1. INTRODUCTION
Ganderbal District has a topography which ranges from cold desert with
treacherous lofty mountains barren of any vegetation in areas adjacent to District Kargil
to temperate climate in the rest of the District. Due to Funnel Effect, western
disturbances bring in large precipitate in areas around Zoji-la & Sonamarg. In fact these
are the areas with the highest precipitation in the Valley. Fortunately this is very
sparingly populated area. However, National Highway (NH-1D) passes through this
area, with infamous Zoji-la pass having a history of disasters. With alternate Baltal route
gaining popularity almost half of the Yatries (pilgrims) to Amarnathji Shrine visit the
place via Baltal.
Ganderbal and River Sindh (locally known as Sendh) are inseparable entities.
Lofty mountains and Glaciers being sources of this torrential river, heavy and ferocious
floods have occurred at least twice in last two decades. Great force and velocity of water
has caused severe damages to villages and infrastructure like bridges and National
Highway. As the river slows down near Ganderbal, Where it enters plains water logging
and flooding are a recurring feature in villages of Sherpathri area.
A. In terms of topography District’s Proneness to hazards may be summarized
as:-
1) Areas from Kullan to Zoji-la, lofty mountains bare vegetation, this area is prone to
heavy snowfall, snow storms, avalanches and flash floods, sparsely populated.
2) Areas like Wangat Valley, Kangan area, Chattergul area with dense pine forests,
moderately populated areas. This area is prone to forest fire, flash floods, and
breach in irrigation/ Power Canals & avalanches.
3) Kandi areas in Tehsil Lar and Ganderbal and Kangan are prone to drought.
4) Areas of Sherpathri adjacent to River Sindh are prone to water logging and flooding.
B. In terms of tourist economic activity areas of concern in the District are:-
1) Zoji-la/ Baltal area , prone to vagaries of nature, as weather can take a sudden turn.
2) Areas in and around Ganderbal & on National Highway have now become prone to
traffic related accidents.
3) Manasbal Lake area which sees heavy tourist inflow also needs an exhaustive plan
in case of a boat capsizing tragedy.
4) Thousands of nomads move to upland pastures in district Ganderbal during
Summers. As they reside in remote and inaccessible areas, they are at receiving end
due to any sudden change in weather which often accounts for losses to their
livestock.

4.2 Infrastructure:

BACK GROUND HISTROY
Kashmir Valley is situated in temperate zone, so temperature during winter often goes
to sub-zero level. The valley witnesses moderate to heavy snowfall in plains from December to
March and in hilly areas from November to April. In District Ganderbal mountainous areas in
Tehsil Kangan, Tehsil Gund and some areas of Tehsil Lar witness snow fall from the last week
of October, while other parts of the District on the whole witness moderate to heavy Snowfall
during winters. Sonamarg/ Zoji-la areas of the District remain cut-off from 15th November up
to ending May, due to closure of the Zoji-la pass and Hung area where snowfall is around 15-25
feet. Due to snowfall the main roads and link roads get blocked and some areas remain cut-off
for weeks together. Though Srinagar-Leh National Highway gets opened in May every year
after its closure in the last fortnight of November, yet the other roads like Ganderbal-Srinagar,
Ganderbal-Kullan and all other main roads are opened and traffic restored on the roads only
after the snow-cutters/Dozers are pressed into service.
Ganderbal does not have a separate Mechanical Engineering Division. The district is
looked after by MED Srinagar. The MED Srinagar is well equipped with machines like Dozers,
Snow Cutters etc which are used both in Srinagar and Ganderbal.
The arterial road of Srinagar-Leh which traverses through whole of the District
Ganderbal is maintained by Border Road Organisation (BRO) that keeps the road from Zakura-
Ganderbal and from Wayiloo Bye pass to Kullan open road of the year. The department has
enough snow-cutters, dozers and JCB’S and load carriers, so there is no problem of keeping
Ganderbal-Kullan road open. Mechanical wing has kept two snow-cutters.
Ganderbal is a mountainous District and falls within the path of Westerly Disturbances, so
most of the Districts particularly in Tehsil Kangan receive heavy snow fall from Mid-November
to March. Areas like Zoji-la and Sonamarg receive as much as 20-30 feet of the snowfall. All the
upper reaches of the District are prone to avalanches( Village Wise hazard Mapping has given
in tabular form). Fortunately Srinagar-Leh National Highway traverses through entire length of
the District.BRO is well equipped to meet challenges thrown by snowfall.

