Stakeholder comments to Consultation Paper No. 16/2012-13 for Multi Year

Tariff Proposal and Annual Tariff Proposal in respect of Chennai International

Airport for the First Control Period (2011-12 to 2015-16)

1. COMPLETION OF THE PROJECT

1.1 The Ministry of Civil Aviation (“MoCA”), vide a letter to the Airports Authority of India

(“AAI”) dated 19th June, 2012 that has been annexed to the Consultation Paper No.

16/2012-13 (“CP”), had stated that the Director of Expenditure, Ministry of Finance had

conveyed its approval for the revised cost of INR 2,015 crores with the completion of the

project scheduled for July, 2012. Accordingly, the AAI was expected to complete the

modernisation and expansion project (“Project”) of the New Terminal Building (“NTB”)

at the Chennai International Airport (“CIA”) by the revised completion schedule of July,

2012 as fixed and decided by the MoCA.

1.2 As per the submissions made by the AAI in its proposal to the Airports Economic

Regulatory Authority (“Authority”) for an increase in the aeronautical tariff, AAI stated

that the Project would be completed in August, 2012 and the NTB would be made open to

the public and fully functional by then. However, the NTB is still incomplete, even after a

month from the date of completion announced by the AAI. The present status of the

Project and the pace at which the modernisation and expansion work is being carried out

leads one to the inevitable conclusion that the NTB would not be completed before the

end of 2012.

1.3 The Airline Operators Committee (“AOC”) in Chennai had also written various letters to

the Secretary, MoCA and the AAI dated 16th May, 2012, 15th June, 2012 and 7th September,

2012 regarding the status of the NTB at CIA and the quality/absence of the facilities

contained therein. There were also several meetings held on 21st April, 2011, 24th May,

2011, 18th August, 2011, 19th January, 2012, 25th January, 2012 16th February, 2012 and 15th

March, 2012, between the stakeholders in the CIA regarding the issues of the NTB. The

minutes of the said meetings and the aforesaid letters addressed by the AOC are

collectively annexed to this document as Annexure – A colly. The various points that

have been raised in the aforesaid letter to MoCA are evidence to the fact that till date

several facilities in the NTB are far from being completed and the ones completed are far

from international standards.

1.4 The AOC has also pointed out in the aforesaid correspondence that the In-Line Baggage

Screening System (“ILBS System”), the Airport Operations Control Centre (“AOCC”),

Walkalators from the domestic terminal to the international terminal, etc. have not been

installed or are incomplete, though the AAI claims to have completed the Project of the

NTB at the CIA. It is pertinent to note that while the Bengaluru International Airport and

Rajiv Gandhi International Airport, Hyderabad have been provided with the ILBS System

and the AOCC, the CIA has not been provided with these facilities. The new specifications

for the ILBS System have not been approved by the Bureau of Civil Aviation Security and

various requests made by the AOC for providing an AOCC have been ignored by the

AAI. The Authority shall take note that though the there has been a plan for providing

walkalators in the tubular passage under the flyover connecting the new terminals at the

CIA, the same has not been installed, thereby causing the Minimum Connectivity Time

(“MCT”) between two flights to be affected. The solution of transfer coaches/shuttles is

only a stop-gap arrangement and will also affect the MCT and reduce the efficiency of

transfer facilities and services at the MAA as transit hub.

1.5 The Authority ought to also take into consideration that there are 52 new check-in

counters each at the domestic terminal and the international terminal. Further, the

number of additional baggage carousels are 3 each at the domestic and international

terminals in the NTB, thereby bringing the total number of baggage carousels to 8 and 7 at

the domestic and international terminals respectively (old terminal and NTB). These

figures do not reflect or substantiate the traffic forecast information provided by AAI,

which seem to suggest that the traffic at the CIA will grow 3-4 fold in the coming years. If

such an increase in the traffic forecast is anticipated, then the provision of 3 extra baggage

carousels in the international terminal will not match up to the international standards

followed by other major airports.

1.6 It is pertinent to note that the AAI had claimed that the construction of the bridge over the

Adyar River was a part of the project for the modernisation and expansion of the CIA,

which was approved by the MoCA. However, AAI had, in its proposal to the Authority,

submitted that the construction of the bridge was already completed on 30th March, 2011,

but the same was not yet operational. The AAI has also not provided any reasons for the

non-operation of the bridge over the Adyar River for such a prolonged period.

Accordingly, the cost of the bridge ought not to form a part of the Regulatory Asset Base

until such time as the same is operational.

1.7 Extension of project completion timelines lead to increase in project cost, which the airport

operator will ultimately look to claim from all the airlines operating from CIA and all

passengers travelling to and from CIA. The delay that has occurred being the sole

responsibility and liability of the AAI, the various airlines and passengers ought not to

suffer the burden of providing facilities that were already assessed and valued prior to the

commencement of the Project.

1.8 The Authority ought to also consider the provisions of Section 13(1)(a)(ii) and 13(1)(d) of

the Airports Economic Regulatory Authority of India Act 2008 (“AERA Act”), which state

that ‘the Authority shall determine the tariff for the aeronautical services taking into consideration

the service provided, its quality and other relevant factors’ and that ‘the Authority shall monitor

the set performance standards relating to quality, continuity and reliability of service as may by

specified by the Central Government or any authority authorised by it in this behalf’. As per the

said provisions, the Authority has a statutory obligation to review and assess the service

being provided by the airport operator and the quality of the same before determining the

tariff for such airport. In the present case, the Authority ought to take into consideration

the performance (or the lack of it) of AAI in terms of the Project, the services provided by

the AAI at the CIA, especially the NTB, and the quality thereof, before determining the

tariff at the CIA.

2. VARIOUS DOCUMENTS REFERRED TO AND RELIED UPON BY AAI IN PARA 1.14

OF THE CONSULTATION PAPER HAVE NOT BEEN SHARED WITH OR

PROVIDED TO THE STAKEHOLDERS

2.1 The Authority has noted that the AAI had submitted clarifications on its depreciation

policy, traffic forecasting methodology and details of the debts raised by AAI for the

modernisation project of the NTB. AAI also furnished a component-wise breakup of the

revenue and expenditure along with a brief note justifying the growth rates it had

assumed and details of the component-wise project cost, which also contained details of

the probable date of completion of this project and AAI’s means of finance with respect to

CIA.

