Current Status• What progress has been made since the previous milestone?
Initiated The demand in a letter to Prime Minister on 9th Dec., 2005
Shri Nitish Kumar writes to Prime Minister Manmohan Singh quoting President A.P.J
Kalam “India can only succeed, if Bihar prospers.”
o Which tasks have been completed?
o Still the demand for Special status has not been fulfilled by Centre – 7 years
later – Call people for support at Ramlila Grounds on 17th March, 2013
o What issues have been resolved?
o On April 2007 PIL filed in Patna High Court on Demand for Special
Category Status
o State Govt. and Central Govt. made respondents
o What new issues have risen?
o Center asserts that Bihar does not match the criteria for Special Status –
PIL dismissed
• Is the project currently ahead of schedule, on track, or delayed?
• The project is still on track but delayed due to negligence of center and
pitfall for the poor development of Bihar

Inadequate support from the Center, Political turmoil, Natural Calamity, Poor
Infrastructure of state compare to others
• How it can be resolved?
As stated by Former CM Shri Nitish Kumar in his letter to PM - “It is our
request that on the line of provision and facilities provided to the North East States
Uttaranchal and Himachal Pradesh, Bihar should be provided with same economic and
development package.”
• What and how did it impact the project?o Time – With Special status and packages from the center, the development will be
visible with 7 years and state will landmark among other developed states of India
o Cost – Granting Development and Economic Packages from Center

Granting Special Status to the State will be an appropriate step in this direction
• Highlights development deficit of Bihar describing high poverty (43%) compared to national average of (27%), significant deficiency in infrastructure and energy, poor health and education apparatus and low per capita income of Rs. 4088 compared to national average of Rs. 13332/-
• Bihar’s backwardness is pulling down the national figure and jointly the State and the Center should address the issue and come up with immediate solutions

"The finance minister has now acknowledged in the budget that there
was a case for revisiting the existing criteria so that new parameters
were set for identifying backward states like Bihar extending some
policy support."
• The center in principle has now accepted the view that the definition
of backwardness needed to be redefined for according special
category status to Bihar.
"This is a big victory of the people of Bihar who have waging a
relentless battle for the special category status demand. It is a very
positive development which will eventually pave the way for according
special category status to Bihar."
