What is a Comprehensive Plan?

“The local comprehensive plan is the foundational policy document for local governments. It establishes a framework to guide public and private decisions about future growth, preservation, and change”- PAS Quicknotes 52, American Planning Association, October 1, 2014

Zoning regulations must be “in conformance with a comprehensive plan” - U.S. Department of Commerce Standard Zoning Enabling Act (1928)

- Has a broad scope- Covers full geographic area of jurisdiction- Identifies several goals to achieve over a long

Why a Comprehensive Plan for St. Tammany Parish?

Sec. 120-51. - Powers and duties.The planning commission shall have the following powers

and duties:(3) To adopt a master or comprehensive plan or elements thereof, including graphics, narrative description and policies to guide and accomplish the coordinated, adjusted and harmonious development of the parish.

Sec. 120-89. - Powers and duties. The zoning commission shall have the following powers

and duties: (2) To adopt a comprehensive plan designed to promote health and the general welfare, and to encourage the most appropriate use of land throughout the parish.
