rule of law and the right of every society to govern itself, A&a*e of our potential to play a

leading role and be a vehicle of progress in the search of petroleum resources and its

development for energy in Ghana and the world as a whole, P+*s+n our goals of attaining the

highest standards in our social, cultural, intellectual, spiritual and political affairs, and

En'ea,o+*n to perpetuate the ideals of our motto, RESOURCEFUL ENERGY FOR

AIMS AN ASPIRATIONS

+he aims and aspirations of S%& A!" shall be

1 +o foster closer relations amongst its members and to promote their welfare,academically, socially and morally

) +o promote the study of -il and Gas &ngineering and its role in the development of 

the country through symposia, industrial trips, seminars etc

. +o promote the e/ploration and production industry through the research of cost

effective and environmental friendly techni0ues for oil and gas production

ARTICLE .# SUPREMACY OF THE CONSTITUTION

1 +his constitution shall be the highest law for the governance of S%&$A!", and any

other constitution and or law found in any Society or "lub in the epartment of -il

and gas &ngineering found to be inconsistent with any provision in this constitution

shall to the e/tent of the inconsistency be null and void

ARTICLE /# ENFORCEMENT OF THE CONSTITUTION

1 Any student who alleges

a An act of omission of any person

 b Any constitution, decision, resolution of anybody or society under S%& A!" is

inconsistent or contravenes any provision in this constitution may bring an

action for a declaration to that effect) +he 2udicial "ommittee for the purpose of article )(1# shall ma3e a declaration to that

effect

. 4ailure to obey or carry out the order or declaration made under article )()# constitutes a

violation of this constitution and in the case of an e/ecutive officer grounds for his

removal from office

ARTICLE 0# NAME OF THE ASSOCIATION AN MOTTO

+he name of the association shall be Society -f %etroleum &ngineers A!", here in after 

referred to as S%&$A!"

ARTICLE 5# MEM"ERSHIP

1 &very student of the -il and Gas &ngineering epartment A!" is a default member of 

S%&) At the end of the course program, active members shall have associate membership

conferred on them

. 5nterested members of the university staff and individuals may also apply to the

&/ecutive "ommittee for associate membership

6 +he &/ecutive "ommittee shall confer honorary membership on individuals who have

 been supportive of S%& A!" in consultation with members of S%&

ARTICLE 6# STRUCTURE OF SPE-ANUC

1 +he structure of S%& A!" is as below

a +he General Assembly

 b +he &/ecutive "ouncil

c +he &/ecutive "ommittee

d +he 2udicial "ommittee

e +he &lectoral "ommission

ARTICLE 7# THE GENERAL ASSEM"LY

1 +he General Assembly shall comprise all undergraduate students of the epartment

a +he Assembly shall be the highest authority of S%& A!") 4unctions

+he General Assembly shall7

a 8eet at least twice a semester to discuss matters concerning the association

 b 9eceive and deliberate on the audit report of the association and refer all matters

arising from such deliberations to the appropriate committee for action(s# to be ta3en

c :ave authority to summon any &/ecutive "ommittee and or "ouncil members to

report, e/plain and or inform the General Assembly on any matter concerning S%&

A!"

d ;hen in recess the &/ecutive "ommittee shall act for and on its behalf

e ;ithout prejudice to article <()# paragraph d, the General Assembly shall have the

 power to approve or disapprove of a decision ta3en on its behalf by the &/ecutive

"ommittee

ARTICLE 8# THE E9ECUTIVE COUNCIL

1 +here shall be an e/ecutive council comprising the following officers of S%&$A!"

this constitution, appoint chairperson(s# or other members of S%&$A!"

ARTICLE .<# THE VICE PRESIENT

1 :e shall be elected by the student body in an organised election

a :e shall assume the office of the president when the %resident isi 5ncapacitated

ii @y reason of resignation>removal from office or other permanent reasons

that renders the office of the %residency vacant

iii :e shall receive guest on behalf of the association

 b :e shall act as e/$officio member of all committees of S%&$A!" with the

e/ception of the independent committees

c :e shall assist the %resident in the discharge of his duties

d :e shall also perform any other functions assigned to him by S%&$A!" and or 

the %resident

ARTICLE ..# THE GENERAL SECRETARY

1 :e shall be elected by the student body in an organised election

a :e shall under the direction of the president or e/ecutive meeting summon

meetings stating the agenda

 b :e shall 3eep records of all proceedings at such meetings

c :e shall be in charge of correspondence of the association

d :e shall be a signatory to the ban3 accounts of the association

ARTICLE ./# THE FINANCIAL SECRETARY

1 :e shall be elected by the student body in an organised election

a :e shall 3eep t*+e an' 2*o2e* *e$o*'s of all the associations financial dealings

