1st Meeting of the Governing Body of AIIMS Bhopat was held at 5.30 pm

Thursday, the 20th July 2017 in Room No. 347 (Committee Room), 'A' Wing,

Welfare, Govt. of lndia attended meeting as a speciat invitee.

At the outset, Dr. Nitin M. Nagarkar, Director, AIIMS Bhopat and

Member Secretary of the Governing Body welcomed the Hon'ble Chairman and

requested him to Chair the 1't Meeting of the Governing Body.

It was confirmed that the quorum was comptete. The Chairman requested the

Member Secretary to introduce the agenda items and initiate discussions.

The Governing Body detiberated upon the agenda and resolved as under:

cordially wetcomed Hon'ble Chairman and allthe members and expressed his

gratitude for making it convenient to attend the meeting. Hon'ble Chairman

also expressed his pleasure for convening the First meeting of Governing Body

and thanked att the members for their presence and cooperation.

Brief Presentation on AllttlS Bhopal by the ilember Secretary

Member Secretary and Director, AIIMS Bhopat thereafter made a PPT

presentation hightighting the important administrative and academic events,

the achievements and major devetopments of the Institute in sequence which

took place since last meeting of the Governing Body. He also mentioned about

the challenges and other issues faced by AIIMS Bhopat. He further informed

that various services are increasing day by day with approximately

1500 patients attending 0PDs per day, 850 Major surgeries per year and

Lab investigations of around 12950 per month. He added that, presently

8 OTs are functional at AIIMS Bhopal and are expected to be increased by

15 by the end of this year. 307 bedded hospitat (with 3150 IPD admissions per

year) is presently functional and is expected to be enhanced 700 beds by end

of this year. The Central Library, which was inaugurated recently, is one of the

finest in Central lndia.

Member Secretary while presenting the report of progress made by

AIIMS Bhopat in the last one year mentioned about the hard work and

contribution made by the present administrative team.

He calted upon atl the members of the Governing Body to make collective

efforts and give constructive inputs to devetop the lnstitute as a World class

institution. He appreciated the recent developments and hoped that in near

future many more advanced facitities wi[[ be devetoped at AIIMS Bhopat.

Hon'ble Shri Atok Sanjar, member of GB expressed his futt satisfaction for the

various progressive measures and patient care services which have been

initiated by the AIIMS Bhopalduring the tast one year.

To approue the recommendations of the Standing Selection Committee forthe promotion process under Assessment Promotion Scheme (APS) forFaculty ilembers

Member Secretary etaborated the procedure adopted by the lnstitute for

Assessment Promotion Scheme (APS) for the Faculty Members, in accordance

with the guidelines issued by the Ministry.

The recommendations of the Standing Selection Committee were placed

before the Governing Body in separate sealed envelopes (available with

Director AIIMS Bhopat) and after due consideration, the Governing Body

approved the recommendations of the Standing Selection Committee for

promotion of 37 Faculty members in 18 different departments of the

lnstitute.

under Assessment Promotion Scheme (APS) in various departments are as

To consider the increase in upper age limit from 50 years to 58 years forrecruitment to the post of Professors and Additional Professors

Member Secretary informed the Chair and other members that Hon'bte HFM &

President of the lnstitute vide MoHFW's letter No. Z-2801611612014-SSH

dated 15th November, 2015 has atready approved to raise the upper age timit

from 50 years to 58 years for direct recruitment to the post of Professors and

Additionat Professors, keeping in view of the shortage of senior

Faculty Members faced by six new AIIMS during the recruitment of the

Faculty Cadre. However, the upper age timit for the post of

Associate Professors and Assistant Professors witt remain 50 years.

Governing Body approved the Agenda.

To confirm the extension of ualidity of Subject Expert Panel by anotherSix ltlonths (i.e. upto 28.10.2017)

Member Secretary informed that in compliance to the directions of the

Ministry, the then Director had prepared a pane[ of subject experts in

consultation with Chairman of the Standing Selection Committee and the

same was approved by the President of the lnstitute vide MoHFW letter

No.\-2801 6127512014-SSH dated 12th May, 2015 with a vatidity upto 29-04-\\

However, MoHFW vide its Circular No. 2-2801517312O15-SSH dated

09-07-2015 has extended the vatidity of the panel of subject experts from

one year to two years i.e. upto 29-04-2017. Furthermore, the vatidity of the

panel of subject experts has now been again extended for 5 more months

upto 28-10-2017 vide letter No. 2-28015127512014-SSH dated 7th April,

2017.

To consider the recommendations of the Standing Selection Committee for

the direct recruitment of Faculty Members

Member Secretary informed that a total of 251 Faculty positions

(Professors/AdditionaI Professors/Associate Professors/Assistant Professors)

were advertised vide lnstitute's Advt. No.: AIIMS/Bhopat/z015/03

dated 02.03.2015 against which 1551 online applications were received.

The interviews for these positions were hetd in 3 phases. He further

etaborated the procedure adopted by the lnstitute for the direct recruitment

of Faculty positions at AIIMS Bhopal, in accordance with the guidetines issued

by the Ministry.

The recommendations of the Standing Selection Committee were placed

before the Governing Body in separate seated envetopes (available with

Member Secretary and Director AIIMS Bhopat) and after due consideration,

the Governing Body approved the recommendations of the Standing Setection

Committee.

To consider the aduertisement for unfilled faculty positions at AllttlSBhopal on direct reruitment basis

Member Secretary informed that AIIMS Bhopat had advertised a totat of

251 Faculty Posts (Professor/ Additional Professor/ Associate Professor/

Assistant Professor) against which a total of 1561 online applications were

received. The interviews for these 251 posts on direct recruitment basis were

conducted in phased manner. The interviews for the fo[lowing departments

could not be conducted, due to reasons mentioned below:

Further, he elaborated that even after conducting the Faculty recruitment

lnterviews successfutty, there is a possibitity, where seats remain vacant in a

particular department due to various reasons [ike; no applications received,

non-selection of applicants and also non joining of selected candidates for the

post offered. For such type of cases, remaining vacant posts may be

advertised afresh in due course of time.

Keeping in view of the above, Member Secretary has requested to GB to accord

in-principle approval for floating of new advertisement for unfilted facutty

positions, on direct recruitment basis.

Governing Body approved the Agenda in principle. Hon'ble Chairman further

Member Secretary requested the GB to adopt the Residency Scheme, 1992 of

Government of lndia mutotis mutondis as in AllMS, New Dethi, which has been

imptemented, vide order No.11 014131910ME(ll) dated 5th June, 1992.



To approue the enhancement of remuneration to Guest Faculty/ Technical

Experts and Payment of Sitting Fee, in respect of Non-officials ofCommittees/PaneUBoards in New AIIMS

Member Secretary informed that MoHFW vide its tetter No. 2-2801615O12O17-

SSH dated 15th June, 2017 has conveyed the approvat for enhancement of the

remuneration to Guest Facutty/ Technical Experts and Payment of Sitting Fee,

in respect of Non-officials of Committees/ Panet/ Boards in New AIIMS with

the rider that matter may be placed before the GB by the lnstitution for its

decision and request the GB for approval of the same.
