Staffing a Hot Topic for the WBN Contributed by Caroline Robinson
Attracting, retaining and managing employees was the focus for two recent Wheatbelt Business Network (WBN) events, a direct request from members who were finding this area of their business difficult.
“In tight labour markets such as the regions, finding and keeping staff can be difficult” said Caroline Robinson, Executive Officer of the WBN.
Pauline Tarrant a human resources specialist who previously held positions with IKEA and Brownes Dairy shared her ideas with businesses in Kulin (Pauline Tarrant and Carlee Bradford of Kulin mitre 10 pictured) and Corrigin last week.
“Pauline shared simple tips like being direct in your job adverts, selling the lifestyle of the region with the job, having another local business owner in on job interviews so you can get a second opinion and adding particular points to position descriptions so that employees are aware of the expectations of employers” said Caroline
Businesses were also made aware of the Small Business Dismissal Code from Fair Work and were provided with 10 creative tips for hiring an employee.
In Kellerberrin, the Kellerberrin Co-op which will be 100yrs strong in 2017 hosted the WBN and Kellerberrin Chamber of Commerce Business After Hours.
Linda Taylor, Co-op Manager shared an insight into the business and highlighted her role as one of only a few female Co-op managers in the State and also Kate Cole, as female

We have finally been given a move date and will making our way to a very hot and sunny Broome on Friday the 11th of December. Media Release
Local government authorities are now able to access
funding to install and upgrade Closed Circuit Television
(CCTV) cameras and systems through the $5 million State
CCTV Strategy Infrastructure Fund.
Member for Wagin Terry Waldron MLA encouraged local
governments in the Wagin electorate to apply for the
funding to help deter, prevent, and solve crimes in
regional communities.
“The funding will allow local governments to install new
CCTV cameras and systems or upgrade and replace their
current systems with improved technology,” Mr Waldron
said.
“Installation of CCTVs can make a significant contribution
to preventing, deterring and solving crimes, giving police
and emergency services access to live footage during
crimes or emergencies.”
A WA Police project team will provide local governments
with assistance to ensure that existing and proposed CCTV
infrastructure can operate with the future State CCTV
network.
Local police are also available to support and assist local
governments with the planning and development of their
submissions to ensure the CCTV systems are put to the
best use in crime hot-spots.
“Local police are our best resource when it comes to local
crime hot spots, and their expert knowledge will ensure
CCTV is set up in the best locations to deal with offensive
and criminal behaviour,” Mr Waldron said.
“It can also be an important tool during emergency
situations, including car crashes, house and bush fires and
other public safety incidents.
“The State CCTV Network will integrate public and private CCTV
networks to not only prevent crime, but to better respond in an
emergency situation.”

Fiona Bush from WA Primary Health Alliance, Wheatbelt shared ideas on how to have a healthy workplace and workforce, indicating that small improvements like having a fruit bowl in the staff room, holding walking staff meetings and a choice of light and full strength alcohol and non alcohol drinks at upcoming Christmas parties can make a difference to staff productivity.
Kellerberrin businesses also informally discussed human resources and marketing ideas.

Member for the Agricultural Region, Martin Aldridge MLC,
has indicated his intent to move amendments to the State
Government’s Perth Market (Disposal) Bill 2015 before the
Bill proceeds through the Upper House.
The Perth Market (Disposal) Bill 2015 was debated for the
first time in the Legislative Council last week and seeks to
sell Market City in Canning Vale.
Mr Aldridge said he was left with several areas of concern
after seeing the Bill – particularly the lack of transparency
measures.
“The State only gets to sell an asset once and we must
ensure that we do everything we can to ensure it is done
appropriately,” he said.
“We need to ensure there are sufficient protections in
place for growers and wholesalers to transition to private
ownership.”
Mr Aldridge highlighted several areas of contention with
the bill, including:
Terms of the sale are not included in the legislation, meaning the Parliament does not have oversight of the sale;
Key market control measures are not included in the
legislation, and as such the Minister of the day would have the ability to change measures without consulting the Parliament; and
There are no market controls to ensure the renewal of leases at Market City are done on a fair commercial terms.
Mr Aldridge drew comparisons between the sale of the
Perth Market and the long-term lease of the State’s rail
network, which for more than a decade operated under a
confidential contract of sale.
“The Economics and Industry Standing Committee only 12
months ago reported that the State must learn from that
experience and ensure that the sale of assets, especially
monopolies have adequate regulatory controls,” Mr
Aldridge said.
“Parliament needs to have oversight of the sale to ensure
stakeholders are prepared for change and can continue to
operate in a new environment.
“If there is a logical reason to vary the terms on which the
sale of this asset is conducted, the Minister should have to
come back to the Parliament and ultimately convince the
people of Western Australia of the respective merits.”
Mr Aldridge has given notice of amendments which will be
considered later this week.