and shall be authorised to collect dues from all members of the association

each semester

c :e shall deposit all monies collected in the associations account

d :e shall be custodian of all S%&$A!" che0ue and cash boo3s

e :e shall publish the financial statement of the association on the departments

notice boards at least two wee3s into each semester and a month to vacation

f 5nability to fulfil article 1)()# paragraph e, for legitimate reasons shall do so

within fourteen days (16# of the ne/t semester, provided the academic year would

not have ended by then

g :e in conjunction with the finance committee set up by the e/ecutive committee

shall come out with plans on how to solicit for funds

ARTICLE .0# THE ORGANISING SECRETARY1 :e shall be elected by the student body in an organised election

a :e shall be responsible for the organisation of S%&$A!" functions, meetings,

field trips and all other general programs of S%&$A!"

 b :e shall liaise between the -rganising, Sports "ommittee, &ntertainment

"ommittee and the &/ecutive "ommittee

c :e shall 3eep account of the assets of the association

ARTICLE .5# THE PU"LIC RELATIONS OFFICER=EITOR-IN-CHIEF

1 :e shall be elected by the student body in an organised election

a :e shall be the "hairman of the &ditorial @oard

 b :e shall appoint an editorial board of four (6# members comprising a member 

each from the various classes and himself, subject to the approval of the

&/ecutive "ommittee

c :e shall be responsible for all S%&$A!" publications ie ewsletters,

magaines etc

d :e shall in conjunction with the General Secretary wor3 to publicie all S%&$

A!" activities

e 5n the absence of the secretary he shall act as the secretary

ARTICLE .6# OTHER E9ECUTIVE COUNCIL MEM"ERS

1 Class Re2*esentat,es

a +hey shall serve on the e/ecutive council of S%&$A!" and represent the

supreme interest of the members of their year group

) S2o*ts Co33ttee C>a*3an

a :e shall form a ?$member sports committee comprising of a member from each

class and be the head of this committee

 b :e, together with the organiing secretary shall organie sporting activities for 

S%&$A!" members

 

ARTICLE .7# THE ?UICIAL COMMITTEE

1 +his will be an independent body of four (6#, the chairperson inclusive

) +he "hairperson will be appointed by the %resident with approval by the &/ecutive

"ommittee who shall then appoint other three members preferably one from each class7

a :e shall be :ead of the 2udicial "ommittee

 b :e shall reserve the right to empanel members of the "ommittee to hear cases

c :e shall perform other duties provided for under this constitution

. UTIES7

a Shall have the original jurisdiction in every matter relating to the interpretationand enforcement of any provision in this constitution

 b Shall have appellate power in every issue relating to resolving of conflicts

 between students or group of student of the association

c +he committee shall have jurisdiction over all impeachment procedures initiated

against any e/ecutive member 

d +he committee shall have the power to prescribe punitive measures based on the

constitution against any dissenting member of the association provided the

measure so prescribe is enforceable

e +he committee shall have sovereign power over all election petitions lodged with

the &lectoral commission and all constitutional mattersf "ommittee rulings must be published within 16 days of hearing

ARTICLE .8# THE ELECTORAL COMMISSION

1 +his will be an independent body of five with the chairman inclusive

) +here shall be an electoral commission who shall be appointed by the president with

approval from the e/ecutive committee

. All other member of the electoral committee shall also be appointed and approved by the

e/ecutive committee

6 UTIES

a 5t shall run and oversee all S%&$A!" elections b ;ithout prejudice to any provision in this constitution, the electoral commission

in consultation with the judicial commissioner may draft rules and regulations to

cover all S%&$A!" elections

c 5t shall publish on all notice boards the rules and regulations governing the

conduct of all S%&$A!" &lections

ARTICLE .:# OTHER "OARS=COMMITTEES

.4 Fnan$e Co33ttee

a +he finance committee shall be appointed by the e/ecutive committee

 b +he finance secretary shall be the chairperson of the committeec 5t shall be a four$member committee, the financial secretary inclusive

