President’s Message By John Tellefsen

Springtime! The vernal equinox! Warmer weather (economizer cycles are kicking in) in

comparison to the winter heating (and frozen pipes) we have had experienced! And now

for the spring showers (enthalpy economizers at ready?).

Last month’s dinner meeting speaker was Mark Palitza who had presented Natatorium

Design… giving us design guidelines for Indoor pool space design. I learned a great deal

and it was well presented with examples both good and bad.

This month’s speaker is Charles Waddell and he will be presenting “Needlepoint Bipolar Ionization and How to

Apply it to ASHRAE 62.1 IAQP”. This is looking to be an unusual and interesting topic.

The theme for this month’s meeting is Student and Young Engineers of ASHRAE (YEA) Night!

Our Refrigeration Chair, David Halko, has been planning a site visit that will be coming up in several months…stay

tuned!

Topic: Needlepoint Bipolar Ionization and How to Apply it to ASHRAE 62.1 IAQP How to Save First Cost on New and Retrofit Projects, Reduce Annual Energy Consumption, Reduce Maintenance and Provide Excellent IAQ Using Needlepoint Cold Plasma Technology The presentation provides a brief review of ASHRAE 62.1 and how to apply needlepoint cold plasma technology combined with the IAQP which will allow the reduction of outside air due to the technology’s ability to control gases produced by the building, furnishings and occupants. As an extra benefit, the method in which cold plasma also kills mold, bacteria and virus will be discussed. This discussion focuses on the concept of cleaning the indoor air to a higher degree through the use of air purification to reduce the need for outside air for dilution of indoor generated contaminants. Outside air is not always fresh. A case study will be covered to prove first cost reduction, operational savings and acceptable IAQ are all achieved employing the IAQ Procedure using needlepoint cold plasma technology. Learning objectives:

1. To become familiar with needlepoint cold plasma technology 2. Understand how the technology reduces first costs and annual energy consumption 3. Understand how the technology reduces maintenance and improves IAQ

Biography: Charles “Charlie” Waddell, is the President of Global Plasma Solutions, a Savannah, GA based air purification company that specializes in education and healthcare air quality and energy saving solutions. Charlie’s experience includes designing HVAC systems in the commercial and industrial markets as well as for the aviation industry. Charlie holds a BSEE and BSEM from Old Dominion University, Norfolk, VA. Charlie is an active member of ASHRAE and currently a member of ASHRAE TC 4.3, TC 2.3 and formerly the Secretary of TC 8.12. Charlie has over 14 years of HVAC design experience and has presented at over 40 different ASHRAE Meetings in the last 5 years. Charlie’s latest accomplishments include five patents granted and having an article published in engineered systems magazine on desiccant dehumidification.

In keeping with the Student part of this month’s theme…

Remember last year our Chapter had announced the large donation to the ASHRAE Foundation for beginning a scholarship via ASHRAE? This was through the hard work and perseverance of last year’s distinguished ASHRAE New Jersey Chapter President and currently on the Board of Governors, Scott Smith. Well now, I am pleased to let you know his good work on our Chapter’s behalf has borne fruit!

I received a message from ASHRAE that Adel Njeim, an undergraduate mechanical engineering student at the City College of New York, was selected by the ASHRAE Scholarship Trustees at the Society’s 2015 Winter Conference to receive a one-year $3,000 ASHRAE New Jersey Chapter Scholarship for the 2015-2016 academic year. We are very pleased that this will help an engineering student with their tuition.

Although the first choice in the scholarship is for a student either enrolled in a school within the New Jersey chapter or graduated from a high school within the New Jersey chapter area, they could not find a candidate that was eligible. Thus the next choice was someone from Region I that encompass the New England states, New York State, as well as the venerable state of New Jersey.

Since this is a scholarship given out each year, next year we should all continue to find a deserving student

within or from New Jersey!

Refrigeration Update

Just when it seemed we became comfortable with our selection of refrigerants

for the Supermarket industry, the EPA is now proposing the potential de-listing of them

from SNAP. It is not all bad news, there are potential R-404A & R-507 replacements in

the “pipe-line”. Of these particular replacements ASHRAE has generated designations of

R-448A & R-450A. More good news, in certain testing the replacement’s properties have

shown to be equivalent or superior in performance to that of R-404A, and that no change

in lubricant is necessary from R-404A lubricants. While laboratory & field testing of these

replacements continue, it is suggested that everyone stay updated by reading your trade

periodicals & attending seminars & webinars on this subject matter.

