COURSE REPORT (3 RD BATCH INDUCTION TRAINING) (21 ST DECEMBER 2016 TO 17 TH MARCH, 2017) The Third Batch consisting of 39 nos of ORS officers were put to Induction Training in the Institute as per direction of Govt. in Revenue and Disaster Management Deptt vide letter no. 39621 dtd. 17.12.2016. The Schedule of the training was designed for acquaintance by officers with different rules, laws, and regulations of Revenue Administration as well as Disaster Management. Out of 51 nos. of sponsored trainees, 39 officers have joined in the course & completed the Programme. Objective of the Programme :- To make the Participants aware about their roles and responsibilities in the Revenue Administration and to acquaint with different Revenue Laws. To acquaint the participants with the Criminal laws and powers and functions of Executive Magistrates and how to deal with Preventive Sections of Cr.P.C. To make them aware about the Financial Rules and Regulations for effective Management of Govt. fund. To make them aware about Rules and Regulations on Service Laws Enhancement of the Operational Skills of the officers like Personality development, Communication skill, Leadership quality, Team Building etc for effective improvement in Governance system.

The Third Batch consisting of 39 nos of ORS officers were put to Induction

Training in the Institute as per direction of Govt. in Revenue and Disaster

Management Deptt vide letter no. 39621 dtd. 17.12.2016. The Schedule of the

training was designed for acquaintance by officers with different rules, laws, and

regulations of Revenue Administration as well as Disaster Management. Out of 51

nos. of sponsored trainees, 39 officers have joined in the course & completed the

Programme.

Objective of the Programme:-

To make the Participants aware about their roles and responsibilities in the

Revenue Administration and to

and how to deal with Preventive

Sections of Cr.P.C.

To make them aware about the

Financial Rules and Regulations for

effective Management of Govt. fund.

Enhancement of the Operational Skills of the officers like Personality

development, Communication skill, Leadership quality, Team Building etc for

effective improvement in Governance system.

Inauguration:-

Sri Purna Chandra Das, OAS(I) J.B , Administrative

officer welcomed the dignitaries and the trainee Officers.

Sri Rajkishora Sastri, OAS (I) JB, Deputy Director and the

Course Director welcomed the Trainees and briefed them on

the objectives and contents of the induction Training

programme.

Sri Raghunath Mohanty, OAS (SAG), Retd. OSD-cum- Director, ROTI put

words of advice to the Trainees to be most truthful, honest in their respective

assignments.

A brief description on ROTI, its mandate and curriculum was presented after

which, the training Programme started as per the schedule.

Management Deptt, 13 weeks Training Programme was arranged. Week-wise

programme and details of topics covered in the week are as follows.

WEEK - 1

In the Week-1, the following Sessions were taken up,

Ice Breaking Event of the Trainees Brief Introduction on the Institution The Odisha Government Servant's Conduct Rules 1959 & Govt. Servant

Interface with public & Book Circular No. 42 History & Structure of the Land Revenue Administration. Vision, Mission of

Revenue & DM Deptt, Structure and Organ gram of Rev & DM Deptt, Boardof Revenue, RDC, Collectorate, SRC, OSDMA.

The Odisha Service Code. Odisha Survey & Settlement Act. 1958 (Odisha Act, 3 of 1959) & Rules Odisha Civil Services (Classification, Control & Appeal Rules) and

Disciplinary Proceedings.

Experienced, Retired and Senior most Guest Faculties were invited for

training sessions.

WEEK-2

The trainees got themselves acquainted with the Provisions of the following Act

and Rules in the second week.

Odisha Mutation Manual. The Odisha Special Survey & Settlement Act & Rules 2012. Office Procedure, Diary, Issue , Dispatch, – Opening of Files, Log Book,

forward Diary, Noting, Drafting, Preparation of Agenda Note & Recordingof Minutes of Meetings.