/4 A+'t Co33ttee

a +here shall be an audit committee each year comprising at least three members of 

S%&$A!" who shall audit the account of S%&$A!" chapter before the end of 

the tenure of office of a batch of e/ecutives b 8embers of the Audit committee shall be appointed by the &/ecutive "ouncil

04 E'to*al "oa*'

a +he &ditor$in$"hief shall be the chairperson

 b +he @oard shall be responsible for the publication of articles and magaines and

also be responsible for the writing, collection and editing of articles for the annual

magainec +he @oard is to come up with a name for the freshman class

d &ach annual magaine shall carry the name of the senior class

54 A'->o$ Co33ttee

a +he e/ecutive committee shall have the power to create an ad$hoc committee to

deal with any matter in pursuance of its aim

ARTICLE .;# CONUCT OF ELECTIONS

1 Elblt17a Any student who will be eligible for election must have been in the -il and Gas

&ngineering epartment for at least one (1# academic year 4inal year students

are not eligible

 b Any student who has been found guilty of embelement and or misappropriation

of students or university funds shall not 0ualify to stand and contest elections

c Any student who has once been voted out of office in this university shall not

0ualify to stand and contest elections

d Any student who 0ualify to contest elections and intend to contest any position

shall ma3e available two ()# recent passport sied photographs for himself accompanied with duly filed nomination form and "= to the &lectoral

"ommissioner not later than the specified date and time by the &lectoral

"ommissioner 

e "andidates shall pic3 up a form and be seconded by two ()# other students of the

department

f +he candidate shall ac0uiesce to his nomination by appending his signature on

the nomination forms received from the electoral commissioner

g 5n the case of an &/ecutive -fficer, he>she shall resign his>her position

 permanently at least )6 hours before filing of nomination

) S$*eenn7

a Any student who wishes to stand and contest elections shall submit himself to the

electoral commission for thorough screening

 b +he &lectoral "ommissioner shall be re0uired to publish on all notice boards, full

report for all candidates so screened at least three days before elections day, such

a report shall not give the ran3ing for the candidates

c +he Screening "ommittee shall have the power to recommend or otherwise any

candidates so screened

. Ele$tons7

a All officers shall be elected by a simple majority vote unless otherwise stated in

this constitution

 b &lection of officers shall ta3e place after the S9" elections

c -utgoing officers shall be eligible for re$election e/cept final year students

d &ach officer shall hold one office alone in S%&$A!" for one academic year 

after which fresh elections shall be held

e &ach year group shall elect their class representatives

f At the close of nominations, where only one candidate has been duly nominated

for a particular office he>she shall be declared elected after obtaining fifty per cent (?*E# plus one (F1# of the valid vote cast during a general or bye$elections

g ;here candidate who stands unopposed fails to achieve the re0uired percentage,

fresh nominations shall be opened within two days after the final declaration of 

results by the &lectoral "ommissioner 

h 5f no nominations are received after opening of fresh nominations, the electoral

commissioner will declare the unopposed candidate as having won the election

a 5n case of a tie, new elections shall be held for those candidates involved, within

forty$eight (6C# hours from the time of the first elections

 b Any candidate(s# who shall be guilty of an electoral malpractice shall be as3ed to

withdraw from the elections by the electoral commissioner

c +he electoral commission shall conduct thorough screening for the candidates

who are nominated

d +he electoral commission shall present a report of the screening e/ercise to S%&$

A!" (displayed on the notice board#

ARTICLE /<# "YE-ELECTIONS1 5n the case of an elected position becoming vacant the electoral commission shall

immediately upon ac3nowledging such a situation start a process to provide the

association with a replacement for the vacant position as per the statutes of this

constitution for the election officers

) Such bye$elections shall however not occur when the position become vacant a month to

a general election !nder such circumstances the particular body within which the

vacancy has occurred is given the mandate to appoint in consultation with the e/ecutive

committee on of their own members to assume responsibility for the vacancy so created

. Any e/ecutive member who wishes to contest in a bye$election will have to permanently

relin0uish his status as an e/ecutive member 

ARTICLE /.# VOTE OF NO CONFIENCE

1 Any officer shall cease to be a member of the e/ecutive committee if a vote of no

confidence is passed on him by <*E of the membership of a general assembly meeting or 

if adverse findings are made against him by the judicial commission) +he officer so affected in clause (1# supra has . days upon receipt of the verdict to appeal

to the judicial commission. +he finding of the judicial commission under clause (.# supra will be deemed final

