A. GENERAL 1. ADDED VALUE
1.1 PLEASE EXPLAIN THE VALUE ADDED BY YOUR SPORT TO THE OLYMPIC MOVEMENT
Fishing is one of the main and oldest human activities. Angling – that is, sport fishing – originated from this activity: the oldest hook dates back to 23 thousand years ago. From old books, we know that already in the 15
th century fishing competitions were organized in England. Therefore, we can say that sport fishing
has centuries-old history – it is part of the universal human culture all over the world. Since the beginning, it has been placing major focus on the environment and respect for fishes. Hence, the value added of sport fishing to the Olympic movement is obviously respect for the environment, for nature, for all living creatures – all that in the framework of a very ancient and highbrow fair competition system. C.I.P.S. was founded in 1952, in Rome. Since that time, the International Sport Fishing Confederation has undoubtedly become the largest fishing association in the world. This, in terms of number of the member organizations; in terms of number of sport anglers that we represent; in terms of quality and the high level of our competitions; and in terms of authority and prestige of C.I.P.S., which is always pivotal in the world of sports. Nowadays, C.I.P.S. has 135 national member federations from 71 countries in all continents. It is, of course, a non-governmental organization, administering sport fishing worldwide and the only sport organization representing sport fishing at an international level, absolutely in line with the cleanest Olympic spirit. All of our member federations manage sport fishing at their respective countries, at a national level. Hence, C.I.P.S. can also contribute the value of a worldwide popular leisure and sport activity to the Olympic movement.
1.2 PLEASE EXPLAIN THE VALUE ADDED BY THE OLYMPIC MOVEMENT TO YOUR SPORT
With Olympic recognition, sport fishing could become even more popular in more countries, having greater social prestige, and could have much more moral, ethical, educational and financial support in the social and financial sphere, for developing and promoting sport fishing, especially among young people. The increased and growing popularity and greater social prestige can attract more young people to sport fishing and thereby to outdoor activity, enabling them to know and respect nature, the environment of the watersides. At both an international and national level, the International Olympic Committee’s recognition will mean not only important status, but also the recognition of a large number of National Olympic Committees placing further focus on the beautiful outdoor sport of sport fishing. We also count on increasing sponsorships and attracting the greater interest of the media. Since its origins, C.I.P.S. has been strongly engaged in the ethics and ideals of sport, which are among the most important messages and lessons of the Olympic movement. With this recognition, we seek to promote this approach among millions of sport anglers, drafting a code of ethics and standardising rules. Finally, it will be an important privilege and a great honour for our popular outdoor sport, practised worldwide, to become a member of the Olympic family.

Remark. Athletes who take part in competitions organized by C.I.P.S. through its International Federations have not had the opportunity until now to participate in one of the above multi-sport events, since the organizers of the latter have never included in their programs any sport discipline practiced by athletes of C.I.P.S.. Despite its long-established membership in SportAccord, the large number of disciplines practiced and the important following that sport fishing has worldwide, C.I.P.S. has not yet been able to obtain the right place it deserves within the sporting movement. The I.O.C. recognition we are requesting with this questionnaire, would mean a lot to all C.I.P.S. athletes. In addition to finally being included among Sports with a capital “S”, this recognition would also mean the possibility of requesting, with some chance of success, the inclusion of one or more sport fishing disciplines in the programs of multi-sports events.

