DESIGN REPORT
Site Description:
The subject site is located adjacent to the existing Stage 1 St Nicholas Early Education Centre Chisholm, and the street address is Heritage Drive/Settlers Boulevard Chisholm NSW.
The existing topography of the site is gently sloping with a cross fall from the approximate high point RL 23.52 located on the north-west corner to the approximate low point RL 21.72 located in the south-east corner of the site with a fall of approximately 1.80 metres.
The proposed Stage 2 Early Education Centre (EEC) will be located in the open space located to the south east of the St Aloysius school and directly north of St Nicholas Stage 1 development.
The site consists of an open field with low grasses and mature native trees.
Local Context/Character:
The existing street character is predominatly rural properties.
Heritage Drive/Settlers Boulevard has new street tree plantings associated with the new road. The street character is predominantly turf verge areas located outside rural lots subject to future development. The tree plantings and existing vegetation occur within the rural lots and are predominantly native species.
The only apparent infrastructure associated with the subject site are intermittant street light poles located on the west side of Heritage Drive/Settler Boulevard. The subject site is located in close proximity to St Bedes Catholic College & St Aloysius Catholic Primary School. Stockland Green Hills shopping centre & Maitland Town Centre are 10 minutes drive east.
Proposed Development:
The proposed development (EEC Stage 2) will include a new 65 pax childcare centre development, proposed to be located to the south-west of the existing school. The EEC is targeted for 3-5 year olds and will include the following:• Equitable access to play areas• Challenging play elements• Outdoor classroom with surrounding tiered seating• Dry creek beds with water pump• Water jets to feature paving water play area• Sand pit with raised timber platforms• Concrete paving tricycle track loop• Timber play elements • Embankment rock boulders & softfall rock climbing• Synthetic turf where appropriate• Playground mulch areas• 1.8m high fence to side and rear boundaries• 1.5m high fence to boundary between stage 1 & 2
Planting Design Strategy:
The planting design strategy for this development is to include the following:
• Tree planting within appropriate deep soil zones to reduce bulk & scale of the development
• Evergreen tree planting to provide shade & amenity• Deciduous tree planting to allow for solar access & seasonal change• A broad planting palette to include a variety native species & exotic species to provide
colour, texture, aroma & form• Implementation of some indigenous species to encourage canopy corridor links and
bio-diversity
With the proposed landscape design for this development we would implement the following safety planting initiatives:• Avoid planting tree species that are prone to potential limb drop • Avoid planting species close to paths and hard paved areas that are known for excessive
flower and foliage drop that may cause potential slip hazards• Avoid planting species that are known for invasive root structure that may cause damage
to existing infrastructure and damage paths & hard paved areas, which may cause potential trip hazards
• Avoid planting species that are known to be toxic or may cause respiratory, allergy and/or skin irritations
Shrub species, sizing & locations are to ensure that passive surveillance is maintained and all plantings are to be layered with smaller groundcovers and shrubs adjacent to paths and buildings in accordance with Crime Prevention Through Environmental Design (CPTED) principles.
All proposed plant species selection has been considered in terms of soil types, species hardiness and on-going watering maintenance requirements. Predominantly low water use species (both native & exotic) have been grouped in regard to watering requirements and to reduce reliance on use of potable water.
