To assess and advise NCOs on their performance
To guide and mentor NCOs for success in their career
The book answer:
Army evaluation reports are assessments on how well the rated Soldier met duty requirements and adhered to the professional standards of the noncommissioned officer corps.
The bottom line:

• Revised form: 2166-8 has changed; The format was enhanced to ease the complete process
• Rating period: The rating period for all NCO’s is now by YYYYMMDD not just month and year as it was in the past
• NO MILITARY FLIP: The policy has changed to make the front and back of the 2166-8 the same….no more flip
Various other changes are listed in both the reg and the DA PAM (see AR 623-3 and DA Pam 623-3)

ROLE OF THE SENIOR RATER
It is the senior rater’s responsibility to ensure that bullets regarding schools and assignments are in order with the
soldier’s performance and over-all potential

Overall caretaker of system
* Reviews reports to ensure consistency, accuracy, and fairness
* Resolves discrepancies between rater and senior rater
* If discrepancy can't be resolved after discussing with both rating officials, then reviewer nonconcurs and attaches memorandum
* If rater and senior rater agree on evaluation but reviewer does not, then reviewer ‘may’ nonconcur but must clearly articulate reason for non-concurrence IN MEMORANDUM FORMAT
The Army trusts the rater and senior rater to be fair and accurate in rendering reports - reviewer’s role is not to provide a 3rd
evaluation so………..DON’T DO IT!!!

NCOER BULLET COMMENTS
IAW AR 623-3, Chapter
• Be short, concise, to the point. Bullets will not be longer than two lines, preferably one; and no more than one bullet to a line.
• Start with action words (verbs) or possessive pronouns (his or her); Personal pronouns he or she may be used; should use 'past' tense when addressing NCO's performance and/or contributions.
• Be double-spaced between bullets
• Be preceded by a small letter 'o' to designate the start of the comment. Each bullet comment must start with a small letter unless it's a proper noun that is usually capitalized.
• A specific example can be used only once; therefore, the rater must decide under which responsibility the bullet fits best (or is most applicable).

***BE FAIR TO YOUR SOLDIERS***
-- too many NCOERs have ‘unjustified’ excellence marks - if there are no quantifiable accomplishments then the board considers it only a ‘successful’ rating.
-- too many NCOs are receiving ‘Among the Best’ ratings by the rater -- boards have difficulty determining rater’s intent.
-- too many senior raters do not address potential in their bullets -- tell the board who they should promote, the type of assignments best suitable for the rated NCO, and the schooling the NCO should attend.

SUCCESS: Meets all standards; majority of ratings in this category; NCO is fully competitive for promotion and schooling
NEEDS IMPROVEMENT: NCO missed meeting some standards
Panel members are briefed to carefully review bullets to confirm that each bullet comment justifies the rating in the checked box

RATING CHAIN
NCO rating chains. These will consist of the rated NCO, the rater, the senior rater, and the reviewer. The reviewer will
be a commissioned officer, warrant officer, CSM, or sergeant major (SGM) in the direct line of supervision and
senior in pay grade or date of rank to the senior rater.
Our rating chain has changed. Please review and INITIAL the roster stating that you have received a
copy of the sheet. If you have questions, please address them to the CSM.

COUNSELING CHECKLIST
IAW AR 623-3, Chapter 1-8(e)
Counseling will be conducted within 30 days after the beginning of the rating period and quarterly thereafter.
It develops a duty description for the Soldier and major performance objectives to accomplish during the rating period. It will also be used to guide the rated leader's performance during the early part of the rating period.
