Packaging Requirements

For disposal purposes, all controlled substance waste must be placed in 5 or 30 gallon containers utilizing a lid that can be sealed for security. Only non-plant form controlled substances seized in the course of an investigation are authorized for incineration. NOTE: Approved containers are indicated below.

Destruction Form must document all evidence in the container. Please note that you may use your evidence bar codes to document the contents. NOTE: You may use more than one form if you need additional room to document all the contents in the container. If so, please indicate how many pages document the container's contents and write the Incinerator load ID on each form.

Seal and label each container. You should have a bar code and tamper seal for each container. Note the ID numbers of both items on the Controlled Substance Evidence Destruction Form.

Evidence placed in a container may only be from one law enforcement agency and each container must have a separate form associated with it.

When packaging is complete, 2 employees of the law enforcement agency must certify the inventory of items contained in the drum or pail and seal the container with tamper-proof evidence tape.

Delivery and Confirmation of Destruction:

Two sworn police officers must accompany the disposal containers and follow delivery instructions to the unloading area.

3M personnel will only accept the number of containers that were indicated on the appointment form that have matching bar codes and are sealed with tamper proof seals. If the delivery does not match the appointment form details, the load will be rejected and the irregularity immediately reported to the BCA.

Containers slated for destruction will be unloaded and weighed. Both officers will accompany their transport to the incinerator conveyor device.

Officers will then be led to the control room to witness the evidence container entering the incinerator. At the conclusion, one officer and the designated 3M employee will sign the destruction witness box on the Controlled Substance Evidence Destruction Form.

The original will be retained by the law enforcement officer and a copy maintained by 3M.