2.2 The Authority, in its CP, has not annexed any of the aforesaid submissions, details and

notes made by the AAI to the stakeholders for their perusal. The stakeholders were also

not provided with any of these documents and notes during the Meeting of the

Stakeholders held on 30th August, 2012 to discuss the MYTP and ATP submitted by AAI

for the CIA. The various airlines operating in the CIA had also written to the Authority

and requested for a copy of these submissions and documents, but have not received any

till date. In the absence of these submissions, documents and notes, the stakeholders will

be prevented from giving a thorough response to the tentative decisions arrived at by the

Authority. We reserve the right to file further supplementary submissions after having

had the opportunity to peruse the aforesaid documents.

3. PARA 1.18 – CNS ATM SERVICES HAVE BEEN EXCLUDED FROM THE

CALCULATION OF AERONAUTICAL REVENUES, WHEN THEY ARE VERY MUCH

PART OF THE AERONAUTICAL SERVICES

3.1 According to Section 2(a)(i) of the AERA Act, any service provided for navigation,

surveillance and supportive communication thereto for air traffic management would be

considered as an aeronautical service. However, the tariff proposal submitted by AAI to

the Authority fails to include the revenues and expenditure on account of the CNS Air

Traffic Management services being provided by AAI in the category of aeronautical

services and revenue.

3.2 The Authority should not permit this deviation from the statute that is sought to be made

by the AAI.

4. CARGO TARIFF – NO CHANGE IN RATES

4.1 The AAI has submitted a separate proposal for the tariff relating to cargo services and

aeronautical services. Though the proposal made for the cargo services does not include

any hike in the existing tariff for the control period, the current cargo tariff that is being

charged is an unreasonable one.

4.2 Vide Order No. 11/2010-11 that was passed by the Authority on 5th January, 2011, it was

held that the Authority had approved the 5% increase in the existing rates of cargo

charges at the CIA purely on ad-hoc basis. As per this Order, the determination of cargo

charges at the CIA on an ad-hoc basis was to be reviewed at the stage of tariff

determination for the first cycle. Thus, though the AAI has not proposed any increase or

hike in the cargo tariff already being charged, the Authority cannot avoid review of the

current charges as that would be inconsistent with the Order that was passed by the

Authority on 5th January, 2011.

4.3 The discussions that were held prior to the passing of the aforesaid Order on 5th January,

2011 mentioned in the Order illustrate the various points raised by the stakeholders

regarding the revision of cargo tariff at the CIA and Netaji Subash Chandra Bose

International Airport, Kolkata (“Kolkata Airport”). The AAI had proposed an increase of

10% each year for the period 2010-11 and 2011-12, keeping in view the investment in

improvement of cargo terminal to the tune of INR 79 crores in the previous 2 years and a

further estimated investment of INR 160 crores (approximately) in 2010-11 in cargo

facilities at both of the aforesaid airports. Prior to the fixing of the tariff for cargo services,

AAI held meetings with the stakeholders that were attended by very few stakeholders.

Certain stakeholders, who did not attend the meetings, expressed their concern regarding

AAI fixing the tariff for cargo services and stated that these charges had to be decided by

the Authority and not by the AAI.

4.4 The AAI, in its proposal to the Authority for approval of increase in cargo charges, stated

that it was decided between the AAI and the various trade bodies for cargo services that

there would be a 5% increase in the cargo charges for the years 2010-11 and 2011-12 at the

CIA and Kolkata Airport.

4.5 The Authority at the time of examination of AAI’s proposal noted that the submissions

made by the AAI were bereft of financial details and the stakeholder consultation

meetings appeared to be incomplete as one of the important stakeholders Air Cargo

Agents Association of India (“ACAAI”) was not present at the meeting. The Authority

also referred to a letter by ACAAI to the Authority dated 10th August, 2010 by which it

had requested the Authority to ask AAI to enhance its infrastructure as well as the

services offered to the trade and other factors, in order to justify the increase in the cargo

charges. Another stakeholder also pointed out to the Authority that any revision in the

cargo charges without a corresponding improvement in infrastructure and facilities

would increase the transaction cost of the industry.

4.6 Although the AAI, prior to passing of the aforesaid Order dated 5th January, 2011, stated

that INR 165 crores was already invested for the cargo centre at CIA, till date there has

been no expansion or enhancement of cargo facilities that has been made by the AAI. The

CIA has 3 cargo bays and there has been no increase in the said figure though there has

been an increase in the growth of cargo flights at the CIA. In light of the aforesaid

circumstances, it is pertinent that the Authority review the current cargo charges at CIA as

per its Order dated 5th January, 2011 and revise them downwards.

5. PARA 4.1 - CONSTRUCTION OF ADYAR BRIDGE

5.1 The AAI has included the construction of a bridge over the Adyar River in its project of

modernisation and expansion of the CIA and has submitted that the said proposal

received the approval of the Ministry of Civil Aviation (as the Authority was not set up at

that time). The total project cost for the modernisation and expansion has been accounted

to INR 2,862.71 crores, out of which the AAI has submitted in its proposal that work

amounting to INR 216.70 crores has been completed for the Adyar River Bridge. The AAI

has also stated that an amount of INR 11 crores alone has been paid for the same.

5.2 The AAI had, in its proposal to the Authority, submitted that the construction of the

bridge was already completed on 30th March, 2011, but the same was not yet operational.

The AAI has not provided any reasons for the non-operation of the bridge over the Adyar

River for such a prolonged period. Accordingly, the cost of the bridge viz. an amount of

INR 216.70 crores, ought not to form a part of the Regulatory Asset Base until such time as

the same is operational.

6. PARA 4.5 – AAI TO UNDERTAKE USER CONSULTATION WITH THE AIRPORT

USERS CONSULTATIVE COMMITTEE

6.1 As per the Terms and Conditions for Determination of Tariff for Airport Operators -

Guidelines, 2011, dated 28th February, 2011 (“Airport Guidelines”), AAI ought to

undertake User Consultation with the Airports User Consultative Committee (“AUCC”)

on major capital projects planned at the airport. Major capital projects were defined as

capital investment projects that may represent more than 5% of the value of the

Regulatory Asset Base (“RAB”) at the beginning of the Control Period or INR 50 crores,

whichever is lesser. No user consultation with the AUCC had taken place prior to the

commencement of the major capital projects for the CIA. Even after the Project was

commenced, the AAI did not hold any consultation with the airport users or the AUCC, in

order to understand the various issues and challenges being faced by such airport users or

the AUCC.

