needs BACKGROUND In 2008 a Synthetic Surface Sports Field Feasibility Study was conducted to assess all of North Sydney Council’s Sportsfields (excluding North Sydney Oval and Bon Andrews Oval) The Feasibility Study analyses the requirements and needs of key stakeholders, the demand for both soccer and hockey and identifies the most appropriate development option, which will suit both park and sport needs. The study identified Cammeray Oval as the number 1 preference to be the most suited for conversion. CONSULTATION REQUIREMENTS Community engagement will be undertaken in accordance with Council’s Community Engagement Protocol. SUSTAINABILITY STATEMENT The sustainability implications were considered and reported on during the initiation phase of this project. DETAIL Funding for a development application in relation Cammeray Oval synthetic surface conversion was provided in the adopted budget for 2012/13 financial year. On 28 June 2013 the Development Application was lodged with Council. Deferred consent was granted by Council on 18 December 2013. The consent shall not operate until the following conditions have been met. 1. A Phase 2 Environmental Assessment is to be carried out by a suitably qualified and experienced professional to include soil sampling of the existing areas of fill which are to be disturbed by the proposed works The Phase 2 Environmental Assessment has been completed, submitted and approved by Council.

2. A site drainage management plan is to be prepared by a qualified drainage design engineer Considering the tender package for this project will be a design and construct process the drainage design will be submitted to Council once the tender has been awarded. Until this is approved a construction certificate will not be issued. Mr Martin Sheppard of the Smart Connection Company was engaged in late February 2014 to provide expert consultancy services in preparing this project for tender. The Tender will be advertised on Tuesday 1 July and will close on Wednesday 30 July. It is anticipated that selected top three tenderers will be interviewed on Wednesday 6 July. Following these interviews a preferred tenderer will be nominated. A report will then be presented to the Council meeting on 18 August 2014. Following the report being adopted by Council the successful tenderer will be notified and begin the process for construction. The first item being a drainage design submitted to Council for assessment in order to attain the construction certificate. It is anticipated that construction will begin in late September early October 2014 in order to have the project completed in April 2015 for the next winter season. A more detailed construction program will be provided when Council has selected the preferred tenderer.

SECTION ONE – TECHNICAL SPECIFICATION/REFERENCES 1.1 Introduction and Scope of Project This tender is for the design and construction of a synthetic playing surface for multi-use sporting fields at Cammeray Park, Park Avenue, Cammeray proposed by the principal, North Sydney Council. The facility will be utilised as a multisport surface. The works are to include the design, construction and installation of:-

• The proposed synthetic sports field to meet the specified sports standards (Section 2.6.2)

• Subsurface drainage (section 2.4) • Fencing installation / upgrade (section 2.7) • Ancillary equipment (section 2.8) • The design and installation of new lighting poles and lights and associated equipment

to comply with Australian Standards (Appendix 4) • Testing of the surface to meet the specified sports standards by an approved

test institute (section 2.12.2) • Maintenance for the first 48 months (section 2.10)

This section sets out the principal works specifications, standard drawings, performance standards Codes of Practice and the like to be used during construction and installation of or working on assets for the North Sydney Council. 1.2 Responsibility It is the responsibility of the Contractor to have available on site at all times, access to the current plans, Specifications, Standard Drawings and the like as may be updated from time to time and ensure that all works under this contract proceed in accordance with these documents unless specifically authorised otherwise in writing by the Superintendent or the North Sydney Council. The Contractor shall be responsible for the preparation of all relevant documentation including detailed construction drawings and the construction specification. The works shall be designed and constructed in accordance with the criteria and requirements specified in the clauses of this specification. Before construction commences on any aspect of the works, the Contractor shall make three controlled copies of the design calculations, construction specification and drawings, available to the Superintendent. These will need to be reviewed and formally approved in writing by North Sydney Council prior to commencement of any works on site (hold point). 1.3 Design Document Review and Acceptance Following consultation with all relevant parties, the Contractor shall submit a detailed design for the Superintendent to review. The timing of the submission of the detailed design shall comply with the date of submission specified in the Project Plan submitted by the Contractor at Tender or any other date which has prior written approval of the Superintendent. The Superintendent shall review the draft plan and provide feedback within ten (10) working days of its receipt from the Contractor. The Superintendent may seek clarification & direct the Contractor to amend the detailed design due to any omissions or inconsistencies with

the project brief or as otherwise agreed. The Contractor will resubmit the amended document for review within ten (10) working days. SECTION TWO – SPECIFICATION

