Before 1975 more than half the children in the United States did not have access to appropriate education.

Added Section 504 and then combined it with Law 94-142, which is the Education for all Handicapped Children Act of
1975.
Public Law 94-142 was then added onto again with public law 99-457 which was called the
Education of the Handicapped Amendments
In 1990 IDEA (Individuals with Disabilities Education Act) was passed. IDEA now
includes all of the laws ensuring that children with disabilities have a decent
public education.

So why is IDEA important?

•All school-aged children are given hearing loss evaluations early.
•The evaluations are unbiased. Meaning that they use all different methods to test the children including different sign systems.
•Disabled children are required to be in the LRE or Least Restrictive Environment." Any setting, including a regular classroom, that prevents a child who is deaf from receiving an appropriate education that meets his or her needs, including communication needs, is not the LRE for the individual child."(Zapien,7)
•Children must be offered many different settings (hospital/school).
•An Individual Education Plan must be made and agreed upon.
•Parents are included in all decisions!

The purposes of this part of IDEA are:
To ensure that all children with disabilities have
available to them a free appropriate public
education that emphasizes special
education, designed to meet their unique needs
and prepare them for employment and
independent living.
To ensure that the rights of children with
disabilities and their parents
are protected.
To assist States, localities, educational service agencies, and Federal agencies in providing for the education of all children with
disabilities,
and
To assess and ensure the effectiveness of efforts to educate
children with disabilities.