6.2 Annexure 1 of the Airport Guidelines state that the Authority expects the Airport

Operator to provide all the required project information with the users as part of the

consultation process. The said information is required to be submitted in the form of a

project investment file. The Airport Guidelines also provide that the consultation shall not

only encompass the exchange of information, but also discussions between the Airport

Operator and the users with the object of achieving agreement, wherever possible, within

the timeline specified, before key decisions are taken to enable the successful delivery of

the plan.

6.3 In the present project plan of modernisation and expansion of the CIA, the AAI has failed

to provide any information to the users and AUCC and also failed to hold any discussions

in order to reach an agreement on various elements of the project plan. The Authority has

also failed to direct the AAI to provide such information and hold such discussions with

the AUCC. In the absence of such information being provided and discussions being held,

the entire procedure being followed by the AAI and the Authority is not one that has been

prescribed by law.

7. PARA 5.2 – AERA HAS RELIED ON THE CALCULATIONS ON RAB SUBMITTED

BY AAI AND HAS FAILED TO CARRY OUT ITS OWN INDEPENDENT

ASSESSMENT

7.1 The Authority has accepted and proposes to consider the calculations submitted by the

AAI on the initial RAB on the basis of the accounts that have been audited by the

Comptroller and Auditor General (C&AG).

7.2 According to Section 14 of the AERA Act, the Authority has the power to call for

information and conduct its own investigation into the claims and proposal made by the

AAI. However, the Authority has proposed to consider the figures and calculations

submitted by the AAI without any verification or confirmation of the same. The Authority

has also failed to make available the audited accounts of the AAI prepared by the C&AG

for all the stakeholders. In the absence of relevant information being provided to the

stakeholders, the comments provided by such stakeholders shall only be limited to the

proposal at a macro level, without being given access to the audited reports and accounts

of the AAI related to the project of modernisation and expansion of the CIA.

8. PARA 5.8 – DEPRECIATION POLICY FOLLOWED BY AAI DEVIATES FROM THE

AIRPORT GUIDELINES

8.1 Para 5.3 of the Airport Guidelines deals with the Depreciation Policy to be followed by

Airport Operators and states that depreciation shall be calculated using the straight line

method. It also states that the minimum residual value of the asset shall be considered as

10% and depreciation shall be allowed up to a maximum of 90% of the original cost of the

asset.

8.2 Deviating from the Airport Guidelines, the AAI in its letter to the Authority dated 8th

August, 2012 has submitted that the annual accounts of the AAI were audited by the

C&AG, which followed the depreciation policy approved by the AAI Board. It further

stated that in the event the depreciation had to be reworked as per the Airport Guidelines,

by which 90% of the value of assets would be considered as depreciable and 10% as

residual value, then the value of AAI’s assets would not tally with value of assets

appearing in AAI’s books of accounts. The AAI stated that if the depreciation had to be

reworked as per the Airport Guidelines, then the net block of assets which had been 100%

depreciated as per the AAI’s books of accounts, would need to be recast.

8.3 The Authority has tentatively decided to consider the depreciation policy followed by the

AAI, which as submitted and admitted by the AAI is not according to the Airport

Guidelines that have been passed by the Authority to be followed by every Airport

Operator at the time of determining and fixing tariff for airports. Any such deviation by

the Authority from Guidelines that have been laid down by it will render such decision to

be an arbitrary and illegal one, with no basis and reasoning.

9. PARA 6 – TRAFFIC FORECAST

9.1 The AAI in its proposal for an increase in the aeronautical and non-aeronautical tariff at

the CIA has relied upon and referred to the historical figures of the CIA to arrive at a

forecast of the traffic during the first control period.

9.2 There has been no study or report submitted by the AAI that has been conducted by an

expert body for arriving at the figures for the traffic forecast at the CIA. The Authority

ought to direct the AAI to submit a study or report supporting the traffic forecast or by

virtue of its statutory powers under Section 14 of the Act, by which the Authority is

empowered ‘to call upon any service provider at any time to furnish in writing such information

or explanation relating to its functions as the Authority may require to access for the performance

of the service provider’. In the absence of such report or study being submitted by the AAI,

the Authority may direct an independent study or report to be prepared in order to

consider the figures for the traffic forecast for determination of aeronautical tariff.

10. PARA 7 – NON-AERONAUTICAL REVENUE

10.1 The revenue projected by the AAI from non-aeronautical services do not reflect the true

potential for an airport of international standards, especially when taking into

consideration the other major airports in South India.

10.2 The Bengaluru International Airport Limited and Hyderabad International Airport

Limited have invested in the development and expansion of their non-aeronautical

services, which include restaurants, retail stores, duty free, car-parking, ticketing, etc.

However, the non-aeronautical revenue projections made by the AAI, as evidenced in

Table 8 of the CP, appears to be extremely conservative and inaccurate. There appears to

be no justification for the hike in aeronautical tariffs, when there is hardly any expansion

of facilities to optimise non-aero revenues.

10.3 The AAI has also not made any effort to allot the spaces reserved for non-aeronautical

services to permanent concessionaires and have commenced operations of the same with

temporary/make shift vendors, which has also been pointed out by the AOC to the

MoCA vide its letter dated 7th September, 2012, annexed hereto. The absence of permanent

concessionaires being allotted the various spaces for non-aeronautical services in the NTB

has resulted in significant reduction in non-aero revenues, which could have been

avoided with some foresight and planning.

10.4 As per the aforesaid provisions, the Authority also has the power to determine the tariff,

in public interest, during the five years of the control period. Accordingly, the Authority

ought to exercise its statutory powers and direct that the present non-aeronautical tariff

projections made by AAI shall apply only during the year 2012-13 of the first control

period, after which the non-aeronautical revenue potential shall be determined on actuals

based on the actual revenues generated during 2012-13.

10.5 The Ground Handling services at the CIA have been concessioned out to 2 Ground

Handling agencies by the AAI. However, as per the Ground Handling Policy a minimum

of 3 operators are to be appointed for the Ground Handling services at the CIA. The

failure to provide a competitive environment has not helped the airlines in negotiating

favourable rates with ground handling companies, but has only helped the AAI in

collecting huge amounts of money as royalty.

11. PARA 7.8 – FUEL THROUGHPUT FEE

11.1 As per the Order No. 07/2010-11 passed by the Authority on 4th November, 2010, it was

stated that in the event access fees such as throughput fees are kept at a higher level, the

airlines would bear the higher fuel throughput charges but the impact of the same is likely

to be neutralised/mitigated through lower airport charges since the accruals from the

higher fees would be considered towards the passenger yield cap calculation. In this

background, the Authority tentatively agreed to respect the contractual agreements

between the airport operators and the oil companies as it felt that there was no definite

formula through which such charges could be determined and at the same time it was

conscious that such revenues are taken as a part of the passenger yield cap. The

propensity of the airport operators to charge throughput charges at exploitative rates was

expected to be curbed in as much as the same would lead to lowering of airport charges

and the impact on the airlines/passengers is likely to be neutralised/mitigated.

