Hyland Hills Has a Plan! As we look back on the growth and success of the Hyland Hills Park and Recreation District from the early 2000’s to now, it is because of the community’s overwhelming support that we have been able to accomplish so much. The result is our ability to offer quality recreational choices that provide a live-better culture for the entire District at community parks, and through our athletics and quality recreational programming. Major projects of the past two decades include the purchase of land for Clear Creek Valley Park and the construction of a beautiful new 85-acre regional park there; construction of Valley View Park; construction of Big Dry Creek and Westfield Village Parks in partnership with the City of Westminster; construction of a new Perl Mack Community Center; made renovations at Carroll Butts Park, improved outdoor pools, upgraded both Carl Park and Baker community centers; and built a skate park and two inline hockey rinks. Throughout the District many much-needed improvements were made at ballfields and parks, including signage, lighting, walkways, restrooms and more. These project goals were met because the District received public support for a bond issue in 2002 and we are very proud to note that the District completed one hundred percent of the commitments made to the community at that time. And, by leveraging those funds through the development of great partnerships, capitalizing on opportunities when they appeared, and employing good sense financial strategies, Hyland Hills was able to do much more throughout the District than what had been originally anticipated. Hyland Hills is also very proud of our self-supporting and wildly popular family entertainment venues such as Water World, Adventure Golf & Raceway, Greg Mastriona Golf Courses at Hyland Hills, and the Ice Centre at the Promenade where families can make memories at world class facilities conveniently located in their own backyard. Recently, Hyland Hills embarked on the exhaustive master planning process again, utilizing the same company that assisted us in 2002, to make sure we are on the right path to continue to meet the future recreational needs of the Hyland Hills District. Community input was critical, and we appreciate all the valuable suggestions and comments we received. The plan is now complete, and we are ready to share the results. You will find a summary of the new master plan affixed to the center section of this Activities Guide. There is also a link to the full plan if you are interested in reading all the details. On behalf of the Board of Directors and staff of Hyland Hills, I would like to take this opportunity to THANK YOU for being a part of this great community and for your participation and interest in helping us create a new plan to serve the current and future recreational needs of the Hyland Hills Park and Recreation District.

JUST SAY CHARGE IT You may charge any recreation program fee to your credit card. All telephone registrations must be paid with either MasterCard, VISA, American Express or Discover.
NON-DISCOUNT FEEParticipants who do not have a Hyland Hills or Westminster Discount Card will be charged a non-discounted fee per class. Some exceptions apply.
REFUND POLICYA minimum of three days notification prior to a class beginning is required to obtain a refund. No refund will be given after a class begins or within the three-day period prior to class beginning. A $2 processing fee will be charged and deducted from each refund and class transfer. The Recreation Department reserves the right to cancel and modify classes due to insufficient registration. Refunds by check will take approximately three weeks to process.
CLASS MAKEUP POLICYAn attempt is made to reschedule class programs that are canceled due to inclement weather. Refunds or transfers will not be guaranteed if cancellations are not made up on the rescheduled date. Class schedules may be subject to adjustment.
POLICY FOR HYLAND HILLS DISCOUNT CARDSCost: $5 each. Seniors 60 years and older: FreePersons Required to Purchase Discount Card: Age 4 (or at least 40 inches tall) through age 59Expiration: Two years from date of purchase.Residents and property owners of Hyland Hills Park and Recreation District and residents of the City of Westminster qualify to receive a Discount Card entitling them to substantial reduction in program fees, green fees and admission fees at Hyland Hills facilities. Because cardholders with a Hyland Hills Discount Card receive a substantial reduction in fees and charges, coupons or other discount promotions are not valid with Discount Cards. A current Hyland Hills Discount Card must be presented at time of registration to receive a discount off a program fee, if applicable.
HYLAND HILLS — CITY OF WESTMINSTER JOINT USE AGREEMENTHyland Hills Park and Recreation District and the City of Westminster entered into a reciprocal agreement on June 5, 1990 that allows residents of the two entities to enjoy expanded recreational opportunities. This includes over 126,000 residents of both entities. The agreement makes current resident use of facilities virtually interchangeable. Residents can enjoy resident rates for use of facilities and programs in both Westminster and Hyland Hills. This is a valuable opportunity for residents to be able to access the best and most unique recreation facilities in the country at the lowest possible cost.
QUALIFICATION/REQUIREMENTS FOR A HYLAND HILLS DISCOUNT CARD1) Any person who, or whose spouse, owns taxable real or
personal property situated within the boundaries of the District must submit a secure and verifiable identification document setting forth the person’s legal name, such as: a state drivers license or ID card; US passport or valid military ID; together with a current Adams County Property Tax Notice (unless a Colorado Drivers License or ID card showing an in-District address is presented).
2) Any person who is a resident of the District but does not own real or taxable property within the boundaries of the District, must submit a Colorado Drivers License or Colorado ID card setting forth the person’s legal name with a current address. If the address shown on the License/ID is not correct, then one of the following acceptable documents showing correct name, current date and current address located with the District boundaries must be presented: utility bill; credit card statement; pay stub or earnings statement; rent receipt; phone bill; transcript or report card from an accredited school; bank statement; mortgage document; tax document; homeowners/renters insurance policy; vehicle registration/title; auto insurance or other valid and sufficient proof of residency.
3) To obtain a Discount Card, a resident of the City of Westminster (not living within the Hyland Hills boundaries) must submit a valid Colorado Driver’s license/Colorado ID card with the legal name and current address of the resident printed on front of the ID. No other option.
4) Persons under the age of 16 must be accompanied by a parent or legal guardian who must show qualifying proof of residency.

