Last year the city considered placing a sales tax measure on the November ballot but decided against it due to the poor showing in the polls of the proposed tax. The current city staff of 305 employees represents a reduction of 13 percent from a decade ago, Brown said. Recent hires include making Ken Savano police chief and hiring a new human resources director, who will start next month. Other positions left to fill include fire marshal and deputy police chief. Before an audience of PACC members that also included City Council members Chris Albertson, Teresa Barrett, City Mayor David Glass and Sonoma County Supervisor David Rabbitt, Brown said the city has $10.2 million in reserves, the most in about a decade, but with the reserve funds set aside to cover future projects including a general plan update, the city actually has only about $4 million available “rainy day fund” reserves. City Officials Consider Two Year GoalsThe day after City Manager John

Brown presented his annual ldquoState of the Cityrdquo address at the Petaluma Area Chamber of Commerce (PACC) Forum Brown the Petaluma City Council and other city officials met for a day-long goal setting and prioritizing session

Brown touched on the items he would recommend the Council address during the 2017 and 2018 fiscal years He said the list is significantly shorter than two years ago and represents an effort to recommend higher less task-oriented ideas His list included finding ways to enhance existing revenue sources establishing new revenue sources establishment of

an in-house leadership academy for management and investment in human resources and information technology planning for a city-wide computer system replacement update marijuana ordinance for recreational use plan and implement age-friendly community strategies find funding to dredge the Petaluma River and marina turning basin and more

Council members also issued a list of items to be discussed and prioritized at the meeting including a discussion of the general plan update and a proposal to move the Urban Growth Boundaries to 2040 early consideration of a special sales tax for road repair on a special ballot in 2017

downtown parking non-tax revenue

expansion options including a city

owned operation that can generate

annual income for the general fund

a surveillance drone ban completion

of E Washington Park Phase II

and an effort to find and implement

affordable housing programsmdasha

In February WIB hosted their second monthly breakfast where

Katherine Wells financial advisor with Edward Jones kicked the group networking discussion off with an assortment of ldquomoneyrdquo questions She informed the group about the importance of planning for retirement especially for women since they face unique challenges with funding their retirement When a participant lamented that she hadnrsquot started 30 years ago Wells replied the next best time to start planning is now Carolyn Pistone inspired the group with her passion for serving community

Brown reported that the city issued 1955 building permits last year compared to 1530 in the previous year an indicator of economic health and he sees a need for additional building department staff to keep pace Developers built 270 new housing units in Petaluma in the past year and another 600 have been approved adding that 1300 housing units are in various stages of approval Vacancy rates are stable and much improved from a decade ago

City projects underway or planned for the coming year including adding a digester to the Ellis Creek Waste Water Treatment Plant to generate compressed natural gas finishing the downtown water main rehabilitation and replacing roofs on city buildings The city is working with the Sonoma-Marin Area Rail Transit agency on developing a commuter rail station at Corona Road and continues negotiations to open Lafferty Ranch as a park Brown said

Brown said it was too early to predict the impacts of the Trump administration at the local level but he added ldquoThere are a number of federal sources of funding worth being worried aboutrdquo

Operator Selected for Local Hospital

The Petaluma Health Care

District (PHCD) Board has selected Paladin Healthcare as the recommended long-term lease operator of Petaluma Valley Hospital (PVH) effective Sept 1 2017

Paladin was selected after PHCDrsquos Board of Directors considered bids from three parties

ldquoPaladinrsquos proposal includes keeping and restoring core services ongoing financial investment in operations service lines and physician services and our facility maintaining quality levels a long-term agreement and offering our community fair-market-value rent for the hospital facilityrdquo according to Ramona Faith PHCD CEO

Paladin through its subsidiaries operates community hospitals in the Greater Los Angeles area and Washington DC Paladin has guaranteed employment for current PVH staff in good standing for at least six months with no plans to make material changes to the composition

of the staff and has stated that it will honor all current union agreements

Petaluma offers Los Angeles Area-based Paladin its first Northern California location The company is committed to making capital investments for ongoing facility improvements medical equipment and technology upgrades at PVH Its commitment of resources extends to engaging in community partnerships education efforts and local initiatives

ldquoPVH is a high-quality hospital and coveted community asset which we wholeheartedly celebrate The community will without a doubt see that tradition continue with usrdquo said Barry Wolfman president of Paladin Healthcare

PHCD will hold employee forums and public meetings over the next few weeks to discuss its recommendation If all necessary agreements and processes can be timely resolved the public will have the opportunity to vote on Paladin as PVHrsquos new operator on June 6

New Police Chief Already at the Helm

Ken Savano Petaluma Area Chamber of Commerce (PACC) board Second Vice President has been named as the Cityrsquos new police chief He has served as interim chief since October

