The budget foresees a $474 billion deficit, which is 2.5% of US gross domestic product. It projects deficits stabilizing at that rate over a 10-year period, senior administration officials said. Obama's budget fleshes out proposals from his State of the Union address and helps highlight Democratic priorities for the last quarter of his presidency and the beginning of the 2016 presidential campaign. But it is as much a political document as a fiscal road map and would require approval from the Republican- controlled Congress to go into effect. Mumbai The Crime branch of Mumbai police today arrested six persons, including the country head of Speak Asia, in connection with the over Rs 2,200-crore online marketing firm scam in which lakhs of investors were duped. “The country head of Speak Asia Sanjeev Mehta was arrested from Mumbai and five others were held from elsewhere,” Mumbai police spokesperson DCP Dhananjay Kulkarni said. All the accused have been remanded in police custody till February 7, he said. Regulators mull IFSC norms; Gujarat’s GIFT City may be first New Delhi Government and various financial sector regulators including RBI and Sebi are mulling over a new set of norms to be applicable to IFSCs (International Financial Services Centres), which can be set up in different parts of the country for domestic and international investors. The GIFT City in Gujarat can be the first off the block under this new regime, which could entail rules and regulations different from those applicable outside these IFSCs, sources said. The issue is being actively discussed by various regulators internally as also collectively including at the forums like Financial Stability and Development Council (FSDC) and a further roadmap in this regard can be announced later this month in the Union Budget, sources said. At a recent Sub- Committee meeting of the FSDC, the regulators discussed the “matters relating to IFSC”. The meeting was chaired by RBI Governor Raghuram Rajan, while those who attended include capital markets regulator Sebi Chairman U K Sinha, insurance watchdog IRDA chief T S Vijayan, PFRDA Chairman Hemant Contractor, FMC Chairman Ramesh Abhishek, as also other top officials of RBI and the Finance Ministry GIFT City (Gujarat International Finance Tec- city) was conceptualised as a pet project of the Gujarat government when Prime Minister Narendra Modi was the state chief minister. According to its website, “GIFT city aspires to cater to India?s large financial services potential by offering global firms a world-class infrastructure and facilities. “It aims to attract the top talent in the country by providing the finest quality of life all with integrated townships, IFSC and multi speciality special economic zone (SEZ).” The city is 12 kms away from the Ahmedabad International Airport and eight kms from Gandhinagar. AHMEDABAD Around 2,000 Amdavadis participated in a charity walk on Sunday morning to raise funds for the education of children living in Ramapir no Tekro in Juna Vadaj area of the city. Ramapir no Tekro is one of the largest slums in Gujarat. The two-km charity walk started from Gujarat Vidhyapith at 8:30 am and ended at Sabarmati Ashram at 10 am. It was organized by city-based NGOs, Jeevantirth and Giant International Federation. The event raised Rs 2 lakh which will be used for the education of more than 500 slum kids. New Delhi Swine flu has claimed 191 lives in the country in January alone with Telangana reporting the highest number of cases of people afflicted with the H1N1 virus followed by Delhi, the government said on Monday. The total number of cases of swine flu coming to light across India in January stood at 2,038. While Delhi saw 488 persons coming down with the disease with five deaths reported between January 1 to February 1 of this year, Telangana recorded 629 cases with 34 deaths. In Gujarat, 309 persons contracted swine flu with the virus claiming 38 lives, said a senior health ministry official. The Health Ministry data said that 205 swine flu cases were reported in Rajasthan, where the death toll from the virus stands at 49, while 73 cases have been noted in Maharasthra with 22 casualties. Tamil Nadu witnessed 93 cases with seven lives claimed by the disease while Madhya Pradesh and Haryana reported 49 and 57 cases with the death toll in these states standing at 17 and eight, respectively. Andhra Pradesh reported 33 cases, leading to four deaths. Sharing the details, Additional Secretary in the Health Ministry, Arun Panda, told reporters that, last year, 937 cases of swine flu were reported in the country leading to 238 deaths. In 2012, there were 5,044 reported cases of swine flu, which claimed the lives of 405 people while in 2013, there were 5,253 cases and 699 deaths, he added. Panda said that the present spurt is seasonal and all necessary assistance and support is being provided to the states to deal with the situation. He said that the secretary of the ministry will hold a video conference with officials of the affected states on Tuesday to discuss the measures to be taken to combat the disease. "The frequency of advertisements of dos and don'ts will be increased and we will also request the states to come out with such advertisements in local newspapers and in local languages to spread awareness about the disease among the people," Panda said.

If there is one thing you can be sure of in the Delhiassembly polls of 7 February, it is this: it will not dependon how much effort a party has put into its manifesto.Election trends usually pivot around one or two centralissues. The micro-casting of small benefits to everysegment of the electorate is hardly relevant. The 2014Lok Sabha election was probably decided on two basicissues – the aura of competent leadership personifiedby Narendra Modi (in contrast with the effeteManmohan Singh and his bumbling UPA government),and the promise of development and achche din. TheCongress party had, in fact, come up with a better-crafted manifesto. The BJP was the last to come upwith one, and that too when the election process waswell underway. The BJP manifesto had no impact onthe result. Beyond the media, no one gave it muchimportance. The BJP still won. The Aam Aadmi Party(AAP) has fallen into the trap of believing that offering1,000 promises is better than focusing on the one ortwo things that really matter in an election. It has builtup an entire laundry list of what people from variousparts of Delhi want and aggregated these into amanifesto. The BJP, perhaps wisely, has abandonedthe idea of launching a full-fledged manifesto, thougha vision document is certainly planned. On the otherhand, AAP has given its manifesto the full treatment.It is all things to all people, and has such lofty aimsthat it is essentially delusion posing as vision. If elected,AAP tells us, it will demand full statehood for Delhi,seek control of the Delhi Police (now under the homeministry), and run the city-state with the help of nearly3,000-3,500 mohalla sabhas (each comprising around500-1,000 households). It will build Delhi’s own powerplant, create 500 new schools and 20 new colleges,quadruple the number of secondary and tertiarypublic hospital beds, recruit 4,000 doctors and 15,000paramedics, build two lakh public toilets, invest inpublic transport, and generally abolish contract laboureverywhere. In other words, Arvind Kejriwal plansto build a socialist paradise in Delhi at huge cost.And yes, he will do what he did the last time in his49-day government: give every household 700 litresof free water and cut electricity tariffs by 50 percent.And, of course, he will legislate the draconian JanLokpal bill so that the corrupt are reined in. In a 42-page manifesto, the question of how all thisextravaganza is going to be funded gets almost nomention. The only indication that AAP will somehowtry and marry finite resources with infinite promisescomes towards the end, where it solves the equationwith two glib statements. First, the manifesto claims(unconvincingly) that “the common theme across allpolicy interventions is the following motto: bigchange without big spending.” It is good to knowthat power plants, hospitals and schools can be builtwithout much moolah. Then comes the humbleadmission: “However, we know our limitations, andrealise that the only way to deliver our promises isto look for innovative solutions, spend efficiently andraise revenue.”

New DelhiYou can now book a railticket online and get itdelivered at home wherethe payment can bemade. Initiating this“cash on delivery”(CoD) system railticketing, IRCTC istargeting thosecustomers who arereluctant to use their

“One has to justbook the ticket online andpayments will be made atthe time of delivery oftickets,” said a seniorIRCTC official involvedwith the project.