2.1 General Site Considerations 2.1.1 Time for Completion 22 Weeks from the date of Letter of Acceptance. Site possession is expected to be available from 1 September 2014. The tenderer must provide a preliminary works program, specifying required lead times. 2.1.2 Site Specific Requirements for Excavation The site is generally flat consisting of an existing natural turf pitch with fall from edge of current pitch to north and west. Excavation will be required to lower the existing surface to provide a finished surface level that maintains enough grade to the key sports requirement requirements that also allows sufficient drainage. It is anticipated that 300-500mm depth of excavation may be required (refer to geotechnical and contamination reports). Therefore existing electrical and other services must be protected at all times. The slope to north and west must not be greater than 1 in 6 and some retaining walls maybe required. The Contractor will make his own assessment of excavation required and the proposed finished surface levels must be indicated on the design plans and approved by the Superintendent prior to any works commencing onsite. All works must be in accordance with the geotechnical report and contamination report provided. No additional variations will be considered by the Superintendent for this aspect. 2.1.3 Protection of Adjoining Buildings and Light Poles Damage and Structural Integrity The Contractor must ensure that no activity shall cause damage to, or adversely affect the structural integrity of adjoining buildings. Consideration shall be given to the use of shoring, and underpinning, and to changes in the soil conditions as a result of works, and appropriate action taken. The proposed methodology shall be issued to the Superintendent for approval. Vibration and Concussion The effects of vibration and concussion on adjoining buildings and their occupants shall be minimised, by the Contractor at all times and as far as practicable, by selecting construction methods and equipment appropriate to the circumstances.

2.2 Excavation, preparation, levelling, compaction & stabilising of subgrade 2.2.1 Excavation The Contractor shall carry out all excavation works necessary to allow the construction of the new works at his own expense. The Contractor shall arrange and bear all costs and charges required for compliance with any Authority having jurisdiction over the works for such aspects as disconnection of services, temporary services and continuation of supply. All excavated material that is not required to be re-used as fill material or to create a new viewing mound shall be disposed of either offsite or on the golf course adjacent to the site, exact location on

the course to be determined by North Sydney Council. Re-use of excavated material must be in accordance with the Geotechnical report. Any testing required of the excavated material is to be at the cost of the Contractor. 2.2.2 Earthworks The Contractor shall carry out all earthworks necessary for the preparation and shaping of the subgrade formation including trimming, compaction and grading in all soil materials found on site. Works are to be planned to minimise excessive loading likely to cause damage to subgrade or construction work in progress. Water is to be kept from excavation by pumping or other suitable means. No variation will be accepted for any soft spots or faulty subgrade due to works. The Contractor shall make good any soft spots or faulty subgrade, as required. 2.2.3 Preparation of Subgrade Following the excavation, the exposed subgrade is to be proof rolled with a vibrating flat drum roller using a minimum 7 tonne dead weight, in the presence of the Superintendent. The final pass of the roller is to be carried out without vibration. Trim subgrade so that on completion of compaction the lines and levels comply with the following tolerances: The finished level is not more than 10mm above or 20mm below the specified level, and no point in the general surface deviates more than 20mm from a 3m straight edge. 2.2.4 Make Good All disturbed areas outside the synthetic pavements shall be “made good” to the satisfaction of the Superintendent. 2.2.5 Surplus Material All surplus material shall be either used on site as spectator mounds at the areas shown on the drawing or carted to the adjacent golf course where it will be shaped and landscaped to allow for easy mowing. 2.2.6 Testing – NATA Where provided for under the Contract (including the relevant Specifications) or as directed, the Contractor will be responsible for all testing by a NATA approved laboratory including all costs, associated supervision, assistance and liaison. Testing under the contract includes:

• Fill and Crushed Rock compaction tests

• Concrete strength, slump

• Waste disposal classification

• Geotechnical supervision

The Contractor will ensure that the Testing Laboratory forwards a copy of all test results immediately to the Superintendent.

