    Introduction

    WFP Staff security has always been our main priority.

    By nature of their missions, UN staff members are often working in exposed areas

    To minimise the risks and to provide a quick response in case of

    emergency, the U.N has implemented a Minimum Operating Safety Standards (M.O.S.S.) as defined by DSS (the interagency

    UN body in charge of security of UN staff). These standards include a telecommunication component that is further enhanced

    by WFP under the Minimum Security Telecommunications Standards (M.I.S.T.S.).

    The MISTS call for a minimum level of equipment and radio

    procedures relevant to the UN security phase in place (For more information on the security phase, please refer to the UN Security

    in the Field handbook).

    A WFP country office or sub-office radio room has to provide the services required under MOSS and MISTS. This document

    outlines the standard operating procedures for this radio room and radio room staff. It should always be available to the radio

    operator on duty, and should be updated with relevant information as required.

    Staff responsibilities

    I. Security officer Throughout this document, Security Officer(s) should be understood as staff designated as Security Officer(s) or the Security Focal Point. The security officer is required to be contactable at all times and is responsible to ensure that the radio room is informed on how to contact them. At least two different means of contact should be available at all times. In the unlikely event that the Security Officer is not reachable during an emergency, the radio room will then report directly to the Emergency Co-ordinator and Head of Office, and also inform the ICT officer on Duty.

    II. ICT Officer Reports to the Head of Office. Responsibilities include (But are not limited to) Overall supervision of the radio room. Supervise preparation of guidelines and Standard Operating Procedures for the radio

    room operation (S.O.P.s). Provide technical support as required. Can delegate part of their functions to one or more radio room staff.

    III. Radio Room Supervisor (If appointed) Under the supervision of ICT Staff, has responsibility for the following: Directly supervise and train radio room staff. Liase with UN interagency radio rooms to establish contact information databases

    such as call signs, sel-calls and telephone numbers. Assess status of the WFP radio rooms and recommend upgrades to MOSS/MISTS

    compliance. Institutionalise Standard Operating Procedures for WFP radio room. Ensure proper use of radios and procedures.

    IV. Radio Operators Under the general supervision of WFP ICT Staff, the Radio Operator performs the following duties: Maintain radio contact with all stations and vehicles in the United Nations and/or

    WFP radio networks under their responsibility. Ensure efficient communications and information flow for all units and Agencies.

    Communicate with all applicable networks of the UN and relevant NGOs in the region ensuring radio communications for operational and security purposes.

    Log all communications and dispatch them without delay to the receiving Officer or

    Unit (Database entry as applicable).

    Keep all necessary messages sent/received by UN communications systems strictly confidential. Transgression of the confidentiality may lead to disciplinary action including summary dismissal.

    Ensure that all network users are complying with proper radio procedures, and that

    call signs, English language, etc. is strictly adhered to.

    Advise (ICT or radio room supervisor) immediately on faults in the telecommunication networks and undertake all necessary action to provide a prompt reestablishment of service.

    Expected Conduct of WFP radio operators

    The primary responsibility for the radio room is security and safety for WFP and UN staff. Operational related communications are secondary. The operators need to bear this in mind and act accordingly. It is essential that all users perceive the service as a professional one that they can trust. The radio operators must therefore: Be firm but polite at all times Arrive on duty groomed as expected for UN staff Maintain an organized and clean workspace. Always be vigilant Not leave the workplace without a replacement. Not engage in discussions about radio policies, procedures etc with users but direct

    this to WFP ICT or in their absence the WFP security officer on duty.

    I. Arriving on duty Arrive on duty on time, every time. Ensure there is time for a proper handover prior to

    shift change. Ensure all relevant information from the previous shift is passed on in the handover.

    If there are any unsettled or unclear issues make sure you clarify all information related to this and address them promptly.

    Make sure that all the radio room equipment is working properly. Report any problem/fault to ICT.

    II. Finishing the shift Make sure that you have briefed your colleague on all vehicles that you have tracked

    during your shift and also make sure that all the messages received will be followed up by the relieving radio operator.

    Both radio operators, on change over, shall sign the voice log or complete the Database as applicable. After signing (completion) the relieving radio operator on shift will be responsible from that point onwards.

    Report any irregularities to Radio Room Supervisor or ICT.

    III. While on duty:

    Vehicle tracking Make sure that vehicle tracking is done according to procedures and respect strict

    timing for contacts. All contacts with vehicles must be logged in the vehicle tracking sheet (Or Lotus Notes Data Base if installed). Details of this procedure can be found in the Vehicle Tracking section.

