INTRODUCTION The Stakeholder Engagement Plan provides a strategic road map for engaging a targeted group of stakeholders on the San Mateo County Shoreline Vulnerability Assessment (Project) and San Mateo County’s on-going efforts to understand and prepare for the potential impacts of sea level rise. The primary goals of the Stakeholder Engagement effort are to assure that: 1) stakeholders have multiple and substantive opportunities to participate in the Project, 2) stakeholders are kept informed of the progress of the Project and, 3) stakeholder perspective and priorities are reflected in the findings and final recommendations.

The Consultant Team acknowledges that to meet the demands of the project, it may be required to modify the Stakeholder Engagement Plan, and remains available to make changes (and adjust the budget and timeline if necessary) at the California Coastal Conservancy (Conservancy) and County of San Mateo’s (County) discretion and approval.
I. APPROACHThe stakeholder engagement process targets businesses, civic leaders, elected officials and individuals with technical knowledge of the County’s key physical assets and services. A comprehensive list of potential Stakeholders can be found in Appendix A, Kickoff Meeting Invite List (representing all individuals and entities invited to the project’s kickoff meeting on June 5th). All outreach events will be structured so that the Project Management Team (PMT) facilitates and the TWG and PAC play an advisory role, with targeted outreach to smaller groups or individuals as warranted by project needs, locations and schedule. Outreach to the general public is not part of this scope of work but will be performed by a separate outreach consultant, the County, and the Conservancy. This work will be coordinated closely with the outreach to the general public.
Through this Stakeholder Engagement Plan, Project Managers at the Conservancy, the County and with the Consultant Team, propose a multi-layered approach that relies on a diversity of outreach methods that include meetings, workshops (with mapping exercises), personal interviews, a written survey and site visits.

The primary participant groups engaged on the project are defined as:
Technical Working Group (TWG), comprised of individuals with a working knowledge and familiarity with the physical location, surrounding environment, proximity to sea level rise (SLR)-associated risks and the operation of key assets in San Mateo County. Those assets may include, but are not limited to water treatment and pumping facilities, civil infrastructure (water, power, sewer), communications and power stations, hospitals, schools, businesses, population centers and natural resources.
Policy Advisory Committee (PAC), made up of individuals who are familiar with and/or have some experience with the formation and/or implementation of regulations, policies and/or programs related to land uses including but not limited to transportation, real estate development, disaster planning and wildlife management as they may be impacted by change in sea level, storm surge, high tides and salt water intrusion. The Policy Advisory Committee will also include individuals who represent special interest groups in the County whose members share this expertise and familiarity.
Project Management Team (PMT) includes a representative from Conservancy, Project Manager Kelly Malinowski; representatives from the County led by Supervisor Dave Pine, his staff and the County’s Climate Resiliency Specialist Hilary Papendick; as well as the Consultant Team led by Peter Wijsman and Gerry Slattery of ARCADIS U.S., and Lisa Wise Consulting, Inc., led by Henry Pontarelli.
II. CONFIDENTIALITYThe PMT acknowledges the confidentiality of individuals who participate in the stakeholder engagement process. Confidentiality protects project participants from real or perceived harm and better assures a candid and substantive dialogue and stakeholder support of final recommendations. Constituent input will be presented in aggregate form, in such a way that comments cannot be equated with an individual. Names and other identifying information associated with individual comments will be removed from field notes before they are stored on the project server (SharePoint).
III. STAKEHOLDER CONTACT LISTThe Consultant Team will continue to work closely with the Conservancy and the County to develop a comprehensive contact list of target individuals for the stakeholder engagement process, including potential participants for the TWG and PAC, these include businesses, asset managers, civic leaders and elected officials, representatives from agencies and special interest groups. Contact information will include, where possible, emails, phone numbers, and physical addresses. The Consultant Team will not share this information outside of the project team and the information will be maintained on a secured server during the duration of the project.
For this project “Stakeholders” are civic leaders, elected officials, and individuals with technical knowledge of the County’s key physical assets and services in the 20 cities in San Mateo County, Public Works personnel, representatives of local, regional, state, and federal agencies including FEMA, Gulf of the Farallones National Marine Sanctuary, Bay Conservation and Development Commission (BCDC), WQCB, Association of Bay Area Governments (ABAG), BART, Cal Trans, California Coastal Commission, National Oceanic and Atmospheric Administration (NOAA), Resources for Community Development (RCD), San Francisco Public Utilities Commission (SFPUC), U.S. Fish and Wildlife Services, U.S. Geological Services and representatives from special districts in San Mateo County, such as water and sanitary districts, Harbor Districts, Joint Powers Authorities, and the Colma Creek Citizens Advisory Committee. Stakeholders also include managers for utilities such as PG&E, and for businesses such as Facebook, Genentech, Visa, Costco, Google and Oracle. The stakeholder list also includes representatives of environmental non-profit groups such as Sierra Club, Sustainable San Mateo County, San Francisco Estuary Institute, and the Committee for Green Foothills. stakeholders include representatives of local colleges, San Francisco International Airport, Port of Redwood City, and the Silicon Valley Community Foundation.
IV. STAKEHOLDER OUTREACH EVENTS
A. MEETINGS AND WORKSHOPS The project assumes one (1) kickoff meeting (held on June 5, 2015) and five (5) stakeholder events at key milestones – two (2) with the Policy Advisory Committee and three (3) with the Technical Working Group.
Policy Advisory Committee Meetings are tentatively scheduled for September and March. Specific dates, times, and venues of the meetings are to be determined.
Technical Working Group Meetings are tentatively scheduled for September, December and February to coincide with key tasks or work products, such as: developing Inundation Maps, beginning asset owner outreach and preparing Asset Vulnerability Profiles, and adaptation planning.
i. Meeting Noticing The Consultant Team will work with the PMT to produce meeting notices (posters, web content, email announcements) and to assist in the refinement of PowerPoint presentations and peripherals (posters, maps, lists) for each event. The Consultant Team will rely on the Conservancy and County to procure the venue and broadcast the meeting details through stakeholder contact list, on County and Conservancy websites, social media and with physical posters at public locations. The Consultant Team will develop meeting summary reports for each event that will inform the development of a final Stakeholder Engagement Report and provide a reference point for the PMT throughout the project.
The PAC and TWG meetings will be structured as 1) workshops with opportunities for smaller groups to form and address targeted issues or refined information provided by the Consultant Team, 2) roundtable or panel discussions, or 3) traditional presentation and Q&A forum, depending on the size of the group and as agreed upon by the PMT.
ii. Meeting Materials An effective outreach process and efficient use of stakeholders’ time is important. Each meeting will rely on a detailed agenda provided by the Consultant team and approved by the PMT. Meetings will be driven by San Mateo County Sea Level Rise risk- and asset-related issues and facilitated by the Consultant Team with support of the Project Management Team.
The Consultant Team will prepare meeting agendas and define meeting objectives in consultation with the Conservancy and County prior to each meeting. Summary reports for each meeting will be prepared by Consultant Team and delivered to the Conservancy and County Project Managers for review and comment. Format and content of the summary notes will vary depending on meeting topics and structure. For example, in a workshop with mapping exercises, images of the maps with mark ups would be included as an appendix.
B. ASSET VULNERABILITY PROFILES AND QUESTIONNAIRES Draft Asset Vulnerability Profiles (AVPs) will be prepared for up to 30 at-risk assets identified on asset exposure maps. The AVPs will describe and assess these assets and their associated risks and vulnerabilities. The draft AVPs will be submitted to the asset owners/managers for review and comment. Where available data are not sufficient to complete the AVP for a selected asset, or where supplemental data would be useful in evaluating vulnerability, the Consultant Team will also develop