Remark 1. As it will be extensively explained later in this questionnaire (17.31.6), the “Confédération Internationale de la Pêche Sportive (C.I.P.S.)”, in accordance with the three main specialties of sport fishing: freshwater fishing, sea fishing and fly fishing, is subdivided into three International Federations; this means that any application of a country to become a C.I.P.S. member also requires the specific indication of the sport fishing specialty, i.e. the International Federation in which the applying national federation wishes to carry out its sport activities. In fact, not all sports fishing disciplines can be practiced in all Nations, so they cannot be represented by the concerned national federation (for instance, landlocked States often do not practice any sea fishing disciplines, hence there is no Sea Sport Fishing Federation in those States). Therefore, it is possible for a Nation to ask and pay for one, two or three C.I.P.S. membership fees. As a result, in this filled-in questionnaire, the number of C.I.P.S. memberships is higher than the number of Nations that they represent, as it can be inferred by comparing the number of membership certificates annexed to this form’s relevant point (135) to the number of above-mentioned listed Nations (71).
Remark 2. As we can see in the above table of contents, 47 Nations of the 71 belonging to C.I.P.S. are European, while 7 Nations are from Africa, 9 from America, 6 Asia and 2 Oceania, hence 66% of C.I.P.S. Nations are European. This is even more evident if we take into consideration national federation members instead of Nations. In fact, 97 of the 135 C.I.P.S. national federation members are European, 13 are African, 14 are American, 9 Asian and 3 from Oceania, hence a percentage of 71% of European Federations. This very high imbalance in favour of European countries entails the logical consequence of an unbalanced participation of European Nations during Youth World Championships (5.10), and during Senior and Women World Championships (5.11), in addition to an unbalanced distribution of awarded medals during World Championships (6.13) and participation in C.I.P.S. General Assemblies (17.31.3). The above may be explained if we consider the two causes below:
1) C.I.P.S. was born in 1952 in Europe, and has mainly developed over the years in Western Europe,
including almost all its Federations. Over the years and after the dissolution of the U.S.S.R. and
Yugoslavia, many other European Nations joined C.I.P.S., so that now almost all European countries
are members. Thus Europe continues to represent the hard core of C.I.P.S. membership. The birth
of new disciplines and consolidation of the role of C.I.P.S. worldwide in the sphere of sport fishing
has led to its rapid and strong spread in other Continents; a growth among non-European Nations
and Federations that is ongoing.
2) Europe is the original home of sport fishing, especially for some of its disciplines. This led to the birth
of numerous national federations that promoted their national championships and other
competitions, helping to spread sport and a sport fishing culture. On the other hand, in other
Continents recreational fishing – fishing for leisure – rather than sport fishing, has been favoured, not
requiring the support of any national federation or any official recognition by a national Olympic
Committee.

The interest of young people in angling and conservation develops at an early age, at times, even under 10 years, irrespective of gender, ethnic origin, religion, race, or creed. All member Federations support youth development and children are taught at an early age that all fish should be released and protected. High standards of conduct and respect for each other and for the environment are maintained throughout. All Federations organize workshops and practical courses, which are the cornerstones of all youth development initiatives under the guidance of trained coaches and educators. In many cases, development programs are designed together with the school’ curriculum advisers, so that they become part of the child’s school activities. Some federations enjoy the support of their country’s education department and have inter-school angling matches. The C.I.P.S. Youth Commission is currently supporting these efforts with a study that highlights future steps for the proper planning and implementation of the project, as well as the means to achieve set goals, and finally the expected follow-up. Development is generally based on fun, form, fitness (strength), fitness (endurance), focus, and flow. Each element builds on the previous ones and each aspect is introduced at the appropriate stage of development. Conservation of the environment plays an important role. Development programs are based on life skills, and skills such as planning (planning an angling trip), map reading (where do we go fishing. How do we get there?), conservation (respect nature for the future), are all part of the basic training. As a further incentive, young people are given the opportunity to represent their Federations and their countries in European and World Championships, in many of the respective facets of angling covered by C.I.P.S.. In many countries, television programs and regular radio presentations add to the interest and promotion of sport fishing and marine tourism. The C.I.P.S. Youth Commission is currently supporting these efforts with a study that highlights future steps for the proper planning and implementation of the project, as well as the means to achieve set goals, and finally the expected follow-up.

Remark. As it is highlighted in our answer to point 8.15, no ticket payment is required to watch C.I.P.S. championships. This is due to the fact that our events take place on torrents, lakes, canals, beaches, or sea spots, that is, at outdoor venues, which are often far from city centres. This entails huge difficulties in delimiting competition venues, with the consequent complications in setting up a ticketing system. However, at times, it would actually be possible to put in place a ticketing system (for instance, when competitions take place in rowing or canoe basins, which are usually closed and with limited access). However, the main reason for not introducing any ticket, is that C.I.P.S. has always privileged the widest possible spreading of our sport. In fact, free entry to our sports events has certainly fostered the spreading of sport fishing, which can undoubtedly be considered as one of the most popular sports worldwide, with hundreds of millions of fans in the various disciplines and techniques. The success of the policy adopted, in this regard, by C.I.P.S., is shown by the fact that several thousands of spectators of all ages and social classes attend many of our competitions and championships, thus contributing to spread our wonderful sport throughout a wider audience.

