO Network p a r t n e r s include the Orca Network, Pacific Rim I n s t i t u t e ,

Whidbey Island Conservation District and the Washington State University Beach Watchers.

The local organization’s website, www.whidbey-eco.net, is intended to be a one-stop informational site for all things environmental on Whidbey, according to pro-gram director Susie Richards, who also coordinates the SEA program.

“What’s going on in our world is scary to some peo-ple,” Richards said. “We’re offering a positive way to empower people to do some-thing about their environ-ment.”

One of the group’s key messages is getting the word out about the effects of microplastics, small pieces of plastic that are used in some brands of tooth paste, facial

scrubs and other products. In addition, Richards said, dog

feces is the largest pollutant of Puget Sound, and making sure the public understands the importance of poop-scooping is key.

“Getting all these groups together is a community-based way to get out these critical messages,” Richards said. “And through individual actions at our homes and businesses, we can make a difference in the future of the health of the sound that our children will inherit.”

Through “Pub Talks” and other events Whidbey ECO Network members provide information, education and assistance on composting, septic systems, rain gardens, porous pavement, car wash soap, beach clean-ups, natu-ral yard care, pet waste or manure management.

“Ask us,” Richards said. “We’re here to help.”

The next Pub Talk series by the WSU Beach Watchers, entitled “What’s so special about Whidbey Island?,” will be held at 7 p.m. Jan. 1, 14 and 21 at Ciao Restaurant in Coupeville.

William R. Burton “Wild Bill” passed away peacefully at Everett Care & Rehab on Nov. 16, 2013.

He was born Dec. 7, 1951, in Seattle. He is survived by his sister, daughter, grandson and many friends.

Langley Main Street Association and Callahan’s Firehouse in Langley are starting the New Year with a public treasure hunt.

The Sea Float Scramble will be held at 11 a.m. Saturday, Jan. 4, at Seawall Park off First Street.

Glass artist Callahan McVay has created

one-of-a-kind glass sea floats that will be hid-den near the city’s waterfront. People are invited to scramble for one once the ribbon is dropped. Participants may go home with their own glass treasure.

All sea floats will be hidden in plain sight, no digging necessary. Glass floats will be visible

in front of Callahan’s Firehouse. Enter the contest to guess the correct num-

ber of floats on display and win half the entry fee money collected. Each entry costs $1, so guess often. Half of the entry fees will be donated to the South Whidbey High School art program. Second prize will be a $100 gift

certificate to Callahan’s Firehouse, while third prize is a free entrée at The Braeburn.

At first glance Bob Nelson might seem like a regular islander, working on his lawn or enjoying the scene at Ebey’s Prairie. But Nelson will step out of the shadows this year and into a tuxedo.

Nelson wrote the screen-play “Nebraska” and it’s been nominated for five Golden Globe awards, including best picture and best screenwriter.

It’s up against screenplays for “Her,” “Philomena,” “12 Years a Slave” and “American Hustle.” The award show will take place Jan. 12.

The film and Nelson’s screenplay are also nomi-nated for numerous awards, including six nominations from the Critics’ Choice Movie Awards, six nomina-tions from Film Independent Spirit Awards, and two nomi-nations for the film from the Screen Actors Guild. Nominees for the Academy Awards will announced on Jan. 16, 2014.

Nelson can still hardly believe it.

“It’s purely delusional,”

he said.Nelson moved to Freeland

from Kent in 2005 after vaca-tioning regularly in the area. He said he’s always loved the island and its community.

“The only bad part is we can’t come here on vacation anymore,” he said.

Nelson wrote the “Nebraska” screenplay 10 years ago after working on the TV show “Almost Live!” on KING-TV for a decade. The show featured a group of Seattle-based performers who wrote and acted in comedy skits.

“I was itching to try a drama; before this I wrote straight comedy,” he said. “Mixing the two appealed to me. To put something out there close to what I’d experienced, to see if people relate.”

For Nelson, the biggest challenge was writing the full-length screenplay. He

had never written anything longer than 5 minutes before this, he said. He spent more than a year writing a story that held together for an hour and 45 minutes.