Topic: Natatorium Design And Humidification

Speaker: Mark Palitza Regional Sales Manager Seresco Technologies, Inc. Many thanks to Mark for presenting to the Chapter on this Back To Basics topic. Bob was able to review not only the basics of steam but also delve into a variety of other steam related topics (one pipe, two pipe systems, traps, and TRV’s) in a short amount of time and the feedback received from the attendees was very positive. Presentation: The presentation discussed the issues affecting the required design of a Natatorium and was very well received by the attendees. These facilities are notoriously complex to design and can be expensive to operate. The presentation covers the many critical system design aspects of a Natatorium which include the fundamentals of psychrometrics, dew point, humidity/condensation control, moisture load calculation, air distribution, ventilation requirements, water chemistry and how to optimize your operating conditions to minimize operating costs. The Society’s Scholarship Program also serves the public interest by aiding in the education of men and women to become qualified to practice as engineers in HVAC&R. ASHRAE has 28 scholarships available for the 2015-16 school year, for high school seniors entering college through senior undergraduate engineering students and engineering technology students. Registration Open for Free ASHRAE Webcast on Existing Building Commissioning ATLANTA – Registration for the 2015 ASHRAE Webcast, “New Tomorrows for Today’s Buildings: Existing Building Commissioning,” is now open at www.ashrae.org/webcast. There is no fee for registration.

The webcast, offered by ASHRAE’s Chapter Technology Transfer Committee (CTTC), is broadcast live on April 23, 2015, from 1-4 p.m. EDT. The webcast features industry experts who will define the benefits of existing building commissioning for the environment, occupants, operations staff and overall ownership costs.

“The presenters will distinguish between new building commissioning, existing building commissioning and retro-commissioning,” Nathan Hart, chair of the CTTC Webcast Ad Hoc Committee, said. “Viewers will learn how to manage the commissioning process to minimize the impact on building functions and occupants, and how to integrate elements of existing building commissioning into the operation and maintenance staff’s daily activities. The focus will be on maximizing energy efficiency and return on investment.” The webcast presenters are:

ASHRAE International Conference on Ships Takes Place May 22-24 in Athens ATLANTA – The technical program for the International Conference on Energy and Environment in Ships, May 22-24, 2015, Athens, Greece, is being finalized. Papers Sought for International Conference on Energy Research and Development ATLANTA – Papers are being sought for a conference focused on emerging energy conversion technologies, conservation and management strategies.

Organized by Kuwait University and ASHRAE, the 6th International Conference on Energy Research and Development

(ICERD-6) takes place March 14-16, 2016, in Kuwait. Abstracts (400 words in length) are due June 1, 2015. If accepted, papers are due September 15, 2015. Authors of accepted papers are responsible for travel and registration. Hotel accommodations are free for authors presenting papers. Submittal information can be found at www.ashrae.org/Kuwait2016.

The conference objective is to optimize the utilization of basic energy resources in the major energy consuming sectors in the arid region of the Arabian Peninsula. The conference builds upon the five previous conferences that attracted the international energy research and development community. The conference will be attended by more than 300 registrants and will involve decision makers to help in setting energy policies not only for Kuwait but also for the region. Many challenges arise when designing systems in high ambient condition and new innovations and advances are always needed, according to Walid Chakroun, chair of the scientific committee for the conference.

New: Recognition for “Best Graduate Student Paper” Paper Deadline Approaching for ASHRAE’s 2016 Winter Conference

ATLANTA – ASHRAE has announced a call for papers for its 2016 Winter Conference in Orlando, Fla., Jan. 23-27. The call for papers includes a recognition for the best paper written by a graduate student. Papers are being accepted on the following topics:

Design Build project delivery, which explores the challenges and benefits, highlights successful projects and addresses several topics, including contracts and alternative design and construction processes.

Modern Residential Systems for energy efficient solutions and the latest advances ranging from glazing to water heating to lighting for the residential market.

Cutting Edge Technologies, which explores efforts to achieve net zero energy buildings. In addition, the 2016 ASHRAE Winter Conference also seeks papers addressing advances and practices across HVAC&R systems, equipment, fundamentals and applications, especially for the International Design Track. ASHRAE offers two types of paper submissions:

Conference Paper Abstracts due March 23, 2015. Upon acceptance, papers will be due July 6, 2015. These “final” papers undergo a single-blind review, are submitted as a PDF and have an eight single-spaced page maximum length.

Full Technical Papers due April 20, 2015. Papers submitted for review must be both technically accurate and clearly written. These papers undergo a rigorous double-blind review and can be a maximum of 30 double-spaced pages.