Media Release
Central Wheatbelt residents will soon have access to
better health care at the Goomalling Hospital and the
Beverley Health Service, thanks to the Royalties for
Regions funded Southern Inland Health Initiative (SIHI).
Member for Central Wheatbelt, Mia Davies MLA,
welcomed the announcement by WA Country Health
Services that design documents for both health centres
are currently being finalised.
“While both health centres will be receiving a suite of
upgrades, a major focus will be on improving and
expanding the emergency departments,” Ms Davies said.
“The Goomalling Hospital emergency department will be
expanded, giving health workers more room to move, and
a new triage area will be added, where patients can be
assessed when they first present to emergency.”
Other upgrades in Goomalling will include a new
resuscitation and treatment bay, a new disabled access
toilet in the emergency department waiting room, a
renovated kitchen, and improved storage for medical
supplies.
The Goomalling Hospital will be re-named the Goomalling
Health Service once the refurbishment is complete to
better reflect its role in the community.
Member for the Agricultural Region and member of the
SIHI Governance Group, Martin Aldridge MLC, said the
Beverley Health Service would receive a larger emergency
department and new consulting rooms.
“The number of consulting rooms will increase from one
to three, and they will all have access to the Emergency
Telehealth Service (ETS) allowing regional patients to
access specialist medical treatment in the city,” Mr
Aldridge said.
“The ETS being rolled out to hospitals and health centres
across the State, giving regional clinicians immediate
access to specialists via high-definition video-conferencing
equipment to provide better care for critically ill and
injured patients.”
The Beverley Health Service is also set to receive upgrades
to the staff station and clean utility areas, a modified
ambulance entrance, an upgraded kitchen, improved
security and a new meeting room.
Ms Davies said it was an “exciting development” for the
local communities.
“The people of Goomalling and Beverley can look forward
to having better access to health services in the
Wheatbelt,” Ms Davies said.
The next stage of the project, the building tender, is about
to get underway, with construction expected to start by
mid-2016.
The SIHI is delivering $565 million through Royalties for
Regions to improve medical services in the State’s south.
In the Wheatbelt, the Merredin, Northam and Narrogin
hospitals are being redeveloped, along with 23 smaller
hospitals and health centres in the region.

The WA Electoral Commission (WAEC) has today released the electorate boundaries for the 2017 State election.
Local Member Hon Mia Davies MLA said the new electorate of Central Wheatbelt was slightly different to the original proposal by the WAEC.
“The Commissioners have considered the feedback and objections submitted during the consultation phase and have adjusted the boundaries accordingly,” Ms Davies said.
The electorate will now include the Shires of Yilgarn, Westonia, Pingelly, Wandering and Boddington in addition to those Shires that already constitute Central Wheatbelt.
“The original proposal from the Commissioners moved Wongan-Ballidu, Dowerin, Koorda and Goomalling into the electorate of Moore,” Ms Davies said.
“On advice and feedback from these communities and others who made submissions the Commissioners accepted that they have more in common and are better connected to the other communities in Central Wheatbelt.”
The current electorate is 62,363 square kilometres and
encompasses 24,962 voters. The new electorate will be 101,240 square kilometres and encompass 27,019 voters.
Ms Davies said The Nationals WA MPs were used to covering large distances and serving vast electorates.
“What is most concerning is the loss of an entire country electorate, and the creation of a new metropolitan electorate,” she said.
“Our Leader, Terry Redman, has already flagged that we’d be looking to make changes to the legislation that determines how many seats there can be in State Parliament to ensure we don’t see further erosion of regional representation.
“Results like this are just another reminder of why it’s so important for regional people to vote as a block for The Nationals to deal themselves into the decision making with the balance of power in the Parliament.
“In the interim, I look forward to continuing to work hard for those communities in my current electorate, and introducing myself to those that will be part of the new electorate.”

