I.T. BlogFacebook Fun
How many of you out there areusing Facebook? Iʼve personallyfound it a great tool forconnecting with family membersand friends that I donʼt see everyday, however it is a securitynightmare. Anytime youdownload a new app or game itwants to access your personaldata and that of your friends, thenonce you stop using the app, ifyou donʼt remove it, then it willcontinue to have access to thatdata while you forget that it waseven there in the first place.I can strongly recommend going
into your privacy settings andspending ten minutes to gothrough all the options carefully. In particular watch out for thehidden ones, such as your DOBwhich is in your profile and makesure that it isnʼt available toeveryone, otherwise you will begiving away a key piece of infoabout yourself.Remember that prospective
employers or businessassociates may well “Google” youto find out a bit more, do youreally want your Facebook profileshowing up? It will by default andit may present a view of you thatis perfectly suitable for Friendsand Family, but is less thandesirable for business purposes. It also doesnʼt help that
Facebook periodically changetheir security settings, so keep aneye on any notices from them andonce in a while pop back anddouble check them, just to besure.

The Elgin Marvels
Fossil Reptiles & Footprints
Not to be confused with the Elgin Marbles, the Elgin ʻMarvelsʼactually come from Elgin! They are 250 million year old fossilreptiles, and their footprints, that were collected from oldsandstone quarries, mostly over a century ago. Dr Neil Clark,Curator of Palaeontology at the Hunterian Museum inGlasgow, provides a fascinating insight into our local history.
Carol Hopkins, a student at a 1996 Open University SummerSchool in Edinburgh, had visited the local Clashach quarry atHopeman and found a vast number of footprints beingexcavated. The quarry had recently been re-opened to supplystone for the facing of the new Museum of Scotland inEdinburgh. By 1997, Carol had investigated over 200 foot-prints and trackways!
The animals responsible for making these footprints arethought to have been mammal-like reptiles. Fossil skeletons ofthese animals were known from the nearby Cuttieʼs Hillockwest of Elgin and can be seen displayed in the Elgin Museum.
Also in 1997, Bill George, who worked in the quarry atClashach, found a rock with an intriguing hole in it. It was im-mediately thought this may be a cavity left by bones dissolvedby acid waters. No recognisable fossil bones had ever beenfound in the Hopeman sandstone so this discovery was po-tentially an extremely important one, as the age of thesandstone at Hopeman was not known with any certainty.
At that time, there was really only one way to deal with cavityfossils; to fill the cavity with rubber and smash it open with ahammer to remove the dried rubber. I decided this was
probably not the best way to investigate the cavity as it woulddamage the fossil so I removed the rock to Glasgow for furtherresearch using modern medical techniques.
With the help of Calum Adams, a consultant radiologist, at theWestern Infirmary in Glasgow and the Royal Alexandra inPaisley, we scanned the hole in the rock using both CT andMRI. It was not easy scanning through such a thickness ofrock and the machine had to be tweaked close to its limits. Asthe CT produced its first scan, we saw something I was notexpecting. We saw a difficult to interpret complex network ofcavities.
When all the scans were collected and stacked into a 3Dimage, the nature of the hole in the rock became clear. It wasthe entire skull of a mammal-like reptile! After this, the rockwas placed in a plastic box and filled with fluid to make theMRI scanning work. The whole process was so unusual thatthe BBC filmed an episode of Tomorrowʼs World on this noveltechnique of analysing cavity fossils in a non-destructivemanner.
Research by Arthur Cruickshank, an expert in such animals, showed that the skull was identical to a known animal fromCuttieʼs Hillock called Dicynodon (Gordonia) traquairi.Because of this discovery, we now know that the age of theHopeman sandstones is the same age as the Cuttieʼs Hillocksandstones closer to Elgin - 250 million years old.
In March 1998, the quarrying was increased which put anumber of critical footprints at risk of being destroyed. TheMoray Stone Cutters kindly offered to move the slabs ofsandstone containing footprints to a convenient spot, formingan amphitheatre close to the Moray Coastal Trail nearHopeman.