a questionnaire tailored to obtain additional vulnerability-related data. Where applicable, these asset-specific questionnaires will be sent to the asset owners/managers along with the draft AVP. The Consultant Team will follow up with the asset owners/managers who received questionnaires to administer the questionnaire.
Submitting AVPs and questionnaires to asset managers and owners will be done in December and January. The supplemental information obtained will be reliant on the asset managers’ and owners’ availability and willingness to participate.
C. SITE VISITSIn conjunction with obtaining feedback on the draft AVPs and questionnaires, the Consultant team will visit up to ten key physical assets in the County, as selected by the PMT. Site visits will give the Consultant Team the opportunity to observe key assets first hand and refine/expand on the available information regarding the vulnerability to SLR of these selected assets.
The site visits are slated to be held in December and January and will be reliant on the asset managers’ and owners’ availability and willingness to participate. The Consultant Team will make efforts to capitalize on time in the field by scheduling visits to nearby facilities on the same day and in close coordination with facility managers and owners.
D. SURVEYS AND INTERVIEWSAs part of the stakeholder engagement process and to inform the development of the Asset Vulnerability Profile (AVP), the team will distribute written surveys to up to 30 key stakeholders from the 20 cities in San Mateo County. The surveys will seek detailed information on assets and their vulnerability relative to inundation due to sea level rise. In cases where responses are unclear or incomplete or there is a particular data need, the Consultant Team will conduct follow up interviews (by phone, email or in person) with up to 10 survey respondents.
V. PROPOSED OUTREACH SCHEDULEThe timetable on the following page illustrates tentative dates for outreach events throughout the 12-month engagement. Solid green diamonds represent proposed Policy Advisory Committee meetings with tentative dates in late September 2015 and early 2016. Diamonds with a green outline represent proposed Technical Working Group meetings in September, December and early 2016. Project Management Team meetings, black diamonds, are proposed in April, August, September and then monthly from November through the end of the project in May (see legend below the timetable). The tentative meeting dates were selected to meet the demands of the project. However, actual meeting dates may differ from those proposed due to availability of key project personnel, availability of preferred venues, and the generally busy modern adult American schedule that include holidays and the demands of concurrent projects.
