Neighborhood Watch ProgramAs part of the on-going Neighborhood Watch Program with the City of Mesa Police Department’s encouragement; it is important to meet and get to know your neighbors. Karen Stegenga of the Crime Prevention Office of the Superstition District says knowing your neighbor is a first step in a friendly and safe environment.

Law Enforcement at Las Sendas

Over the last year, the Mesa Police Department has worked the Las Sendas development area in response to two separate selective enforcement requests where specific police traffic enforcement has been heavily requested from residents throughout the Las Sendas community. Las Sendas is a unique development planned with care to maximize aesthetics and the natural enviornment. With that comes many obstacles which can lead to traffic-related problems; elevation changes, minimal street lighting, heavier than normal vegetation growth, etc. The traffic-related problems are compounded by very heavy early morning, and late afternoon, pedestrian, bicycle, and school traffic. The Las Sendas loop (Eagle Crest/Ridgecrest) and the transecting minor streets between various inner developments (Mountain Ridge/Saddleback/Red Mountain) offer pedestrians and cyclists with unique opportunities for physical activity.

Many Las Sendas residents have repeatedly contacted the Mesa Police Department demanding speed, and stop sign enforcement, within the development. Additionally, Las Sendas Elementary has requested police traffic enforcement at the beginning and end of school hours due to significant traffic problems in front of the school. Two weeks ago a crossing guard was struck by a vehicle in the school crosswalk area. Fortunately the guard was not seriously injured.

There is a history of serious traffic collisions on the Las Sendas loop, including a recent fatality on Ridgecrest. These are the tragedies we all must work together to avoid.

The City of Mesa Police Department, and the MPD Traffic Unit specifically, would be pleased to meet with Las Sendas residents to discuss alternatives to very heavy enforcement techniques, in an effort to reduce the potential for collisions. I am asking all Las Sendas residents to take a part in this interaction; to help themselves, and the City of Mesa Police

Department, ensure roadway safety. The MPD traffic unit is willing to have residential meetings to discuss traffic issues, conduct traffic law education classes, or to pursue other initiatives that you may suggest which will promote Las Sendas roadway safety-- the primary goal for all involved. In these days of ever rising vehicle insurance costs and persistent economic challenges, I am hopeful that we can speak to the practicalities of working together to influence the traffic flow within the Las Sendas community. We have tried light enforcement techniques for nearly two years. Before we are forced to move to more heavy-handed enforcement techniques, including the presence of multiple motor officers, and zero-tolerance citations for all those not in compliance with Arizona Revised Traffic Statutes, let’s communicate with each other and find solutions that will make the Las Sendas community a safer place for all its residents. The only true way to have a lasting impact on your beautiful development is to allow us to work with you and to enlist your help in elevating traffic safety as a priority, so that we may all be blessed with a healthy and happy new year.

Brad Withrow has been a City of Mesa Police Officer for 21 years, a motor officer for 17 years primarily in DUI enforcement/major collisions involving impairment related activity. Officer Withrow’s current duties with the Mesa Police Department are as the MPD Motor/Firearm Training Coordinator. Withrow’s duties also include selective traffic enforcement details on the City of Mesa streets near various schools, residential and business areas, where traffic problems have been documented, and local residents have requested police traffic officer presence in dealing with the flow of traffic and safety related concerns.

Current News and Notes…

Annual Meeting of the AssociationStanding Room Only! Our Annual Meeting on November 7th set a record for our largest attendance ever. Over 240 people attended the meeting, which is about three times our typical number. Importantly, they were not there to complain. Why the record turnout? It may have been because the City of Mesa Mayor, Scott Smith, was the guest speaker. It may have been because the meeting was held at the new venue; the local Las Sendas Golf Club’s Vista Pavilion. It may have been because the Golf Club provided free hors d’oeuvres prior to the meeting. It may have been because the Association provided complimentary drink tickets or the raffled-off multiple gift certificates provided by our vendors and our Management Company, FirstService Residential. Or, it may have been a combination of all the above. What is important is that more people were involved than ever before and the feedback was overwhelmingly positive. We hope we have just as many, or more, next year. For those of you that were unable to attend the Annual Meeting, below are some highlights:

• Mesa Mayor Scott Smith: After thanking those in the room who voted for the two major Mesa bond issues that had passed earlier in the week, the Mayor summarized his efforts to attract new institutions and businesses into Mesa, especially in the areas of Health, Education, Aerospace, Tourism and Technology (his HEAT Initiative). He highlighted the recent Apple decision to locate an operation in Mesa and the successful recruitment of five new colleges to Mesa.

• LSCA President Jeff Brugos: After thanking the Las Sendas Golf Club for donating both the venue and the food for the Annual Meeting, Jeff gave a historical perspective on what had been accomplished over the last three years to make our Association more fiscally sound and better managed. He acknowledged the significant contribution made by FirstService Residential, our Community Management firm (formerly Rossmar & Graham), for these results. Accomplishments highlighted:

o Turned previous operating deficits into operating surpluses for the last three years;

o Paid back the $600,000 loan from the Reserve Fund one year earlier than planned;

o Increased Reserve Fund from 38% to 60% for the “fully funded” amount; and

o Kept assessments fixed for the last three years (2011 to 2013).

Jeff also highlighted the key objectives for 2014, which included:

o Successfully resolve our two potential Annexations;

o Complete our initial Long Range & Capital Plan; and o Further refine our fiscal and management processes.