Just over one year on from the earth-quake that devastated Haiti, themassive aid effort has yet to bringstability to the country as cholera, rape and despair take hold. In thecentre of Port-au-Prince, the presi-dential palace still lies in ruins. Whatwas a large, green open space justbeyond the palace grounds is nothingbut a sea of tents.
After all this time, the piles of rocks, wood and mangled metal that wereonce homes and offices still line thestreets. Mountains of it fester betweenthe homes that were spared, likerotten teeth. “We are living in mud, weare living in garbage” said AugustCassandra. Here described is oneexample of poverty described fromwithin our global community.
Throughout our world people arestarving, thirsty, dying of preventablediseases, homeless etc. Oftenbecause of natural disaster, sometimes because of injustice orgovernment corruption, are just someof the reasons why. Sadly too oftenwe are quick to forget.
Although it can be different, there aremany social problems locally as wellas globally The biggest ever anti-poverty movement came togetherunder the banner of MAKEPOVERTY-HISTORY in 2005. Great stepsforward were made, but the fightagainst poverty continues.Mother Teresa when asked why shespent so much time among the poorsaid this: “Each one of them is Jesusin disguise.”
Nelson Mandela in a speech given onhis 90th birthday challenged thepeople of South Africa to considerthose in poverty. “There are manypeople in South Africa who are richand who can share those riches withthose not so fortunate who have notbeen able to conquer poverty.”
Jesus, God’s son, was someone whohad a heart for the poor. Jesusbrought healing to broken lives,Jesus fed the poor. Jesus made timefor needy people. Jesus calls us to dolikewise. Matthew 25v34-40 says“Then the King will say to those on hisright, ‘Come, you who are blessed bymy Father; take your inheritance, the
kingdom prepared for you since thecreation of the world. 35 For I washungry and you gave me somethingto eat, I was thirsty and you gave mesomething to drink, I was a strangerand you invited me in, 36 I neededclothes and you clothed me, I wassick and you looked after me, I was inprison and you came to visit me.’ 37
“Then the righteous will answer him,‘Lord, when did we see you hungryand feed you, or thirsty and give yousomething to drink? 38 When did wesee you a stranger and invite you in,or needing clothes and clothe you? 39
When did we see you sick or in prisonand go to visit you?’
“The King will reply, ‘Truly I tell you, whatever you did for one of the leastof these brothers and sisters of mine, you did for me.’ Let us as people seekto make poverty history as we reflecton Jesus words “whatever you do forthe least of these you do for me.” “If aperson shuts his ears to the cry of thepoor, he too will cry out and not beanswered.”- Proverbs 21:13

Vikings and Norse inthe Moray Firth
Where was the frontier?
Viking pirates attacked areas of Scotland, as elsewherein Western Europe, in the late 700ʼs and continued spo-radically for several hundred years. They favouredwealthy coastal settlements where their highly mobilefleets could accomplish swift grab and run raids. We knowabout the raids of monasteries, because monks elsewherereported on these frightening marauders, but suspect thatwealthy secular sites were also targeted. Not onlyprecious objects were taken, but also people to be soldinto slavery.
In the wake of these raidsScandinavians came andsettled, in particular onthe Northern and WesternIsles, but also toCaithness and Suther-land. These areas werecontrolled by powerfulchieftains, known as jarlsor earls. Gradually over
time the King of Norway obtained nominal overlordshipover these Scottish Scandinavian settlers. Officially theWestern Isles were part of Norway until 1266, and theNorthern Isles until 1472, resulting in centuries of Scandi-navian influence in these areas. Ideally the term Vikings isused to refer to the raiders, and Norse to the settlers.
The initial Scandinavian settlers were pagan and wereburied with gravegoods in marked contrast to the nativeChristian Picts. Viking graves are known from Caithness, and there appear to be isolated remains of female andmale graves from near Dunrobin Castle and Ospisdalenear Dornoch. South of the Dornoch Firth there is verylittle archaeological evidence, and unfortunately none atall from Dingwall. A Viking silver hoard was deposited atTarbat church, Portmahomack around 1000. Recently asmall silver ingot fragment, similar to ones found in Vikingsilver hoards, was found by a metal detectorist nearDores. If it dates to the Norse period, it would provide hintsof Norse use of the Great Glen. However, unfortunatelysilver ingots were used throughout history and intomodern times, and because it was not excavated by ar-chaeologists we are unable to determine the context ordate.Another metal detector find, but of a more distinctiveobject allowing better dating, was found only last year atArdersier. It is part of an openwork brooch or mount with
an interlaced animal. Brooches of this style were worn inScandinavia and often date around c. 1150. This excitingfind provides evidence of late encounters on the southside of the Moray Firth – but whether as a traded item orpart of a short-lived settlement cannot be determined.
From these fragments of evidence, it is clear we cannotsay anything with certainty about the southern frontier ofthe Vikings and Norse in the Moray Firth area south of theDornoch Firth. I suspect that it was not static, and wouldhave been a contested frontier area with its fertile agri-cultural land. It probably changed hands between Norseopportunists and the local powers, the original Pictishrulers (and possibly kings of Fortriu, if indeed this key latePictish stronghold was situated on the Moray Firth as AlexWoolf has argued), and later the earls of Moray (whoduring the reign of MacBeth in the early 11th century con-trolled a vast area), depending on who was stronger at thetime. Sometime in this period Dingwall presumably wasthe centre of Norse control, perhaps as Barbara Crawfordhas argued, as part of a strategy of the Earls of Orkney togain timber from the Conon and Beauly rivers to bringback to Orkney.
Tantalising questions remain. What was the relationshipbetween Norse and native in this area? Where were thePictish and later native settlements especially to the northof Inverness? And of course, how much and in what waydid this Norse settlement influence the local area? We canonly hope that future archaeological discoveries will shedlight on these issues.