    All closed vehicle tracking movements must be saved to Data Base (If applicable) or saved and put in the relevant folder if no database installed.

    Voice Logs All messages received either by phone or radio should be logged before being

    dispatched. All outgoing satphone calls should be logged in an appropriate sheet. All contacts should mainly be on HF or VHF. If the vehicle or staff has unserviceable

    radio equipment other means of communication must be tried, i.e. mobile phones, satphone until the fault is repaired.

    All telephone calls should be logged or entered in the database or manual record as applicable.

    Radio ChecksRadio checks are necessary for a number of safety reasons. Fist of all to test that the equipment is working properly but also to ensure staff are contactable. The Security Officer defines the schedule for the radio checks. The standard pattern is as follow:

    Other duties

    Make sure that all the messages that are received are being relayed immediately to addressees, by preference in hardcopy or email.

    Check the radio room email (Lotus Notes) at least once per hour.

    The radio operator will take responsibilities of switchboard operator as required. Update the contact list database for all WFP staff.

    Update the callsign lists based on information received from all UN partners. Administrative tasks: vehicle and radio check statistics.

    Report any irregularities to the Radio Room Supervisor or ICT and log it in the specific sheet with all information available (disturbances on the network, non compliance on procedures, SelCall, callsigns etc...)

    If no Database installed make sure that there are enough copies of vehicle tracking

    sheets, voice log sheets, phone log sheets etc., for next days operation.

    The radio room is a security service and the operators must stay vigilant at all times. Any unanswered call will lead to disciplinary measures being taken and could

    lead to a written warning.

    Emergency Calls Emergency calls can have several causes and be conveyed over any of the communication means we are employing in UN. This is normally divided into three different means of communication: HF radio, VHF radio and telephone (conventional, mobile or satellite). Similarly there are a few main causes for an emergency call to be initiated: false alarm (accidentally or to produce interference), traffic accident, robbery, abduction or simply car trouble. These calls can be either a voice call asking for help or a pre-programmed sequence in the radio equipment initiated by the user.

    I. General Whenever an emergency call is received it has to be treated seriously and action taken with this in mind. Specific emergencies like MEDEVAC or terrorist threat procedures are more specifically detailed in a separate chapter. However the general following considerations are still valid. During an emergency situation no one except Security officers, radio operators Emergency Coordinator (or representative) and UN Medical personnel are permitted inside the radio room. When receiving an emergency call via:

    II. VHF Immediately clear the channel of all traffic, informing them to only transmit information

    related to this emergency unless called by the radio room. Ex: Attention all stations, this is Bravo Foxtrot Base, all units standby unless urgent, maintain silence whilst we assess the situation.

    If it is a voice call ask the caller for location and emergency information as described below.

    If it is an emergency beacon call on VHF; note down the full radio ID. An example of radio ID could be: 190206892 or INS BF Banda 892. The radio will automatically transit between TX and RX every 20 sec. Listen for information during the TX cycle to assess the situation and transmit during the quiet cycle to coordinate any response.

    Inform WFP security and DSS security or focal point of the parent agency. Continue to listen on the channel to extract further information.

    III. HF Immediately clear the channel for other stations, informing them to only transmit

    information related to this emergency unless called by the radio room. Ex: Attention all stations, Standby unless urgent, Mobile. send over. Note down sel call ID that will appear on display to identify the agency and call sign. Ascertain Who (Call Sign)

    Where (Location)

    What (Nature of Emergency) ALWAYS ask the caller for location and emergency information as described ABOVE. Inform WFP and DSS security officer and the security focal point of the parent

    agency. Continue listening to extract further information.

    IV. Telephone Get information about the caller and emergency as described below. Keep the telephone line open and also try to identify a backup means of

    communication (radio, mobile etc.) Inform the WFP and DSS security officer or focal point of the parent agency.

    V. Collecting emergency information What kind of emergency is it? Major traffic accident, abduction or other? In all cases get the location of the emergency, preferably related to an easily

    identifiable location (GPS?). This is especially important if the location given deviates significantly from what the tracking log suggests.

    Names and numbers of persons involved. As always it is preferable to use callsigns and not names but the situation of the caller(s) must be considered and generally in most emergencies staff will revert to their names, this is to be expected.

    In case of a car accident or trauma type incident: Who is injured and what type of injuries have been sustained.