• LSCATreasurerDaveDiPietro:Tothedelightofallthoseattending, Dave announced that assessments would not increase for 2014…keeping assessments the same for four years. He also announced that our Reserve Funds (over $5 million) are now being professionally managed by a private bank and all the LSCA amenities are now included in a single operating budget.

New Board Members At the Annual Meeting, two Board Directors were also elected: Jeff Brugos, a returning Board Member, and Rick Kern, a new Board Member. Subsequent to the general election, one of the current Board Members, Kevin Roberg, resigned. The Board exercised its option to fill the open position by a vote of the Board, electing Dave Harris. The background of our two new Board Members, who will both be serving 1-year terms, is summarized below:

• Rick Kern – Previously served on Board of Directors for a major Condominium, serving as the President three times and secretary three times. Also served in leadership positions in other volunteer organizations. Managed customer service operations and acquisition integration for a global medical manufacturing company. Rick lives in Stonecliff.

• Dave Harris – Served thirteen years on a Board for a major Hospital, as the President and also the Chairman of its Finance Committee. Served as a City Manager for two California communities and provided oversight to many building/construction projects in this role. Was a senior consultant/executive recruiter to various cities and counties, including the City of Mesa. Previously served on various volunteer LSCA groups, including a member of the Finance Committee; a member of the Quality Improvement Task Force; and a member of the Ad Hoc Committee which evaluated professional Management Companies and recommended our current Management Company. Dave lives in Sonoran Hills.

Street SmartsThe Association has received a number of complaints regarding the speed of vehicles within our parcels. The speed limit in the community is 35 mph and the speed limit on all private streets within Las Sendas is 15mph. Please remember that the family nature of our community requires extra care when children are in the area.

Holiday Light ReminderHoliday lights and decorations must be removed by February 15th.

You may think of January and February as months in which there is not much to do in the landscape. However, there are many things that can be done to improve the look and health of the plants during the rest of the year. If you over-seeded your lawn this past fall, it should be fertilized with a well balanced fertilizer. This should be done about every six weeks to maintain the health and green color. Make sure you are adjusting your irrigation system taking advantage of any rain that we may receive during these months. Depending upon rainfall amounts, you will find that irrigation systems can be turned off for several days or a week at a time.

Typically during dryer weather conditions, your grass should be watering once to twice weekly. Drip systems for plants and trees should be run no more than once every seven to ten days. The goal in irrigating your plant material is just to maintain steady soil moisture and not allowing the soil to dry out completely. Also, avoid overwatering which results in standing water or muddy conditions. Now is a great time of year to prune your deciduous trees. It is much easier to see the branching structure and to make correct branch removals. Remove all crossing branches within the tree crown to allow light in and wind to pass through. Remove diseased and damaged branches as well. Now is the perfect time to move the water emitters away from the trunk of the tree out to the drip line (outside edge of the crown). This will help stabilize the tree by allowing the feeder roots to move out away from the trunk and become more established near the drip line. If done correctly, monsoon season should be a less of a concern with damaged trees.

Architectural CommitteeThe purpose of the Architectural Committee is to review and analyze requests to make improvements to the visible exterior of a home and make sure the improvements stay within the guidelines set forth in our CC&R’s.

In an effort to provide and protect each individual homeowner’s rights and property values, it is required that any Las Sendas Homeowner that is considering improvements to their home which modify the exterior of the home submit an application to the Architectural Committee prior to starting work on any planned improvements. Work may begin as soon as the homeowner receives written confirmation that their planned improvement has been approved.

It is the purpose of the Architectural Committee and the Guidelines to promote those qualities in Las Sendas that enhance the attractiveness and functionality of the community. The Custom Architectural Review Committee meets the first and third Thursday of the month while the Regular Architectural Review Committee meets the second and fourth Wednesday of the month and his comprised of Las Sendas homeowner volunteers and reviews all architectural applications submitted.

Elections took place in Novem-ber, and our new board consists of some “old” names and a cou-ple new ones. Karen Jaskowski, Dan Odekirk and Dick Wilson agreed to a second term of ser-vice and welcome Claudia Car-michael and Marilyn Veich as Program Coordinator and Secretary, respectively. We thank Mike Clayton and Carol Hall for their service this past year.

January will find us welcoming our new councilman Da-vid Luna, and a representative from the Phoenix Zoo and Claudia is busily working on many exciting programs for the coming year.

Our hiking leader, Don Pike, has a new email, [email protected], for those of you who might be inter-ested but are not currently on the hiking mailing list.

We had a wonderful slide show put together, presented and narrated by Bill Hall. Many members contributed some of their best photos to him for this and it was a thoroughly enjoyable program at our meeting on November 26.Our December 10th meeting, final of the year, found us welcoming once again the kids from Las Sendas Elementary band and chorus for a program of holiday music.

Community Spotlight…

As I write this, my last column, it is Thanksgiving Day, and one of the things I am very thankful for are the friendships I have formed with members of the Las Sendas Retirees’ Group. Moving here 5 years ago, I didn’t know how my husband and I would find friends, people with whom we have things in common. I needn’t have worried. All it took was attending our first meeting, where we were welcomed by many in the room, and we have been involved ever since. If you are new to Las Sendas, or just haven’t checked out the Retirees’ Club get, you owe it to yourself to do so. We meet every 2nd and 4th Tuesday up at the Trailhead Clubhouse, at 9:00 a.m., until about 11:00 a.m. Lunch with some of the group is an option after the meeting, as the lunch committee picks a local restaurant and arranges this. There is always a speaker and/or program, as well as a brief business meeting. You need not be retired to come.