ARTICLE //# IMPEACHMENT

1 Any student may by notice in writing addressed to the judicial commission start

impeachment proceeding against all or any member of the e/ecutive committee such a

notice shall be authenticated by at least . students from each class

) +he judicial committee shall within 16 days of receipt of such a notice investigate and

display its finding on all notice boards

. Any officer against whom impeachment charges has been preferred shall be removed

officially from office after two$thirds majority of the general assembly present at a

meeting called for such purpose has voted in favour of impeachment charges

ARTICLE /0@ RESIGNATION

1 Any officer elected by the general assembly shall communicate his resignation to the

e/ecutive committee in writing B clear days before such an action ta3es place

) Any officer of the association e/cept those elected by the general assembly may resign

their position voluntarily Any such resignation shall be communicated to the %resident at

least B days

. ;hen an officer resigns his>her position, the %resident in consultation with the body

within which the vacancy has occurred will appoint a member to man the position

temporarily until fresh elections are held6 5n the case of en$bloc3 resignation of the e/ecutive committee the e/ecutive council shall

select three (.# members from among them to temporarily run the association until fresh

election are held

? All officers who resign will within three (.# days after their resignations have ta3en effect

hand over all the associations properties and documents in their possession to the

%resident in the case of an en$bloc3 resignation of the e/ecutive committee same will be

handed over to the &/ecutive "ouncil

ARTICLES /5# AMENMENTS

1 Any notice for amendment or revision for any part of this constitution shall be made to

the 2udicial "ommittee who shall debate the merit and demerits of the said notice with

the e/ecutive council 5n the case of a total review a committee shall be setup by the

 judicial committee to collate the views of students and hence come out with a new

document

) otice for revision or amendment can be made by the judicial commission or any student

and submitted to the judicial committee in writing Such a notice shall be supported by aleast seventy (?*# students whose signatures shall also be appended thereto

. +he judicial commission shall within fourteen days of such a valid notice sit to access it

commission will deliberate on the issues and a report sent to the General Assembly and a

decision ta3e on the proposed amendment A decision will be ta3en based on two$thirds

agreement with its content

B +he promulgation of the document will automatically ta3e place three wor3ing days after

ARTICLE /6# VACATION OF OFFICE

+he office of any member of the &/ecutive "ommittee shall become vacant7

1 ;hen he>she resigns from office or is any way incapacitated from performing the

functions of his office) ;hen a vote of no confidence has been passed by at least si/ty per cent (<*E# of the

students in the department

. 5n the event of a vacancy in the &/ecutive "ommittee an acting officer shall be

appointed by the &/ecutive "ommittee to fill the vacancy until a by$election is held

ARTICLE /7# MEETINGS

1 Ee$+t,e Co33ttee Meetns

a +here shall be a meeting of the &/ecutive "ommittee within seven (B# days from

the beginning of each semester to draw an agenda for the first general meeting of 

S%&$A!" b +hey shall plan their meetings to suit them

) Gene*al Meetns

a otices of all general meetings together with their agenda shall be published at

least forty$eight (6C# hours before the effective day of the meetings

 b +he %resident shall have the right to call off a meeting if a 0uorum is not formed

within a reasonable time limit

. E3e*en$1 Meetns

a .* members of the General Assembly can re0uest an emergency meeting +he

%resident shall convey such a meeting depending on the issue of emergency by at

least a )6 hour notice is given b +he matter to be discussed at such a meeting shall be e/plicitly stated

c o other business shall be discussed

withdrawn without the consent of the meeting neither shall any addendum be

added to a motion once it has been acceptedh iscussion of motion (or amendment# may be curtailed in time by a procedural

intends to curtail discussion, however, he shall be allowed, provided that the

mover and one spea3er against such motions in all cases have the right to spea3 if

a An amendment, li3e a main motion, must be moved, seconded and discussed in

accordance with the procedure for the motions outlined above b o amendments shall be moved which, by the "hairmans ruling rescinds,

1 All students of the department shall each pay S%&$A!" dues per academic year as

approved from time to time by the e/ecutive council) S%&$A!" shall open a current account with a recognised ban3 where all monies of the

association shall be deposited. +he disbursement of S%&$A!" funds shall be limited to7

a +he provision for such activities the e/ecutive committee together with %&SA

may approve of
