Swine flu claims 36 morelives, over 19,000 affected
Agency : NEW DELHISwine flu has claimed 36more lives raising the toll to1,041 even as the number ofpeople affected by the H1N1virus in the country breachedthe 19,000 mark today. Asper data collated by theHealth Ministry, the totalnumber of deaths due toswine flu was 1,041 tillyesterday while the number ofpeople affected were 19,046.The Health Ministry hadyesterday given the figure ofthose affected to be 18,105.In Rajasthan, the death toll hasclimbed to 257 while thenumber of those affectedstood at 5,403. As manyas 256 people have died ofthe disease in Gujarat,which is among the worstaffected states. So far,4,162 people have beenaffected in the state. In
Madhya Pradesh andMaharashtra, the totalnumber of deaths has beenreported to be 151 and 131respectively. The diseasehas claimed 56 and 42 livesin Telangana and Punjabrespectively. In Delhi, tenpersons have died of swineflu while the number ofaffected has risen to 2,791.Karnataka has reported 42deaths till now, Haryana -21, Andhra Pradesh - 12,Himachal Pradesh - 8,
Jammu and Kashmir andKerala - 7.Health MinisterJP Nadda had yesterdayadmitted that the countrywas facing a shortage oflaboratories for testingswine flu and had assuredthat efforts were being madeto set up such facilities in allstates.The government hasbeen repeatedly assertingthat it is "very serious" oncombating the challenge andhas asked people not topanic but be alert.
Budget 2015: Over 2% cut in educationbudget; new IITs, IIMs to be set up
Agency : New DelhiThe education sector sawover a 2% cut in the outlayannounced in the UnionBudget on Saturday, evenas the governmentproposed to set up new IITsand IIMs in some states. Theslash in the education sectoras compared to the revisedallocation in 2014-15 is2.02%. In all, schooleducation and highereducation sectors have gotRs 69,074 crore. Therevised estimate for 2014-15 was Rs 70,505 crore.The cut is, however, about16.54% if compared withthe actual outlay the 2014-15 fiscal. Notwithstandingthe cut though, HRDMinister Smriti Iranidescribed the Budget as
"pragmatic" and said shewas "extremely grateful tothe allocation of funds forhigher learning and alsoabout the thrust oninnovation through funding".While the school educationsector has got an outlay ofRs 42,219.50 crore for2015-16, the highereducation sector has got Rs26,855 crore.
The thrust has beenon the higher educationsector with theannouncement of an IIT inKarnataka and upgradationof Indian School of Mines,Dhanbad into a full-fledgedIIT, capping a long standingdemand for the people inJharkhand. "I propose to setup an IIT in Karnataka, andupgrade Indian School of
Mines, Dhanbad into a full-fledged IIT," FinanceMinister Arun Jaitley hadsaid in his Budget speech."IIMs will be setup inJammu and Kashmir andAndhra Pradesh," headded. The Minister alsoannounced setting up ofInstitutes of Science andEducation Research inNagaland and Odisha. ACentre for Film Production,
Animation and Gaming inArunachal Pradesh andApprenticeship TrainingInstitute for Women inHaryana and Uttarakhandhas also been proposed.Jaitley also announced thesetting up All India Institutesof Medical Sciences(AIIMS) in Jammu andKashmir, Punjab, TamilNadu, Himachal Pradeshand Assam.
Petrol, diesel prices hiked by over Rs 3 per litreAgency : New Delhi
Petrol price was onSaturday hiked by Rs 3.18per litre and diesel by Rs3.09, the second increase inrates this month on risinginternational oil rates. Theincrease is effective fromSaturday midnight. A litre ofpetrol in Delhi will cost Rs60.49 from Sunday asagainst Rs 57.31 currentlywhile diesel will cost Rs49.71 per litre as against Rs46.62 at present, oilcompanies announced inNew Delhi on Saturday.Prior to the increases thismonth, petrol price had beencut on ten occasions sinceAugust 2014 and diesel six
times since October 2014.Cumulatively, petrol pricehad been cut by Rs 17.11per litre in ten reductionssince August and diesel byRs 12.96 a litre since itsderegulation in October.This trend was reversedwhen rates were raised onFebruary 16. “Prices ofpetrol and diesel were lastrevised upwards with effectfrom February 16 by Rs0.82 per litre and Rs 0.61 alitre respectively (includingstate levies at Delhi)…Sincethe above price revision,there has been further steepincrease in internationalprices of both petrol anddiesel,” Indian Oil Corp
(IOC) said in a statement.Also, the slight depreciationin rupee-dollar exchangerate together with firminginternational rates warrantincrease in retail selling priceof petrol and diesel, it said.Fuel prices would havebeen lower but for fourconsecutive excise dutyhikes since November
totalling Rs 7.75 a litre onpetrol and Rs 7.50 on diesel.“The movement of prices ininternational oil market andINR-USD exchange rateshall continue to be closelymonitored and developingtrends of the market will bereflected in future pricechanges,” the IOCstatement said.