11.2 Although the Order passed by the Authority states that a high fuel throughput charge

would be offset by keeping the airport charges at a nominal rate that does not appear to

be the case. AAI has proceeded to propose a significant increase in aeronautical tariff for

the CIA, thereby negating the calculations of the Authority as discussed above.

11.3 Various airlines and their representative bodies had opposed this proposal of fuel

throughput charges on the following grounds:

i) The throughput charges are not related to any cost;

ii) The fuel suppliers pay a rental for the use of the land at the airport, which forms

part of their overall costs. The throughput charge is, therefore, a duplicate

charge;

iii) The oil companies treat the throughput charges as a pass through rather than it

forming a part of the commercially negotiated fuel prices. Therefore, the oil

companies have little incentive to negotiate the level of this charge.

11.4 The Authority had approved the proposal of the AAI for the fuel throughput charges on

an ad-hoc basis, vide the aforesaid Order dated 4th November, 2010, despite agreeing with

the contention raised by the airlines regarding the applicability of the contractual

agreement between the airport operator and the oil companies. The airlines pointed out

that the agreements were entered into between two parties who did not even bear the

financial burden thereof. The oil companies, who were paying the charges, pass the same

on to the airlines and the airport operator is the net gainer. However, the Authority while

on one hand agreed with the issue raised by the airlines, on the other proceeded to

approve the proposal on an ad-hoc basis.

11.5 The table below indicates the fuel throughput charges at various airports, which were

approved by the Authority with effect from 1st April, 2010, vide Order No. 07/2010-11

passed by the Authority on 4th November, 2010. From a perusal of the fuel throughput

charges at various airports, it is evident that the charges at the CIA are the highest in the

country. The charges at the CIA are in fact over 10 times the rates being charged at other

airports in the country, though the price of fuel is more or less the same across the

country.

11.6 An annual increase of 5% in the fuel throughput charges would be an arbitrary one, as

such increase has to be ultimately paid out of the accounts of the airlines who are not even

parties to such agreements between the Airport Operators and oil companies. Therefore,

the Authority ought not to approve the proposal made by the AAI for a hike in the rates

of the fuel throughput charges at the CIA.

12. PARA 8.2.1 – STAFF COST

12.1 The AAI has assumed an annual increase of 7% in pay and allowances of its staff at the

CIA during the first Control Period. The staff cost includes dearness allowance, house rent

allowance and other perks and staff welfare funds. The AAI has also stated that there

would be no increase in the strength and number of the staff though there would be an

annual increase of 7% in their pay and allowance, which the Authority proposes to

consider for the purposes of aeronautical revenue.

12.2 There has been an increase proposed in the pay and allowances of the staff at CIA but

there has been no justification or reasoning given for the necessity and requirement of

such a large number of staff strength at the CIA. The Authority should have carried out

an appropriate benchmarking exercise through experts to determine whether the staff

strength of AAI at CIA is in excess of requirements, and consequently, whether the

redundant staff cost should be borne by the airlines and the general public.

13. PARA 8.2.2 – REPAIRS AND MAINTENANCE

13.1 The AAI has also proposed an increase of 51% in repairs and maintenance at the CIA for

the financial year 2011-12 due to the shifting of operation to the NTB. The AAI also

submits that the repair and maintenance expenses will be expected to increase by 110%

due to the commissioning of the NTB and that an annual increase of 10% is expected from

the financial year 2013-14 for the same. There has been no basis or reasoning provided by

the AAI for the increase of 110% for repairs and maintenance during the financial year

2012-13 nor has there been any explanation given for the annual increase of 10% to be

paid by passengers and airlines.

At the outset, it's unfortunate that the airline fraternity could not accompany your good selfduring your recent visit to Chennai to inspect the upcoming new terminals (NDTBand NITB)II '>.,

Airlines' Operators' Committee, Chennai (AOC, Chennai) has been very actively and robustlyproviding a horde of inputs and feedback to AAI to incorporate in the new terminals so that thesewould be user-friendly and be really true to the paradigm "world class" that's being now associatedwith these incomplete terminals II But a lot of our feedback and opinion have been brushed aside andthings are being taken forward without the airline fraternity, who are the end-users .

You may have observed the below basic requirements that are missing in these new terminals;

1. Absence of the much-needed and most basic ILBS(In-Line Baggage Screening) System; this isnot only much required with respect to the passenger comfort and contemporary need butalso it is a very useful tool for ensuring the security of the passengers, terminals and aircraftsII These terminals are built with ILBSprovision and bringing in the other stand alone X-Raymachines and putting in the middle of passenger movement area, in the corridors, would be amockery of modern-age requirements, leave alone a modern airport, but not even a basicMetro airport II

2. The concept of AOCC(Airport Operations Control Centre), though accepted by AAI,there havebeen no constructive steps made by AAI to give shape to this much required, arterialdepartment for smooth functioning of an airport, which is so vibrantly present in otherMetro/Modern airports.

3. Walkalator: The Walkator for the connecting/fransiting guests between domestic andinternational terminals is far from complete and there seems to be no constructive stepsmade to expeditiously complete this half-done workll

4. The Ramp provided at the basem~nt level of the two terminals is so steep and during thedummy/trial runs conducted by the airlines, it has been more than clearly demonstrated thatthese slopes have very steep gradients which is extremely incompatible for tractors to ply

6. The approach road between the city highway and the main bridge running in front of theterminals, is far from over and if this is not completed, passengers have to take a long detour,

This has reference to our meeting with member operation and your team onremoval of facility charges being levied by AAI effective 01 April 2012.

As explained to yourself in our previous meeting and subsequently a letter,the 25% facility charges levied byAAI ~hould not be applicable in theexisting terminal and that any ·facility charges so levied must be applicable inthe new NDT and NIPT as applicable in other Airports in the south. Themaximum ceiling of the charges should be fixed at 100/0 as done in othersouthern airports.

It was also brought to your notice that the new Airport once operationalised, .should have a staff canteen to'cater to the needs of all airlines staff as in thecurrent Airport we lack such facility. The prices must be reasonable for allthe staff to avail this facility which is an urgent requirement.

We would also like to inform ..you that the aerobridges, ILBS, Lounges andother retail outlets should be in place prior to Airlines moving to the newterminal which would cater to the needs of the travelling public.