When Nelson began writ-ing the screenplay, he said he wanted to see if it could get into a small film festival and then go straight to DVD.

“That was my highest hope,” he said.

For the screenplay to attract the attention of renowned American film director Alexander Payne, become a film and then be shown at national pre-mieres never crossed his

mind, he said. The film, shot in black

and white, follows a father on a journey to retrieve $1 million from a sweepstakes letter he received in the mail. The father, played by Bruce Dern, convinces his son, Will Forte, to accom-pany him on road trip from

Montana to Nebraska to claim his winnings, meet-ing friends and family along the way. The film, directed by Payne, reflects on family relationships and life in the Midwest.

Nelson said he drew from memories of visiting family in Nebraska and was inspired by a story he heard on the news of a man travel-ing to claim his fortune.

“Our story is so simple, in a way that makes us lucky (when up against the other films),” Nelson said. “It’s a simple old-fashioned story.”

Telling these stories about regular people and making a profit is something Payne does well, Nelson said, and is a key reason for the film’s success.

Nelson also enjoyed being able to see the experience

through the eyes of his mother, Jean Wilson. Wilson didn’t read the screenplay or see the film before the premiere, even though she is featured for a few seconds in a walk-on role.

Wilson said the film brought back memories of her family, including one moment in the film when two characters are discuss-ing moving to a farm. Wilson said that was an actual event, where she and Nelson’s father discussed just such a move. She said to his father, “No way would I ever milk cows,” and Nelson picked up on that memory in the film.

“I never did have to milk cows,” she said.

Nelson also took her to the premiere of the film, which she described as “awesome.”

“I’m very proud of him and all that he’s accom-plished in his life,” she said. “Hopefully there will be many more.”

“On the first day of Christmas my true love gave to me, a partridge in a pear tree.”

And two turtledoves, three French hens, four call-ing birds … .’ Tis the season of gifting.

While wandering through one of our local holiday bazaars, I was amazed to see the large number of gifts pic-turing birds. Birds on plates, birds on ornaments, birds on boxes of stationery, bird Christmas cards. Perhaps I shouldn’t have been sur-prised, given the pounding into our brains of that origi-nal 12-gift Christmas song.

That partridge in the song actually would be a rather

inappropriate gift for a true love, since the partridge exemplifies abandonment of faith. The partridge is known to desert its young, leaving them to fend for themselves. Far better to stick with the two turtle-doves, which symbolize conjugal fidelity.

A recent conversation with Margaret, who works in the Star Store’s women’s clothing section, reminded me that we’d do well to pay attention to the kinds of birds depicted on our gifts.

In bird symbolism, swal-lows represent safe return — very appropriate for a son or daughter going off to col-lege or someone in the mili-

tary. As well as the image of a falcon, which signifies successful undertaking. You certainly wouldn’t want to give them anything pictur-ing an owl, which represents death.

Margaret reminded me it would be best not to give a crow, or owl, to my 95-year-old mother-in-law. The term “old crow” tells it all, as does this old British saying: “A crow on the thatch, soon death lifts the latch.”

Colorful yellow and black goldfinches are often the subjects of bird motifs. But remember that their Latin

give a depiction of a purple finch or house finch.

For the traveler on your shop-ping list, look for a red crossbill. This is a nomadic species moving from area to area looking for food and nesting locations, and regu-

larly returning home. If you have clergy to buy for,

remember that bad priests become ravens and bad nuns become crows, at least according to French folklore.

Although the golden eagle symbolizes bravery, I would never give my older brother anything with even the hint of that bird. The female golden eagle typically lays two eggs, the second egg a couple of days after the first, allowing the older eaglet to grow faster. If food supplies are low, the older sibling may kill and eat the younger one.

Images of hummingbirds are very popular, but you might want to hold back, at least for a holiday gift. These birds are harbingers of rain in native Mexican custom.

Coots were once considered birds of beauty and intelligence and they are often included in royal coats of arms. It was deemed the most prudent of all birds, stay-ing in one place rather than gad-

ding about. However, unless your beloved spouse is versed in this tradition, I’d steer clear-given the more modern opinions, such as “crazy as a coot.”

