PREMISE: • PRTR as the main information tool for all those industrial activities which have to

meet with PRTR and other legal requirements, such as IED, ETS or CLRTAP. • PRTR: tool to prepare reports to be submitted to EU under the IED legislation.

“Main issues”

Identification of the unit of information (Facility): same site, same owner/operator;

The information/data required to meet all reports to EU.






IED

• Ley 5/2013 of 11th of June which amends the Ley 16/2002 (IPPC Law)

• Real Decreto 815/2013, of 18th of October, amending Regulation of Industrial Emissions

and development of the Ley 16/2012. This Royal Decree modifies and updates the list of industrial activities which have to notify the National PRTR Register (PRTR-España).

All “Spanish IED” industrial activities according the new legislation are PRTR activities

Clarifications of the information to be reported in order to define the reporting formats to build consolidated schemas as soon as possible.

All IED reports related to industrial facilities, is through PRTR. Not only regarding public information, but also every one in relation to the IED implementation process.

IV.- Conclusions/suggestions

Scopes and thresholds should be harmonised at EU, (industrial activities/facilities), what would greatly facilitate and simplify the procedures for informing to the authorities by the owners/operators.
