Background • The most recent updates for the SEMA-RI study are:

– In October 2013, EquiPower submitted an NPR request for Brayton Point Power Station for June 2017

– In February 2015, the preferred solution was selected for the Greater Boston area study and the solution components were added to the SEMA-RI study due to the influence on the area

– In February 2016, Canal 3 and Burrillville Energy Center (“BEC”) received Capacity Supply Obligations in FCA #10

– 2026 SEMA-RI Needs Assessment results presented to PAC on March 22, 2016

– Final 2026 SEMA-RI Needs Assessment report posted on May 26, 2016

• Covered summer peak load (90/10) thermal / voltage and short-circuit needs

• Links to previous SEMA-RI presentations and reports have been placed in the Appendix

Objectives

• Evaluate the reliability performance and identify reliability‐ based transmission needs in the SEMA‐RI study area under minimum load conditions, while considering the following: – SEMA‐RI area performance under minimum New England load level

conditions – Reliability over a range of generation patterns – Retirement of Brayton Point and Pilgrim generators

• Additions of Canal 3 and Burrillville Energy Center

– Coordination with plans in Greater Boston – All applicable transmission planning reliability standards

Modeling Assumptions

• Base Case Topology: consistent with recently completed 2026 SEMA-RI Needs Assessment peak load study cases – All proposed and planned transmission projects as of the May 2015

RSP project listing have been included – All cleared generation as of FCA #9 were modeled, plus major FCA #10

cleared generation in SEMA-RI

• 8500 MW load plus losses in New England

• Load power factor assumptions – based on system design objectives – NE loads = 0.998 leading power factor on the low side of distribution

transformers – Boston load = 0.978 lagging power factor for downtown, 1.000 power

factor for suburban Boston on the low side of distribution transformers

Study Methodology

• Steady state thermal and voltage analysis (including Delta-V) will be performed, for N-0 (all-facilities-in), N-1 (all-facilities-in, first contingency), and N-1-1 (facility-out, first contingency) for the described set of generation dispatches – First element out scenarios for N-1-1 testing will focus on key 345 kV

line, 345/115 kV autotransformers, and lagging reactive support devices in the SEMA-RI area
