Bear Awareness
Seminar ScheduledBy George Diaz
Spring Run Co-EditorResponding to the recent
problems this community has faced with
human and bear interaction, Springs
Community Association Manager Emil
"Skip" Scipioni has scheduled an important
seminar for residents on Feb. 11.
Mike Orlando of the Florida Fish
and Wildlife Conservation Commission is
scheduled to meet with residents at 7 p.m.
in the clubhouse.
A bear was euthanized recently
after an interaction with a Springs resident.
A man stumbled across a bear while
opening the front door to his home. Whenemergency officials arrived, they could not
immediately get to his front door because a
bear would not leave the yard.
After the bear left, the man was
transported to Florida Hospital Altamonte.
He was treated for lacerations to his face
and released.
The man has been charged with
i l le gal l y feed ing bea rs aft er FWC
investigators found ample evidence of
food attractants and that bears had been
frequent visitors to the yard. They took
their findings to the State Attorney's Office,
which agreed charges should be pursued. Although the incident wasnt
considered an attack, the bear had to be
put down because he had most likely lost
fear of humans and had become
habituated.
Orlando has spoken to residents
here in the past after other incidents in
which residents have not followed
guidelines in dealing with wildlife.
After the previous incidents, the
Spr ings BOD adopted a new policy
intended to change behavior _ by humans
and bears.
Much of it involves common
sense, like prohibiting direct hand-outs,
cleaning dirty barbecue grills, not leaving
pet food outdoors or putting up wildlife
feeders that attract bears and other wildlife
like raccoons.
It also mandates that residents
put out any garbage with trash or food
odor on collection days, Tuesdays and
Fridays, at 7 a.m. or later to prevent bears
or other animals from rummaging at night.
The hope is that people will
change their behavior, which in turn will
lead to discourage bears from behaving
badly. Leaving trash out at night, or worse,
feeding the bears _ will cause more of
them to be put down. It isnt pleasant to
think about this_ bears are killed with a
bullet to the head _ but its also important
for residents to understand the impact of
their actions.
I dont like killing bears, but
sometimes its a necessity, Orlando said.
Feeding bears is punishable by
60 days in jail, a $500 fine, or both.
Wildlife officials said they will
welcome calls from residents who spot any
illegal activity. You can contact the FWC
agency at 352-732-1225 or at the Wildlife
Alert number, which is 1-888-404-3922.

Association requires that all domestic pets
be leashed and curbed. The Springs
Association newsletter also reminds
residents monthly about this. Curbed
means that animal feces should not be left
in a neighbors yard or in the greenbelt.
Lets not forget that we all live in a
closed environment. The yards are small
and because of this you really must do your
part in fol lowing these rules and
regulations.
If you should see anyone not following
this rule, you can call Seminole County Animal Control at 407-665-5110. They will
be notified by the county and will be issued
a warning. The next time a fine will be
issued.
If you see a pet running free, you may
also call the county. This will also be a
warning first and then a fine. If the county
removes the pet; the owner will incur cost
to bring the pet back home. We would hate
to see any of our neighbors faced with

Minutes of the Board of Directors Meeting
Wednesday, November 18, 2009
To be approved by BOD at Wednesday,
December 16, 2009 Meeting
The Board of Directors of The Springs
Community Association, Inc., met at the
Clubhouse on Wednesday, November 18,
2009. Board members present were:
Jerry Alexandrowicz, President; Patrick
Grady Vice President; Bob Johnston
Treasurer; Ted Kaiser Secretary; Directors
Bob Shakar, David Forthuber and Donald
Ullrich. Emil Skip Scipioni, Community
Association Manager was also present.
Call to Order: There being a quorum
present and proper notice given,
President, Jerry Alexandrowicz, called the
meeting to order at 7 p.m.
Presidents Report: None
Secretarys Report: A motion was
made by Ted Kaiser and was seconded by
Bob Johnston to approve the minutes of
the October 21, 2009, Board of Directors
meeting as submitted. The motion was
carried unanimously.
A motion was made by Ted Kaiser and
was seconded by Bob Johnson to approve
the minutes of the October 29, 2009,
Closed Board of Directors meeting as
submitted. The motion carried
unanimously.
Treasurers Report: Bob Johnston
presented the Treasurers report. He
noted that we have $82,682 in the
operating accounts, $149,110 in the
money market accounts and $308,320 in
the reserve account. Currently there is
$178,611 in accounts receivable. Year to
date net income is $4,673.
Property Managers Report
Violations- The manager reported
approximately 80 property violation letters
were sent and announced that
approximately 60 percent of the violationsare being remedied. Full managers report
available in this newsletter.
Surplus- Ted Kaiser made a motion that
the landscape blocks and fencing stored at
the maintenance facility be declared a
surplus and be made available to the
highest bidder. The motion was seconded
by Jerry Alexandrowicz, and carried
unanimously.
Request for use of Springs by
Annunciation School: Usage wil be
during the week, the hours minimal, and
the students would not be parking. The
Board will allow the reservation of Springs
by resident for 55 students, while paying
the required user fee since this is a non-
holiday or summer season.
UPS deliveries. UPS delivery person
requested to deliver packages during
the holiday season via golf cart: After
discussion, the Board denied the request
because it may be the source of
violations. Documents do not allow.

