01 Introduction
The Government of Sri Lanka is currently implementing the Grater Colombo Water &
Wastewater Management Improvement Investment Programme (GCWWMIIP) to improve water
supply and wastewater system in the Greater Colombo area. The expected impact of the Project
is ‘improved quality of life for the residents of Greater Colombo. This will be through (i)
improving and expanding water supply network and reducing non-revenue water (NRW) , (ii)
strengthening and reforming institutions in the water sector for better service delivery and
resource management, and (iii) building project management and implementation capacity in
Greater Colombo area.
This Annual Safeguard Monitoring Report has been prepared for aforementioned investment
programme which involves: (i) increase water supply availability and efficiency in Colombo; (ii)
enhance the distribution system and reduce NRW; (iii) establish a mechanism to reduce NRW;
(iv) enhance the institutional, operational and project management capacity of NWSDB.
02 Purpose of the Report
The ADB Public Communications Policy (PCP 2011) refers the Safeguard Policy Statement
(SPS 2009) with respect to information disclosure related to project safeguard documentation
states that ADB shall post on its website the safeguard documents submitted by the borrower
and/or client. These safeguard documents include Resettlement (RP), and the social safeguard
and environmental monitoring reports. It requires that semiannual monitoring report shall be
submitted periodically over the total implementation period of the project, covering
Environment, Resettlement and social safeguard issues.
The above requirements are spelled out in this Social Safeguard Monitoring Report of the Project
for the year of 2015.
03 Legal Frame Work for Resettlement Plan
The Resettlement Plan for GCWWMIIP has been prepared according to the National Involuntary
Resettlement Policy (2001) and ADB Safeguard Policy Statement 2009. The land owners who
lose land due to the project will be compensated at replacement value or land for-land where
feasible. The policy framework and entitlements for the Project are based on national laws: The
Land Acquisition Act, 1950 (LAA, amended in 1979) the National Involuntary Resettlement
Policy, 2001 (NIRP); and ADB’s Safeguard Policy Statement 2009.

The survey and assessment undertaken during preparation of the project indicated that the project
will entail some degree of resettlement impact. Therefore GCWWMIIP is designed to minimize
land acquisition and resettlement impacts. The Project will:
1. Utilize existing lands for rehabilitation of existing water supply facilities.
2. Utilize vacant Government land to the extent possible for new facilities.
3. Where Government land is unavailable due to constraints (proximity and elevation
requirements) in locating facilities, land selected will minimize any dislocation.
The above aspects are addressed as relevant in this report.

04 Scope of the Project
Under project 01, Following improvements are proposed

04.1 System Rehabilitation- Colombo North Area (Package 01)
Contract has been awarded to TODA-Sierra Joint Venture on 30th October 2014. Contractor is
presently mobilized and is carrying out preconstruction works .Ongoing works are trial pit
excavation, design works and house to house surveying.
04.1.1 Scope of Work
This Contract is for the water supply distribution network improvement in the group of subzones
1, 2,3,4,5,6,9,10,11 & 26 which constitute ten DMAs. The Name of the ten DMAs of the
Colombo City North Area within the Colombo Municipal Council limits respectively are;

04.1.3 Project Goal and Scope of Work
Goal:
1) Rehabilitation of North of Colombo city water supply scheme, update GIS
database and DMA design
2) Establishment of hydraulically isolated DMAs for easy monitoring and
reduction of water losses
3) Carryout NRW management within each DMA and reduce NRW to below
18%
Scope:
1) Approximately 104 km of pipe lines to be laid
2) Transfer nearly 23,200 service connections
3) Nearly 9 km is considered to be rehabilitated with trenchless technology
(de-scaling, re-lining, and pipe bursting)
04.1.4 Trial pit excavation work
Trial pits and trial trenches excavation works are carried out during the night time to minimize
the public disturbances. Contractor has properly used traffic signs –(Road works ahead &
Mandatory signs) and safety equipment’s (warning and safety sign boards, safety jackets, safety helmets, safety gloves ,gum boots barricade tapes, traffic cones & blinking lights) have been
provided.
Note: One side of the road allowed for excavation of trail pits and trial trenches to minimize the
disruption of the vehicle access in entering and exiting.