This letter has reference to the 25% utility facilitation charges levied by AAI arbitrarily onairlines operating from the present terminal.

Any enhancement of charges in the present terminal should be also substantiated by AAI interms of extending enhanced facilities to the airlines and as such in the present terminalthere exists no scope for such enhancement.

The 25% facility charges and an annual increment of 7.5% would amount to 32.5% iQcreasein rental has come in at a time when airlines are undergoing financial losses and many ofthem brink of closure:

Airlines are taking stock of the situation and may be constrained to withdraw their servicefrom Chennai as the huge increase in rental would make them unviable to operate fromChennai.

We are confident that under your leadership, a judicious decision would be taken to do awaywith 25% utility charges.

Dear All

Following is a summary of the points discussed by AOC with AAI on 25JAN12 with APD,

ED Projects, GMGFS among others.

NIPT

1. As & when NIPT is ready & functional, all airlines would have to move to the new

Terminal. The AIT (minus 2nd floor Airlines offices) would then be closed for

renovation after which few airlines would have to relocate to AIT.

2. The decision on which carriers would relocate back to AIT after renovation & the

duration of the renovation period is still not known to AAI. As per AAI, their actual

renovation may just take about 1month but the issue is of augmenting of

manpower by Immigration & Customs to provide staff at both Terminals and they

are unable to comment or advise any specific date when the Existing Terminal

would be made operational

3. Back Offices in AIT would have to be vacated during process of renovation & may

be re allotted later to those carriers who would be relocated to AIT.

4. Common use IT facility being provided by AAI in NIPT. Airlines are to adv AAI for

any linking of data cables from 2nd Floor AIT into NIPT.

CUTE

5. SITA awarded contract for CUTE in NIPT for a period of 7 years @ INR37 per pax.

6. No BRS in scope in the present agreement with AAI, though AOC would still

explore ways and means to incorporate same

7. AAI to give AOC a copy of the final agreement with SITA so that AOC could discuss

with SITA for any operational changes/requirements within the scope of the

agreement.

AOC REQUIRMENTS PROJECTED TO AAI

8. ILBS is mandatory at the New Terminal , as passengers would not want go through

the harrowing experience of waiting in line for X-Ray Screening of Baggage

9. AOCC concept must be introduced to coordinate various functions of the Airport.

10. Ticketing Counters at NIPT lacks space for all Airlines ( due no Back up Office

)and hence AAI to look at ways and means to augment the space requirements.

11. Mezzanine floor Space requirements of Airlines are not met and AAI has to look at

various options to provide space to Airlines as per their requirements

12. Link from the Existing 2nd Floor offices to the NIPT Departure be provided for easy

accessibility

Airlines to take responsibility of chairs.

Action: AAI 6. Repairing of VDGS update for Bays:

GM Engg.(Elect) informed that at present only one VDGS is working. The new aerobridges along with VDGS are being procured for new terminals. The issue will be taken up with CHQ. for procurement of additional VDGS for replacement of existing ones. Airport Director advised to initiate action at the same time to survey off the existing one with the reasons thereof.

10. Commissioning of New Domestic Terminal: Chairman AOC expressed difficulties in shifting to new terminals due to non-availability of facilities like In-line scanning system, AOCC and aerobridges. Airport Director told that a meeting will be convened shortly to discuss the various issues except in-line scanning system of new Domestic Terminal. GM(Engg.-Elect) informed that all the aerobridges will not be installed simultaneously. Installation of Aerobridges will be done on priority for new Domestic/International and subsequently for Bay No.30 & 31. It will take atleast 06 months time to complete the work on all the aerobridges.

11.CUTE: Separate meeting with M/s.SITA was conducted on 26.2.12 and the minutes were circulated. Airport Director asked DGM(L) to take up the matter with Air India and confirm their requirement to start CUTE in existing Intl.Terminal.

12. Follow-me jeep service: DGM(GFS) informed that Follow-Me service will be provided to airlines only on request basis. Further he stated that whichever airlines request for services are availing the same.

13.AOCC implementation within the present Terminal: Airport Director informed that due to shortage of manpower the feasibility will be examined to handle manual AOCC implementation in the existing terminal and a separate meeting will be convened. AOC requested to provide FIDS system in Apron control for monitoring flight status and allocate bays accordingly. Airport Director asked DGM(L) to check the feasibility for providing the same.

Action: AAI 14. Planning for future civil works: DGM(GFS) informed that delay in completion of work on Twy”H” was discussed in Apron Safety meeting. Further he stated that any such work will be intimated to airlines in advance.

15. Displacement of 780mtrs. for recommissioning of Rwy 12: DGM(GFS) informed the House that safety assessment had already been done and forwarded CHQ. After necessary approval from DGCA all airlines will be kept informed.

He further stated that passes for the contract workers will be issued by AAI till commissioning and after commissioning BCAS will issue passes.

3. Informing Airlines about offloading of passengers: AOC Chairman informed that airlines are not intimated regarding off loading of passengers by Immigration authorities. Sr. Immigration Officer informed that if the passengers are offloaded, the same will be intimated immediately to airlines staff available in the Immigration area and due to lack of communication among airlines staff it was delayed.

5.Signage for Gate No.4&5 in SHA/AIT: AOC requested for providing a guidance signage for Gate No.4&5 in SHA/AIT. Chairman replied that the same will be examined.

Action: AAI 6.Refusal Pax: Sr.Immigration Officer informed that some of the airlines are not attending the deportees and they should send the refusal passenger on the return flight immediately. AOC replied that they will look into the matter and in some cases sending the refusal pax on return flight is not practical.

GM Engg.(Elect) informed that all efforts were made to put all VDGS into operation.The repaired VDGS were behaving erratically during testing and have not been put into operations. The new aerobridges along with VDGS system are being procured. The compatibility of new VDGS with existing aerobridges will be studied and action will be initiated for procurement of the same through CHQ, after submitting the report on status of existing VDGS. With persistent efforts the manufacturer was prevailed upon to pre-pone the delivery for new aerobridges and as a result 10nos. PBBs are likely to be offered for inspection in April 2012 which will address the urgent requirements.

Action: AAI 12. Malfunctioning & Updation of FIDS: Chairman informed the house that all the flip flap boards would be replaced with LCD monitors to improve the system. GM (Ops) assured airlines that a separate meeting would be conducted to sort out the issue.

