#2 STAFF REPORT NO. 016-15 TO: Mayor and City Council DATE: 2/2/2015 FROM: Eric Holmes, City Manager Subject: Purchase of replacement Street Sweeper for the Storm Water Department. Objective: To approve the purchase of one (1) 2015 Peterbilt Schwarze A7000 Sweeper through the National Joint Powers Alliance contract #022014-AMI from Atlantic Machinery Inc. exceeding the $200,000 threshold. This contract is good until March 18, 2018 and has the consideration of a fifth year renewal option at NJPA’s discretion. Key Points: Equipment Services proposed to purchase a replacement sweeper vehicle through a national contract. Purchase cost of the vehicle is above the $200,000 threshold, requiring Council approval. Present Situation: The City wishes to purchase this replacement vehicle through the National Joint Powers Alliance NJPA Contract. The purchase is going to exceed the $200,000 threshold requiring approval of Council. Prior to bringing the request to Council, Equipment Services reviewed the alternate purchase options through other State Contract vendors to ensure the City is pursuing the best pricing. Council approval will enable Equipment Services to utilize the NJPA Contract’s competitive pricing and replace this vehicle within the fleet at a contract price of $208,500 plus sales tax. This particular sweeper purchase provides the opportunity to purchase one of the last sweepers available with the tier 3 auxiliary engine technology while benefiting from the same pricing as the last sweeper purchased. The tier 4 technology will increase sweeper costs by $15,851. Advantage(s): 1. By utilizing existing replacement reserves staff can replace the 2009 sweeper with a very similar sweeper to the other sweepers in the fleet, saving the City repair costs through standardization of the fleet. 2. The City can also avoid the increased maintenance cost associated with the later years on this sweeper, while ensuring uninterrupted service to the community. Disadvantage(s): None Budget Impact: Funds are available for this replacement in the Equipment Services ER&R Fund, and is currently appropriated in the 2015 Equipment Services Capital Budget. Action Requested: On February 2, 2015, authorize the purchase of Peterbilt Schwarze Air Sweeper, for a purchase price of $208,500 plus sales tax from Atlantic Machinery Inc. through their contract with National Joint Powers Alliance.