04.1.5 Resettlement Plan Update
Due to the change of route of Transmission main, RP was updated recently (July 2015). Site
visits, Business Survey & Focus Group Discussions were done to finalize RP.

04.1.6 Pipe Laying Work
Pipe laying work commenced on 24th July 2015 with the final approval of the detail design of
DMA 1 & 3. Work in DMAs 1 and 3 is in progress now. The contractor is equipped with all the
safety gear for workmen, equipment necessary for road safety during the night work including
lighting, excavation and road reinstatement, GPS equipment for recording locations of pipe and
other utilities as well as for house to house survey.
Following actions have been taken by contractor to minimize the impact to public and workers.

04.1.7 Public Awareness Programme
In consultation with the PMU of the NWSDB, a project awareness leaflet in all three languages
(Sinhala, Tamil & English) was drafted by the contractor and distributed to the consumers in all
DMAs. This leaflet gives an outline of the objectives and scope of the project as well as the
benefits the consumers will derive from it.
Before commencing the site work public is educated about the area that the civil work is to be
done and about the inconveniences that they can undergo because of the construction work. Also
they are instructed to take precautions for their own safety when the work is in progress.

4.1.8 Grievance Redress Mechanism for Package I
Followings are the main objectives of establishing a Project Grievance Redress Mechanism.
Ensure better safeguards mechanisms for implementation of subprojects.
Resolve social and environmental grievances in the Project areas.
Build up a relationship of trust amongst the project staff and the affected parties.
Ensure transparency in dealings amongst stakeholders including affected parties
through a proper communication system.
Package I Grievance Redress Mechanism was established in 14th October 2015 with the
participation of Divisional Secretary of Colombo, Head of the Gramaniladhari, Grama
Niladharies, Area Engineer Mattakkuliya , Project Manager of Package I, Deputy Project
Director (PMU), Deputy Team Leader (PMU), PMU Social Safeguards Officer, PMU
Environmental Officer, Contractor’s representatives and representatives of relevant Community
Based Organizations. The Social Safeguards Officer of the PMU initially briefed about the
Grievance Redress Mechanism of the Project, importance of establishing GRM, Process of
solving issues, Members of the GRC and explained the procedures and formats to be used
including the reporting procedures.
Composition of Grievance Redress Committee (GRC) is as follows.

As per the decision taken at the above meeting, grievance redress/ suggestion forms, complaints /
suggestion boxes and complain register were placed at the following four locations:
1. Divisional Secretary office -Colombo
2. Project Management Unit -Wellawatta
3. NWSDB, Area Engineer’s Office -Mattakkuliya
4. Contractor office –Mattakkuliya

04.2 System Rehabilitation- Colombo East Area (Package 02)
Tender was advertised on 02nd Jan 2014, which was closed by 25th April 2014 with extension.
Evaluation were completed and Contract was awarded to KOLON GLOBAL Corporation on
12 Mar 2015. Advance payment for ADB potion was paid on first week of July. Contractor is
presently carrying out the preconstruction works such as Hydraulic Model Analysis, Material
Approvals, investigation works and House to house surveying.
During the trial trench /pit excavation period, following are being carried out by the contractor to
minimize the social impact of the people who living in the project area.
I. Displayed adequate sign boards to provide information to the motorists
II. Provide traffic controllers to manage the traffic by using illumination (Duel
Color) traffic controlling battens.
III. Distribute the public awareness notices to public to make them aware of the
project & activities which are going to be done.
IV. Closure of only half of the road to minimize the disturbance.
V. Installing hazard warning flash lights to warn the motorists
VI. Water spreading during the trench excavation to control the dust emission.
VII. Properly cleaning the site after completion of work by using the water.
Occupational Safety
I. Utilize the Health & Safety Engineer and Safety Officer to ensure the
occupational safety.
II. Arrange proper lighting to reduce the accidents during the night work.
III. Providing bathing facilities and washing facilities to the workers
IV. Provide potable water for drinking purpose.
V. Provide first aid facilities to the workers.
04.2.1 Public Awareness Programme
In consultation with the PMU of the NWSDB, a project awareness leaflet in two languages
(Sinhala & Tamil) distributed to the consumers before commencing trial trench work. Public is
educated about the area that the civil work is to be done and about the inconveniences that they
could encounter.