Forsenior citizens this limit hasbeen increased from Rs20,000 to Rs 30,000. "Forsenior citizen above the ageof 80 years, not eligible to
take health insurance,deduction is allowed for Rs30,000 toward medicalexpenditure. Deduction limitof Rs 60,000 onexpenditure on account ofspecified diseases isenhanced to Rs 80,000 inthe case of senior citizens,"Jaitley said. Additionaldeduction of Rs 25,000 isallowed for differently-abled persons, increasingthe limit from Rs 50,000 toRs 75,000. It is alsoproposed to increase thelimit of deduction from Rs 1lakh to Rs 1.25 lakh in caseof severe disability. Jaitleyalso proposed to providethat investment in SukanyaSamriddhi Scheme will beeligible for deduction undersection 80C of the income-tax and any payment fromthe scheme shall not be liableto tax. Mantri Suraksha BimaYojana will be launched tocover accidental death riskof Rs 2 lakh for a premiumof just Rs 12 peryear.Similarly, we will alsolaunch the Atal PensionYojana, which will providea defined pension,depending on thecontribution, and its period.To encourage people tojoin this scheme, thegovernment will contribute50% of the beneficiaries'premium limited to Rs.1,000 each year, for fiveyears, in the new accountsopened before 31stDecember, 2015. Jaitleyalso announced a third
Social Security Scheme, thePradhan Mantri JeevanJyoti Bima Yojana, whichcovers both natural andaccidental death risk of Rs2 lakh. The premium will beRs 330 per year, or less thanone rupee per day, for theage group 18-50. Jaitleyannounced that with respectto Employees ProvidentFund (EPF), the employeeneeds to be provided twooptions. Firstly, theemployee may opt for EPFor the New PensionScheme (NPS). Secondly,for employees below acertain threshold of monthlyincome, contribution to EPFshould be optional, without
affecting or reducing theemployer's contribution.Hesaid, with respect to ESI, theemployee should have theoption of choosing either ESIor a Health Insuranceproduct, recognized by theInsurance RegulatoryDevelopment Authority (IRDA). Jaitley in his BudgetSpeech in proposed nochange in the rate of personalIncome-tax. However, Jaitleyproposed to levy a surchargeat the rate of 12% onindividuals, HUFs, AOPs,BOIs, artificial juridicalpersons, firms, cooperativesocieties and local authoritieshaving income exceeding Rs1 crore.

DAYBudget : How does an empty bankaccount help change anyone's life?"A corporate-friendly budget", sneered the left. I tweetedthe latter charge, adding: "Corporate-friendly but little forthe aam aadmi, and the poor completely forgotten." Onecan point to the elimination of Wealth Tax and the phasedreduction of corporate tax as evidence for the lattercharge. But this is well-ploughed ground: one must lookbeyond the obvious criticisms and see how the Budgetwill or will not change the lives of Indians for the better.Unlike last year's underwhelming laundry-list, this year'sBudget did contain a vision for the future, albeit one againfalling short of the "big bold ideas" Mr Jaitley liked toinsist upon when he was in Opposition. We had alreadybeen warned, in yesterday's Economic Survey, not toexpect any of the big-ticket reforms the world had beenhoping for: "Big-Bang reforms as conventionallyunderstood," the Survey had argued defensively, "are anunreasonable and infeasible standard for evaluating thegovernment's reform actions." Instead, it called for "apersistent, encompassing, and creative incrementalism",which is more or less what we've got in the nine monthsof the Narendra Modi-led central government.The Finance Minister's speech was fine; as is too oftenthe case with this Government, words, rhetoric and sound-bites are what they are good at. But in the face of a lackof adequate resources abetted by low tax collections, adangerously high fiscal deficit, and weak corporatespending, it's not enough. Implementation of the soaringvision of a growing, prosperous and just India is wherethe challenge lies. Here the auguries are less promising.Once again, for instance, we heard a great deal aboutinfrastructure, and investment therein. But how exactly ismore investment in infra going to transform India, at atime when incomplete projects costing Rs. 18 Lakh Crore(about 13 percent of GDP) have tied up public and privatefunds in stuck infra projects right now? The only yardstickthat matters is change on the ground, not good intentionsin North Block. Here, achhe din haven't dawned yet.The decline in global oil prices is partially responsible forthe slight improvement in the recent economic figuresboasted about by the Government. Every year Indiaspends almost 12% of its GDP in importing commoditiessuch as petroleum, gold, coal, vegetables oils, fertilizers,and silver, which constitute 51% of our country's totalimports. A decrease in the global prices of thesecommodities has benefited our economy by improvingour current account, controlling inflation and consequentlyincreasing GDP growth. The Government can hardly takecredit for these changes. But it has offset the declining oilprices by levying an additional cess of Rs. 6 at the pump,up from Rs. 2, which will directly hit the aam aadmi. Froma macro-economic perspective, there are some realworries about how the Finance Minister will achievefiscal consolidation with his budget. Put bluntly, MrJaitley's tax numbers don't add up. The fiscal deficit forApril-December 2014-15 is at Rs. 5.32 lakh crore andhas surpassed this year's Budget Estimate of Rs. 5.31lakh-crore by 0.2%.

Thegovernment on Saturdaypushed back the deadline tocut the fiscal deficit to 3percent of gross domesticproduct to 2017/18, a yearlater than previouslyexpected, seeking moreelbow room to focus oneconomic growth. "There isstill a constraint on the creditprofile from the fiscal side.The government is going toprivilege growth and notfiscal consolidation. That isthe government'sprerogative," said Atsi Sheth,Moody's sovereign ratings
analyst, told Reuters."I would say that on abalance this (budget) wascredit neutral." Jaitleyforecast that growth wouldaccelerate to 8-8.5 percentin the fiscal year starting inApril, up from 7.4 percentthis year, under a budgetunveiled on Saturday thatfocuses on stokinginvestments. Thestate government divulgedthis in reply to a question byVisavadar MLA HarshadRabadiya. The stategovernment said thegovernment had released43.95% crore till January31, 2015 but thedepartment utilized only Rs21.57 crore, or 49% of thefunds released. However,the government has notrevealed what was the grantwas released and what itwas used for. The officialssaid that the majority offunds were utilized for
purchase of rescueequipment and for treatmentof the rescued animals.Meanwhile, to anotherquestion the governmentreplied that 10 Asiatic lionshave been transferred tozoos in various parts of thecountry. The government inresponse to Amreli MLAParesh Dhanani said that the