Federal Member for O’Connor Rick Wilson MP has
welcomed sweeping changes planned for mental health
services, which will change the face of mental health
delivery across the country.
Mr Wilson said the Mental Health Reform Package sets
out bold reforms to be phased in over the next three
years, with the Country WA Primary Health Network
(PHN) at the forefront of planning and commissioning
better care.
The key reform will see people with severe and complex
mental illness benefiting from new funding approaches to
co-ordinating and delivering services, providing choice and
control for people with mental illness.
“The Country WA PHN will be in charge of commissioning
the mental health services they consider necessary and
appropriate in the area to meet our specific local needs,”
Mr Wilson said.
“This is all about recognising that with mental health or
illness, not everyone is the same and may need varying
levels of care or treatment depending on how their
condition is assessed.
Included in the reforms is a new approach to suicide
prevention, a single telephone and digital gateway to find
the mental health advice or service needed along with
specific care reforms focussed on children and indigenous
Australians.
“I have already started introducing the PHN regional
managers to health service providers and constituents at
forums I’ve recently held,” Mr Wilson said.
“I look forward to continuing to work with them directly
to make a real difference at the grassroots level.”
Each year, up to 4 million Australians suffer some form of
mental health issue, making it the third most significant
chronic condition in the country, after cancer and
cardiovascular disease.

Secondary Specialist Program
Students and staff were pleased to welcome Maddie,
Declan, Damon and Angela, all students from the
University of Western Australia, to school to work with
groups of our secondary students last week. Maddie, who
is also Mr Granger’s daughter, worked with a group of
students on a Creative Writing project.
Damon worked with students to design and build gliders
based on his studies of aeronautics,
Declan worked with a group to
produce a high-quality music video
whilst Angela worked with a group of students on a
practical food production project.
This new link with UWA is an exciting prospect, which
broadens our program for the secondary group into
academic fields. We hope to continue this association and
invite more students to visit Kulin in 2016.

Strive Camp Contributed by Daniel Phillips This past weekend Camp Kulin finished the third and final Strive Camp, it has been wonderful to see the changes in the kids over three consecutive weekend camps over the year. It’s always great to receive the feedback from the kids and hear what they have to say. Kulin Retirement Homes morning tea

Thank you to the retirement homes committee and Kulin
CRC for putting on a lovely morning tea which enticed
residents of the village to come out into the spring
sunshine to share some delicious Kulinary Kreations treats
and a cuppa.
The committee opened one of the units to allow people
the opportunity to walk through and see the amazing
renovations that have been completed. The current
resident of this unit gave some very positive feedback on
the design of the unit with everyone agreeing that this
was an ideal unit for a single person.
The gardens throughout the village were praised for being
so neat and tidy with an easy care design that allowed
unhampered access and good visibility to all units.
These morning teas will continue into 2016 are open to
any community member wanting to find out about
retirement options in Kulin. No need to RSVP just look out
for the next date advertised in the Kulin Update in
February 2016. We would love to see you there!
Cheerios Christmas trees
Ingredients 3 cups marshmallows 3 tbsp butter Green food colouring 3 cups Cheerios Mini M&M’s (just the red and green ones) Jaffas Canola spray
Method In a bowl, place the marshmallows and butter together and melt in the micowave on high for 40 seconds. Mix well with a spoon. Add green food colouring until you have the colour you like. Pour Cheerios into the marshmallow mix and stir well to coat. Leave to cool until the mixture becomes tacky. You may need to put it in the fridge if it is a warm day. Cover a tray with baking paper. Spray your hands with canola spray and shape the Cheerios mixture into cones and place on the tray. Remove and decorate with red and green M&M's and place a Jaffa on top. The trees will still be sticky enough for the decorations to adhere, but you may need to use a little icing to stick the Jaffa on. I used a tube of ready-made writing icing. Place in the freezer for 20 minutes to firm up.
