Letter from Pastor Dear Brothers and Sisters in Christ, This past weekend Bishop Vasquez had a letter that was read at every Mass in response to the multiple allegations of sexual abuse of mi-nors by priests in Pennsylvania. The purpose of my letter isn’t to excuse the atrocities of those priests and the bishops who covered up their crimes. Rather, it’s to further point out the steps taken by the Church since 2002 in how it responds to accusations of sexual abuse. That was the year when the extent of the priest sexual abuse scandal was initially brought to light. Prior to that time, when a priest was accused of abusing a minor, the best-case scenario was he’d be taken out of public ministry and sent to a rehabilitation center. Afterwards he could be sent back to minister at a different parish. At worst, the accused priest would simply be reassigned to another parish where he wouldn’t face the same “temptation” (meaning the same child). In 2002, the bishops adopted a policy of zero-tolerance. That means that any priest who stands accused of sexual abuse is taken out of public ministry and stripped of any right to perform sacraments. If he’s found guilty, he’s never allowed to resume any public ministry in the Church. Another change undergone by the Church is the process for candidates who desire entrance into the seminary. Before 2002, when a young man wanted to enter the seminary his pastor wrote a letter of recommendation and the young man got accepted with little to no prob-lem. Nowadays the process is far more extensive. From my personal experience of entering the seminary in 2006, beyond the numerous interviews by priests and seminary faculty, I also had to undergo two days of psychological exams. With these changes, along with the Ethics and Integrity in Ministry Program for our diocese I firmly believe the Church is heading in the right direction in preventing further abuse of minors. Carta del Pastor Queridos Hermanos y Hermanos en Cristo, Este pasado fin de semana, el Obispo Vásquez dio una carta que se leyó en cada Misa en respuesta a las múltiples acusaciones de abuso sexual de menores por parte de sacerdotes en Pensilvania. El propósito de mi carta no es para justificar las atrocidades de los sacerdotes y los obispos que encubrieron esos crímenes. Más bien, es para mostrar los pasos dados por la Iglesia desde 2002 en la manera en que res-ponde a las acusaciones de abuso sexual. Ese fue el año en que el extenso escándalo de abuso sexual de sacerdotes fue inicialmente reve-lado. Antes de ese tiempo, cuando un sacerdote era acusado de abusar de un menor, el mejor de los casos era que lo sacaran del ministerio pú-blico y lo enviaran a un centro de rehabilitación. Luego, podría ser enviado de regreso a ministrar en una parroquia diferente. En el peor de los casos, el sacerdote acusado simplemente sería reasignado a otra parroquia donde no enfrentaría la misma "tentación" (es decir, el mismo niño(a). En 2002, los obispos adoptaron una póliza de tolerancia cero. Eso significa que cualquier sacerdote acusado de abuso sexual es sacado del ministerio público y despojado de todo derecho de realizar sacramentos. Si se encuentra culpable, nunca se le permitirá reasumir ningún ministerio público en la Iglesia. Otro cambio hecho por la Iglesia es el proceso para los candidatos que desean ingresar al seminario. Antes del 2002, cuando un joven que-ría ingresar al seminario, su pastor escribía una carta de recomendación y el joven era aceptado con poco o ningún problema. Hoy en día, el proceso es mucho más extenso. En mi experiencia personal de ingresar al seminario en 2006, más allá de las numerosas entrevistas de sacerdotes y docentes del seminario, también tuve que someterme a dos días de exámenes psicológicos. Con estos cambios, junto con el Programa de Ministerio de Ética e Integridad en nuestra diócesis, creo firmemente que la Iglesia va en la dirección correcta para evitar nuevos abusos a menores.