    Vehicle Tracking Vehicle tracking procedures are essential to keep track of staff movement, ensuring a quick intervention in case of security incidents or accidents. The tracking procedures allow us to locate any vehicle at any given time. The following position tracking procedures are considered as standard for every WFP UN driver or person driving a UN vehicle, and for every radio operator.

    I. Generalities

    Equipment and staff requirements Each vehicle must have operational VHF and HF radio installed, which is for vehicle

    tracking communication and forms part of the M.O.S.S. requirements. Both the driver and the passengers must have good knowledge of radio procedures,

    call signs and SelCall procedures, monitoring frequencies and calling channels/frequencies for respective areas.

    This information must be available in hardcopy in each vehicle. When driving, the driver shall not operate the radio; the passenger should take care of

    this.

    Who tracks and who is tracked All UN vehicles travelling, outside the perimeters of the city are tracked to the

    destination location (with approved security clearance). The radio room performing the tracking for a certain vehicle is called the Tracking

    base, which is usually the departure location. Tracking base must get an OK from the destination radio room (if present). For long trips (multiple departure points), if a departure point does not have a radio

    room, the initial Tracking base must keep tracking the vehicle.

    Planning the mission The UN security clearance form must be completed, including all relevant vehicle

    tracking information and submitted as per WFP and DSS procedures. When the clearance for the mission has been approved by WFP and DSS a copy or

    the security clearance information is sent to the radio room. No vehicle is to proceed on mission without a functioning VHF, HF Radio and Satelite

    Telephone (Per convoy or Per Vehicle, Refer WFP Security). This is a Moss requirement.

    II. Radio room responsibilities Maintain a copy of the authorized road movement Security Clearances for each

    respective day. (Initiate radio contact with vehicles that are approved for movement, if the driver has not contacted the radio room first).

    Use the tracking spreadsheet (Database) for all tracking data, logging all entries on a sheet.

    If the vehicle fails to report at the decided schedule, the tracking base will make the radio check 10 mins after that time and ask other radio rooms to establish contact with the vehicle. If the vehicle is still not reachable, the Security Officer should be advised immediately.

    When a tracking sheet is closed (vehicle has arrived at its destination), the tracking sheet is closed by the radio operator (and signed), and filed in a dedicated folder, sorted by mobile number. If using Database, complete the tracking entry and sign off on the SC.

    Report any tracking irregularities to the WFP Security Officer. Emergency and tracking communications have immediate and full priority on the VHF

    and HF channels. If the radio room is not operational 24 hours a day, the radio room must remain

    operational until all convoys tracked have safely arrived at their destinations. If for any reason the driver fails to make contact at the agreed time, and if the tracking

    base fails to establish contact within 30 minutes after the agreed time, the tracking operator should immediately warn the WFP Security Officer (who will handle search and rescue procedures). While the necessary action is taken, the operator should continue trying to contact the convoy or vehicle and try to establish contact with other vehicles or bases (eventually from other agencies) in the area where contact was lost. If contact is established again, the involved parties are informed.

    III. Team Leader Responsibilities The mission's Team Leader is responsible for initiating and reporting to the Tracking

    base.

    Before leaving Test all vehicles communications to ensure operational. Confirm the Tracking base has all tracking data for the road mission and notify any

    changes. Reset the cars odometer to 0 at the start of the trip to report distances travelled or in

    case of an incident/accident. Receive clearance from the radio room to begin the journey.

    During Vehicle MovementReport the following tracking data every XX minutes (depending on the security phase, the usual reporting time could be every 30 or 60 minutes, refer to WFP security): Call sign of the vehicle, Position report (either as a km distance from a reference point or location code.

    Avoid where possible actual location names.), Indication of status (any problems to be reported immediately). Report if the vehicle stops en route for any reason (site visit, lunch, etc.) for more than

    10 minutes. Inform the tracking base when passengers leave or came back into the vehicle.

    Report any incidents (roadblocks, road conditions, vehicle difficulties). If the Team Leader is unable to make contact on HF radio, alternate solutions should

    be used (use of another tracking base, mobile phone, satphone...).

    Vehicle reaching destination A call is made when the car arrives at its destination. Arriving means the passengers

    are getting out of the car, and the car stays for some time at its destination. If the vehicle continues to drive around in the proximity of its destination, the driver

    has to continue to give tracking data to the radio room until returned to the UN compound.

    Incidents If the mission has non-urgent problems (mechanical break down, flat tire, major

    traffic), he informs his Tracking base.