14.ATM Machine at International Arrival Hall: DGM(Comml.) informed that tender action for calling of tenders is in process. AOC observed that passengers are facing lot of inconvenience to pay for excess baggage due to non-availability of ATM in International Terminal.

NEW POINTS

1. Signage to indicate Domestic Terminal: Customs requested for placing a sign board inside international arrival hall since lot of pax’s are enquiring the way to reach domestic terminal. GM(Ops) informed that the signage will be provided at suitable location outside the Customs Area.

Commissioning of New Domestic Terminal: Chairman AOC informed that airlines will not be in a position to shift to new terminals due to non-availability of facilities like In-line scanning system, AOCC and aerobridges. Airport Director appraised the house of the administrative reasons for delay in installing the In-line scanning system and said that it would take around 8 to 9months for installation. Further it was informed that aerobridges would be installed by June and two of the existing aerobridges would be replaced on the international side.

Action: AAI/AOC 3.CUTE: AOC requested AAI to resolve the issue of BRS as the same is not included out of scope in the present contract and BRS is being followed at all major Airports. Chairman replied that a separate meeting will be convened with SITA in this regard.

4.Non-availability of Follow-me jeep service: AOC informed that follow-me service is not being provided by Apron control for all requests and is causing inconvenience to their flight operations. Airport Director informed the house that Follow-me jeep service could not be increased at present because of severe shortage of drivers due to the ban on recruitment.

5.AOCC implementation within the present Terminal: GM(Ops) intimated that the proposal for manual AOCC implementation will be examined in the existing terminal.

Action: AAI 6. Planning for future civil works: Chairman informed that some of the civil works in the operational area were delayed due to the unexpected rains and cyclones. AAI has awarded the work of angular taxi which will be commenced soon. 7. Displacement of 780mtrs. for recommissioning of Rwy 12: Chairman informed that most of obstructions on the Approach path of RWY 12 have been removed except one mobile tower and issue is already taken up with the concerned mobile service provider. Also some trees need to be pruned. Subsequently, RWY 12 will put into operation.

The House was informed that out of12 complaints/suggestions received on Toll free 10 pertains to AAI and 02 pertains to Airlines. Out of 07 registered complaints 02 pertains to AAI and 05 pertains to other agencies. It was suggested by Chairman AOC to forward a copy of Airline related complaints to AOC for necessary action at their end.

2. Information on New Terminal layout : AOC were taken on a visit of the new Intl., Terml. Bldg., by Project officials and shown various areas. AOC thanked AAI for the arrangement and requested to provide specific information with respect to area measurements. GM(GFS) confirmed that measurements are available now. AOC further requested for a power point presentation on the facilities. APD informed that the same would be arranged at the earliest.

No A/C effect at Aerobridge Corridor: All member present have confirmed that airconditioning has improved considerably in the building, further AOC informed that the airconditioning is still to improve in the airline back up offices at Ground Floor. Air India representatives informed that the airconditioning in their backup office (G/F) is too cold and they are unable to work inside. Airport Director advised SM Engg.,(Elect) to look into the matter for maintaining comfortable temperature at the earliest.

5. CCTV Surveillance:

DGM (L) informed that the relocation of some of the cameras has been completed and that the In-line system is also covered. Air India wanted CCTV coverage at their customer service counter besides VKC Forex counter in KDT. DGM (L) assured them to look into the matter.

6. Weighing scale for Check-in Counter No.34:

AOC was informed that delivery of weighing scales is delayed due to supplier backing out after being issued with the workorder. AOC informed that 2 weighing scales one each on the left and right wings mobile checkin counters is to be provided, GM (OPS.,/APT) assured AOC that they would be arranged at the earliest.

7. Use of conveyor belt No.4 in Arrival Hall AIT:

The Customs representative informed that instructions were given to their officials to use all the 4 belts on rotation system so that maintenance of a particular belt is not affected, however AOC expressed their displeasure saying that the ground level situation is different from what was assured in the meetings. Jet Airways representatives narrated a recent incident wherein the baggage delivery was delayed due to non availability of Customs official. Airport Director informed AOC that he is having a meeting with Commissioner (Customs) very shortly and would take up the matter with him.

8. SOP for Apollo Hospitals:

GM (Ops.,/Arpt.,) informed that the SOP has been circulated and informed that Apollo Doctor would hence forth look after medical emergencies on domestic side also in case AAI medical officer is not available. It was intimated that AAI Medical Room at KDT would continue to function.

AOC was informed that in case medical services are required at remote parking stands it is the responsibility of the concerned airlines to take the medical team to the site. AOC requested for positioning of the Apollo Ambulance on the airside to avoid any delay in attending to emergencies and APD assured that the matter would be looked into. AOC was also advised to inform all airlines Doctors to attend a capsule programme on aircraft emergencies which is slated for in the afternoon session.

9. Points pertaining to Airlines Management

On the issue of loose wires near their mobile check in kiosks GM(Ops.,/Arpt.,) informed that the airlines need to conceal them as some of the kiosks are still having wires exposed. Jet Airways confirmed that they are waiting for approval of the site by AAI for relocation of kiosks and at new location proper wiring will be done.

a. Bay 26,30 & 31 VDGS U/s:

Complaint is not attended and status-quo continues. APD informed AOC that the supplier was issued with a show cause notice for poor performance and steps would be taken against the company. AOC wanted a letter from AAI in this regard for circulation among its members.

b. Provision of Emergency Lamps inside Aerobridges:

GM(Ops.,/Apt) assured AOC that the same would be provided soon. AOC requested for providing the same at the earliest.

13. POINTS BY AAI a. Check-in counter stickers to be removed: AOC was informed to ensure baggage stickers are not pasted on the counters and the problem still continues.

c) Delayed flight information to all passengers not being given well in advance AOC was again requested to inform all the members to give timely delayed information to AAI and also attend to passengers of the delayed flights to avoid complaints in future. APD advised Jt.GM(TM) to inform all the officials on shift duty at Airport to monitor the same for necessary co-ordination with airlines.