HOMEOWNERS FORUM:
Jerry Alexandrowicz said that the board
has authorized Clayton and McCulloch to
hire Robert R. Bullard/Absolute
Engineering to study and evaluate the
storm water drainage in the Wisteria area.
R. Wolfe inquired about the nominees for
the upcoming election.
OLD BUSINESS:
None.
NEW BUSINESS
Adoption of 2010 Budget- The Board
reviewed the proposed 2010 budget. Jerry
Alexandrowicz made a motion to adopt
the budget, and Patrick Grady seconded
the motion. The motion carried
unanimously.
Change to ACC Policy 14 ACCCommittee recommended to the Board of
Directors, and Jerry Alexandrowicz moved
that the following be adopted by the SCA
BOD: To promote a uniform appearance of
The Springs Community from the public
side of the PUD boundary, the fence, wall,
or barrier constructed along the PUDs
boundary from the Little Wekiva River
West along S.R. 434 to Wekiva Springs
Road and along Wekiva Springs Road to
the Mourning Dove intersection will be
constructed to design and specifications
approved by the Springs Community
Association Board of Directors. This will
follow the adoption by the ACC. Ted Kaiser
seconded the motion. The motion carried
unanimously.
Parcel Transfers - Motion:
Ted Kaiser moved that the property
manager be authorized to have our
attorneys prepare paperwork to transfer
property by Quit Claim Deed to Sub
Associations, and that the BOD president
be authorized to sign any legal documents
to accomplish this. Parcel No.
03-21-29-516-0000-007 Live Oak Village,
03-21-29-523-0BOO-0000 Spreading Oak
03-21-29-520-0AOO-0000, Spreading Oak.
Bob Johnston seconded the motion and it
carried unanimously.
Management Contract Ted Kaiser
made a motion to authorize Jerry
Alexandrowicz and Bob Johnston to
negotiate pen and ink changes with the
management company. Robert Shakar
seconded the motion. The motion carried
unanimously.
Amendment to Declarations Ted
Kaiser made a motion to propose an
amendment to ART V, Sec 3 Basis and
Maximum Annual Assessments and any
related sections of the Declarations, By-
Laws or Articles of Incorporation to allow
the Board to increase the annual
assessment each year, in an amount not
to exceed 12 percent over a three year
period. The motion was seconded by
Robert Johnston and carried unanimously.
Saxon/Clark Property Mr. Saxon
presented a preliminary Memorandum of
Agreement regarding the use of hisproperty contiguous to The Springs and
Pettys.
ADJOURNMENT:
With no further business, the meeting was
adjourned at 8:35 p.m.

home simply because they were loose,
and also hate to see them pay a fine for
failing to curb their pet.
The SCA has provided areas where
bags can be picked up to use on your
walk but, if you walk your pets only in the
villages, we ask that you use a plastic
bag. No one wants to step in feces left
behind by an unconcerned neighbor. Inour warm environment, the odor from
uncollected pet waste can be very
offensive.
Lets work together to ensure that we
all can enjoy our common areas and yards
free of animal waste.

Social Committee Events are all self-
funding. No community funds are used tosupport these events. We rely on
dona tion s (and the gene ros ity of
committee members) to provide the
programs and events in our community.
So if you have a few spare dollars, the
committee can always use the help.

Be sure to highlight any unique features.
Also, include the NAME of the dog, the
BREED, approximate WEIGHT, HEIGHT,
and any unique characteristics.

COMMUNITY:
The SCA maintenance staff made repairs
to footbridge on Riverbend. The staff
removed a fallen tree and repaireddamage to fence on S.R 434 and 120
Springside Court. The staff made a new
sign for front entrance. Karls Nursery
replaced dead Sable Palm at entrance at
the expense of Becker Landscaping.
Kroeplin Irrigation completed installation
of hose bids, a jet pump, pressure tank
and switches to the irrigation system at
the entrance. This was needed to allow for
hand watering of the entrance landscape.
Electric Motor Repair made repairs to
streetlights as necessar y. Unroe
engineering completed its work and
delivered sealed drawings for the sanitary
sewer hookup of the clubhouse and spas. Asphal t repa ir and resurfac ing was
completed by D-2 Site LLC.
ENTRANCE:
Electric Motor repaired front entrance
landscaping and streetl ights. The
maintenance staff spent considerable time
working with the front entrance
landscaping and fixing the irrigation leaks
as they occurred.
MEN & WOMENS SPA:
Staff painted the pool coping and
prepared deck for painting. Staff power
washed spa buildings.
PROPERTY INSPECTION:
R.V Lot: SCA maintenance is removing
a n d o r g a n i z i n g s t o r e d i t e m s .
Management plans on doing a complete
inspection of R.V.s, vessels, and vehicles.
Electric Motor replaced the electrical panel
box at the R.V./Maintenance building.
Stables: SCA maintenance checked and
repaired irrigation, replaced one fan,
cleaned cobwebs/spider webs from rafters
and replaced bulbs as necessary. Orkin
sprayed for spiders. Maintenance also
replaced some hardiboard on the exterior
of the barn. Cedar 2 x 4 boards were
replaced on stall # 2. Repairs were made
to fencing posts paddocks and ring.
RECREATIONAL AREA:
The staff cleaned Springs weekly as
scheduled, and completed repair to brick