    Emergencies In case of emergency call the radio room immediately to seek help. The radio room

    will then advise the WFP Security Officer of the incident. Accurate location details are necessary to provide effective help. GPS coordinates

    are a must in most cases where accurate geographical points are ill defined.

    IV. Radio room checklist

    Before departure The exact road used by the mission is known and written in the security clearance or

    tracking sheet (do not give indications over radio about the destination or road to be used).

    List all the staff in the vehicle and their call signs (do not use names over radio, use call signs).

    List of all cell phones and sat phones in each vehicle.

    Ensure that the radio check is conducted with each vehicle (Mandatory requirement is that they know how to use the radio, and they have all frequencies and contact details of all radio room rooms required)

    Authorise the vehicle to depart, and remind them to report as stipulated in the Security Clearance (to be decided by WFP Security and DSS depending on the mission), and when leaving the vehicle for more than 10 minutes.

    Record the time of departure. Call the destination radio room and inform them that the mission is en-route to their

    location.

    Schedule reportWhen the vehicle is reporting at the scheduled time, or for other normal reasons (leaving the vehicle.) Write in the tracking log (Database) the time, the channel used, the report, and the next required time of reporting (SKED).

    Failure to report 10 minutes after scheduled (SKED) time Try to call the vehicle. Try to call by telephone any staff in the convoy. Ask the destination radio room to relay your radio call. Upon answering: write as for a scheduled report but with an annotation on the failure

    to report (SKED) on time.

    Still no contact after 30 minutes

    Report immediately to the WFP Security Officer for search and rescue operations.

    Report of incidents

    If the vehicle is reporting any incidents or delay in their mission (traffic jam, flat tire, military checkpoint): Inform the WFP and DSS Security Officer. Inform the destination radio room of the new ETA (Expected Time of Arrival) if the

    delay is more than 30 minutes.

    Emergency

    What kind of emergency is it? Traffic accident, abduction or other? In all cases get the location of the emergency (related to an easily identifiable

    geographical location or by GPS coordinates). This is especially important if the location given deviates significantly from what the tracking suggests.

    Names and numbers of persons involved. As always, it is preferable to use call signs and not names but the situation of the caller(s) must be considered and remember in times of extreme stress some staff will revert to using their names. (This is to be expected and tolerated in this environment)

    In case of a car accident: Who is injured and what injuries have been sustained. What kind of assistance is needed? Report immediately to the WFP Security Officer.

    Radio checks There are three types of radio checks performed by the radio room: The daily sub office radio check, staff radio check and the emergency staff radio check (see next chapter).

    I. Sub office radio check Each sub office shall call the country office radio room in the morning when opening

    the office, and call again in the evening when closing the office (if applicable). This call is made using HF radio.

    The time of these checks should be logged in the daily sub office radio check sheet

    (Database).

    For sub offices located in security phase III and below area, if the office is not manned during the weekend, no radio checks are performed on those days (Refer WFP Security re this). However the country office radio room should have been formally informed before that the office will be closed on those days.

    For sub offices in security phase IV and phase V area, Radio checks are mandatory

    DAILY.

    Still no contact 30 minutes after SKED time

    If no radio contact check were received 30 minutes after the expected opening or closing time, the country office radio room and WFP security will be informed and take appropriate action.

    Still no contact 60 minutes after SKED time

    The DSS Security Officer and ICT must be informed.

    II. Staff radio check The staff radio check is performed on a known schedule on VHF (HF if required for

    deep field missions). The radio room should prepare a current list of the staff expected or known to be present in the area.

    The radio room will call each staff individually by order of call signs. No more than two

    calls are made to each call sign if no reply is received.

    At the end of the check list, a general call is made for staff that were late or not called. The radio check should be quick. However the radio operator should always leave at

    least one second before answering, to let any possible emergency message to be heard.

    Also every 5 minutes, or as required in the circumstances the radio operator should pause the radio check to let anybody use the frequency for possible urgent operational purpose. A log is kept for each radio check. Staff who fail to answer the radio check will not be called individually by other means (telephone, mobile phone or satphone) except if specifically requested by the WFP Security Officer or DSS as applicable. However, staff who frequently fail to answer the radio check could face disciplinary action.

    Major incident radio check The Major incident (emergency) radio check has for main purpose to provide a quick way to account for all staff after an unexpected dangerous situation (in the case of Aceh operations this is usually a seismic incident or civil panic as a result of this however it could also be a malicious act or accident, etc).