HYLAND HILLS JUNIOR GOLF PROGRAM #180000The Greg Mastriona Golf Courses at Hyland Hills are now taking registrations for the 2020 Junior Golf Program. Registration takes place online at hylandhills.org or in person at Carroll Butts Athletic Park, 4201W. 94th Ave., Westminster, CO 80031; their phone number is 303-650-7672, or the Perl Mack Community Center, 7125 Mariposa St., Denver, CO 80221; their phone number is 303-650-7580. Juniors aged 7-17 are eligible to participate. Each of the three 5-day program sessions will include daily/evening lessons by Hyland Hills’ instructors with a low student to instructor ratio to ensure quality, and individualized attention. The cost for each one week session is $70–$10 off w/Discount Card. Additional benefits of the program include complimentary play on the Hyland Hills North Par 3 for both the junior golfer and his or her family for the season, and special junior golfer rates on the Gold, Blue and South Par 3 courses. SKATING LESSONSThe Ice Centre at the Promenade skating lessons are a great place to start for any aspiring hockey player or figure skater. Lessons are offered for age 4 up through adults and skaters will have six (6) 30-minute lessons with additional practice time during a scheduled public skating time. Learn-to-Skate with Us Lessons — Our Learn to Skate with Us program follows the curriculum of the Learn to Skate USA Program. Lessons are available for all levels and abilities and are taught by qualified professional skating instructors.Junior Jags Ice Hockey Lessons — The Hyland Hills Hockey Association has teamed up with our Learn to Skate with Us program offering hockey lessons. The hockey lessons are available during the same time as our Learn to Skate lessons but are designed to teach your child hockey specific skill development. ROCKY MOUNTAIN FIGURE SKATING ACADEMY (FORMALLY YOUNG CHAMPIONS ON ICE)The Rocky Mountain Figure Skating Academy (RMFSA) offers athletes a cost-effective way to enter into the world of figure skating. Our training system transitions our newer athletes into a comprehensive training system, while remaining in a fun, team-empowered environment. Our competition team level will offer in-depth curriculum designed to focus on IJS fundamentals and technique. The academy is open to Learn to Skate skaters in level Basic 6 all the way up to Juvenile level skaters. Each athlete will be assigned a level appropriate track that includes on and off-ice curriculum. Our expert staff of coaches will introduce skaters to new skills, technique in spinning and jumping, off-ice classes in dance, strength & conditioning, jump training and more! COMPETITIVE FIGURE SKATING PROGRAMThe Ice Centre offers an extensive schedule of freestyle sessions that can accommodate beginner skaters new to our competitive program all the way up to national level skaters. THE ROCKY MOUNTAIN FIGURE SKATING CLUBThe Rocky Mountain Figure Skating Club (RMFSC) is the home club representing the USFSA at the Ice Centre at the Promenade in Westminster. Established in 1978, this volunteer run organization supports and encourages athletes from beginners to Olympic competitors, offering monthly test sessions, competition events and an annual ice show. HYLAND HILLS HOCKEY ASSOCIATIONThe Ice Centre is the home of the Hyland Hills Jaguars, a complete program for players from ages 4 through 17 years old. They are a sanctioned member of USA Hockey and the Colorado Amateur Hockey Association (CAHA). Members participate in team practices, league scheduled games, and tournaments both in-state and out-of-state. Hyland Hills Park and Recreation District, with the help of a citizen committee, has completed the development of the park and recreation Master Plan! The last cycle of master planning in the early 2000s yielded many priorities of the District that are now in play. We made commitments to those priorities and to-date 100% of those commitments have been met.
This NEW plan provides important guidance to the District by revealing what the community values and expects from Hyland Hills going forward. We now have a solid roadmap for the District to navigate into the future to make sure that community priorities are respected and that future generations of families who reside within our boundaries will
have access to the finest recreational services and park facilities possible.
The planning process included:• Taking an inventory of all existing Hyland Hills assets.
• Talking with the community at events, meetings, workshops and via an online questionnaire.
• Engaging with community members from a broad cross-section of the community to collect and document expectations and priorities.• Prioritizing necessary and ongoing maintenance
needs of the District, while planning for the future with consideration of the natural evolution of the always-changing demographic profile of the community.
• Forecasting and establishing a visionary plan that incorporates the information that was collected, evaluates and defines opportunities, develops recommendations, and determines what the District can afford.