Savano 46 has spent more than 22 years with the Petaluma police force joining the department in August 1994 In 1998 he was named Officer of the Year In 2002 he was appointed to sergeant and assigned to supervising the K-9 and

hostage negotiations teams and leading the traffic division In 2014 he was named lieutenant where he took responsibility for what the department calls ldquoPetaluma Policingrdquo a program focused on community-based policing and outreach an area Savano hopes to continue expanding

Savano also participates in various volunteer organizations including the Petaluma Sunrise Rotary Club Petaluma Elks Lodge and serves on the Salvation Armyrsquos board

City Officials Consider Two Year GoalsThe day after City Manager John

Brown presented his annual ldquoState of the Cityrdquo address at the Petaluma Area Chamber of Commerce (PACC) Forum Brown the Petaluma City Council and other city officials met for a day-long goal setting and prioritizing session

Brown touched on the items he would recommend the Council address during the 2017 and 2018 fiscal years He said the list is significantly shorter than two years ago and represents an effort to recommend higher less task-oriented ideas His list included finding ways to enhance existing revenue sources establishing new revenue sources establishment of

an in-house leadership academy for management and investment in human resources and information technology planning for a city-wide computer system replacement update marijuana ordinance for recreational use plan and implement age-friendly community strategies find funding to dredge the Petaluma River and marina turning basin and more

Council members also issued a list of items to be discussed and prioritized at the meeting including a discussion of the general plan update and a proposal to move the Urban Growth Boundaries to 2040 early consideration of a special sales tax for road repair on a special ballot in 2017

downtown parking non-tax revenue

expansion options including a city

owned operation that can generate

annual income for the general fund

a surveillance drone ban completion

of E Washington Park Phase II

and an effort to find and implement

affordable housing programsmdasha

need some local business owners

claim is key for hiring and keeping

employees

In the coming weeks Brown and

the Council will issue a detailed report

on the outcome of the discussions in

setting goals for the next two years

WIB Breakfast Starts Day Right

Have a bite to eat at the third monthly Women in Business (WIB) committee breakfast from 730 to 9 am on March 8 at the Palm Grill 100 S McDowell Blvd and kick off the day with networking information and inspiration

Anne Marie Clear will speak about transformation at this March meeting Clear according to WIB program organizers brings a unique perspective on learning to lead with your heart to create a powerful life

In February WIB hosted their second monthly breakfast where

Katherine Wells financial advisor with Edward Jones kicked the group networking discussion off with an assortment of ldquomoneyrdquo questions She informed the group about the importance of planning for retirement especially for women since they face unique challenges with funding their retirement When a participant lamented that she hadnrsquot started 30 years ago Wells replied the next best time to start planning is now Carolyn Pistone inspired the group with her passion for serving community

Brown reported that the city issued 1955 building permits last year compared to 1530 in the previous year an indicator of economic health and he sees a need for additional building department staff to keep pace Developers built 270 new housing units in Petaluma in the past year and another 600 have been approved adding that 1300 housing units are in various stages of approval Vacancy rates are stable and much improved from a decade ago

City projects underway or planned for the coming year including adding a digester to the Ellis Creek Waste Water Treatment Plant to generate compressed natural gas finishing the downtown water main rehabilitation and replacing roofs on city buildings The city is working with the Sonoma-Marin Area Rail Transit agency on developing a commuter rail station at Corona Road and continues negotiations to open Lafferty Ranch as a park Brown said

Brown said it was too early to predict the impacts of the Trump administration at the local level but he added ldquoThere are a number of federal sources of funding worth being worried aboutrdquo

Operator Selected for Local Hospital

The Petaluma Health Care

District (PHCD) Board has selected Paladin Healthcare as the recommended long-term lease operator of Petaluma Valley Hospital (PVH) effective Sept 1 2017

Paladin was selected after PHCDrsquos Board of Directors considered bids from three parties

ldquoPaladinrsquos proposal includes keeping and restoring core services ongoing financial investment in operations service lines and physician services and our facility maintaining quality levels a long-term agreement and offering our community fair-market-value rent for the hospital facilityrdquo according to Ramona Faith PHCD CEO

Paladin through its subsidiaries operates community hospitals in the Greater Los Angeles area and Washington DC Paladin has guaranteed employment for current PVH staff in good standing for at least six months with no plans to make material changes to the composition

of the staff and has stated that it will honor all current union agreements

Petaluma offers Los Angeles Area-based Paladin its first Northern California location The company is committed to making capital investments for ongoing facility improvements medical equipment and technology upgrades at PVH Its commitment of resources extends to engaging in community partnerships education efforts and local initiatives

ldquoPVH is a high-quality hospital and coveted community asset which we wholeheartedly celebrate The community will without a doubt see that tradition continue with usrdquo said Barry Wolfman president of Paladin Healthcare

PHCD will hold employee forums and public meetings over the next few weeks to discuss its recommendation If all necessary agreements and processes can be timely resolved the public will have the opportunity to vote on Paladin as PVHrsquos new operator on June 6