    I. Report mechanisms To account for all staff, two mechanisms could be used:

    Direct contact with the radio roomIt could be done either at the request of the radio room calling for a radio check, or by the staff calling the radio room to confirm they are safe. Those contacts should be made preferentially by radio (the telephone network generally will be overloaded; also the telephone lines at the radio room should stay available for emergency calls).

    Contact through a wardenTo avoid multiple contacts with the radio room, a designated zone warden (or agency representative) can account for all staff within his area of responsibility.

    II. Responsibilities

    StaffIn such a situation, all staff should have the common sense to listen to their radio for possible instructions or emergency radio checks (If required). If they don't have a radio available, they should report their status to the radio room or relevant Security Officer by other means.

    Radio roomThe radio room should try to contact, by other means, staff that have not checked in with either their Warden or Security Focal Point. WFP Security or DSS representative should be contacted prior to this being conducted. Record the details (Database) of the staff still not accounted for inform the WFP Security Officer and/or DSS.

    Terrorist Threat All staff should be familiar to the correct procedure when receiving a Terrorist threat. Follow the general guidance below: Stay calm. Listen carefully and do not interrupt the caller. Do not hang up. Try to obtain as much information as possible. Ask the caller questions from the checklist. Be attentive to all background noise and to the voice of the caller. Note the time of the call. After the call, advise immediately the WFP Security Officer, DSS Security Officer and the Emergency coordinator. Do not give a general broadcast about the incident unless instructed to by UN security.

    Radio room responsibilitiesIf the radio room has received, either directly or from a staff member, information about a terrorist threat, the Security Officer should be informed immediately. Do not discuss this information by radio as this will be listened to by staff and could generate panic. The radio room is also responsible to distribute to all staff the telephone terrorist threat checklist and advise them to keep a copy of it next to their telephone.

    Evacuation of the radio room In certain circumstances, evacuation of the building and/or the radio room could be

    required by the Security Officer. Depending on the time available for the evacuation, some or all of the following steps

    should be followed (sorted by priority): Bring the contact list including staff and sub offices telephone and sat phone

    numbers. Bring the list and SelCall of the vehicles that are currently tracked by the radio room. Bring a sat phone with charged battery and a charger. Bring a VHF handheld, and if available some spare handheld and batteries. Bring QMac HF radio if available. Bring paper and pen. The next steps can be done from outside the radio room either by telephone, or using a vehicle HF radio. Contact the Country Radio Room and inform them of your evacuation (in case of a

    sub-office contact the country office, country office contacts the UN interagency Radio Room).

    Inform all vehicles (Convoys) tracked and advise who to contact (it could be either the vehicle HF radio that is to be used as an alternate radio room, or another UN radio room that is available and briefed)

    MEDEVAC MEDEVAC procedure is an emergency operation to provide a MEDical EVACuation. Depending on the situation, the Security Officer will rely on WFP, any UN agency or governmental assistance. The procedure by itself is the responsibility of the Security Officer or the emergency coordinator. However; the radio room is usually in the front line to receive the initial request of a MEDEVAC. In order to provide the best help available try to obtain the following information: Who is calling? Do you know how to contact him (her) back in case of a

    communication break down? What is the exact location of the people to evacuate (GPS coordinates)? How many people are injured? What kind of injuries? Is their medical situation stable? Why are they injured (accident, malicious act, mine,)? Can we go there by car, plane or helicopter? If not where is the closest location? What is the callsign (or name) of the staff(s) injured? In addition to the MEDEVAC what kind of help is needed? Report immediately to the WFP Security Officer.

    Malicious call, misuse of the radio, Interference to network

    I. Malicious calls A malicious call received by phone or by radio should be logged in the 'improper use

    of telecommunications' log. Write all information (caller ID, frequency, word said...). If repeated, inform the ICT Officer and WFP Security and record all details in an

    incident report.

    II. Misuse of the radio Misuses of the radio are mainly non compliance with the procedure. For instance non use of English language, of proper call signs, personal communications... Call the offending callsign and instruct them to follow proper procedures. If repeated, log in the 'improper use of telecommunications' sheet. Write all

    information concerning the incident (caller, nature of the misuse,) See report over page.

    In instances of severe misuse consider stunning the offending radio (If able to). However, prior to stunning any radio you must liase with either WFP security, DSS

    or ICT and brief them on the incident before removing the offending radio from the network.