Roads & Transportation• Murray Ross advised that a meetingwith Lorna Davidson to discuss theRelief Roads proposed routes consulta-tion has been arranged for Monday 24thJanuary 2011 in the Council Chambersbetween 3-4pm. Eight members agreedto attend. The Chairman agreed toinform the Elgin North and Elgin SouthArea Forums.• Murray Ross advised that he would liketo see the Moray Council encouragingmembers of the public to help grit theirown roads and pavements duringadverse weather conditions. He felt thatin order to do this, more grit bins shouldbe made available and the possibility ofa stock pile of grit being available at acentral location for members of thepublic to help themselves. Murray Rossagreed to investigate further.• George Littlejohn advised he wasawaiting replies to various letters he hadwritten to Ministers regarding theproposed changes to railway services,as agreed at the previous meeting.• George Littlejohn advised he had readan article in the Press & Journal statingthat the long-distance 125 train servicebetween Aberdeen/Inverness andLondon was to be retained. However, heis awaiting an official reply to his letter toPhilip Hammond, MP (the UK Govern-ment Transport Secretary) regarding thisissue. The Chairman agreed to informthe JCC of the proposed changes asthey would affect the whole of Moray.• Murray Ross reported that he had e-mailed members a copy of the proposedamendments to the Elgin Town CentreTraffic Management Plan; shouldmembers have any concerns they couldsend their comments direct to theaddress stated on the letter. Murray
Ross advised that the C&RBoECC R&TCommittee was happy with the changes.
Air Gun LegislationFollowing the possibility of Air Gun Lawsbeing devolved to the Scottish Govern-ment, a lengthy discussion took place togain views on this issue. All memberspresent agreed that Air Guns shouldcome under the same legislation as FireArms. The following actions wereagreed that:-• Bryan Watson and Gordon Methvenwould produce a report on the recom-mendations of C&RBoECC and pass tothe Chairman, who would then gain theviews of the JCC at its next meeting onthe 14th February 2011.• Any proposals should go through theASCC.• Support from Angus Robertson, MP,Richard Lochhead, MSP and Council-lors would be sought. It was emphasisedthat Members were not in support of atotal ban of Air Weapons - just greatercontrol of their ownership and use.
Community Notice BoardsThe following suggestions were putforward:• Obtain estimates from local carpenters- (solid wood with plastic lens).• Possibility of sponsorship from localbusinesses, dependent on location ofNotice Board.• Possibility of using the one alreadylocated in the High Street. The Chairman agreed to pass DeniseGormley’s e-mail to Mary Wall in orderto investigate further.
A.O.C.B.• Local Outdoor Forum. Following an e-mail request for volunteers, Anne Glover
agreed to nominate a member of theLeisure Committee and to complete allthe necessary paperwork. This wasendorsed by the C&RBoECC.• Harry Torry felt that in view of MorayCouncil now charging to park in theopen air public car parks they should bekept clear of snow/ice. Murray Rossagreed to take forward.• Bryan Watson stated he was veryimpressed by the work carried out in theopening off the High Street, opposite theM&S Simply Food store. Cllr Russelladvised that this was completed by theElgin Town Regeneration Fund.• Gordon Methven wished to raiseconcerns regarding the followingissues:-• Tailgating by young drivers on the A96in Alexandra Road.• Drivers not stopping at the PelicanCrossings on the A96 and Bishopmill.Gordon Methven to mention hisconcerns to the Police at the nextmeeting.• Harry Torry felt that the lights situatedin Bishopmill change too quickly fromGreen to Red when the button ispressed. Murray Ross advised that thelights were checked and found to beworking correctly.• It was also felt that the lights on theA96 by Lossie Wynd take too long tochange, leading to pedestrians crossingwithout waiting for the lights to change. The C&RBoECC R&T Committeeagreed to discuss with BEAR Scotland.• Beautification Scheme. In view of thebad weather and the winter plants notsurviving, it was agreed to plant winterbulbs only. Murray Ross agreed to takeforward.