As it has been pointed out above, the drafted only shows a small part of the huge TV potential of sport fishing. In fact, there are no Countries in the world that do not have at least one Fishing TV Channel, be it a Free to air, or a Pay-TV channel, broadcasting sport fishing activities or competitions. Moreover, in the past few years, many websites and forums dedicated to our sport have been proliferating. It is impossible to draw up a list including all of them, considering that hundreds websites have developed in

each Country, which are specialized and focused on each one of the several sport fishing disciplines. Take Hungary as an example: in Hungary, there are about 300 web-sites on fishing. To promote and increase the number of broadcasts of world championships, C.I.P.S. has established a Media Commission and, with the contribution of the “Association Internationale des Journalistes et des Média de Peche”, we are presently working to change things and extend our presence to all media and channels, besides the specialised fishing ones.

Remark. Although we are fully aware of the great importance of modern social media (Facebook, Twitter, Instagram, etc.), C.I.P.S., also considering I.O.C. requirements through this questionnaire, has only recently decided (August 5

It is mandatory for C.I.P.S. to ensure athletes’ safety and security in all competition and training venues. In this regard, C.I.P.S. carries out health care promotion through information campaigns against (legal and illegal) drugs abuse, by supporting the adoption of a healthy lifestyle, in compliance with the World Health Organisation guidelines, with special focus on the fight against smoking, alcohol abuse, and lack of activity. As an example of that, we can report the regulatory intervention deemed necessary due to the high risk caused by the use of high module carbon rods, which can produce strong electric conductibility. In this regard, increasingly high-level technology materials are used to produce rods. Said materials allow producing very light and long rods, up to 13 metres and longer. The afore-mentioned high electric conductibility, in some specific cases, such as during big thunderstorms with lightning or when there are high-voltage electric lines near the anglers, the use of those materials could seriously endanger the competitors’ health. Recently, fatal accidents have occurred, especially during extra trainings; therefore, with the organisers having no liability whatsoever. In order to avoid any further risk in the future, important regulatory changes have been introduced. It has been now established that a minimum distance shall be kept between any electric line and the competitors’ fishing positions. Such distance now guarantees a safety to all athletes. At the same time, a special chapter regulating conduct in the event of thunderstorms with lightning has been added in all technical competition Rules. Such new Rules envisage the immediate departure of athletes from their fishing positions, leaving all materials on the spot, their sheltering far from any source of danger, and the possibility to resume the competition only if the storm comes to an end.

Every year, the C.I.P.S. executives, whatever their level, have several opportunities to meet with their athletes, managers, coaches, and umpires. On such, besides discussing technical rules, regulations, and competition procedures, they can also seize the opportunity to increase the awareness of all actors involved in competitions of the respect of athletes’ health, and of the anti-doping rules that regulate the code of conduct. They can also update all the parties involved on any news related to the list of prohibited substances. In fact, in each of the numerous championships held every year worldwide, many technical meetings take place, which are often used to spread the latest instructions on the different anti-doping activities. The C.I.P.S. anti-doping code also represents a template for the drafting of the anti-doping rules of all national federations affiliated to C.I.P.S.. Another important occasion for an anti-doping culture dissemination, aimed at fighting doping practices with all their consequences, is C.I.P.S. annual Congress, when several seminars and round tables are held in order to raise the awareness of all participating Nations’ top managers of the doping issue. This way, we generate a cascade effect, which is necessary for widespread knowledge transfer. Finally, doping issues are thoroughly addressed and discussed in "fishing schools", organized over the whole year and not just during the school summer holidays by national federations of C.I.P.S..