MISSOULA CHILDREN’S THEATRE TOUR / RESIDENCY WEEK
Auditions for the Missoula Children’s Theatre original JACK AND THE BEANSTALK will be Monday, June 8 at Westminster High School from 10am-12pm, 6933 Raleigh St., Westminster CO, 80030. Those auditioning should arrive at 9:45am and plan to stay for the full two hours. Some of the cast members will be asked to stay for a rehearsal immediately following the audition. Approximately 60 roles plus four Assistant Director roles are available for local students. All students, entering the 1st grade through 12th grade, are encouraged to audition. No advance preparation is necessary. Most students will rehearse approximately 4-1/2 hours each day, Monday, June 8 through the Saturday, June 13 performance dates. Mail Ballot Election May 5, 2020The Board of Directors of Hyland Hills Park and Recreation District is asking voters to approve the extension of a 1.275 property tax mill levy in the upcoming May independent mail ballot election.This mill levy is currently being used to retire a general obligation bond issue approved by voters in 2002 and will raise $1.78 million in 2020. If the extension is passed, the general obligation bonds will be retired early in 2020 and the proceeds of the mill levy, starting in 2021, will be used to support the 2020 Hyland Hills Master Plan. A 1.275 mill levy results in an annual property tax on a residence valued at $300,000 of $27.35/year or $2.28/month.

“Be-A-Fish”LEARN-TO-SWIM PROGRAMSince 1999, the Hyland Hills Foundation has been funding FREE swim lessons for all elementary-aged kids who live within the Hyland Hills District. The “Be-A-Fish” Learn-To-Swim Program consists of a two-week course of daily, half-hour swim lessons given by trained lifeguards from Water World during the summer season at any one of the Hyland Hills three outdoor pools: Perl Mack Aquatics Center, Carroll Butts Aquatic Center, or Splashland Aquatics Center.
The Foundation fundraises throughout the year to fund the “Be-A-Fish” Learn-to-Swim Program and other recreation scholarships that are granted. We hope all children will learn water safety and develop a passion for swimming that will last a lifetime.

YOUTH TACKLE FOOTBALL #422705 The Hyland Hills football program participates in the (CCMFL) Coal Creek Midget Football League and will play against the other 10+ agencies that comprise the league. Each team will play between 7-10 games depending on the number of teams in each division. Participants are placed on teams based on the age of the participant on May 31, 2020. Players may play up one age division but cannot play down. (Exception: an 8th grader who is 14 will be allowed to play in the 13U division.) Participants must provide proof of age, living address, and health insurance while completing the liability form at time of registration.
If registration is completed online: Registrant is responsible for providing a copy of participant’s birth certificate to the Athletic Department by Friday, July 17. Forms can be submitted via email to [email protected] or [email protected] or dropped off at Carroll Butts Athletic Park between the hours of 6pm-9pm M-F.
Any participant that has NOT supplied the required document by July 25 will be un-enrolled. Returning players will be placed on the teams they played with the previous year. Coach requests are NOT guaranteed. New players will be randomly placed and must fall within the CCMFL Hyland Hills boundaries. Boundaries include the City of Westminster and the Hyland Hills District which includes some of Denver.
Football equipment is furnished by Hyland Hills for each participant, which includes helmet, shoulder pads and pants. Equipment will be collected at the conclusion of the season or a fee of $150 will be charged. SPECIAL OLYMPICSThis international organization offers training programs and competitions year-round to participants ages eight through adult with mental and/or physical disabilities. The mission of the Hyland Hills Foundation is to promote and support the recreational and cultural opportunities of the residents of the Hyland Hills Park and Recreation District.