The Odisha Travelling Allowance Rules & The Odisha Leave Rules 1966. Performance Appraisal e-PAR, Recording of CCR for Sub-ordinate

Officers. Odisha Record Manual, Dealing with Letters, Certified Copy, Noting,

Drafting & Library etc. The Prevention of Corruption Act, 1988, Odisha Special Court Act, 2006 Sanction of Prosecution in Vigilance Cases, System of Land tenure and Tenancy laws in different Areas of Odisha.

The Odisha Tenancy Act, Central Provinces Land Revenue Act, MadrasTenancy Act etc.

In the week, two Group Discussions on following topics were organized

among the groups formed among the trainees. For such, Thematic Experts from

among Retired Senior Officers have been invited to judge the capability of

officer trainees to make presentation and interaction from among groups.

supplement or strengthen the Govt. to prevent corruption in Public life.

WEEK- 5

in the week. Also practical examination on DGPS & ETS was conducted in the

week. Besides field training, topic on some revenue law was taken up in the week.

Unlawful Assemblies. What are the roles and responsibilities of an Executive

Magistrate to deal with law and order situation and unlawful assemblies”.

During the week, written test was conducted covering the topics taught to the

trainees during 5th, 6th & 7th Week.

The Director, ROTI was used to take review on each

subject, with the Trainee officers after 5.00 P.M every day.

With this exercise becoming a routine matter, the trainees

found it a very useful session as the concerned Topics /

matters was discussed by the Director in a very extensive

but simplified manner

WEEK-13

The Concluding week of the Induction Training was also an exhaustive one

with the following subjects discussed.

Transactional Analysis. Communication Skill. Election to PRI & Urban Local Bodies with Constitutional References. Challenges for an Administrator.

Besides, the trainees appeared final of Theory Exam consisting of 100 marks

which included all the important Revenue, Criminal, General & Civil laws & other

related issues taught in entire 13 weeks.

The Trainees were provided with ideas on various Acts and Rules

concerning to Revenue Laws, General & Civil Laws and also Management

Techniques like Team Building, Motivation, Leadership quality, Time Management,

Communication Skill, HR Management etc. Experienced and learned people were

invited as Resource Persons to impart the training.

In addition, Resume Writing each day & Exams were also conducted at

regular intervals to keep them in touch with the studies. We put our best effort to

arrange the training successfully in spite of the constraint of resources and

infrastructure was there.

All the Trainees were being provided with Evaluation sheet to give their

feedback about the Training course and resource persons at the end of each week.

All the Trainees were provided with sufficient Training materials both in shape

of hard and soft copies.

On 17th March, 2017, the valedictory function was organized in presence of

Director, Additional Director (Accounts), Deputy Director, Administrative Officer.

Sri B.K. Pattnaik, Retd. OAS Officer & Resource Person for the training was invited

as Guest. All Officers inspired the trainees with their advices. The Team leaders of

the Teams of ORS officers expressed their satisfaction on the overall conduct of the

Training. The Director of the institute encouraged the Trainees to follow the path of

truthfulness, humbleness and sincerity, and to have empathy, responsiveness

towards public.

During Valedictory ceremony all the participants were awarded with certificate

of participation for training. Group No. 4 was judged as Best team arising out of all

Group Discussions during the training period. The group comprising of Subhranjali

Pradhan (Team Leader), Bercius Dungdung, Monica Priyadarsini, Nagendra Nath

Majhi, Prakash Kumar Das, Laxmidhar Maharana, Akshya Kumar Bagh, Ashok

Kumar Dehury, Basil Kumar Kullu, Basundhara Bhitiria were awarded with

Certificate to that effect.

The Additional Director (Accounts) extended her gratitude to the organization

as well as to the Trainees for their support, co-operation for smooth conduct of the

12 weeks Training Programme. The Assistant Director of the institute extended vote

of thanks to all concerned and with this, the 12 weeks Induction Training

Programme of ORS 3rd batch came to an end.