As it already been pointed out in points 22.1 and 22.2 of this questionnaire, so far, C.I.P.S. Statutes did not envisage the existence of an Athlete’s Commission. This gap was filled at the last C.I.P.S. Congress (General Assembly) (Setubal 2016), which – among other things – unanimously approved the changes to the Statutes that provide for the establishment of the Athletes’ Commission and envisage the participation of the Commission Chairman in C.I.P.S. Praesidium. This does not mean that until this moment athletes were not considered as active actors in C.I.P.S. decision-making processes. However, this process just needed to be formalized. In fact, the technical Rules, as well as the World and Continental Championships programs have always envisaged the organization of meetings during such events, with the coaches of the attending Nations and some of their athletes participating. At said meetings, in addition to discussing technical details concerning the competition under consideration, participants also talk about the Regulations of the different Championships and put forward proposals for possible changes - after voting on them. Those amendments are then examined and often approved at the next concerned International Federation’s Steering Committee’s meeting. Hence, even if an Athlete’s Commission had never been established before (and take office starting from next elective Assembly, in 2017), the C.I.P.S. athletes have always been actively participating in their decision-making processes.

As it has been highlighted in point 19.33 of this questionnaire, all C.I.P.S. world and continental Championships have always envisaged the organization of mandatory daily meetings, involving all attending Nations Coaches and many of their athletes. Such meetings were mainly focused on defining technical details concerning the ongoing competition and on discussing and suggesting rules and regulations for the different championships. Given their mandatory nature and the large number of championships in all disciplines that are annually held all over the world, said meetings are important occasions for C.I.P.S. executives to also disseminate the principles of loyalty, respect and fair play among the most important actors of international sport fishing events. In fact, all those stakeholders are not only expected to apply the aforesaid principles, but also to instill them in anyone who might have a direct influence on the competitions trend and development, may they be Managers, Judges, Athletes or mere operators. In other words, we disseminate and diffuse the principles mentioned above, which are promoted by the Olympic Chart and the I.O.C.; C.I.P.S. Code of Ethics specifically reads as follows:
- All members and parties of the sport organisation shall act respecting the principle of impartiality, and shall not treat any person they interact with during their sport activities unequally;
- All parties are absolutely prohibited from taking any action – in any form – aiming at manipulating or at artificially altering the carrying out or at rigging the results of any competition, or at securing illicit benefits to anyone;

Sport fishing national federations affiliated to C.I.P.S. organise every year more than 30 World and European Championships, under the aegis of C.I.P.S. and the international federations responsible for said championships. This entails the need to strictly observe the “Specifications” required for the organisation of international championships and good organisational skills (appropriate choice of competition venues, adequate third party liability coverage, excellent judges and umpires, proper technical and administrative logistics, perfect organisation of anti-doping tests, etc.). In order to support a successful organisation of championships that take place every year worldwide, C.I.P.S., through its international federations, sets aside in its annual budget an important economic contribution to the organising national federations. In this regard, C.I.P.S. allocates more than one third of its annual budget in the form of subsidies to its three international federations (in 2015: € 22,100 to F.I.P.S.e.d., to F.I.P.S.-M. and € 15,200 to F.I.P.S.-Mouche).

1.- C.I.P.S. takes part and is involved in Regional Advisory Councils (RAC) which, among other things, seek to achieve the objectives set out below:
- Annual negotiation of the maximum quota allowed for fishing for stocks of fish species in danger
of extinction or depletion (e.g. Bluefin tuna).
- Determination of minimal size, below which fishes cannot be caught. These minimal dimensions
are set so as to give an opportunity to each species of fish to reproduce at least once; this
limitation contributes greatly to the survival of the species.
- Promotion and development of the practice of catch and release of live fish in an excellent
condition (NO KILL fishing).
In total, there are 7 RACs (Regional Advisory Councils), covering the seas and oceans of Europe. C.I.P.S. actively works in these RACs. This is of huge importance for the development of sport fishing in the sea and to have a place for dialogue and cooperation with commercial fishing lobbies. The above entails very high travel costs, to be met by C.I.P.S..

