Mr. Thurston bays that Mr. Spreck-eis only opposes annexation becauseit would stop Chinese labor, andrattles along as follows:

waiian Islands wero never boforo inso low a condition as at present, andfurther that the' aro sinking insteadof rising so far, especially, as potencyin providing for needful public ser-

August 8, ono of the soldiers of thoP. &. Guard went to tho captain andleported himself sick. Tho captaintold him to go on tho sick list atroll call. At roll call hold on Wed-nesday morning the 9th inst. at 5 a.m., tho soldier said he was sick, hav--,ing pains in his back and not able togo on guard. At b a. m. tho secondlieutenant, the officer of tho guardthat day, came to tho soldier andtold him to go on guard. The sol-
dier said ho was sick and unable togo on duty. Then the officer saidho would lock him up in tho darkcoll. The soldier replied that howouldn't go to any dark cell. Thosecond lieutenant thou called thoguard to .put tho sick man in thocell, but the sick man refused to go,and sick as he was ho knocked acouple of guards down. Tho guardsthou jumped ou him and downedhim aud carried him to the dark cell.Afterwards tho doctor examined thoman and pronounced him not ableto stand duty. This is tho way thomilitary rulers of tho ProvisionalGovernment treat sick people, justliko a lot of slaves or dogs. Thosick mau, about whom I write, is aRussian from St. Petersburg, a sonof a Count.
