As we approach spring, we have to ask the question—did we really have a winter? The burst of high 80 to low 90s temperatures in February was certainly a surprise. The question now is—will 2015 be the year of a very long sum-mer? This weather is wonderful for the tourists, and even for us. However, it is disconcerting, and expensive, to have the air conditioning units running in February. Ah well, the weather is one item in our lives that we cannot change.

The Association is again hosting a Neighborhood Watch event on Saturday, March 21st, at the Association complex. There are many exhibitors already signed up to participate. They will have giveaways and door prizes for all attendees. The board is hosting lunch for all attendees-salads, sand-wiches and desserts. Look for more information in this edition.

By the time you receive this edition, the Association’s annual board director election may be completed. We are unable to publish the results of the election now, as we prepared this newsletter in mid-February; we will publish the elec-tion results in our April edition. However, the Association’s Bylaw Election begins this month. Ballots will be mailed on March 9th. Owners have already received a letter from the Association board of directors regarding the importance of voting in this Bylaw Election. There are four amendments to the Association Bylaws that the board is requesting owners to approve. Contact the Association office, or any board director, if you have questions regarding this Election.

On a sad note, our community lost a dear man in late Janu-ary. Chuck DeWilde served as an Association board direc-tor for many years, and he was well known throughout the community for his “souped-up” golf cart and his many pairs of matching knickers, socks and hats golf attire. Information about his Celebration of Life is printed in this edition. We will miss him.

ELECTION UPDATE

Four Association Bylaw amendments are proposed for owners’ consideration.

Ballots will be mailed on March 9, 2015. The proposed four amend-

ments will be published in our March edition.

The Bylaw Election Meeting will be held on Thursday, April 30, 2015,

6 pm, in the Association board room at 77-800 California Drive, Palm

Desert. If quorum is not met at this meeting, the Bylaw Election meeting

will be adjourned and rescheduled for a later date.

The Association board of directors is asking for your vote in this Bylaw

Election. If you are interested in helping your community as a Bylaw

Election Block Captain, please contact the Association office

Charles (Chuck) DeWilde, a long-time PDCC resi-dent, passed away on January 20, 2015. Chuck was an active member of the PDCC Men’s Club and was known throughout the community for his golfing attire. With his fancy golf cart and matching knickers and caps (he had twenty-eight sets), he was seen almost daily on the course; according to Jim Olsen, Men’s Club president, Chuck broke a record at the club, playing golf over 180 days straight.

Chuck married Colene Cunningham on July 7, 1962 in Rock Island, Illinois. He and Colene had three chil-dren, son Eric DeWilde and family, residing in Milton, Wisconsin, daughter Kelly Rudolph and family, resid-ing in Houston, Texas and his son Sean (deceased). Chuck’s four grandchildren and two great-grand-children were the joy of his life; he always enjoyed spending time with them. Chuck is also survived by his brother Paul DeWilde, sisters Mary Ann Bearman and Suzi Fields and their families; his brother Jim preceded him in death.

Chuck was employed by Leggett and Platt in South-ern California for many years; after his retirement, he and Colene settled in PDCC. After Colene’s passing in 2008, Chuck met Joyce Oldenburg, a long-time PDCC

resident who had lost her husband many years ago. Chuck and Joyce traveled the world together, taking four cruises and numerous road trips across country. As Joyce once said, “after thousands of miles in the car together, we still like each other”! In addition to their many travels, Chuck volunteered with Joyce at Martha’s Village and Kitchen in Indio. Chuck was always willing to take on any kitchen task assigned to him, and always with a smile. Their special friendship brought joy not only to them but also to their friends who were thrilled to see them both so happy together.

Chuck also served on the Palm Desert Country Club Association board of directors. He was a dedicated director who was always prepared and ready to make effective decisions for the Association members. His quiet demeanor at board meetings was welcomed by all.

Chuck will be missed by Joyce, his family and his many PDCC friends. As his long-time friend, Bill Greene, recently said to his wife Nancy, “Chuck was a nice person and a good friend”. Chuck hosted parties at the PDCC clubhouse for many years; he and Joyce invited over 120 people to their 2014 Christmas party. His generosity and friendship will be missed.