AOC informed that the rates charged by M/s Bhadra are very high and sought AAI’s intervention to impress upon M/s Bhadra to scale down their rates to a reasonable level. However APD informed AOC that AAI cannot intervene in the matter and advised them to have a meeting with M/s Bhadra to sort out the issue.

f) Escort from the airlines for Gate No.9 arrivals AOC was informed that all airlines should accompany the passengers in the coach from remote bay and guide them upto arrival gate. APD informed that though AAI has provided necessary signages and barricades the incidence of Intl. arrival passengers leaving the airport through domestic arrival hall without clearing the Immigration and Customs check is taking place almost every month. GM(OPS/APT) informed that these incidents are repeatedly happening with Jet Airways and told the AOC that any further incidents would be viewed very seriously as this is considered a serious lapse both on the security front as well as immigration/customs side. Jet Airways on their side informed that they have placed 2 staff one each on domestic side and international side to direct the passengers and will take necessary steps to avoid these incidents in future.

a) Asst.Director, Immigration reiterated the seriousness of International arriving passengers leaving the airport without clearing immigration check and stressed upon the point that it is the responsibility of the concerned airlines to see to it that all paxs have cleared immigration check.

b) Immigration also requested AAI to arrange for house keeping staff to get their counters cleaned. Action:AAI 2. AOC:

a) Chairman AOC complained of conveyor belt getting stuck at in-line baggage scanning point. APD advised SM Engg.(Elect) to look into the matter.

b) AOC requested AAI for providing car parking space for at least 25 cars at the exit point. GM(OPS/APT) informed the members that the same will be examined after completion of the project on city side.

2. Information on New Terminal layout The House was informed that ED (Arch) could not come to Chennai due to Administrative reasons, Chairman requested the airlines and agencies to forward their queries immediately to GM (Ops) for healthy discussion during the visit of ED (Arch).

3. No A/C effect at Aerobridge Corridor Sr.Manager Engg(E) informed that Airconditioning is affected due to defective compressors which is being improved by Voltas. 03(Three) compressors for the AHUs have old coils and will be replaced by Voltas. Also airconditioning was not effective due to frequent TNEB power tripping. Actg.Airport Director advised Jt.GM Engg.(Elect) to look into the matter and rectify within ten days.

Action: AAI 4. Ground handling policy: Dy.Gen.Manager (Coml.) informed the House that the decision of Government which was communicated by CHQ was forwarded to all airlines. The case is pending with Supreme Court. Regarding Policy on ground handlers/guidelines, queries of AOC to be forwarded for onward submission to CHQ/MCA.

6. Weighing scale for Check-in Counter No.34

The House was intimated that the process for procurement of weighing scale for Check-in Counter No.34 is in progress. Regarding one additional weighing scale for mobile counter action will be initiated. In the meantime if weighing scales available on hire, the same would be

7. Use of conveyor belt No.4 in Arrival Hall AIT.

The representative of Customs was not present to clarify, the point. However the matter will be taken up with the Comm.of Customs for deputing the staff on conveyor belt No.4 for manning the same.

8. Delay in reporting of Customs officials for baggage scanning. The point could not be discussed as Customs representative was not present.

a) Airconditioning is ineffective in many parts of the Terminal in AIT & KDT

Point discussed. Action is in progress for improving the airconditioning.

Action: AAI b) More service providers for Internet connection:

AOC, Chairman informed that the services of BSNL was not satisfactory. Internet was not available for more than 3 days. DGM (L) informed that due to elections the cut cable line could not be rectified. Cable routes for Airtel, Reliance, Tata can be checked and hired by airlines, if they require, as BSNL is not communicating the proper reason during line failure. AOC/Airlines may co-ordinate with DGM (L), AAI in this regard.

..4.. c) Committee for Commissioning of New Terminal

Actg. Airport Director informed that the Committee will be formed shortly, intimation of the date will be informed to all airlines/AOC to come up with their points one week in advance for discussion with the committee. Actg. Airport Director informed that Domestic Terminal and International Terminal will be commissioned in October 2011 & January 2012 respectively. AOC informed they need the details of space rent, to decide for shifting of airlines offices.

The House was informed regarding concealment of open wires at baggage scan & kiosks. Stanchions to be removed by the airlines after the check-in completion. Standees to be placed close to the counters instead of in various places in check-in areas.

b) Unauthorised activities by Airline contract loaders Airlines were informed to keep a check on the loaders hired by their company as they were seen indulging in unauthorised activities many a times. AOC informed only two loaders are deputed at any duty point both Arrival and Departure and if more than two found for one flight action should be initiated.

..5.. IMMIGRATION POINTS

Asst.Director, Immigration requested AOC to address the following issues:- a) Some of the airlines are not distributing disembarkation Cards in the flight. b) Passengers are being accepted on board without visa. c) Diplomatic passport holders to collect arrival visa. d) For some countries permission is not granted for visa on arrival even for diplomatic passport

holders. e) GD declaration to be checked by airlines before handing over to Immigration.

4) Standees being placed in spite of in various airlines check in counters blocking easy

flow of passenger movement, particularly during peak hours.

5) Indulgence of un authorised activities by contract loaders of Combatta aviation and J.P . constructions concerned airlines to monitor the same and initiate action.

6) Human trafficking is on the rise, as per the letter received from MOOIA. Matter to be

taken up on priority by Immigration.

7) CCCTV cameras required in both in KDT & AIT in additional areas in co ordination with Security Manager.

Sir, This is to inform that on 24.05.2011, Airport Facilitation Committee Meeting and Airport Security Committee Meeting was held. Customs representative attended APSC meeting and left. It is informed that AFC and APSC are scheduled meetings every month in which it is mandatory for all airlines/agencies to attend the meeting. For the month of June 2011, meeting is scheduled to be held on 16.06.2011, from 1030hrs. onwards. You are requested to kindly depute customs representative to attend both the meetings. This is also to bring to your notice that in the AFC meeting, AOC has informed that Conveyor belt No.4 in the Arrival (AIT) is not being regularly used. The reason quoted by AOC was due to shortage of Customs staff. However, Customs official was not present to clarify the same. 2. Information on New Terminal layout The House was informed that a presentation by ED(Arch), AAI will be organised by 15.05.2011. AOC opined that presentation should cover all areas and should clarify queries of the airlines/ agencies and it was agreed to.

4. No A/C effect at Aerobridge Corridor Jt.GM Engg(E) informed that out of 05 AHUs, replacement of cooling coils of 03 AHUs has already been completed and the left over work is likely to be completed by 30.04.2011. It was also intimated that due to replacement of glass panel in aerobridge corridor, the temperature in aerobridge corridor is affected, however it will improve, once the work is completed. Jt.GM Engg.(Elect) also informed that temperature in offices of Jet Airways is made comfortable and has been intimated to Shri.Amarjit Padam. The representative of British Airways intimated that AC in their operational office is also not effective and the area is suffocating whereas representative of Immigration informed that AC is very effective in their area causing chillness and requested to reduce the aircondition effect.

//3// Airport Director advise Jt.GM Engg.(Elect) to look into the matter to bring out improvements in affected area by ensuring circulation of fresh air and temperature control as per requirement.