New Police Chief Already at the Helm

Ken Savano Petaluma Area Chamber of Commerce (PACC) board Second Vice President has been named as the Cityrsquos new police chief He has served as interim chief since October

Savano 46 has spent more than 22 years with the Petaluma police force joining the department in August 1994 In 1998 he was named Officer of the Year In 2002 he was appointed to sergeant and assigned to supervising the K-9 and

hostage negotiations teams and leading the traffic division In 2014 he was named lieutenant where he took responsibility for what the department calls ldquoPetaluma Policingrdquo a program focused on community-based policing and outreach an area Savano hopes to continue expanding

Savano also participates in various volunteer organizations including the Petaluma Sunrise Rotary Club Petaluma Elks Lodge and serves on the Salvation Armyrsquos board

Operator Selected for Local Hospital

The Petaluma Health Care

District (PHCD) Board has selected Paladin Healthcare as the recommended long-term lease operator of Petaluma Valley Hospital (PVH) effective Sept 1 2017

Paladin was selected after PHCDrsquos Board of Directors considered bids from three parties

ldquoPaladinrsquos proposal includes keeping and restoring core services ongoing financial investment in operations service lines and physician services and our facility maintaining quality levels a long-term agreement and offering our community fair-market-value rent for the hospital facilityrdquo according to Ramona Faith PHCD CEO

Paladin through its subsidiaries operates community hospitals in the Greater Los Angeles area and Washington DC Paladin has guaranteed employment for current PVH staff in good standing for at least six months with no plans to make material changes to the composition

of the staff and has stated that it will honor all current union agreements

Petaluma offers Los Angeles Area-based Paladin its first Northern California location The company is committed to making capital investments for ongoing facility improvements medical equipment and technology upgrades at PVH Its commitment of resources extends to engaging in community partnerships education efforts and local initiatives

ldquoPVH is a high-quality hospital and coveted community asset which we wholeheartedly celebrate The community will without a doubt see that tradition continue with usrdquo said Barry Wolfman president of Paladin Healthcare

PHCD will hold employee forums and public meetings over the next few weeks to discuss its recommendation If all necessary agreements and processes can be timely resolved the public will have the opportunity to vote on Paladin as PVHrsquos new operator on June 6

New Police Chief Already at the Helm

Ken Savano Petaluma Area Chamber of Commerce (PACC) board Second Vice President has been named as the Cityrsquos new police chief He has served as interim chief since October

Savano 46 has spent more than 22 years with the Petaluma police force joining the department in August 1994 In 1998 he was named Officer of the Year In 2002 he was appointed to sergeant and assigned to supervising the K-9 and

hostage negotiations teams and leading the traffic division In 2014 he was named lieutenant where he took responsibility for what the department calls ldquoPetaluma Policingrdquo a program focused on community-based policing and outreach an area Savano hopes to continue expanding

Savano also participates in various volunteer organizations including the Petaluma Sunrise Rotary Club Petaluma Elks Lodge and serves on the Salvation Armyrsquos board

Paladin was selected after PHCDrsquos Board of Directors considered bids from three parties

ldquoPaladinrsquos proposal includes keeping and restoring core services ongoing financial investment in operations service lines and physician services and our facility maintaining quality levels a long-term agreement and offering our community fair-market-value rent for the hospital facilityrdquo according to Ramona Faith PHCD CEO

Paladin through its subsidiaries operates community hospitals in the Greater Los Angeles area and Washington DC Paladin has guaranteed employment for current PVH staff in good standing for at least six months with no plans to make material changes to the composition

of the staff and has stated that it will honor all current union agreements

Petaluma offers Los Angeles Area-based Paladin its first Northern California location The company is committed to making capital investments for ongoing facility improvements medical equipment and technology upgrades at PVH Its commitment of resources extends to engaging in community partnerships education efforts and local initiatives

ldquoPVH is a high-quality hospital and coveted community asset which we wholeheartedly celebrate The community will without a doubt see that tradition continue with usrdquo said Barry Wolfman president of Paladin Healthcare

PHCD will hold employee forums and public meetings over the next few weeks to discuss its recommendation If all necessary agreements and processes can be timely resolved the public will have the opportunity to vote on Paladin as PVHrsquos new operator on June 6

New Police Chief Already at the Helm

Ken Savano Petaluma Area Chamber of Commerce (PACC) board Second Vice President has been named as the Cityrsquos new police chief He has served as interim chief since October

Savano 46 has spent more than 22 years with the Petaluma police force joining the department in August 1994 In 1998 he was named Officer of the Year In 2002 he was appointed to sergeant and assigned to supervising the K-9 and

hostage negotiations teams and leading the traffic division In 2014 he was named lieutenant where he took responsibility for what the department calls ldquoPetaluma Policingrdquo a program focused on community-based policing and outreach an area Savano hopes to continue expanding

Savano also participates in various volunteer organizations including the Petaluma Sunrise Rotary Club Petaluma Elks Lodge and serves on the Salvation Armyrsquos board