Back Ground History
Some areas of the Ganderbal have witnessed the floods in the year 1992, 1996, 1997 and
September 2014 causing damage to the standing crops as well as immovable property in the
village Quite adjacent to Nallah Sindh from Sonamarg to Ganderbal. The villages mostly affected
in these areas are as under:-
Duderhama, Watal Bagh, Waheedpora, Gangerhama, Tika Bagh, Arch, Babsipora,
Mallapora, Wayillo Payan.
In addition to the above, the area called Sherpathri comprising of the following villages which
are low lying inhabitated areas have also suffered damages of movable/immovable property due
to floods in the year 1996 and September 2014. Shallabugh, Kastooripora, Chundina,
Hakimgund, Hatbara, sehpora, Kujjar, Gadoora, Harran, Gogjigund, Rabitar, Gund Roshan
, Korg, Narayanbagh, Dab (partly), Koka Gund, Gund Momin, Fatehpora, Saloora (partly)
etc. Nallah Sindh traverses through whole of the District from Baltal to Wayiloo bridge river
moves is in the first phase i.e steep gradient and the damages can be sudden, devastative and
heavy. River may change its course abruptly causing heavy damage to the National Highway,
bridges, water supply schemes &other infrastructure. From Wayiloo bridge to Shadipora river
moves very slowly and gradient is also very low, however due to flooding in Jehlum back water
flow causes water logging and flooding in the areas adjacent to District Headquarters. This also
causes heavy damage to the standing crops and property. Lifesaving Jackets and motor boats can
save the lives if they are readily available.

Mitigation Plan
Ganderbal like other parts of the Kashmir is in the seismic Zone -5, and as such the district is most
vulnerable to the earthquakes. Recent Earthquake of October 2005, though its impact was largely
seen in North Kashmir let to damages in the District also. Three major steps are needed to mitigate
the sufferings. As there is no technology which can predict earth quakes, all we need to do is to
minimize the damages due to this Natural disaster. Village level assets, contact No’s and facilities
available is provided for dealing with earthquake.
District level Committee:- In Earthquakes stock of the assets, resources and requirements of
personnel to take actions in an earth quake is the basic requirement. A review of the information
from Tehsils will be in order to be able to co-ordinate the efforts from Within the District Resources
and project additional help required from the state Government and other agencies. This will be
based on the latest Statistics about the vulnerable elements in each Tehsils that are likely to be
affected. Periodical meetings should be held preferably once in three months. Awareness
campaigns should be organised at least once a year.
Focus should be on the following points
*Communication resources available and their location including thos4e held in the pool.
Requirements of additional wireless sets should be projected to the state Government.

*The required funds for publicity campaign are to be made available to the concerned departments.
*Enforce by law to follow the building code in designing seismic resistant shelters both in private
and public sectors in vulnerable Tehsils.
* Maps in the vulnerable areas bin the Tehsils to facilitate relief operations particularly for the
rescue/relief teams and agencies arriving from outside the district.
* Earmarking of the teams for rescue/relief operations.
*Transport and water tanker availability, their road worthiness and their present location.
* State of the PHCs and hospital regarding the staff available and the equipments deficiencies.
Capacities of these in dealing with a large number of injury cases must be critically assessed.
* Identify the population vulnerable and the weak houses, buildings and public infrastructure
Tehsil wise or area wise and nominate officers to supervise the relief operations in that
Tehsil/area.
*Requirement of opening sub/additional control room and the facilities to make it fully functional.
*Give wide publicity to the “DO’S” and “Don’ts”. Suitable publicity materials like posters, Pamphlets,
leaflets, slides and hoardings have to be designed and displayed at prominent public places in the
vulnerable Tehsils and villages through the DPRO. The required funds for the publicity campaign
are to be made available to the concerned departments. Standby arrangements for power supply to
control rooms, shelters and the hospitals.
*Availability of the digging tools like crowbars, Pick axes, Shovels ,ropes, ladders ,fire fighting
equipment.
*Petro max/Battery operated lights for rescue work at night.
*Radio’s to listen to the AIR broadcasts.
* Availability of potable drinking water.
* All arrangements for establishing relief camps.
*Mobile phone addresses system.
The first requirement for the district administration would be to get all the information regarding
the elements at risk in the vulnerable areas. These should include the type of the individual houses,
Government structures vulnerable to earthquakes and get them strengthened to the extent
possible. Such structures should be marked for quick evacuation. In case of houses belonging to the
public, they must be informed of the status of their houses and to observe the Dos & Don’ts for
earth quake.