04.3 Construction of NRW office in Maligakanda
Current Status:
Architectural Design of the building was completed and superstructure design was
completed and sub structure design to be completed by PMU.
Soil Investigation tender was awarded to Ms Soil Foundation (Borehole test completed).
Bid document preparation for civil works in progress.
04.4 Construction of Ellie house Area Engineer’s office
Current status:
Tender was recalled, as there were no eligible bidders. Eligibility criteria were revised and
Tender published on 05-11-2015, original deadline of submission of bid was on 14-01-2016.
Later closing was extended up to 28 Jan 2016. Pre bid meeting was held on 03-12-2015.

05.1 Current status of the Project
05.1.1 System Rehabilitation- Colombo West Area (Package 03)
Current Status:
Bid was advertised on 01st Dec 2014 and closed with extension on 20th Mar 2015.
SCAPC meeting was held for technical evaluation report on 07th August 2015 and
decided to call for clarifications. Accordingly clarifications were called & closed.
Evaluated clarification report was submitted to SCAPC and subsequently two SCAPC
meeting held on 23rd November and 11th December2015.
05.1.2 System Rehabilitation- Colombo South Area (Package 04)
Current Status:
Tendering was closed on 29th August 2014.
ADB approval was received for the technical evaluation on 28th May /2015.
The financial bids were opened on 29th July 2015. The financial bid evaluation
was completed & submitted to SCAPC meeting held on 04th September 2015.
At the meeting SCAPC directed TEC to resubmit the report excluding lowest
evaluated bidder M/s Sinohydro. Then revised report was submitted to SCAPC
and it was approved at the meeting held on 28th October 2015.
Financial bid evaluation report was submitted for ADB concurrence on 09th
November 2015.

05.1.3 Construction of New Training Center with Hostel facility.-Thelawala and LS
Yard at Polwatte
Originally it was proposed to renovate the existing training center at Thelawala. However
NWSDB Management decided to construct new training center at rear side of the existing
training center premises. Accommodation facilities will be located at LS Yard –Polwatta. Both
selected sites belong to NWSDB.
Current Status:
Soil investigation was completed in LS Yard (the proposed land for construction).
Architectural & Structural Consultancy contract was awarded to M/s Russell Dandeniya
Chartered Architects on 29th September 2015.
Preliminary design completed and municipal approval to be obtained.
05.1.4 Construction of office buildings for Area Engineer- Maharagama
Bid was advertised on 22nd August 2014 & closed on 6th October 2014.
Contract have been awarded to Ms/Luminex on 08th December 2014.
Design: Design works fully completed.
Construction:
AC, Fixing of Fans, Electricity and Fixing of Aluminum Doors & Windows of 2nd and 3rd floors
have been completed.
Installation of Lift has been completed.
Note:
Safety and warning signboards have been displayed at site. No fatal accidents were
recorded during the reporting period.
The Contractor has fenced off safety mesh over the building

05.1.5 Construction of office buildings for Area Engineer- Pamankada
UDA has agreed to provide selected land at Nawala Rd, Narahenpita on 30 years lease basis
amounting to Rs.70, 570,952.00 with an annual nominal rental Rs.10, 000.00. Advance payment
of Rs. 10 million was paid to UDA by the project.
Current Status:
Architectural & structural consultancy bidding document preparation is in final stage.
Document evaluation for soil investigation contract was completed and approved by PPC
(Project Procurement Committee) – minor on 17th December 2015.

05.1.6 Booster pump house at Eli house reservoir site
The proposed Booster Pump House at Eli House Reservoir site’s land belonging to NWSDB. Hence land acquisition is not anticipated.
Current status:
Document preparation works completed & PPC and ADB approved. Bid document was
published on 14th December 2015 and will be closed with extension on 16th February
2016.
Bid evaluation in progress.