So what to give your spouse? You could search for the depiction of a blackbird on a pillow. German legend suggests that placing the heart of a blackbird under the head of a sleeping man would cause him to tell his innermost secrets.

If someone you love has rheu-matism you could try the feathers of a turkey vulture, which are sup-posed to be an effective cure. For this to work be sure to mention in the card that the feathers must be worn in one’s hair. To encourage this somewhat odd behavior, just remind them that the feathers will also provide protection against a scorpion’s bite.

Probably the most commonly depicted bird of all is the chicka-dee. You’re safe with this one,

believed to be a sign of spring and also it will call to warn of impeding danger. The noted naturalist John Burrows wrote, “the chickadee has a voice of unspeakable tenderness and fidelity.” The perfect holiday wish for anyone on your holiday shopping list.

I expect there will be an abun-dance of chickadees showing up on the tallies for this year’s Christmas Bird Counts. The north end count based around Oak Harbor will be held on Saturday, Dec. 21. The South End count, located from Greenbank south to Clinton, is scheduled for Friday, Dec. 27.

than usual, Carman said, because of Jungwirth’s criminal history, which includes a prison sentence for assault-ing a different girlfriend three years ago.

As is the practice, Churchill asked Jungwirth if he had anything to say before she sentenced him Monday.

He apologized for his actions and said he had found the love of his life. He then asked his girlfriend to marry him, according to the deputy prosecutor.

Carman said he didn’t realize that

the woman was sitting directly behind him until she spoke, agreeing to the marriage proposal. She was sitting in the row that’s reserved for lawyers and court personnel for security reasons.

As Carman said, the judge was not amused. She pointed out that jail staff cautioned defendants not to even look around the courtroom during the hear-ing, let alone communicate with anyone in the gallery.

“The courtroom has a certain pur-pose, and marriage proposals during criminal hearings are not part of it,” Churchill wrote. “The defendant in question was entering a guilty plea to two serious felonies.”

Churchill warned him that the hear-ing wasn’t the proper place for a mar-riage proposal, but was willing to let it go.

“However, in full defiance of that warning and without any sense of how generous the plea offer was, he again turned to the audience and spoke again to whom I suppose was his fiancé,” she added.

Carman said no rings were exchanged during the memorable pro-posal, mainly because the groom-to-be was shackled.

Seeking to end the issue once and for all, Neff went a step further from her state-ments of support Monday with a proposal to make the current $53,000 salary permanent. The job is a lot of work, she said, and chal-lenged anyone to follow McCarthy around for day. She added that Kwarsick was able to work part-time by shuttling duties to the former public works director.

“I think it was a lot,” she said.

Councilman Jim Sundberg seconded Neff’s support, saying the concerns about the mayor’s pay “don’t really hold up well” when stacked

up against the last mayoral appointment process.

“The difficulty was choos-ing among highly qualified people,” he said. “There is quite a talent pool in our community.”

Neff and Sundberg are the two council members who selected McCarthy during the appointment process earlier this year. Only three of the five members of the council were allowed to vote as councilmen Hal Seligson and Bruce Allen were also seeking the appointment. Former Councilman Doug Allderdice voted for Seligson.

Seligson, who did not seek reelection in November and served his last night on the council Monday, called the initial $31,000 mayor’s pay a placeholder and suggested the creation of a compensa-tion commission.

Recently-elected Councilman Thomas Gill agreed with the existing full-time mayor model but was less sure about making the pay increase permanent, due to the prohibitions state law places on changing the rate during a term. The problem is taking it back if need be, he said.

“We can always raise the salary but we can’t lower it,” Gill said.

In the end, the council moved to discuss the mat-ter further during a council retreat planned for early 2014.

A good portion of the city’s budget is tied to the major overhaul of Second Street in the commercial core. Utilities will be replaced, the street re-done and the sidewalks will be widened for about $2.1 million starting in January. The hope of city leaders is to create a better functioning space for people to shop, eat and relax in Langley.