Ground handling policy: The House was intimated that as per Govt. decision, all Airport Entry Passes l belonging to agencies engaged by airlines have already been extended upto 30.04.11. It was also intimated that airlines have approached to Hon’ble Supreme Court against the decision of Hon’ble Delhi High Court and the next hearing will be on 25/04/2011, till such time status quo has to be maintained. Mr.Prem Bajaj, CMD of M/s. Bhadra International Ltd, intimated that the agency is fully prepared to handle various types of flights. He also intimated that adequate no.of desired equipments and trained personnel are available with the agency. It was also intimated that few airlines have already undertaken audit and are satisfied with the preparedness of the agency. To a query of the Secretary, AOC, Mr.Bajaj intimated that they are ready for the audit of their equipments/ preparedness and availability of trained staff and AOC may fix any convenient date and time for undertaking audit.

8. Weighing scale for Check-in Counter No.34

The House was intimated that action is in hand for procurement of weighing scale for Check-in Counter No.34.PDC 31.05.2011. Chairman advised DGM (Apt.) to expedite the issue. The representative of BA intimated that weighing scales at different check-in counters are showing different readings for the same baggage. Jt.GM Engg.(Elect) intimated that calibration is being done on regular basis and records are maintained. The representative of BA requested that periodic checks of the weighing scales be undertaken as the incidents of faulty readings are reoccurring.

9. Use of conveyor belt No.4 in Arrival Hall AIT.

The representative of Customs intimated that suitable instructions have already been issued for use of conveyor belt No.4 on regular basis.

10. Delay in reporting of Customs officials for baggage scanning. The representative of customs once again requested airlines to intimate them as soon as baggage arrives on conveyor belt. He also requested AOC/Airlines to keep them informed about completion of baggage delivery. Chairman, AOC agreed for the same and requested customs authorities to ensure the timely reporting for baggage scanning. It was also decided that AOC will undertake a survey for a period of one week on usage of conveyor belt No.4 vis-a-vis reporting of Customs officials for baggage scanning. Feed back will be given by AOC in the next meeting.

Chairman, AFC welcomed the members present in the 1st Airport Facilitation Committee Meeting of the year 2012 and advised General Manager (Ops) to review the minutes of the last meeting.

The House was informed that out of 03 registered complaints 01 pertains to AAI, 01 pertains to CISF and 01 pertains to Airlines. Out of 05 complaints/suggestions received on Toll free 03 pertain to AAI, 02 pertain to Airlines. Most of the Suggestions/complaints in the Feedback forms related to a) Provision of smoke room in SHA/DOM b)Announcement in SHA c) Mobile charger & wifi d) Snack bars – quality & prices e) Cleanliness of toilets.

Action: AAI 2. No A/C effect at Airline Backup Offices: Airlines intimated that air conditioning has been improved hence item dropped. Chairman informed that email id complaints.chn@aai.aero has been created for the use of all agencies to record their complaints regarding airport facility maintenance. This id should not be used for public complaints.

3. Ground handling policy: Chairman, AFC informed that circular has been issued by Commercial Dept. of AAI to all Airlines regarding AEP for Ground Handling Agencies.

4. Use of conveyor belt No.4 in Arrival Hall AIT:

Customs intimated that X-ray machine is still unserviceable. General Manager(Ops) requested Customs to use the conveyor belt No.4 for Domestic and non-sensitive flights.

5. Provision of Water coolers in Customs Arrival Hall:

General Manager Engg. (Elec.) informed that internal action is in process, soon after completion of the same, procurement action will be initiated.

6. Cute Counter Charges:

Chairman informed that Cute counter charges has already been circuited to all airlines and AOC also confirmed the receipt of the same. Further issue can be taken up with the Commissioning Committee of New Terminal.

Chairman requested Immigration to allow passenger web check in boarding cards in view of recent AVSEC circular No.26/2011. FRRO informed that the same will be confirmed at the earliest.

8. Airlines staff being summoned by Airport Police:

General Manager (Ops/Apt)informed that there is no issue at present hence item may be dropped.

9. Securing the opening at AI Hangar:

Air India informed that access point is not fully closed till now and assured that the balance portion will be covered at the earliest.

10. Providing weighing machine in Domestic Arrival:

General Manager (Ops) informed that the weighing machine has already been repaired and provided in the domestic arrival hall. Manager, Air India confirmed the same.

General Manager Engg. (Elec) informed that situation has improved and there is no complaint hence item dropped.

Unauthorised manpower on arrival side: It was intimated that as decided in the earlier meetings, stern action will be taken against the loaders in case they are found engaged in unauthorised activities by cancelling the AEPs. Also airlines were requested to take up the issue with their service providers in this regard.

Action: AOC/AAI 14.Non usage of Aerobridge 30 for domestic flights:

Kingfisher informed that they were already using the A/B-30 during day for domestic flights. GM(Ops) requested other airlines also to use the A/B-30 for domestic flights.

15.RWY 12/30 Commissioning: General Manager (Ops) informed that Commissioning of RWY 12/30 will be taken up separately in the commissioning meeting.

Item dropped 16.Hiking of rates by Sangeetha Food Court: Chairman informed that hiking of rates is as per the terms and conditions of AAI contract.

18.Provision of Wash basin/sink for loaders on airside: General Manager Engg.(C) informed that the work for providing wash basin/sink is in progress and work will be completed within a week.

NEW POINTS:

1. Ambulift usage charges: Chairman informed that a separate meeting will arranged to sort out the issue.

Chairman has agreed to provide chairs for check-in counters. Also Airlines was requested to pay the revised charges at the earliest.

3. VDGS update for Bays:

GM Engg.(Elect) informed that rectifying work of VDGS is in progress. VDGS at Bay No. 30 & 32 are working and at Bay No.26 & 27 work is in progress.

Action: AAI 4.FIDS Erratic:

Chairman requested DGM(L) to replace the FIDs with LCD display boards as it is very old and moreover exposed to dust on the city side due to project work, hence likelihood of frequent malfunctioning.

5.Digital Wall Clock to be set up in the International Arrival & Departure Hall:

Chairman advised DGM(L) to provide one Digital clock in International Arrival & Departure Hall at appropriate location.

6.ATM Machine at International Arrival Hall: Airport Director informed that ATM machines are available at Domestic and banks are not interested to provide ATM at International Arrival. Airport Director intimated that State Bank of India or any other bank will be permitted to operate ATM at International arrival area subject to their acceptance and other formalities.