There will be a Celebration of Life for Chuck at the PDCC golf clubhouse 77-200 California Drive on Saturday, April 4th from 2-5 pm.

An Achilles Soft Spot?

Perhaps the most terrifying method to confound the American way today would be to figure out a way to disable ALL batteries. Your watch and cell phone would not work, as would (not) your thermostat, taximeter, automobile starter, TV tuner, telephone, refrigerator… yes, even things that do not have batteries depend upon power and supply systems which DO. Very shortly, our way of life would revert to the 19th century--Yikes!!

But here’s something more immediate to ponder; suppose those GPS satellites were to die… and they ALL will! We live in a society which has come to DEPEND upon Global Positioning Satellites. The GPS system is a “constellation” of satellites which revolve around the earth at the same speed and direction as the rotation of the planet. That means they appear to be in a fixed position. When you can lock onto a signal they send out, along with several others doing the same thing, you can calculate your exact position on the face of this globe, kind of like triangulation. Why would I do that, you may be saying… well… a surprising number of things depend upon the GPS system today.

We use this for locating and controlling military weaponry and troops. Police agencies and Abby Sciuto use it to find bad guys. Yellow Cab of the Desert uses it to keep track of their units in the valley using GPS. Rescuers find lost hikers in the San Jacinto wilderness areas using it. Your Garman or Magellan units use it to direct you to Grandma’s house. Scientists study ocean level changes and bird migrations with it, and things like Continental Drift, crop irrigation and volcanic and earthquake activity too. There is the beginning of a more advanced system called Galileo, as I understand it, making more precision avail-able. The present system started in 1978, with the first US Air Force satellite and has grown to about twenty satellites forming a man-made constellation about 12,427 miles above the planet. As they reach the end of their individual lives, they need to be replaced or we will lose accuracy by losing one of the reference points. And suppose some rogue government decided to shoot them out of the sky in numbers!

Now, I don’t believe there will be a shoot-down in any reason-able future. I feel the Air Force and the government’s paranoia agencies will have made some provision for safe existence of these artificial moons. And there may be other systems which science has devised or will devise to prolong these functions in catastrophic situations. Remember technological change is rapid and wide reaching. When I graduated high school there were no cell phones or satellites, and people planned a cross-country trip by using AAA Trip-Tik, little paper strip maps. By that increment of time in the future, what amazing innovations will have transpired.

Meanwhile, the next time your little speaker announces, “Right turn in… two miles… on Washington Street,” give a little silent thanks for the GPS constellation silently guiding from the heav-ens… or at least twelve and a half thousand miles toward them. Don’t do it out loud… people may look at you funny! -fhs

The Time to Waste Water is Never

Cooler temperatures and recent rain might diminish the urgency some feel about the drought, but California remains in crisis with respect to its supply of water; the Coachella Valley Water District (CVWD) is encouraging everyone to continue doing their share by conserving water and not wasting it.

Even in cold or inclement weather, CVWD’s mandatory water-use restrictions remain in effect. These include irrigating lawns only between sunset and 10 a.m.; setting sprinkler times based on the district’s drought watering guide (www.cvwd.org/conserva-tion/wateringguide.php); no washing down of hardscapes such as driveways or sidewalks; preventing water from flowing onto a neighbor’s property or hardscape; using only a hose with a shutoff valve when washing cars, windows, solar panels or tennis courts; operating fountains only if they recycle water; and repairing broken sprinklers within 24 hours of notification.

CVWD’s implementation of common sense-based mandatory water restrictions followed an emergency drought declaration by the governor of California and state-issued restrictions. Some of the listed actions are not prohibited if they are needed to address an immediate health and safety need, use recycled water or if taken to comply with a condition of a state or federal agency- issued permit.

The water district also increased funding for conservation programs, such as rebates for converting turf to desert-friendly landscaping, free smart controllers, new generation irrigation nozzle rebates, commercial rebates for commercial establish-ments, such as hotels, installing high-efficiency toilets and specialized water-saving equipment for restaurants.

These programs were extremely popular and in some cases funds have been exhausted. Visit www.cvwd.org/conservation/residen-tial.php for additional information about the programs.

The drought has plagued most of California for several years. Coachella Valley is, ironically, in better shape than some parts of the state because it is in a state of perpetual drought and CVWD has a long-term Water Management Plans in place.