Requirements for effective response
Effective response will depend on two major factors:

Role and responsibilities of the departments;-
1. Revenue department:-
This Department at all levels in the state will be the controlling department for all the response
and relief oriented operations for an earthquake. They will be responsible for the actions listed
earlier. they should prepare in advance a village profile regarding the population, infrastructure,
types of vulnerable houses and communities. This information should be included in the Tehsil
level computer network of the Hazard mitigation information (HMI) and may be linked to the
Commissioner’s (DM’S) office. This data should be updated once in six-months. This should
earmark teams for rescue, evacuation shelters or relief camps, transport for teams, warning public
and disseminate information to all the concerned about the relief operations/plans including the
Non-governmental Organisations taking part in the operations or like to take part on arrival from
outside of the District. Reception and briefing arrangements for the army coming in for relief work
and to provide map and/ guides should be arranged. Organise relief camps, emergency feeding,
clothing and household supplies and provision of temporary shelter assistance. The action to be
performed by various Departments are to be listed under the respective departments as guidelines
.Detailed village wise location of the public buildings nearest medical facility, police Station,
nearest helipad and contact persons like Lumberdars and booth level Officers has been
given in this plan to meet the exigencies due to disasters like floods in general and earth
quakes in particular.
2. Information:-
Information department (District Information Officer) should arrange to educate the public about
the earth quake hazard and steps that are to be taken by them. This can be done through the local
news,by posters ,handbills exhibited at prominent public places like the bus stands, railway
stations, post offices ,Cinema halls ,street plays. People should be encouraged to listen to the AIR
programmes on earthquake which should be organised by the I & PR departments at the state level.
Slides on important aspects of the Dos & Donts’ should be shown in the cinema halls and on
projectors. This should be done on a cyclic basis 2/3 days every week, every 2 months. Community
radio sets should be checked by the Sarpanch /Executive officer/village secretary /head master of
the elementary school .DPRO should also carry out media liaison and prepare approved
information in suitable form for use.
3. Medical & Health:-
District Medical & Health Officer is responsible for providing emergency medical treatment to the
victims, maintenance of the Public Health , Check quality of the drinking water, maintain sanitary
conditions in the Disaster affected area, undertake first-aid training to selected volunteers in the

villages, coordinate utilisation of the medical teams, medical supplies, Ambulances and issuance of
medical certificate for deaths.
4. Public works Department and PR Engineers
Survey of weak structures ,roads ,bridges, buildings for strengthening carrying out survey and
assessment of the damaged structures, arrange heavy equipment lime dozers ,excavators, cranes,
pulleys ,power saws, gas cutting equipment etc .Undertake clearance of the roads and debris
collapsed houses; restore damaged buildings and public infrastructure .Detailed road map of the
District is provided in the Plan.
5.police:
Responsible for Law & order, protection of property, help in evacuation, control movement on
disaster areas and at key points for access control , assist in search and rescue ,provide required
number of radio sets with operators, position mobile VHF etc as per the district plans, ensure
speedy delivery of messages received on the police net, and help in disposal of dead persons.

Background History:
1. Hailstorm: - On 1st June 2008, the villagers of Mammar , Hariganiwan, Dard-wooder
suffered the extensive losses of fruit crops due to the hailstorm and an area of 2755
kanals was affected in the incident. District Ganderbal is surrounded by the lofty
mountains on three sides. As the District is in the path of western disturbances ., heavy
precipitate is seen in most of the winter; during summer due to frivoling effect,
hailstorms often hit isolated areas of the district which causes heavy damage to
standing crops / orchards . There is hardly anything that can be done in this regard.
2. Road accidents:- Ganderbal being in close proximity to Srinagar ant tourist place is
like Sonamarg Manasbal and Naranang together with the main life line to Ladakh
passing through the district road accidents have increased. Trauma Hospital at Kangan
has come as a big boon to meet causalities.
3. Cloud Burst: In the evening of 16/07/2015 a cloud burst occurred at village
Kullan, Tehsil Gund which resulted in damage to houses, cowsheds, kitchens and
shops and also destroyed crops. The District Administration reached the spot
instantly and started rescue and relief process immediately. Machinery of Beacon
and Army was used to clear the Srinagar – Leh National Highway. The water
supply was restored to 60% of the village within 24 hours of the disaster. The
affected families were shifted to Government High School Kullan and
Government Hospital building Kullan. Ration was provided to the affected
people and a langar was installed by the local committee with the help of
Administration. Water tankers were kept available for supplying drinking water
and Gen Set was kept available at the School and Hospital (shelter). Assessment
of the damage to residential houses was completed and published in local dailies
and copies of the list were displayed at local Masjids and also provided to the
village committees for want of objections, if any. A total of 51 houses (8 fully
damaged, 7 severely damaged and 36 partially damaged), 15 cowsheds, 26 shops
were damaged in the disaster which were compensated immediately as per the

revised SDRF norms, totaling an amount of Rs. 16,45,000/-. Ex-gratia relief
amounting Rs. 20.00 lacs (@ 4.00 lacs each) was provided to the legal heirs of the
five unfortunate persons who died in the incident. The damage to public utilities
is being assessed.
4. Tourist Related:- Ganderbal has major tourist attraction like Manasbal Lake,
Sonamarg, Naranag. It is equally popular among amateur and professional trackers.
CEO, SDA & CEO Wullar-Manasbal Development Authority has been requested to
formulate a detailed Disaster Management Plan for their area, who shall be
incorporated in the plan.