Given that most C.I.P.S. athletes are over the age of 25, great time and energy should be devoted to the promotion of sport fishing among young people. Therefore, the work of the C.I.P.S Youth Commission is crucial to ensure the generational change of our athletes and a future for sport fishing. This work entails in particular:
- The organisation of world championships specifically dedicated to young people (U14, U16, U18, U21, U23) and made economically viable through a special C.I.P.S. contribution.
- The organisation of conferences and/or workshops in which a substantial portion of time is reserved for the exchange of experiences and description of actions taken by national federations belonging to C.I.P.S. to promote sport fishing among young people.
- The creation of pedagogical support. - The exhibition of photos and/or portraits during annual C.I.P.S. conferences and/or Congresses

Environmental preservation is a very important goal for sport fishing: without good environmental conditions, no sport fishing is practicable. Each angler must therefore take the utmost care of the aquatic environment and remain vigilant at all times. The C.I.P.S. Commission for the Safeguarding and Management of Waters and Fishing has drafted a questionnaire enquiring about environmental actions practiced by national federations affiliated to C.I.P.S. The analysis is ongoing, but we are certain that the data collected will make available to all actors involved a way to be more effective, also by developing common actions. Finally, on this subject, round tables and workshops are planned and carried out by both C.I.P.S. and the national federations affiliated to it. C.I.P.S. finances some of the above actions.

C.I.P.S., through its International Federations, organises many world and continental championships in several sport fishing disciplines every year, both in freshwater and seawater. We are however aware that the future of any kind of sport depends on a specific promotion policy of that sport and, in particular, on youth promotion. In this regard, the C.I.P.S. Praesidium has always paid special attention to youth and their involvement within the fishing world. Many appropriate political/statutory, sporting, economic and educational initiatives have been started up in this respect. In the political/statutory sphere, we have added for years now an appropriate article in the C.I.P.S. Statutes (art. 14 of the Statutes), which regulates the establishment and composition of a Youth Commission with the specific goal of dealing with educational and fishing promotion among young people. The importance that C.I.P.S. gives to youth issues is also demonstrated by the fact that one of the two C.I.P.S. vice presidents chairs this Commission (art. 10 of the Statutes). From a sporting point of view, C.I.P.S., through its three international federations, organises many youth world championships, which are often subdivided into categories with different age limits. On the economic side, in order to promote youth activities, F.I.P.S.e.d, the International Federation of C.I.P.S. that oversees freshwater disciplines, has for some years set aside for this goal a considerable part of its revenue (about one third). This contribution is devoted to furnishing economic support to all national federations that organize youth world championships. From an educational point of view, C.I.P.S. promotes among its national federations the establishment of "fishing schools" specifically for young people, where in addition to the basics of fishing techniques, they learn the fundamental concepts of environmental education, such as the water cycle, biology, knowledge of the main fish species, pollution, etc..

As far as competition venues are concerned, considering their natural origin, it is not possible to imagine or expect their evolution. In fact, reasons of environmental sustainability make it impossible to perform any kind of substantial intervention on the banks of a river or a lake, on sea coasts, a cliff, etc., where championships are staged. Very similar is the situation concerning sportswear in fishing competitions. Clothing type can have a certain importance from the point of view of comfort, but has practically no substantial impact on the progress of a competition, for which there are no specific controls on clothing sportswear. Fishing equipment is another matter however. It is subject to the continuous and rapid development of technologies and materials, whereby there has been a continuous evolution of rods, reels, lines, hooks and other fishing tackle. The coming of carbon fibres, special metal alloys, fishing lines in fluorocarbon, etc. has been revolutionizing the fishing world for many years. Therefore, it has been possible to produce thinner lines, characterized by a stronger breakage load, lighter and more resistant reels, and lighter rods performing rigid or smooth actions depending on the kind of fishing or on the weight of the lead that the angler intends to cast. In conclusion, there has been a real revolution, forcing C.I.P.S. to adapt its international rules to new technologies. For these reasons, appropriate C.I.P.S. technical committees annually examine all new technological developments that may require changes to regulations, giving the various international juries present at competitions the task of verifying the correct application of the rules.

