4. Qualification System
4.1 ATHLETE ELIGIBILITY
To be eligible to participate in the Youth Olympic Games, athletes
shall:
have been born between 1 January 1996 and 31 December 1997.
play in at least two tournaments endorsed by FIBA between 1 April
2013 and 8 June 2014.
belong to a National Federation which is organizing in its territory
three tournaments endorsed by FIBA during the YOG qualifying period
starting from 1 April 2013 to 8 June 2014.
Only NOCs of countries whose National Basketball Associations have
been members of the FIBA prior to 1 January 2014 may nominate
players for participation in the 2014 Summer Youth Olympic 3x3
Basketball Event. For the purpose of such eligibility both Full and
Associate members of the FIBA may participate.
4
4.2 QUALIFICATION PATHWAY
4.2.1 Team Competition
19 teams for each of the Boys’ Singles and Girls’ Team events will
qualify as follows:
1. The NOC other than host of the three best ranked teams at the
2013 U18 3x3 World Championships to be held on 29 September
2013 shall qualify for the basketball tournaments of 2014 YOG.
Should the same NOC have more than one team among the three
best ranked teams, the qualification place will be allocated to the
NOC, not yet qualified, of the next best ranked team.
2. The NOC other than the host of the three best ranked teams at the
2013 3x3 World Tour Final to be held on 5 October 2013 shall qualify
for the basketball tournaments.
Should the same NOC have more than one team in the three
best ranked teams or have already qualified via the U18 World
Championships, the qualification place will be allocated to the NOC,
not yet qualified, of the next best ranked team.
3. The top 13 NOCs in the FIBA 3x3 National Federation ranking on 1
June 2014 shall qualify for the basketball tournaments.
All National Federations meeting the eligibility condition are ranked
according to the sum of points earned on 3x3Planet.com by their
respective U18 players who are part of the top 1,000 players. This
ranking is calculated separately for men and women. In the event of a
tie, the NOC with the highest number of ranking points in the respective
age and gender will qualify. Should there still be a tie, the NOC with the
highest number of national players on the ranking will qualify.
4. A minimum of one NOC in each gender per FIBA Zone - Africa,
Americas, Asia, Europe, Oceania - and a maximum of 10 teams from
the same FIBA Zone per gender shall take part in both tournaments.
a. Should there be more than 10 teams per gender from the same
FIBA Zone, the ranking on 1 June 2014 will be used to determine the

lowest ranked team(s) of the above mentioned Zone. This team(s) will
be replaced by the next best ranked team(s) among the four other
Zones on the ranking on 1 June 2014.
b. Should there be a Zone without any qualified team in one of the
tournaments, the ranking on 1 June 2014 will be used to determine
the best ranked team from the above mentioned Zone. This team will
replace the NOC of the lowest ranked qualified team on the ranking
on 1 June 2014.
5. A minimum of 30 NOCs will take part in the men’s and women’s
tournaments. Should there be fewer than 30 NOCs, the compiled
men’s and women’s rankings on 1 June 2014 will be used to
determine the lowest ranked team(s) of the NOCs with two teams
already qualified. This team(s) will be replaced by the next best ranked
team(s) of the NOC not yet qualified.
The draw will take place on 24 July 2014 at FIBA office.
4.2.2 Individual Competitions
Only athletes qualified to the 3x3 team competition will be able to
take part in the Individual Competition.
Players will have to sign-in on-site.
The draw will take place on Friday 21 August 2014.
4.3 HOST COUNTRY REPRESENTATION
China, as the host country, has the right to enter one (1) team per
gender, provided that the concerned players cover the Eligibility
Criteria as defined under 4.1.

6. Competition Format
The Nanjing 2014 Youth Olympic Games 3×3 Basketball Competition
will comprise Team and Individual competition for Boys and Girls.
The 3x3 Basketball Competition will be held from Monday 18
August to Tuesday 26 August. All matches will be held at Wutaishan
Basketball Venue.
6.1 Team Competition
There will be 20 teams in both Boys and Girls competitions.
There will be two Pools of 10 teams, every team playing against each
team of their own group. The first 8 teams of each group advance to a
standard knock-out round which starts at the eight-final stage.
6.2 Individual Competitions
The 4 best players of the qualifications round of each individual
competitions will advance to the final stage.
6.3 Draw
The draw is automatized and based on the ranking of each national
federation.

7. Competition Rules & Procedures
The 3x3 Basketball Competitions at the Youth Olympic Games will
be held in accordance with the FIBA Rules of Basketball, FIBA 3x3
basketball rules and the Olympic Charter, which are in force at the
time of the 2014 Youth Olympic Games.
Pursuant to the Olympic Charter, FIBA assumes the responsibility for
the technical control and direction of its sport at the Youth Olympic
Games.
7.1 Code of Conduct
The FIBA code of conduct as itemized in the 2014 FIBA Rules and
Regulations will be enforced during the Youth Olympic Games 3x3
Basketball Competition.
7.2 Appeals
The eventual appeals will be covered according to FIBA Rules and
Regulations.
8. Equipment & Clothing
Equipment used or clothing worn by athletes and other participants at
the Youth Olympic Games 3x3 Basketball Competition must comply
with the FIBA Rules and recommendations and with the Bye-Law to
Rule 50 of the Olympic Charter.
9.Doping Control
The Nanjing 2014 Anti-doping team will plan and implement the
YOG Doping Control Programme in accordance with the World Anti-
Doping Code, IOC Anti-Doping Rules and other related international

standards.
The Doping Control Programme will specify the anti-doping activities
to be conducted during the Games-time, including notification
procedures, sample collection, storage and transport to the laboratory
of China Anti-Doping Agency accredited by WADA.
The Programme is aimed at maintaining the dignity of the Olympic
Movement and protecting athletes' fundamental right to participate
in clean sports, so as to promote the health, justice and equality of
athletes in sports events.
The test biological specimens, including urine and blood samples,
will be collected from selected athletes from the date of YOV official
opening to the date of the Closing Ceremony of Nanjing 2014 (12
August to 28 August 2014). All samples will be sent to the laboratory
of China Anti-Doping Agency for analysis.

12. Training Information
12.1 TRAINING VENUE

12.2 TRAINING POLICIES
Training facilities will be provided for all athletes from the opening of
the Youth Olympic Village (YOV) (August 12, 2014) to the end of 3x3
Basketball competition of Nanjing 2014 (August 26, 2014).

All training before the games time will be assigned under the
supervision of the practice court supervisor.
The service for practice courts booking is located at Event Information
Center of YOV and SID of the venue.
13. Medals
The top three teams in the finals will each receive a Gold medal, Silver
medal and Bronze medal respectively.
For the individual competitions, the top 4 players will each receive a
Gold medal, Silver medal and 2 Bronze medal respectively.
14.Victory Ceremonies
Victory Ceremonies will be held in accordance with the requirements
of the YOG Event Manual of the IOC.
The Victory Ceremonies will be held following the completion of each
event final on the Field of Play (FOP). Medallists will be invited onto
a podium to receive the medals and the mascots in the sequence of
the bronze, silver, and gold medallists. At the Ceremony, the anthem
of the NOC of the gold medallist will be played; and meanwhile the
flags of the NOC of the medallists will be raised. The Olympic flag and
anthem will be used for the mixed NOC team events.