2.2.7 Level 1 Testing of Fill Unless otherwise directed, all fill greater than 300mm in depth shall be constructed in accordance with AS 3798, clause 8.2, Level 1 Inspection and Testing with all costs borne by the Contractor. 2.2.8 Testing- by Contractor Where provided for under the Contract (including the relevant Specifications) or as directed, the Contractor shall undertake testing under the direct supervision of the Superintendent and/or North Sydney Council including provision of all equipment, costs, personnel and liaison. Examples of typical tests where this may apply, but not limited to are:

• Proof rolling of subgrade and base

• Examination of drainage lines prior to backfill

• Examination of any stormwater connections to Sydney Water pipelines

The Contractor shall ensure that the minimum prescribed notices are given to North Sydney Council. 2.2.9 Existing Irrigation System

The contractor shall remove and dispose of the existing irrigation system offsite.

2.3 Base & Pavement 2.3.1 Base & Pavement Expectations The base pavement must be designed to provide at least a 20 year life expectancies and meet the requirements of the geotechnical advice. Geotechnical testing and requirements must be completed during construction at the contractors expense. The composition of the nominated base must be designed, verified and signed off by a suitably qualified geotechnical engineer. Evidence of this must be provided with the design drawings for approval by North Sydney Council. The base and drainage layer is to be constructed as detailed in the approved Contractor detailed design plans & specifications. The base must be adequate to provide a firm and stable foundation for the synthetic pitch and be adequate to cater for maintenance vehicles.

2.4 Drainage 2.4.1 General Construct drainage works for collection and disposal of stormwater from the playing field, and any inclined surrounds, with outlet into the existing council drainage system. The capacity of the drainage must be sufficient to convey the flows from the playing surface (with porosity flow rate of 300mm/hr) and surrounding catchment area.

The Contractor shall be responsible for the installation and management of all connections including liaison and approval with council or other relevant authorities. Existing low areas that currently have no drainage must be either regraded or drained such that no low areas will exist where water will pond. Any perimeter drainage inverts or channels are also to serve as an edge constraint for the base coarse and concrete mower strip to any fencing. All drainage works are to be compliant with AS 3500. A high level stormwater drainage strategy has been formulated and is shown in Appendix 5. The successful tenderer will be required to submit a detailed drainage design to North Sydney Council for approval prior to the commencement of construction. 2.4.2 Grades Lay all pipes true to grades and level in accordance with approved design. 2.4.3 Laying Check all levels before commencing drainage construction and lay all drains commencing from the downstream end. Carefully lay and bed pipes in accordance with the manufacturer’s recommendations, ensuring even bearing and cover throughout their length. Lay spigot and socket pipes with the sockets falling up stream. 2.4.4 Backfill No trench shall be backfilled until the pipes have been reviewed by the Superintendent. 2.4.5 Pits Any proposed pits shall comply with Council requirements as appropriate and shall be easily accessible for any remedial works and not impede on the performance of the field.

2.5 Concrete Works All concrete works to be to AS3600, AUS SPEC and Council standards and requirements. Concrete slabs and bedding for driveway widening and coaches boxes to be as scheduled. Concrete edge strips and open channels to Contractors approved drawings. Concrete for drainage works to AS3600, AUS SPEC and Council Specifications.

2.6 Synthetic Grass System 2.6.1 General This specification is for the supply and construction of synthetic grass multisport field and warm up area, comprising playing surface and underlying shock pad in accordance with the performance standards below, the proposed layout synthetic design (Appendix 2) and the playing design that the sport’s governing body (e.g. FNSW/NRL/IRB/FIH) own performance and or design standards. North Sydney Council’s desire is to have a multi-sports field that will allow community use of the field against the governing bodies of sport performance criteria. The identified sports are:

• Football- 11 a-side and small sided games

• Rugby Union- Training and competition

• Rugby League- Community surfaces, also to be used for touch

• Hockey- Training and low key matches

As the field will predominantly be used for football, the Tenderer must be either a FIFA Licensee or a FIFA Preferred Producer, or under written license to install from one of the above. If under license a parental guarantee from the FIFA licensee or FIFA preferred producer must be provided to guarantee the performance of the system. As shown on the drawings, reinforced carpet shall run in front of the seating area and mounds and along the linesman area on both long sides of the field. The contractor is to ensure the landscaped and reinforced carpet area base layer is to be sufficient to accommodate the load bearing capacity of a service vehicle to access the croquet club. The playing fields will be used by sporting clubs, competitive teams for training and competition in excess of 50 hours per week. In addition there will be recreational use by schools and the local community for an additional 20 hours a week, each week of the year. Although Council will encourage the wearing of studded footwear, it is expected that the nature of use of the field will result in 30-50% of the usage will be in flat-soled shoes (e.g. training shoes. The synthetic surface should be proposed with this in mind. The design, durability of the turf system, maintenance regime and warrantee conditions needs to reflect and incorporate this. 2.6.2 Synthetic Grass Performance Standards The Contractor shall comply and the field performance should adhere to the governing bodies for sport, performance standards for synthetic turf, namely:

• Football (Soccer)

FIFA Quality Program for Football Turf – Handbook of Requirements January 2012 Edition – FIFA 1 Star Recommended Pitch Football New South Wales Stadium Technical Requirements (2013 or later). The fields will also have small sided games (SSG) played on them for youth age groups and these will be dotted with a different colour mark.

• Rugby League

The NRL have endorsed the RFL Performance Standards and these RFL standards will be used as the base level for this field for both rugby league and touch football.

• Rugby Union

The field must meet IRB Regulation 22 for Rugby Union against the IRB Artificial Rugby Turf Performance Specification, One Turf Technical Manual (May 2012 Edition).

• Hockey

The field must meet the FIH Multi-Sport Standard against the FIH Handbook of Performance, Durability and Construction Requirements for Synthetic Turf Hockey Pitches (January 2014 Edition).

In addition to the sports specific performance standards the additional standards need to be built into the design and provided as part of the Tender process:-

• The lisport test for this synthetic sports grass system must be independently tested by an approved test institute at a minimum of 50,000 cycles, tested to FIFA 01, Ball Rebound, FIFA 04A, AAA, FIFA 06, Rotational Resistance and comply to the FIFA 1 Star requirements

• The porosity of the system must allow for 300ml/hr to drain through the carpet vertically

• A shock pad is preferred The synthetic system that is to be installed must be the one that has been tested by an independent and approved test institute and the product must match its DNA fingerprint and this must be demonstrated at the certification period and the tender process. Council is considering its cores sports presently around football (soccer) and other sports for training and competitions. Councils wants to consider two options of multi-sport:

• Multi-Sport Option 1: Football (FIFA 1 Star), Hockey (FIH multi-sport) and Rugby League (RFL Community Standard)

• Multi-Sport Option 2: Football (FIFA 1 Star), Hockey (FIH multi-sport), Rugby League (RFL Community Standard) and Rugby Union (IRB Regulation 22)

Council will consider up to two product/system options for each multi-sport option as above. Carpet pile length and infill with sufficient properties to cater for all proposed uses should be specified as part of the tender submission. The contractor shall supply a 1m2 carpet they will be installing along with the technical specification including but not limited to stitch rate, wear rate and density of yarn. Carpet to be approved by North Sydney Council. 2.6.3 Environmentally Friendly Infill Council is keen to explore all options for infill that will enhance the playability, safety and environmental aspects for the fields. Each tenderer may provide costed options as to the different infill they offer including:

• Recycled product (e.g. SBR) • Rubber (e.g. EDPM/TPE) • Organic/other

The benefits and cost differences need to be categorised and explained as part of the tender submission. 2.6.4 Synthetic Grass Installation Before commencement of manufacture of synthetic grass, the Contractor shall submit to the Superintendent for approval a plan of the proposed synthetic grass installation showing direction and length of cut lengths and extent of lines to be tufted in and cut in. Cut in lines shall be kept to a minimum. In addition, a turf sample (1m2) with infill shall be submitted that has been previously submitted and assessed by a FIFA Laboratory for use in this standard of turf pitch and has been installed and certified as FIFA 1 Star Recommended Field. Lay grass in long lengths. Join rolls of grass with an approved all weather adhesive or by sewing the seams together. Apply sufficient adhesives to ensure that the surface is permanently fixed in position. Provide approved backing tape. Line Marking Line marking is to be in accordance with FIFA and FNSW guidelines and requirements. Inlaid (permanent) line marking is to be used, to be confirmed with North Sydney Council prior to manufacture. The colour of line marking for each sport will be as follows:

• Soccer: White

• SSG: Light Blue (Provisional Item)

• Rugby League: Yellow (denoted line along long side of field)

2.6.5 Warranty The Contractor shall provide a minimum 8 year warranty in favour of the Principal warranting any faults due to poor workmanship in the manufacture and installation of the shock pad and synthetic grass. The field must be retested after 4 years and pass the FIFA/NRL/RFL/IRB/FIH Performance Standards. Failure to do so will result in the Warrantee being activated to repair and/or replace any aspect of the synthetic turf system to ensure that it passes the subsequent test. The warrantee must have the scope to cover this aspect and the intense hours of use identified. The Contractor will have responsibility for the maintenance for that period. The cost of the retest and any works needed will be at the Contractor’s expense.

2.7 Landscaping

The contractor shall use surplus spoil to create mounds to accommodate spectators. The mounds shall marry into the existing concrete steps/seats and should be flush with existing surface levels. The mounds shall be at a maximum grade of 1: 5 to allow a mower or other servicing machine to safety operate without the risk of overturning.

2.8 Fencing

2.8.1 General Fencing impacted by the works & requiring replacement will need to match the existing fencing type & materials or Council approved equivalent (All fencing shall be approved by Council before ordering materials & shall be fully detailed in the Contractor design drawings). All gates must open outwards to protect player’s safety. 2.8.2 New Fencing Requirements The fencing requirements around the perimeter of the field in this specification are for 1.8m high black PVC coated chain mesh fencing with black powder coated posts and rails and new 3m double gates at the south of the field next to the skate park and new 3m double gates to replace the existing gates to the croquet club as shown on the drawings. All in accordance with AS1725.5 (Heavy Durability Standard) and to be approved by council.

A 40m long 2.4m high black PVC coated chain mesh fencing with black powder coated posts and rails to AS1725.5 shall be installed behind the goal on the eastern side of the field. The fence shall be an extension to the boundary fence and shall be exactly 20m either side of the centre of the goal.

2.9 Equipment Equipment for the proposed playing field is to include: Football goals and flags Goals to meet the needs of the ‘Australian Standard 4866.1 Playing Field Equipment – Soccer Goals’ regarding the manufacture, use and safe storage of goalposts. In addition they need to satisfy:-

• Supply and installation of international box goal, nets, corner and halfway posts and

flags. All equipment to meet FIFA standards and FFA / FNSW requirements.

• Supply of multi-use soccer and rugby combined goal post

• The sleeves in the ground must be designed so that when the goals and flags are

not in use they have a cover that is below the finish level of the field with the grass

system on top flush with the surrounding playing surface. The join between the

socket area and surrounding field must be seamless to ensure safety of the field.

This cover must be fixed in the grass system.

Construction works are to include the provision of appropriate anchoring for the aforementioned equipment.

2.10 Construction Review by the Superintendent The Contractor must provide one full business days’ notice to the Superintendent so that he may, as deemed necessary, review construction at the following stages:

• After location of utility services Hold Point (HP)

• Completion of excavation Witness Point (WP)

• Identification of drainage pipe, embedment and backfill materials (HP)

• Trenching for drainage after pipe laying prior to backfilling (WP)

• Prior to the placement of any works on the base (HP)

• Completion of construction of each base layer (may include proof rolling) (HP)

• Testing of subgrade preparation prior to pouring concrete works (WP)

• Forms and reinforcement in position prior to placing concrete (WP)

• Pipe/conduit laying prior to backfill (WP)

• After laying shock pad layer (HP)

• Before certification of playing surface (HP)

A more detailed proposed inspection and test plan is provided in Appendix 3 showing proposed witness points and hold points that are required.