The C.I.P.S. Praesidium, in its 2015 meeting, appointed a lady, from among its executives, as chairman of a special committee with the task of promoting the various disciplines of sport fishing among women and with the goal of giving a voice to all requests or proposals which go in this direction. On behalf of C.I.P.S., the international sport fishing freshwater federation (F.I.P.S.e.d.) has established a women’s world championship. For all other F.I.P.S.e.d. championships, as we have already pointed out in paragraph 11 of the questionnaire, given that any gender discrimination is not planned, women are free to participate in all competitions, and young girls in all youth championships. As far as the Sea Sport Fishing International Federation (F.I.P.S. Mer) is concerned, two championships for ladies are scheduled in its annual sport calendar: the Shore Angling World Championship and Long Casting World Championship, two of the most popular sea fishing disciplines. competitions and all championships organized by the International Fly Fishing Federation (F.I.P.S. Mouche) are staged without gender distinction. The openness to female participation in all championships is partially due to the fact that, unfortunately, the number of women practising sport fishing is not so high as to enable the organisation of championships other than those proposed today. In its next Congress C.I.P.S. has already planned to ratify the "Gender Equality Commission" appointed by the Praesidium. This Commission will have the task of promoting and enhancing sport fishing among women, so that a growing number of nations can form one or more national teams in order to create new world championships reserved for women.

During almost every championship, C.I.P.S. promotes many social initiatives, such as environmental symposiums or youth workshops. In addition, given the specific nature of our sport, which does not use indoor venues specially built for this purpose, but rather "open-air structures" such as rivers, lakes, canals, beaches, ports, offshore, the very definition of sport fishing includes the fact of promoting physical activity among all social classes and all age levels, including people with physical or mental deficiencies. In light of the large number of sport fishing disciplines, which are included among the official activities of C.I.P.S., so different from each other in terms of physical effort, it is possible for all of our athletes to choose the most appropriate discipline for their age or physical stature. In addition to the competitive aspect of this sport, we must also stress that sport fishing represents a true social phenomenon, getting hundreds of millions of fishermen all over the world to practise an open-air sport activity that brings them closer to nature, something that is getting more and more difficult to achieve.

C.I.P.S. has always been engaged in the social sector and in all those activities that contribute to cancel any discrimination on grounds of age, gender, health, race, nationality, political opinions, and religious beliefs. In consideration of that, the C.I.P.S. Praesidium and its executives could not fail to pay special attention to the disabled, who are so well represented today at an international level by I.P.C. (International Paralympic Committee). Waiting to make the first steps towards official recognition of sport fishing by I.P.C., F.I.P.S.e.d., one of the three international federations of C.I.P.S., for many years now (18) has organised a world championship exclusively dedicated to people with different abilities. To achieve this important goal, F.I.P.S.e.d. has modified the championship rules for people with different abilities, while a technical committee, set up specifically, has worked to select appropriate competition venues. In this regard, we must remember that our competition venues are the banks of rivers, streams, lakes, canals, beaches, ports or offshore. This represents a huge challenge for people with different abilities, particularly

with regard to problems of accessibility to competition venues, especially for those who have lost the use of legs and are forced to move about on a wheelchair. Often, most competition venues commonly used for able-bodied competitors are inaccessible to people with different abilities, so it is necessary to seek special competition venues properly equipped for this type of anglers and championships that can ensure the success of such events.