06 Scope of the Project (Project 2 –AFD Component)
Scope of the project includes:
1. Replacement/rehabilitation of pumps at treatment plant and intake, establishing a
SCADA system, construction of backwash recovery system and control building, and
related works
2. Supplying and laying 5 km dia 1200 mm DI pipes from Gothatuwa to Colombo City
Limits, construction of ground reservoir of 15,000m3, pump station and buildings at
Gothatuwa; construction of booster pump station and a dia 500 mm DI pipeline to
Moragasmulla
3. Supplying and laying 9 km dia 1200 mm DI pipes from Ambathale to Colombo City
Limits.
06.1 Replacement/rehabilitation of pumps etc.
The scope is as described above.
Current status:
Bid was called on 29th April 2015 and closed with extension on 04th September 2015.
First stage technical evaluation was completed and sent to SCAPC for approval on 10th
December 2015.
06.2 Supplying and laying of pipes from Gothatuwa to Colombo etc.
The scope is as described above, which consist of pipelines, reservoirs and construction of pump
stations.
Current Status:
• Bid was published on 21th April 2015 & closed with extension on 28th July 2015.
• Technical bid evaluation has been completed and submitted to SCAPC on 08th October
2015.
• SCAPC decided to call the clarification which was called on 15th October 2015 and closed
on 29th October 2015.
• Evaluated clarification report has been forwarded to SCAPC

Under above contract following improvements are proposed.
06.2.1 Construction of Booster Pump Station at Moragasmulla.
Progress of Land Acquisition
The selected land for construction of Booster pump house belongs to a private owner. Earlier owner had given his consent to sell the land. However due to a legal issue arisen, the Legal Section of the NWSDB did not suggest to purchase the land. Instead, it will be acquired under the Land Acquisition Act.
Acquisition notice was gazette on 12th August 2015 and initial payment has been deposited to Sri Jayewardenepura Kotte Divisional Secretariat office to process the acquisition of the selected land. Value of the initial payment is Rs.3, 750,000.00. The Ministry of Land has informed to Sri Jayewardenepura Kotte Divisional Secretariat to exhibit the acquisition notice in public places with mentioning the public purpose of the acquisition. Copy of Gazette notification and the letter send to Kotte Divisional Secretariat office by the Ministry of Land are attached as Annexes 05 and 06.
06.2.2 Construction of Ground Water Reservoir at Gothatuwa
Progress of Land Acquisition
The identified land for proposed construction belongs to the Ministry of Health. The NWSDB made several attempts to reach for officials of Health Ministry to finalize this land issue, but the attempts were not successful. The GCWWMIIP Staff has again initiated the discussion with the
Hospital Management to settle this land issue and had several discussions during last ten months.
The required land area was 1.1ha. During the discussions with Hospital Management, they
requested NWSDB to reduce the land requirement as much as possible to avoid a building,
which is having an archaeological value. Therefore, optimization of land was carried out, which
resulted in a new requirement of land of 0.85ha.
The IDH Hospital Management agreed to release the required land for 30,000 Cum Water
Reservoir and Pump House subjected to the following conditions,
a) The staff quarters affected due to the proposed installation should be
reconstructed on a suitable location as directed by the Hospital Management.
b) Ongoing Construction Activities of Area Engineer’s Office should be terminated and handed over to them for their use. But NWSDB informed the Hospital
Management that a new building could be constructed according to their
requirement at any location they prefer. However, the Hospital Management has
refused our proposal and maintained their terms.

The NWSDB has agreed to accept the conditions (a) and (b) provided that, the conditions (b)
will be satisfied with construction of new similar building to meet Hospital Management’s requirement, instead of transferring the on-going building to Hospital Management.

07. Conclusion and further actions
During the period of review, the Contractors of the on-going works have satisfactorily
addressed the social safeguard aspects, with no major issues arisen. Monitoring of social
safeguard issues have been maintained by the PMU and project implementation officers.
The project will benefit the general public by contributing to the long-term improvement of water supply system and community livability in Colombo City. The potential social impacts are mainly during the construction period, which was proven to be minimized by the mitigatory measures and sound engineering and construction practices. The project’s Grievance Redressal Mechanism established in one area has provided the citizens with a platform for redressal of their grievances and describes the informal and formal channels, time frame and mechanisms for resolving complaints about social and environmental performance. However, no grievances have been recorded through the GRM during the period of review in the project.