Mitigation Plan
1. Strengthening/ Stabilisation of irrigation system in the District under various
programmes (Centre/State) already implemented by Irrigation &Flooded Control
Department to reduce the chances of drought.
2. Conservation of Forests/Green cover and afforestation in denuded/ degraded forests to
minimize the chances of drought/ hailstorm/ erosion.
3. To keep a warning System in place to stop movement in the event of the snow storm
avalanches.
4. To launch an awareness campaign regarding safety measures against fire incidents.
5. To strengthen the checking system on roads to decrease the road accident access.

Risk of Disaster during Annual Shri Amarnathji Yatra.
The Holy Amarnath Cave situated at an attitude of 3,888 m.a.s.l (12,756 ft) right in the womb of
the Greater Himalayan Range of mountains is famous throughout the world. It is one of the most
famous shrines in Hinduism dedicated to Lord Shiva. Inside Cave lies an Ice Stalagmite resembling the
Shiva Linga. Every year lakhs of Hindu pilgrims from all corners of India and abroad visit this Holy
place. The whole area being surrounded by lofty mountains gets a good amount of precipitation both
in the form of snow (winter) and rain. The Sonamarg–Leh National Highway-ID passes via District
Ganderbal on which some high attitude passes are present including Zoji-la. The road remains closed
for about 6 months every year from November to ending April because of heavy snowfall. Even during
summers the temp at such an attitude remains far lesser than the lower reaches of the valley. The
temperature drops abruptly with gain in altitude. The terrain from Sonamarg to the Holy Cave is
extremely difficult and the streams flowing down from the feeding glaciers are highly torrential.
Since huge number of pilgrims (Yatries) visit the place every year, there is every possibility
that some Disaster may strike the yatra at any given moment. The following Disaster threats are
identified in the whole Yatra area:
i. Earthquake: Since District Ganderbal is present in seismic Zone V, high magnitude earthquake
can occur in the area.
ii. Avalanches: there are extremely high chances of avalanches because of the heavy snowfall
during winters.
iii. Sudden Drop in Temperature: The area from Sonamarg right upto the Holy Cave experiences
a sudden and high decline in temp even in summers after even small rain shower. This sudden
decline in temperature may land to hypothermia in some Yatries after prolonged exposure.
iv. Fire: Since 3000-4000 tents are installed in the area and that too in clusters a small fire
incident can spread to the whole camping area.
v. Flash floods: Flash floods are common in the hilly area especially from Sonamarg to Holy Cave.

vi. Slippery Path: After a small drizzle the path from Baltal to Holy Cave becomes extremely
slippery posing threat to Yatries, Labourers and Ponnies.
MITIGATION MEASURES
All the concerned departments keep their staff and commodities available during the whole
Yatra period from Sonamarg upto the Holy Cave.
The Forest Department keeps in stock enough of firewood at Baltal, Pajtarni Barimarg.
The firewood is dupmed 15 days before the commencement of Yatra.
Health Department installs 22 Medical camps from Baltal to the Holy Cave. Modern
Medical equipments like USG, Lab and X –Ray facility are kept readily available at Baltal. The
Department also keeps available 100 potable Gas Cylinders at different locations enroute Holy
Cave. Medical as well as para-medical staff, well trained in rehab, trauma and mountain
sickness, remains present 24 hours a day during the whole Yatra period.
The CA&PD Department keeps the essential commodity stock including Rice, Sugar,
Flour, K. oil, LPG etc. readily available at the sale units at Baltal, Panjtarni, and the Holy Cave.
Every year the Department increases the supplies by 10% than the previous year.
Public Health Engineering (RWS) Department makes all the arrangements regarding
drinking water supply at all camping locations and after every one to two kilometres enroute.
Fire and Emergency Department Keeps available two fire tenders at Baltal and one
fire unit at Holy Cave to meet any eventuality.
Enough of tentage accommodation is kept available at Manigam, Baltal and Holy Cave
camp sites.
In case of avalanches, the security personnel, labourers and medicos and all other allied
departments are available to meet any disaster eventuality.
Immediate Financial Implications of the District Disaster Management
Plan (Short Term)

2. Retrofitting of existing Public buildings Particularly Educational Institutions and
Hospitals (in first phase 25 Schools 05 Hospitals)= Rs 03 Crores