In view of the huge variety of competitions organized by C.I.P.S., which provide various environmental situations and completely different fishing systems from one another, the body of judges responsible for the checking of rules and smooth running of competitions is structured on a number of levels according to the type of championship and the relevant discipline. In competitions in which it is expected that anglers are placed in fixed positions, there are “chair judges”, one per competitor. These judges have the task of ensuring the fairness of athletes assigned to them, warning the competitor in case of minor infringements or, for graver infringements, notifying the details of the infringement to the "Sector Judge” who will write down all the facts and transmit them to the “International Jury”, duly elected for this specific competition. The “International Jury” represents the ruling body of first instance on site. In boat angling competitions, a “Boat Judge” is present on each boat; moreover, there are one or more “boat Juries”, that have the same tasks as the aforementioned "sector Judges”, i.e. supervising the smooth running of the competition and, if any, to write down and transmit to the “International Jury” any infringement which requires a possible sanction. Should the “International Jury” inflict a sanction on site, athletes have the possibility of appealing against the decision (judgement of second instance) before the Court of Appeal of C.I.P.S. and the Court of Arbitration for Sport (C.A.S.), which is the final grade of judgement. As far as the background and ongoing preparation of Jury Members are concerned, we should point out that the Members of the C.I.P.S. Court of Appeal have to be lawyers with many years’ experience in this field; on the other hand, International Jury Members are elected from among the main experts in Regulations and Technical Rules of the national federations, to guarantee the necessary competence for correct judgements. More difficulties may be encountered in the ongoing education of "chair judges" and "boat judges” that are in direct contact with anglers during the competition so that they have the opportunity to intervene directly, causing the competition to take place regularly. With this aim, before any championship, the relevant organisers, assisted by C.I.P.S. managers, must hold one or more meetings in the presence of all those who will be called to act as “chair judge” or “boat judge”. On those occasions, any specific rule concerning that competition is recalled or reviewed and, at the same time, any doubt on correct behaviour clarified. As an example of this, in the following point 51, we annex the Rules of conduct and the obligations that all “chair judges” and organisers shall observe in competitions held with competitors placed in fixed positions.

Obviously, C.I.P.S. takes into huge consideration the question of sustainability, in view of the fact that most of its activities are performed in natural environments. In fact, sport fishing championships cannot be conceived in watercourses characterized by strong pollution or an other-than excellent biodiversity. It goes without saying that fishermen and, in particular, fishing athletes are the main defenders of the environment and of the aquatic habitat. During most of our competitions, anglers are forced to stay in a fixed peg, drawn by lot; hence, they shall undergo, according to the rules, the environmental conditions that they find in that place, without any possibility of moving towards a better spot. It is of the utmost importance for C.I.P.S. to promote all kinds of preservation of waters and the aquatic fauna. This is demonstrated by the fact that in article 10 of its Statutes, C.I.P.S. has regulated the establishment of a standing “Commission for the Safeguarding and Management of Waters and Fishing”, which has the task of taking care of the environment, natural habitats, water and fish preservation. In order to corroborate this Commission’s importance, article 10 of the Statutes has also established that one of the two C.I.P.S. Vice presidents chairs it. However, the main subject to defend and respect during sport fishing competitions is the fish, that is considered by our athletes as a real opponent to defeat more than a prey to catch. And opponents have to be respected: sometimes you admire them, other times they make you angry, but they surely do not have not to be killed. This is the reason why all C.I.P.S. disciplines have adopted the “catch and release” rule in their Regulations. This rule contemplates the release of the live fish, in optimal conditions, without any damage or physical injury, which might endanger the fish’s integrity, as well as the immediate disqualification of any competitor who shows during weighing operations (if any) fish that are dead or present evident injuries. Severe sanctions, including the angler’s disqualification, can also be inflicted on anyone who leaves his/her fishing position, i.e. his/her personal water course section (shore, bank, rocks, etc.) - which, as said before, is fixed so it can be easily identified – in a poor condition in terms of cleanness or fishing materials left on the ground (hooks, lines, plastic bags, etc.), which might degrade the environment.

As already mentioned in other points of this questionnaire, competition venues evaluation criteria are very special in C.I.P.S.. In fact, our fishing spots are represented by shores, harbours, rocks, watercourses, lakes, sea, i.e. public or state-owned spaces. This means that competition venues are selected on the basis of their regularity, uniformity, fishing conditions, suitable space, etc., i.e. many criteria which are difficult to meet together and which relate to technical/competitive aspects. Besides these aspects, it is also important to feature criteria of sustainability when selecting a competition venue that is of concern to organisers. During the selection of the Nation that will be entrusted with the organisation of a Championship, Steering Committees of international Federations of C.I.P.S. take into account the management capacities of the applying Federations, in addition to the technical criteria for the proposed venue. The applying Federations must be in a position to manage the necessary competition venue setup (sometimes banks need to be improved), keeping in mind environmental preservation as a priority, so that, after the competition, the venue returns to the local community in the same condition as, if not even better than before, hence planning clean-up operations. What has been said above relates to the control of and strong opposition to any possible environmental degradation occurring due to human intervention. Of huge importance for sustainability is also the safeguarding and management of fish “health”. In this respect, any competition Rules or any

