Revised Final Amounts 2017-18• Carryover/Final Amount Amendments: There
are still 3 Region 15 LEAs (as of 4/25 5/2) who
have not submitted amendments for
carryover/final amounts. Amendments for Carryover/Final Amounts must be made or the money “dies”. *Amendment deadline 6/1*
• Revised Final Amounts: Expect a slight
increase this summer (Jul/Aug?). – Statewide ranges from $1 to $465,000 adjustment
– No amendments needed (TEA will adjust your
largest class object code)
– If this pushes you over your 15% carryover
threshold, TEA will not sustain any audit findings
since this late increase was out of your control 5

Title I-A:S/NS and MOE
11
Title I-A has
three Fiscal
Obligations
Supplement, Not SupplantTitle I-A ONLYSec. 1118(b)(1)An LEA shall use Federal funds received under this part only to supplement the funds that would, in the absence of such Federal funds, be made available from State and local sources for the education of students participating in programs assisted under this part, and not to supplant such funds.
13
Supplement, Not Supplant
Sec. 1118(b)(3) - Special RuleNo LEA shall be required to:• Identify that an individual cost or service supported
is supplemental or• Provide services through a particular instructional
method or setting to demonstrate compliance
14
*at the campus level*
S/NS Methodology
LEAs must demonstrate methodology used to allocate State/Local funds is equitable.
*identified thru CNA and included
in DIP/CIP
Title I, Part AAll Other ESSA Programs
15
S/NS Exemption
• Exempt - LEAs with no duplicated grade spans
(be sure to consider coops with unique
campus numbers!)
16
S/NS Methodology• Not exempt - LEAs with duplicated grade spans
(more than one campus serves the same grade levels).
Ask yourself: How are my STAAR scores coded?
17
I’m Exempt! Hooray!
• Statement: Write a statement of
exemption. (We have a sample)
• File: Keep on file in business office
AND program office.
• Available: Make available to
auditor or TEA upon request.
18
I’m Not Exempt! Help!Please Note:
1. You must have a written methodology and
2. You must follow it
3. You may use different calculations for each level
(EL, MS, HS)
Include:
• Statement of Methodology (districtwide overall, or by
grade span)
• Type of Methodology (per pupil, weighted per pupil, or
personnel/non-personnel costs)
• Restatement of Statute
• Criteria used in methodology
• Mathematical calculation
Consider using our sample → 19
ESSA Maintenance of Effort
LEAs must maintain 90%+ of state/local contribution to general education from one year to the next. ▸ Failure to meet MOE = Covered ESSA allocations will be
reduced by the % failed. Can fail 1 out of last 5 years.▸ Waivers:
▹ Exceptional/uncontrollable circumstances (natural disaster, change in organizational structure - new)
▹ Precipitous decline in financial resources