2.11 Maintenance The Contractor must supply its recommended Operation and Maintenance Manual that will meet the maintenance guidelines expected by all sporting codes listed to ensure that the synthetic grass system meets the continued surface performance standards of a FIFA 1 Star Recommended Pitch and the other sporting codes listed in each option. The Maintenance and Operational Manual must be submitted as part of the Tender submission. The recording of all maintenance work must be recorded on the FIFA maintenance portal. Following Practical Completion of construction works, the Contractor will be responsible for implementing routine & scheduled maintenance & repairs of the synthetic turf surface for a period of 48 months in accordance with the approved Operation & Maintenance Manuals. Contractor to note, the usage on the field is expected to reach in excess of 60 hours per week, 52 weeks of the year. The client will encourage the use of studded footwear to limit wear, but due to the open nature of the field, it is anticipated that 30-50% of the use will be from people wearing flat soled trainers. With this in mind, the contractor shall ensure the maintenance concentrates on ensuring the yarn fibres stay upright to prevent extra wear. The Contractor shall note that the field shall be in use throughout the maintenance period. Maintenance activities shall be scheduled to account for training & match play. During the maintenance period the Contractor shall provide instruction training & demonstration to nominated Council staff for the correct maintenance & repair of the synthetic turf surface in accordance with the approved Operation & Maintenance Manuals sufficient for the correct maintenance over the life of the product. The maintenance manual shall meet the requirements of FIFA and the other sporting codes listed in each option as a minimum detail the maintenance requirements and procedures for

- Ensuring the yarn fibres stay upright - Keeping the surfaces clean

- Control of infill levels

- Algae growth and treatment

- Cleaning techniques and equipment

- Maintenance inspections and schedule

- Warranty provisions

The maintenance must be logged on the FIFA maintenance and all other sporting codes listed portals and access provided to Council Detailed operation and maintenance manuals shall be provided by the Contractor for all the equipment supplied under this Contract.

2.12 Certificates The following certificates & warranties are to be provided to the Superintendent prior to Practical Completion:

- Copies of manufacturer’s warranties

- Certificates of authorities

- Certification by Independent Test Institute to the sport standards listed

2.13 Project Completion 2.13.1 Site Clean-up On completion of all work all excess materials and soils must be removed from the site to the satisfaction of the Superintendent. All disturbed grass areas to be reinstated with new turf rolls to match existing turf variety to the satisfaction of the Superintendent. All temporary fences and signage to be removed and any damaged areas to be made good. All damaged areas must be repaired to the same condition or better as they were prior to the works commencing & to the Superintendent’s satisfaction. 2.13.2 Independent Test Institute The contractor shall identify their preferred independent FIFA/RFL/NRL/IRB/FIH test institute and gain a written cost proposal from them as described in the schedule. The client has the right to appoint another testing institute or secure a separate fee quote at their discretion. The Contractor shall provide all testing and certification of pitch and surrounds prior to achieving practical completion. The Superintendent is to be advised when testing and certification is to be undertaken such that they or their representatives can witness the process as necessary. The Superintendent will not award practical completion and return of relevant securities until FIFA and other sporting codes listed in each option certification is provided by the Contractor Testing and certification must occur within 4 weeks of pitch completion or at a period agreed by both parties at allows ample time to settle in in accordance to the standards. 2.13.3 Practical Completion The Contractor is to apply for a certificate of practical completion no later than 14 days prior to the expected date of practical completion. Prior to practical completion being awarded the Principal, Contractor, and Superintendent are to conduct a joint site inspection to determine if all works as per the approved design and specifications are completed. If all are satisfied then a certificate of practical completion will be issued within following receipt of FIFA/NRL/RFL/IRB/FIH certification and all Operation and Maintenance Manuals. If completed works are not satisfactory, then the Contractor will be issued notice under the contract works, stating the non-compliant items and be given 14 days to complete or rectify the works as appropriate. 2.13.4 As-Built Drawings The Contractor shall submit as-built drawings on completion of the works. Within 2 weeks of the date of practical completion of the works, the Contractor shall provide three copies of the final as-built drawings to the Superintendent. One copy shall be in electronic format.