On Friday, January 23, 2015, the City of Palm Desert held an informational forum on several topics regarding Palm Desert Country Club. One of the topics was the

condition and future of the Executive Course.

The Executive Course was closed to golfers in the spring of 2013 due to finances. The course is unable to bring in revenue equal to the cost of maintaining it,

and it operates in a negative cash position. Unfortunately the Executive Golf Course will never

operate as a golf course again.

Our next step is to determine the future of the course, one that is beneficial to both golf course operations

and the surrounding community. We want to involve the residents of the community in the process by

forming a committee of interested individuals. If you would like to participate, please send an email with

ARE YOU A SEASONAL OR SHORT TERM RENTAL

HOME OWNER?

After years of experience, helping people who own seasonal rental properties that are rented to snow-birds, or annual rentals to families and special events such as the Coachella or Stagecoach festivals, there is an important question to ask yourself:

AM I ADEQUATELY INSURED FOR THESE TYPES OF RENTALS?

As local independent insurance agents, people who own those types of properties often ask us if their homeowner’s insurance will cover their home and its contents while their renter enjoys valley events such as the BNP Paribas Open Tennis Tournament or the Kraft Nabisco LPGA Gold Tournament. The answer in nearly all cases is “you’re probably not” covered.

Your exposure or risk changes when you become a professional landlord, vs. the status of owner-occu-pied resident, even on a temporary or a short-term basis. The most important thing to know is that when you change to a landlord, you become subject to more liability and your personal property will be subject to different types of losses. Therefore, we urge you to call an insurance agent if you would like answers to questions such as:

• How do I find out on what basis is my home presently insured?

• Are my contents (personal property) covered should anything be stolen by the renter or some other unknown person? What about my copper piping in my air conditioning unit? (You may have read about thieves that steal and then re-sell copper from a/c units).

• Will my insurance company pay for the replace-ment cost for my stolen property or do they only pay for its actual cash value at time of loss? (This means they take your property and depreciate it, before reimbursing you for its value).

• If a loss occurs and your renter has to move out, will I be reimbursed for the rental income that I thought I would be getting?

• If a renter or their guest is hurt at my property and sues me, will my policy pay for my legal expenses if I’m guilty or not guilty of negligence?

• What limits of liability would I need should the renter die or become disabled because I was found to be negligent (such as carbon monoxide poisoning)?

The questions listed above are only a few that you need to get answers to before you change your status to a landlord, rather than a resident of your home. I urge you to contact an experienced and knowledgeable insurance broker, and become educated on what is your risk when you become a landlord.

They are dependable from toddler even into advanced age, under stress or bliss, peace or war, capable of humor, sorrow, pain, joy, hope, reflection, dreaming, prayer, hate, love, disgust, contemplation… my goodness, what a device!

I have to chuckle when I hear or read that someone has “perfected” a comput-er system which can think. Oh, it can “react” as it is taught, it can gather data and in a sense, that is learning. It can even store huge banks of information, and draw on those so fast it seems magical, but when it is all said and done, a computer can only do EXACTLY what it was programmed to do, or caused to do from our immediate input... which is a product of our amazing minds. So what’s my point? Ummm, let me think about that. -fhs

The human mind is an amazing thing. It starts out as a cell in the soup from which we develop. In a very short period of time it blossoms. It becomes a Memory and Instinct device capable of understanding ever advancing tech-nology, ever illusive love, ever confusing opposite sex logic. Any Mom will tell you the kids are born with talents, attitudes and personality which cannot be denied. The human mind and its mechanism, the electro-chemical brain, is astounding. One thing at which our brains seem to be very good is associat-ing words, phrases and sounds to images. Let me list some phrases and if you read each by itself, slowly, say it out loud, you will have a slide show of seemingly disconnected images, which mosaic into a mystically telling image of our individual lives. No two of us will see the same things! Yet all of us can identify! Here, try these phrases, words, groups;

Where is John Cameron Swayze when you need him. (Wait ‘till you see the weather girl!)I’ve come out here three times to take my meds, and I’ve cleaned the kitchen counters, wiped down the windows, re-arranged the refrigerator, made a shopping list, eaten twice, but I still haven’t taken my pills.