Spring is the time of the yearwhen traditionally people’sthoughts turn to moving homeand nowhere could be nicer than
Moray with its stunning shorelines and fabulousforests – what a fantastic and beautiful place tolive!
A real benefit to buyers in the current financialclimate is that, rather than having to pay some20–30% over the asking price as was the norm awhile ago, properties can now be secured ataround the survey valuation figure. So now is agreat time to snap up a bargain to secure your firsthome or move up to a larger property to meetyour needs.
Remember, in order to place yourself in the bestposition as a buyer and speed up the purchasingprocess meet with your Solicitor at an early stageso that they are aware of your plans and candiscuss relevant matters with you. In Scotland alegally binding contract for a house purchase canbe reached quickly, sometimes evenimmediately, so firm up your mortgage offer inprinciple with your financial adviser and make sureyour funding is in place preferably before househunting.
By carrying out the above you will be best placed, when you find your dream house, to instruct yourSolicitor to submit a formal offer on your behalfwithout delay and to secure your new home.Good luck and please call or email if you wouldlike to make an appointment to discuss yourprospective purchase.

Fair fa yer honestsonsie face, whycan ye naeAmerica grace? That’s a question I
have been pursuing in my minis-terial role, promoting Scotland’sfood and drink.Unfortunately United Statesrules ban the import of haggisdue to sheeps lungs being part ofthe ingredients. Our food hygienelaws in Scotland are, however, strict and well policed by Envi-ronmental Health services and Ihave invited U.S. officials and
politicians to come to Scotlandand examine our meat produc-tion facilities in a bid to have thehaggis ban lifted. Not only would it help ensurethat those celebrating BurnsNight in the States can do so au-thentically, it would also providean important export boost forproducers who know there is amarket that they just can’t access. Here’s to the haggis and here’shoping!
While I amgenerally avoidingparty politics inthis column I thinkthe one political
issue I can mention without fearof reprisal is the UK Govern-ment’s plans to hold a referen-dum on the same day as theScottish Parliment elections. All of the main political partiesin Scotland have expressed theirconcern over this with the worrythat media coverage of the keyelection issues - including health, justice, education, environment,
fishing, farming and, indeed, almost all functions of local gov-ernment - will be overshadowedby the debate on voting reform. That belittles the importance ofthe Scottish Parliament ondeciding on these crucial issuesthat affect us every single day.At the time of writing there isstill a possibility of the votesbeing held separately and for thesake of democracy and having aproper debate on both theScottish Parliament and the ref-erendum I really hope that is thecase.

Safer Communities have launched an initiative
targeting dog fouling in Moray. The Green Dog
Walkers is a non-confrontational, friendly way to
change attitudes about dog fouling throughout the
Moray area. Volunteers wear a GDW armband (or
their dogs wear the GDW collar) which signifies that
they have "taken the pledge" to always:
• Clean up after their dog• Wear the armband when walking their dog• Carry extra dog waste bags• Be happy to be approached to 'lend' a
dog waste bag to those without• Be a friendly reminder to other dog walkers
to clean up after their dogs
The initiative was initially launched and piloted in
Forres in May at the Dog Show in Grant Park by
Community Warden Cowie. Consultation so far with
the dog owners who have already signed up to the
scheme has revealed that they believe the scheme
to be a really good way to approach the persistent
problem of dog fouling. Many also believe it is
beneficial to counteract the bad publicity dog walkers
get with this green armband, which in itself
represents and recognises responsible dog
ownership. The scheme in Forres is being supported
locally by Moray Coast Vets and the two pet shops
in the town, ‘Pearls Pets’ and ‘PALS’.
An evaluation for the first six month period of the
initiative is underway with results to be published
shortly. A questionnaire has been issued to all
volunteers signed up to the scheme. We will also
monitor how many dog fouling complaints have been
reported in Forres prior to the pilot and during this
six month period to assess the impact. Further eval-
uation can be done through the number of dog waste
bags distributed in the area and usage of dog waste
bins in the area.
First indications based on a comparison of the period
just before and during the start of the pilot show that
dog fouling complaints reported to the Safer
Communities Service in the Forres area has
decreased by approximately 50%.
Based on this information Communities Committee
gave approval to roll out the scheme throughout the
rest of Moray.
On Saturday 21st of August a Dog Awareness Day
took place in the Cooper Park, Elgin, organised by
Community Warden Debbie Anderson to raise
awareness of and tackle the varying community
issues involving dogs. The main aim of the day is to
show dog owners how to act responsibly and how to
care for their dog. This provided ideal opportunity to
further roll out the "Green Dog Walkers" scheme.
A further dog socialisation group has been attended
by Warden Anderson too at the request of the group,
through one of its members being a Green Dog
Walker.
In total we have in excess of 250 people signed up to
the scheme in a relatively short space of time which
is an extremely encouraging uptake to date.