Graduate Student Paper Recognition

Graduate students who submit a Conference Paper are eligible to participate in a recognition program titled “Best Graduate Student Paper.” The recognition program is an ASHRAE effort to expose a deserving graduate student to the international community of researchers in the field by helping to fund their travel to the 12

Congress to be held May 22-25, 2016, in Aalborg, Denmark. ASHRAE will conduct a review of graduate student papers accepted for the January 2016 ASHRAE Winter Conference to make the selection. The graduate student author chosen will receive funding up to $2500 to offset expenses of attending the CLIMA 2016 Congress. Conditions of the award are that the paper must be based on the student’s thesis, that the paper be a Conference Paper (not a Technical Paper), that the student be the first author listed and that the submitter be a graduate student at the time of the abstract submission. ASHRAE National Capital Chapter Members Participate in Hill Day with the Society of Women Engineers

Last week, members of ASHRAE’s National Capital Chapter took time out of their busy schedules to meet with their representatives in the U.S. House and Senate as part of the Society of Women Engineers’ annual Capitol Outreach Day. During these meetings, ASHRAE volunteers told their stories of the unique challenges they have, and in some cases, continue to face as women in the engineering profession, as well as the importance of increasing access to science, technology, engineering, and mathematics (STEM) education. They also discussed the positive steps ASHRAE is taking in these areas, and how Members of Congress can work cooperatively with the private sector and nongovernmental organizations, such as ASHRAE, to overcome barriers.

House Energy & Commerce Committee Leadership Prepares for Comprehensive Energy Legislation

In a change of direction, the U.S. House Energy & Commerce Committee Chairman Fred Upton (R-MI) is in the early stages of preparing a comprehensive energy bill. Details have not yet been determined, however it is a near certainty that the bill will address energy efficiency, including building energy codes, and will bear some similarity to the legislation being drafted by Senate Energy & Natural Resources Committee Chairwoman Lisa Murkowski (R-AK). Additional information is expected in the coming weeks.

President Barak Obama Issues New Executive Order on Federal Energy Efficiency and Sustainability

Seeking to increase the energy efficiency and greenhouse gas (GHG) emissions of the federal government, President Barak Obama recently issued a new Executive Order entitled “Planning for Federal Sustainability in the Next Decade”. Among other things, the 19-page Order will:

Cut the federal government’s GHG emissions by 40% over the next decade compared to 2008 levels.

Reduce energy use in federal buildings by 2.5% per year between 2015 and 2025.

Reduce water intensity in federal buildings by 2% per year through 2025.

Senators Jeff Merkley and Al Franken Introduce Legislation Promoting Student Access to STEM Education

U.S. Senators Jeff Merkley (D-OR) and Al Franken (D-MN) have introduced the STEM Education for the Global Economy Act of 2015 (S.867). According to the Senators, this bill is designed to:

Improve student engagement in, and increase student access to courses in STEM subjects.

Recruit, train, and support highly-effective teachers in STEM subjects and provide robust tools and

supports for students and teachers.

Close student achievement gaps and prepare more students to be on track to college and career

readiness and success in these subjects.

ASHRAE is a member of the STEM Education Coalition, which supports this bill.

Engineers Week in Saskatchewan

Saskatchewan Highways and Infrastructure Minister Nancy Heppner proclaimed March 1 – 7, 2015, as Engineering and Geoscience Week. The week recognizes the important role members of the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) play in the lives of Saskatchewan residents. APEGS is the governing body responsible for the regulation of the practice of professional engineers and geoscientists in the province.

Arizona Senate Bill 1241 Would Prohibit Any Benchmarking by Cities or Counties

Arizona Senate Bill 1241 has been amended by the State House to include language which would prevent local municipalities from adopting any benchmarking ordinances. Cities and counties throughout the state would be prohibited from either measuring energy use or reporting on any finding of those measurements. The House Commerce Committee approved the bill with the amendments on a 5 to 3 vote. The ASHRAE Tucson Chapter GGAC has written to the members of the Arizona legislature outlining the very strong case for why building energy data is important for Arizona’s future.

Maryland Senate Committee Passes Legislation to Exempt One County from Code Cycle

The Maryland Senate passed Senate Bill 638 which, if enacted, would allow Washington County, MD to adopt the Maryland Building Performance Standards every six years rather than every three years as is fixed by state law for the all other parts of Maryland. In order to be enacted, the bill must pass both Chambers and be signed by the Governor. The bill is now scheduled to be heard by the Maryland House Environment and Transportation Committee on March 31. One of the larger concerns is that, if this bill passes, more and more counties will seek a similar exemption from the three-year code cycles.

New Mexico Legislature Fails to Pass Change to Code Adoption Process

Legislation requiring the New Mexico Construction Industries Division (CID) to perform a cost-benefit analysis and fiscal impact to local government for each building code change proposed for adoption has failed to pass. The bill had passed the New Mexico House but was not considered by the state Senate before the legislature adjourned on March 22. CID was already in the process of updating New Mexico’s building codes and this legislation, had it passed, would have been disrupted by this new requirement. It is unlikely the bill will be brought up in the 2016 “short session” of the legislature, as bills considered at that time must be budget bills and those on the Governor’s call.
