President's Message (3H Grant – Health, Hunger, Humanity)
Health, Hunger and Humanity (3-H) Grants funded long-term integrated international development projects to
improve health, alleviate hunger, or enhance development through self-help activities. During 2009-10, Health,
Hunger, and Humanity (3-H) Grants were phased out by The Rotary Foundation due to the decrease in available World
Funds. Several 3H projects are still in various phases of completion. The 3H grant that the Rotary Club of West El
Paso is involved with is still active. It is known as 3H Grant #TH0760242 and it was approved to provide equipment
and educational materials to a new educational center and shelter complex to strengthen families and reduce/prevent
child abuse, drug addiction and violence in Ciudad Juarez, Mexico. (This project was approved on April 19, 2007 for $329,380. The host club was the Ciudad Juarez Industrial Club of District 4110 in Mexico. They contributed $15,000 to begin the grant. The Rotary Club of West El Paso, and two clubs from District 7450 in Delaware, each contributed $5,000. The balance of the funding came from the various Districts and The Rotary Foundation.) This past Thursday,
RCWEP President Carey Beamesderfer and Assistant MG Chair – Genaro Mier were invited to visit the site of the
education center, along with Project Monitor/Auditor – Cecelia Babkirk from the Cupertino Club, District 5170 of San
Jose, CA. The invitation was extended to us by the Juarez Industrial Club President Antonio Gonzalez and Past
President Edurado Gonzalez. The purpose of our visit was to review the status of the Grant and see ‘first-hand’ the
work that was done at the school.

School Administrators, Teachers & Visiting Rotarians One of the Elementary Grade Classrooms
Our host Rotarians and school administrators did an outstanding job. Their hospitality was exceptional and they gave us a detailed tour
of the facility and we were treated to a wonderful variety show from the students. This is a private catholic school for all grades.
Parents are required to take classes at the school to ensure their commitment to the program. The school also has a church and
currently houses 47 children from disintegrated families. Future plans include a university as well as a home for old people who have
no one else to take care of them. It was an interesting day and I was very impressed with the overall organization, the professionalism
of the staff, and the dedication everyone has to serve the local people and improve their lives. Our personal safety was never an issue,
and I would recommend everyone visit this school if you want to learn more about all the good things that are happening in Juarez.

District Conference Special Request from DG Mark Glenn – (Who is RCWEP’s choice for a hero?)
“As part of our District 5520 Conference held May 2 through May 5, 2013, in Las Cruces, NM, at the Ramada Palms
hotel, we will continue the Honoring Our Heroes Dinner on Friday, May 3, with a celebration of local heroes
throughout the district’s many communities. We would like your club to select a hero that we may honor as part of this
celebration. The District will cover the cost of the evening’s meal and a hotel room for the hero (and partner) for
Friday, May 3, at a neighboring hotel, which is next door to the District conference facility. This year we are expanding
the hero criteria to include any persons who have made a significant difference in the community served by your local
club. Because of the incredible popularity of this program, we must limit each club to a single entry. Your club will
need to select your hero and submit their information to Joel Courtney at [email protected] by Friday,
April 19, along with the following: Hero Name & Title; Short bio on their service and/or accomplishments; and a high
resolution picture in jpg or pdf format. Also we would like to give each club the opportunity to showcase their projects
and community efforts from this year. Each club is invited to bring a “Project Board” to the conference for display
during the event. Project boards should be no larger than 2’ wide by 3’ tall. If you require a table or easel, we ask you
provide your own. Electrical outlets are very sparse in the area of the foyer, so any electronic displays must be self-
contained. I thank you in advance for your support of our conference. I look forward to a wonderful reunion of all our
Rotary friends in Las Cruces. See you there.”