Specifications that all nations subscribe for the organisation of a Championship shall clearly state that “Championships can be assigned only to nations enabled to submit the engagement to catch and release fishes still alive, both after the weighing operations and after the count (no killing of fishes)”. This rule obliges all organisers to release live fish and to apply the “catch and release” principle, which has been for years now a philosophy among all our athletes and most anglers (see below the extract of one of the competition rules, as an example). At the beginning of sport fishing practices, in some countries there has been a sort of rivalry and antagonism between sport anglers and artisanal and professional fishermen. This misunderstanding was quickly dispelled as soon as it was clarified that sport anglers are far from being predators. Quite the contrary indeed, with sport anglers releasing live fish back into the water. Sport anglers, in addition to preserving and saving fish, often conduct, in cooperation with Governments, restocking actions, arranging, for instance, artificial reefs, which represent perfect habitats for aquatic fauna (site with a higher fish population density).

For the durability and development of sport fishing, in some countries, sport anglers start up, in cooperation with governments, fish preservation and safeguarding development programs together with awareness campaigns aimed at the main actors of the fishery sector. In addition, we shall also take into consideration all the restocking programs carried out through artificial reefs (fish habitats) and through transferring live fish from more populated sites towards less populated sites. We shall also consider all actions devoted to preservation and biodiversity improvement. The International Confederation of Sport Fishing (C.I.P.S.) is ever mindful of the aquatic environment and conducts a policy in respect of its Environment and water and fish safeguarding Commission. Generally speaking, C.I.P.S. takes part in most of the activities promoted by international organisations specialising in environmental issues. With regard to environmental protection, we have to emphasise that we are aware of the fact that the development and protection of sport fishing is a fundamental strategic objective shared by all angling federations. This is one of the main reasons why we attach great importance to our activities in the sphere of the environment and the protection of fish species. C.I.P.S. is recognized by the most important international organisations dealing with such issues, within which we represent the interests of sport fishing as an NGO: in fact, we are represented in F.A.O., C.O.F.I., I.C.C.A.T., E.I.F.A.C., G.F.C.M., and in all working groups and subcommittees of these organisations. Furthermore, we are permanent participants of the World Recreational Fisheries Conferences, we have regular contacts with the WWF organs and we participate in an active manner on the works of the seven Regional Advisory Commissions (RAC): BSAC, LDAC, MEDAC, NSAC, NWWAC, PAC and South Seas AC.

The three most important pillars of C.I.P.S. are the promotion of sport fishing, the protection of nature and cleanness of competitions. Sport fishing is one of those rare sports that are not staged in stadiums but outdoors, in nature. As a consequence, great responsibility falls on all competitors and on all stakeholders to make it more attractive to as many people as possible and especially to young people. Sport fishing has definitely a place for educating people to appreciate nature, environmental sustainability, fish species and living beings. It is indeed evident that the development and protection of sport fishing and fishes is a fundamental strategic objective shared by all our member national federations. We do our best to develop a vision of our sport to be a guardian and protect nature, we are trying to become and remain the society’s “Eyes and Ears” in the aquatic environment. As regards the cleanness of our International Championships, we are a signatory of the World Anti-doping Code; we have our own anti-doping rules executed with the help of WADA. Before and during all of world and zone championships, we make sure that all participants are aware of these rules, in all competitions, for men, women, youngsters, seniors and athletes with different abilities. C.I.P.S. has been promoting the globalisation of sport fishing, and has been supporting it in particular by placing focus on the competitive spirit, respecting especially the Olympic Charter, by developing different angling disciplines, but also fishing in general, because angling cannot be separated from recreational fishing. For C.I.P.S., anglers are fishermen par excellence. Hence, whatever has an impact on fishing is of common interest, and is of interest for all anglers and fishermen. This is the reason why C.I.P.S. has launched many initiatives at an international level and continues to encourage the broadest possible international cooperation.
